The use of apps and tech based solutions have been largely ineffective in doing effective contact tracing and testing to isolate people with coronavirus. Epidemiologists question its effectiveness when it does not lead to people isolating themselves to prevent spread.  A major problem is lack of confidence in the tech based solutions. 27 states in the U.S. have no apps or are not developing one.  Apps do not use the entire set of tech resources available because of dilution from concerns about privacy. Another major problem is that there is no national approach. California, Washington and Oregon have a pilot program on the Google-Apple system, Delaware and Pennsylvania launched an app in September from Irish developer NearForm. New York and New Jersey started with a NearForm app in October. States using apps are doing this without much conviction that this is a tool that will work to do effective contact tracing and testing to isolate infected persons. For this reason one sees pilots and launches this late in the coronavirus pandemic. Early efforts stumbled.  The UK and French apps also proved ineffective. Germany opted for low tech solution that proved surprisingly effective in the first wave of the coronavirus. Germany relied on teams from state employees which used a national database, personal computers and phones to call individuals who needed to be isolated and tracked. Asian countries have less concern for privacy leading to apps being more effective. Even here low tech solutions with national database and teams of people with personal computers and phones calling and making personal contact including visiting homes has worked better than apps. Human relations skills to reassure people affected by coronavirus, legwork to contact personally at homes and check up, and persuasion to have people isolate have been more effective than app based impersonal tech solutions. ...

In extensive ranging comments Justice Ruth Bader Ginsberg describes her positions on Supreme Court cases to Adam Liptak of the NYT. She hopes the next president after this one will be a fine one and is not perturbed by liberals who would like to see her leave so that another liberal could be appointed in her place. Ginsberg is 80 years, but says she works with her trainer twice a week, and works just as hard as in previous terms. She loves her work and will go on as long as she is able to do it. Her work leading the liberal opinion of Justices on the bench shows a senior justice in command of the issues. She has a framed copy of the Lilly Ledbetter Fair Pay Act of 2009 on a wall and sees it as a response by Congress to her dissent in Ledbetter v. Goodyear Tire Rubber Company. That 2007 ruling said Title VII of the Civil Rights Act of 1964 imposes strict limits for workplace discrimination suits. She sees the present Congress as too timid to take up more issues related to affirmative action and the Voting Rights Act. On the court's decision for the Voting Rights Act Ginsberg said in her dissent "It is like throwing away your umbrella after a rainstorm because you don't need it." Her views on Roe vs. Wade are that the law was too sweeping in making abortion rights constitutional and could have taken a different approach of striking down the law in Texas....

Seniors helping seniors is the subject of this report by Clare Ansberry in the WSJ. This is a growing trend. Worker shortages increased in the home care industry during the pandemic. Now older workers such as Diane Richards, 81 years, a registered nurse, are filling some of these positions. Ms. Richards worked as a nurse for 59 years and after her husband's death decided to join Right at Home in Bend, Oregon. Some are retirees like Linda McCallum, 79 years, who are taking positions to supplement Social Security income at $20 per hour. Right at Home depends on her, as it lost half its workers during the pandemic. Over 20 years the broader workforce grew by 13%, yet the workers over 65 years working or seeking work increased by as much as 144% or 6.4 million in the US, according to the Labor Department. WSJ shows pictures of these older workers who are dependable and can relate to mobility issues, care of loved ones, need to take health medications in ways that younger workers cannot. ...

As Kristof writes about in the NYT the Republicans will not support paid marital leave, will not support child care assistance, will not support cuts to high pharmaceutical costs, making healthcare unaffordable even to the middle class not to speak of the lower income working class. And will not support investment in the infrastructure that is crumbling around us even as the infrastructure is crumbling around us, like the bridge in Baltimore that went down in minutes. Trump used infrastructure issue in 2016 and rightly so, and talked about it being Infrastructure Week every week, yet did nothing for infrastructure, nothing serious until Biden in 2016-2020. This a continuing project for Harris. Part of this is to end the wars (Biden's efforts in Afghanistan ending it). And end the migrants incursions, Harris 's pledge to sign the Lankford-Biden immigration bill that fixes asylum entry and closes the US Border with Mexico. ...

