In Brazil's 2018 elections most candidates talk about shoring up crumbling infrastructure, and law and order. Yet no one talks about the budget crisis as there is no money left for doing this.  Shocking as this may sound after years of overspending and a recession, Brazil now uses borrowed money to pay pensions and salaries, and keep schools and hospitals open. Brazil's public spending exceeds revenue by about 7% of annual economic output. Taxes are already 40% of economic output, according to CIA's World Factbook website, making it hard to raise taxes.  This WSJ analysis says you cannot overstate the problem in Brazil as about two thirds of the budget goes to paying old age pensions, payroll of public sector and public healthcare. By 2020 these liablilities will grow to the point there is nothing left for discretionary spending such as roads, infrastructure, new hospitals, police equipment. Trimming pensions and freezing wages are likely options to tackle the problem. Still this leaves Brazil with the prospect of a lost decade.   Neighboring Argentina is experiencing a contracting economy and had to turn to the IMF for assistance.  The decline in GDP comes as a new conservative administration took over promising an improvement in the economy. The peso declined by 18% in 2018 so far leaving Argentina's public and private debt of $166 billion which is 80% denominated in U.S. dollars much harder to pay off. The stronger dollar has hurt Argentina leading to a $50 billion support agreement with the IMF.  Much of Latin America is now in an economic crisis. ...

Experts say there is no Mediterranean diet anymore. The World Health Organization says this historic way of eating healthy is on its way out. In Italy, Spain and Greece fruit, vegetables, fish and olive oil are being replaced by sweets, fizzy drinks, colas, and junk food. Now more than 40% of nine year olds in Italy, Spain and Greece are obese or overweight. Protests against the spread of fast food outlets in Italy have failed over two decades. Now cities such as Florence, Venice and Verons are banning the opening of new fast food outlets. A diet developed over millenia has fallen as marketing of fast food expanded. Olive oil lost its foothold in the sixties and seventies as it was replaced by seed oil and margarine. A leading expert says she is optimistic the situation can be reversed in the next generation. For this to happen there has to be a change from the proliferation of fast food courts such as this one near Madrid airport of 138 shops and dozens of food outlets.  ...

This is being used to support what may be the largest lockdown in history. Everyone is expected to remain at home. This WSJ editorial looks beyond Speaker Nancy Pelosi's visit to Taiwan. It says for decades during which China modernized its economy with US investment and technology, Chinese policy remained peaceful reunification and no set date. The US under this agreement for peaceful reunification agreed that it would follow One China policy and not follow the earlier policy during the Cold War of close defense ties with Taiwan. Now it appears from Chinese policy under Xi Jinping that Chinese plans are for reunification of Taiwan by any means and with a date of the next decade or even in the next 18 months, says WSJ. This is a change of previous Chinese policy says WSJ and the US response should be to act with a change in its policy to provide Taiwan with the ability to defend itself during an invasion of the islands around Taiwan or other invasion.

Milkha Singh came through a period of life growing up in a poor part of the Punjab, then partition, and finding a place in post independence India on track and field. He joined the army on his third attempt. Finished fourth in the Rome Olympics, just 0.1 seconds behind Pence and with it missing a Bronze medal.

He said after this - that he was taken for an interview, and he could only say in whatever English he knew, "your son has fulfilled his duty, and I demand this from every youngster in the country." This could be the message to all the youngsters in the country that are volunteering for the PM's effort for 100,000 trained healthcare youngsters to help with Covid work in villages and towns throughout India.

President Macron of France says with the president of Sweden Ulf Kristersson at the Swedish Defense Academy- "The EU has to make bold decisions to defend Ukraine, to preempt any US decision to withhold of reduce its support." Europe should have its own security architecture independent of the US and Russia. it says Europe's effort was inadequate when Russia had completely revamped its war effort, that Europe should not shirk its responsibilities for its own defense. That no matter what happens with Ukraine aid in US Congress, or no matter what happens in the US presidential election in November, Europe will have done what it needs to do for its own defense. In doing this he said Europe needs to stand by Ukraine.

Better management of the economy has sustained Russian economic growth in past crises such as in 2008 when oil prices collapsed. Russian central bank chief Nabiullina has helped steer the economy holding US dollar reserves to just 11% the rest of $600 billion reserves in renminbi, euros and gold. Yet the war in Ukraine has introduced limits. With labor shortages and the technological isolation the war in Ukraine is setting new limits on economic growth, says the WSJ. Going forward the limit is about 0.9% economic growth a year. Before 2008 the Russian economy growth was at 7% growth a year, it dropped to 3.5% after the invasion of Crimea in 2014. With China facing deflationary trends, little recovery in growth, this shows that geopolitical tensions are changing the prospects of important economies. With globalization dimming the prospects of Singapore and UK have suffered. The US is investing in growth, and Germany is following the US model.

