Eni and Repsol the Italian and Spanish energy companies are owed $6 billion by the Venezuelan government for natural gas they supply from fields in Venezuela to the Venezuelan people. About 40% of natural gas supplies come from Ei and Repsol. Venezuela has not paid these companies as the economy collapsed. Orange juice from Brazil, copper from Chile, electronics and pharma from India, and aircraft from EU, are part of broad exemptions in US tariffs plans. The exemptions are designed to give flexibility to US negotiators where it helps the US economy to import these items. 

This month negotiating teams from Japan, EU, South Korea and othere countries are trying to get exemptions for other items. BMW is seeking export rebates for exports of SUV's to EU from its US factories. And VW is seeking to use investments it says it will make in the US manufacturing as a way to get exemptions in tariffs or lower tariff rate similar to the way Apple has negotiated a tariff exemption for its Chinese exports to the US by saying it will invest $100 billion in the US manufacturing. US negotiators have to get the firm guarantees that these investments are going to be made.

The big difference between the US at about 1.2 million electric car sales and China at over 9 million in the last year is that companies such as BYD have found away to come up new battery technology that uses different more accessible materials. BYD's research into new batteries came up with a iron phosphate battery as shown on articles on BYD in 2024 to substitute for less available lithium and cobalt. On one of its models BYD is offering a price of $11000. This attracts a different kind of buyer than what American makers are reaching. Another plus for BYD is that while sales are stalling in the US because of battery range and lack of charging station access, BYD also sells a large number of hybrid electric cars that help urban dwellers go back to their homes in the countryside. BYD also manufactures two thirds of its parts internally producing needed savings. China is also pushing electric cars with government subsidies and government is working hand in hand with industry in a concerted effort for two decades. Compare that with US where the Biden administration was the first to start changing the way the US does business to put government industry cooperation and working together at the heart of the way of doing things. The US could learn from other nations and adapt its own industrial and modernization efforts in the world after the pandemic and as supply chains are being renewed and restructured. Paul Ryan asks President Obama to put forward his plan for deficit reduction the day after the passage of the August 2, 2011 Debt Ceiling and Deficit Reduction bill in Congress. Ryan points out that health care cost increases are on an unsustainable path with costs going up by 8% in 2011 and projected to go up by 8.5% in 2012. The Obama Health Care legislation tries in Ryan's view the same failed bureaucratic efforts of the past to cut health care costs. Without a genuine and sure plan to cut costs the only way to pay for Medicare with new mandates is to increase taxes again and again. He cites the CBO's Long Term Outlook in June that total tax revenues would have to double by 2050 to finance the current rate of spending on Medicare and other programs. U.S. auto sales including cars and light trucks reached 17.5 million in 2015, a 5.7% increase over 2014. Analysts say automakers will reduce margins to subsidize zero interest loans in 2016 to increase sales. Lower sales are forecast after 2017 as the market will have caught up with much of the pent up demand by then. A plus for the automakers is the lower cost of steel and other material costs, and the better cost structures after bankruptcy, and renegotiated lower union pay scales. Additional plus is new management at U.S. automakers and at Toyota, and the technological advances this management is pushing, including fuel efficiency. Ride sharing, and other services developed by Google, are seen as disrupting the traditional car model to a limited extent. Countering this new development are millenials who are accounting for a quarter of Toyota sales in the last quarter of 2015, according to a Toyota executive....

A sad situation at the library system in San Jose with exorbitant late fees turning young people from low income families, immigrant children- the very group that needs to be integrated better into society with improved English language skills and a path to higher literacy and reading scores that can lead to college- turning these children away from libraries to avoid the late fee penalties. Parents with low incomes can ill afford the high late fees in the San Jose library system, and some residents keep a distance after being pursued by collection agencies, according to this report by Carol Pogash in the NYT. The situation is different in San Francisco which charges less in late fees, and with the openness of libraries in New York which counts more reading time in libraries as a way to pay off any late fees. The numbers are significant as this report shows 187,000 accounts at the San Jose library system, or 39 percent of all cardholders owe the library late fees. Compared to 50 cents a day for unreturned books at San Jose, San Francisco charges 10 cents a day for adults and no late charges for users under 17 years. Here the principal of Washington Elementary School in San Jose, Maria Arias Evans, and librarian Ms. Bourne, draw attention to a problem when 95 percent of the children attending the school qualify for free and reduced lunch programs. When America is seriously reflecting on the issue of lack upward mobility through education in 2016, better integration of immigrants into society, turning away young students from libraries is the last thing we need as a society and a nation. Posturing by the media and European governments on this issue has created this delusion that this is about US actions, when the US is only acting in the interests of all nations to keep the planet safer from dangerous nuclear proliferation in the region most torn by repeated wars in the last 50 years. Some of the language used about attacks on power plants has become a reason to justify such reporting to present aggressive ballistic missile development and nuclear weapons development in Iran in a benign way, becoming oblivious of how it affects the lives of billions of people around the world, as the Middle Eastern region a small fraction of the world's population (less than 7%) and a small fraction of the planet's surface (less than 6%) continues to operate in a way that is destructive for the lives of people around the world.   ...

50 Economists are surveyed by WSJ from banks and universities to small consulting firms. The consensus is that unemployment will remain the same and inflation a bit higher (2.9% instead of 2.6%) if the war is temporary. At what price point and for how long does it cause problems of a recession? The price point is in the region of $138 and in the region of 14 weeks. Inflation predicted at 2.6% is now estimated to increase to 2.9% in this survey March 16-March 18. The attack on gas and oil fields in Qatar, UAE, Saudi and Iran may pose a different kind of problem making it harder to repair than the Straits of Hormuz closure which could be opened at any time and allow tanker traffic to resume supplies.

The lessons from the British auto industry which ran through $16.5 billion in rescue money in the 70's and 80's before collapsing as German and Japanese automakers took over its markets. One of the problems was the failure of labor relations, the other was shoddy quality just when the Germans and Japanese were improving theirs aggressively. The labor relations are a problem at the Detroit automakers and quality has also been an issue with Detroit playing catchup again and again for three decades. Management's lack of vision and leadership in fuel efficiency may have struck a fatal blow, and the concentration on overseas markets at GM without foresight and vision for the American market may now be called a failed strategy. British auto experts say that Leyland controlled 36% of the British market even in the 70's before gradually going out of business and its start was even before General Motors.