There is serious lack of depth in leadership in the Tory party today. Names proposed in The Guardian for Tory leaders after the July 4 election should Rishi Sunak have to resign are clearly short of what Britain needs in leadership. It depends on which Tory MP can hold on to his seat. Suella Braverman, Priti Patel, Kim Badennoch, James Cleverly, Tom Tugendhat, Penny Mordaunt, all lack what is needed to lead the Conservatives on July 5, 2024. This has been true all through the last two decades.  David Cameron, Boris Johnson, Theresa May, Liz Truss who preceded Sunak for most of the last decade were also lacking in leadership. The decade wasted with Nigel Farage and David Cameron, Boris Johnson trying to get Britain out of the European Union has hurt Britain. Today most Britons want to go back to a Britain that is growing as part of the EU and Europe.

Trump was exuberant about the advantages secured by U.S. tech companies in global business, saying- "there's nobody like you in the world. The discussions covered need for more vocational education, advantages and disadvantages of trade with China, and immigration. Quarterly meetings of this type are now planned with a smaller group organized by Jared Kushner to cover immigration and education.  Jeff Bezos of Amazon described the meeting as "very productive." Bezos says he told the group that the best way was to use innovation to create jobs outside of tech in agriculture, infrastructure, manufacturing elsewhere, to create large number of jobs. With Labour leading in polls Mr. Johnson faces a no confidence motion in parliament after 53 Tory members called for the motion. No elections are planned before Jan 2025. There are no choices for the Tories other than Mr. Johnson who could hold his broad coalition of working class districts in the north of England and affluent districts in London. Mr. Johnson has also taken England through the pandemic, vaccination drive, and pandemic aid programs to help the UK recover, which he reminded Tory members of parliament.  The partygate scandal refers to parties that Mr. Johnson says never happened but took place during the worst part of the pandemic which have created an impression of callous behaviour and disregard of rules. The Conservatives face another problem in that the US and the EU including countries such as Denmark, Germany and France are moving in a direction that favors leaders who are promoting a revival of manufacturing locally, creating local jobs instead of job shifting overseas, increasing minimum wage, and promoting interests of workers and families. Labor had lost credibility during the Blair years similar to SPD losing credibility during the Schroder years, France's Socialists losing credibility under Hollande, and the Democrats under Clinton-Obama, and a general loss of credibility of socialist leaders who failed to work for the interests of workers and families. Biden, Scholz, the German Greens under Habeck, and French under Melenchon are changing this today wtih a new and genuine commitment of respect for the dignity of workers and families, and women. There may be a sense of unease among Tories about how long the working class districts in the north of England will vote Tory when no investments are being made to fulfill the promises Boris Johnson has made. Yet Tories have no alternate leader and may be stumbling their way into the remaining part of their period in office as Britons look for a new future where the massive investments needed in manufacturing locally and in infrastructure take place to benefit workers and families. ...

Two Syrian cities are among the oldest in the world going back to 3000 BC. They are Aleppo and Damascus. This is close to when Varanasi on the Ganges in India was settled. Aleppo is older than Damascus.  The only European city that comes close is Plovdiv, Bulgaria, says this report in The Guardian. Most of the Syrian region is populated by Syrian Sunnis about 75% and there are Christian, 10%, Shia Alawite 11%, and other minorities in Syria.  The Syrian Civil War 2011-2024 destroyed most of the old city of Aleppo. Syria has 110 miles of Mediterranean coastline, mountains along the coastline and and area inland of wheat cultivation along the Euphrates river and the Syrian desert near Iraq in the east, Turkey to the north with Kurds in that area, and Jordan in the south. The Ottoman Turks ruled from 1516 to 1918. In 1920 a French Mandate was setup in Syria till 1943. Following the Second World War Syria was an independent nation and briefly joined Egypt in the UAR United Arab Republic.  ...

Montes and Cordoba of the WSJ provide this exceptional account of corruption at the state level in Mexico. Ironically the very effort to reduce the power of centralized administration with PRI winning repeated elections and having a monopoly in power for many years, led to the decentralization and passing on power and money to the state governments in Mexico after the 1990's. But this was done without putting in the checks and balances required. Instead too much power was now concentrated in the hands of the state governments which appointed even the judges and officials at all levels including election bodies. Federal transfers of tax money to states increased 20 fold to $88 billion in 2016, according to this report.  The result 41 state governors faced corruption charges between 2000 and 2013, according to the Mexican Competitiveness Institute. This includes the state of Veracruz where state coffers are almost empty and there is no money to pay municipal bodies. The PRI governor of Veracruz Mr. Duarte supported president Pena Nieto, and was at 43 years age cited as the new face of the young PRI. This report  says he is nowhere to be found now that $2.5 billion in state funds cannot be verified. Other states are Tamaulipas, Quintana Roo, Coahuila, Sonora, where corruption charges remain. The Veracruz scandal is among the worst and is the focus of attention for the public in Mexico. At this point president Pena Nieto of PRI has about 12% popularity rating, lowest of any modern Mexican president.   ...

President Obama's address at the White House on financial regulatory reform. They cover all aspects of the financial system, and focus on the structural deficiencies that were evident in this crisis from the late night meetings needed to resolve the situations at Lehman, AIG and other financial firms, because no structure existed for an orderly resolution. The decision was made to give the Fed powers - for both the responsibility and the accountability to be clear- to resolve these situations and to set new rules that ensure that risks do not build up in the system. Besides the Fed's new powers, a new oversight council consisting of regulators from all areas is expected to monitor risks and assess areas of weakness. The other critical aspect is the consumer protection agency. Its job will be to ensure openness, fair-dealing and transparency take place for financial products like mortgages, credit cards and other loans. Other areas of weakness in the financial system in which players are able to game the system or thwart the proper functioning of free markets, are addressed one by one. By not scrapping the old system and building from there- instead preferring to correct areas of weakness akin to major remodeling of an old structure like you find in major European cities- Obama says he understands that "markets are not an unalloyed force for good or evil" as zealous free marketers or those who see the ills of capitalism in its raw form would have one believe. So he goes on to say " in many ways our financial system reflects us." The most government can do, or the best it can do -and it becomes a necessary obligation of government for markets to function correctly- is to set the rules of the road correctly, rules of openness, fair-dealing and transparency; the rest is upto us....

China has used the quarantine and strict measures to contain the coronavirus. After being taken by surprise in the way the coronavirus developed in Wuhan region China shifted to large scale containment and quarantine. To do this China used technology, mobile carrier information, volunteers going from door to door and enforced quarantine action. Other countries in Europe, including Italy, are adopting measures such as quarantine and appeals to the public for cooperative behaviours.

The entire approach is new yet shows how government and citizens can work together to contain epidemics of this kind in the modern world of urbanized areas and close contact in subways, streets, and stadiums. The approach in democratic countries may vary from China yet essentially strong bold action has proved to be the way to go, not vacillating and acting one step at a time till things are out of control.

"To Invest (at home), To Align (with allies), To Compete (with the world)" sums up the approach of president Biden with China. It also sums up the approach at home and overseas. Biden senior adviser, Jake Sullivan at Council of Foreign Relations sets out the framework and path for managing US-China relations into the future for many decades. Here at the Council of Foreign Relations he shows how- through careful study of the relationship's history, the changes in the relationship, and where it is today in 2024. Having participated in previous administrations Jake understood how it has evolved, where mistakes were made by both China and the US, where misperceptions took hold and need for clarification, for action. The old Strategic Dialogue followed by Paulsen under Bush 2000-2008 allowed the relationship to be guided by business interests, -without any clear strategy or idea where it was going except maximizing interests of business on both sides- was continued by Kerry under Obama 2008-2016. Sullivan, Blinken and Biden have built a Strategic Economic Cooperation Framework that has clear goals on the American side and goals on the Chinese side, and work between the two presidents and their cabinet ministers. Trump 2016-2020 rejected the earlier Strategic Dialogue but was not able to set up a sound framework that would guide future relations for decades. Sullivan helped set up a new framework around three principles- To Invest, To Align, and To Compete.   Here he describes how the plan to invest trillions in infrastructure in the US was part of this plan's principle To Invest. On Align it was to derisk not decouple by reducing the excessive concentration of supply chains in China, that was revealed as a problem in the pandemic years. Building up manufacturing at home and in India, Vietnam and Japan. Align also was to have allies Japan, South Korea and India to be aligned with the US policy. It also meant that all three countries would follow the same framework for their economies To Invest, To Align, To Compete.  By combining the strengths of the 2 largest economic centers Seoul/Tokyo with New Delhi/Sydney in Indo-Pacific the leveraging effect of US strength could be felt to support its position. And third to compete on level field so that America retained control of its technologies and implementing exports controls. And sharing this in  open communication with China that the US was protecting its technology and interests the way China has done in the past for its interests. The benefit of open communication even where there are differences had the advantage of not turning this into open rhetoric that damaged relations as had happened under previous administrations. Wang Yi on China's side having seen and approached it with careful study and reflection had similar goals to stabilize and put the relationship on a sound footing. Sullivan met extensively with Wang Yi in meetings in several locations around the world. Ministers Yellen, Raimondo, Blinken, Kerry, were sent to China for extensive discussions as part of this strategy in 2023 leading to remarkable change in the mood and confidence in US- China relations after tumult in 2016-2020 and uncertainty in previous administrations. Much credit goes to president Biden and Jake Sullivan, Anthony Blinken, and also to Wang Yi and Jinping in no way diminishing their own initiative, so that for the first time in decades the US China relationship is now on a stable footing. Both countries faced common challenges around counter narcotics, around climate change, and other issues. These are being addressed. Competition is managed carefully and no rhetoric is taking place so that the largest two economies and about 1.7 billion in US and China and 2 billion people who are allies in India/Indonesia/Vietnam/ Korea/Japan living on the same planet earth can have economic and other cooperation  with different cultures, economic structures and systems of government. The result of such a framework also gives the basis for cooperation with America's allies to invest in Africa and Latin America and in the people of these two continents as another level of alignment and investment for a safer better world. ...

After many banks and financial companies did not admit wrongdoing in the last two decades even after huge losses to families and working class communities from financial activities, the SEC may finally be asking the right questions after president Biden's democracy summit. Democracy can be damaged as much from inside by impunity for wrongdoing as it is from outside by failed states and authoritarian states. President Biden's initiative in getting together countries was to think of new initiatives as the lessons for democracy have to be relearned by every new generation anew.  The appointment of Mr. Gurbir Grewal can only be seen in this light as Mr. Biden's initiative for democratic processes that work for families and American workers. Gurbir Grewal who takes the top job of making the correction America needs is straightforward about malefactors in finance and banking- "We can't arrest them. We can get them out of the industry." Gurbir Grewal is the the new director of the SEC's enforcement program after serving in difficult jobs in New Jersey and NY state, first as prosecutor and then as Attorney General of New Jersey.  Democracy can be shattered as much by hate crimes as by financial crimes. Either way families and working class families in the US are affected, as are minorities and the less well off sections of the community affecting the credibility of the commitment of the well off to honest governance and to fairness. This credibility was severely damaged in the 2009 financial crisis and the situation continues to this day. To understand first hand by being in the shoes of families and workers, minorities and the less well off, gives Gurbir Grewal the courage to take on this job. He told the New York City Bar Association that Americans have grown cynical about how business and government agencies interact- "the perception that we, the regulators, are failing to hold them appropriately accountable, or worse still, the belief by some that there are two sets of rules."  Mr. Biden can see that if anything can make democratic processes lose even more credibility with the people is when new administrations fail to act. Mr. Obama and particularly Mr. Trump raised the issue of revolving door between government agencies and the finance industries, more recently Tech, yet strong action on wrongdoing was missing leading to a loss of faith in democratic processes working for families and workers in the US. The result is weakening the fabric of society from within just as mounting national security challenges grow for the US from outside in in its industrial competitiveness, and its technological leadership, something that affects all Americans and America's allies overseas in Asia, Africa and Latin America.   ...

Action that needed to come ten years back is finally taken. The new US president DJT says- "I have had many talks with China about the massive amounts of drugs, in particular fentanyl, being sent into the United States – but to no avail. Representatives of China told me they would enforce their maximum penalty, including the death sentence, for any drug dealers caught doing this, but unfortunately, they never followed through. As a result, drugs are pouring into our country, mostly through Mexico, at levels never seen before. Until they stop, we will charge China an additional 10% tariff, on top of any existing tariffs, on all of their products entering the United States.”  "On 20 January, as one of my first executive orders, I will sign all necessary documents to impose a 25% tariff on all products coming into the United States from Mexico and Canada, along with addressing its ridiculous open borders. President Xi Jinping's Made in China 2025 plan has spurred startups in electric car technologies, and raises concern about overcapacity. Electric cars is one of 10 sectors in the Made in China 2025 plan to promote global competitiveness for Chinese companies and domestic dominance. China Construction Bank and National Development and Reform Commission announced a $47 billion plan. Direct government subsidies of $15 billion over last 5 years have also increased the number of startups.

All automakers in China are required to produce electric cars. The electric cars sold in China at 777,000 make up half of the electric cars sold in the world. 

Local governments in places such as Anhui province have invested in electric car companies. One such company Singulato in Tongling, Anhui, is profiled here, with its first electric car expected by the end of the year priced at $43,000.

A 3 year old lawsuit by Viacom against Google's You Tube, was decided in favor of Google. Google was granted a summary judgement in this case. Viacom claimed that You Tube tried to exploit Viacom's copyrighted works and make a profit on them. Google's argument was that it was protected by the Digital Millenium Copyright Act. Viacom had sought more than $1 billion in damages. Judge Stanton said that general copyright infringement was not the same as knowledge of specific and identifiable infringements of individual items. In this case once Google received specific notice that a particular item infringed a copyrighted work, it quickly took that item out. And none of the aleged video clips are on the site.