Here are some ways to make for a better day at work.  1. Have what is called a "monk-mode" morning when you just keep out all phone calls and focus on "deep work," without distractions. Every little distraction in the form of a call or some other interruption has its costs in terms of having to refocus and not being able to concentrate on the task at hand as it deserves. 2. Have "meeting-free" days. These are days that you can focus, concentrate on tasks without distraction of meetings. Have walking meetings and meetings where you can walk out in the open for fresh air and some exercize. And no phones at meetings. 3. Replace reading with presenting powerpoint presentations. Have people write out their ideas for others to read so that discussion can be engaged and effective. Amazon CEO Bezos never believed in powerpoint presentations and required staff to write so that they could in the process improve on the clarity of their thinking. 4.  Have weekends free of email. This reduces the stress of workers under a manager who spend time writing and answering emails over weekends when they could replenish their energies and come back charged up on Monday morning for a fresh start on a new week. 55. Grab a coffee with a colleague and do some one on ones talking as one walks around the offices. This was done by Intel's Andy Grove as an effective way to get things done eliminating some of the need for formal meetings. The Wash. Post says the former president's speech as it wore on for 90 minutes rambling on without clarity on discussion of issues and policies for the future was a missed opportunity. Nothing was said about bringing down the cost of living when so many actions on multiple fronts are needed. Nothing on climate change or climate change action but leaving it out out of denial it exists during the worst heat waves and floods in a century. It is now Biden's turn to spell out the details of policies for cost of living action step after step of action, says the Post. After 5 months as president of Egypt, Mohammed Morsi, issues decrees giving the president powers to dissolve the current deadlocked constitutional assembly. Liberals and Coptic Christians in the constitutional assembly had walked out in disagreement with the majority of about 75% appointed by the newly elected Egyptian parliament, which has an absolute majority for the Muslim Brotherhood party of Morsi. The deadline for the constitutional assembly completing its work was extended 2 months. A key demand of the opposition was that the work of the constitutional assembly was being rushed. Morsi also replaced the Mubarak appointed public prosecutor with Ibrahim Talaat, a leader for the movement for judicial independence, and ordered a new trial of Mubarak and others involved in the death of democracy protesters. The decrees were announced just as a ceasefire arranged by Morsi and U.S. president Obama has taken effect in the Israel-Gaza conflict. Morsi placed his actions above judicial oversight saying they were temporary. This came under heavy criticism from the opposition to Morsi in Egypt, as a threat to the gains from the hard fought freedom fight by creating a situation where too many powers are concentrated in one person....

The U.S. Education Department in its report on American universities says foreign funds were often not disclosed, comes with strings attached, and the contacts without transparency or oversight by the U.S. In one instance Cornell University initially failed to report to U.S. authorites more than $1.2 billion it received, says this WSJ report. The U.S. government is concerned that this kind of foreign money gives improper access to U.S. technology to foreign governments, including China. "The U.S. universities are a technological treasure trove in leading internationally competitive fields. For too long these institutions have provided an unprecedented level of access to foreign governments and their instrumentalities in an environment lacking transparency and oversight," says the Education Department report. The report went on to say that "institutional decision making is generally divorced from any sense of obligation to American national interests, security or values." In one instance it cited work that the WSJ says is identifiable as Georgetown University work with the Central Committee of the Communist Party of China deriving $2 million from the arrangement. WSJ says one institution identifiable as Cornell failed to document its institution in Qatar. Multiple schools received millions of dollars from Huawei whose equipment has become a security concern for the U.S. government. Schools being investigated include Harvard, Cornell, Georgetown, Texas A&M, MIT. After the Education Department crackdown U.S. Universities self-reported about $6.6 billion and an additional $1.05 billion recent period, from Qatar, China, Saudi Arabia, and U.A.E., says WSJ.  In other situations the Education Department report says China sought to "leverage its relationships with American universities to dominate a global market- in artificial intelligence." ...

As China shifts from an economy that was built on low cost manufacturing in factories that polluted the skies and water, to an advanced economy with modern factories the nature of industry has changed. More recently the focus is on advanced technologies and increased productivity. As a result the hours worked are declining every year with modernization following the trend in western countries. There is also high unemployment of about 20% for young people. High university enrollment of about 60% means many graduates will have a hard time finding jobs in a slowing economy in 2023. With it comes a shift in attitudes to work.

Friedman says he hopes Hillary Clinton will take a mediating role to bring all the Iraqi political factions and ethnic communities to work together in a democratic framework, and not go their separate ways into sectarian conflict once more. With the US out of Iraq by June 30, 2009, this is critical. Friedman says Iraq, Pakistan and Afghanistan are not separate wars, but part of the same war, and the same struggle to win credibility for democracy and reconciliation, education, women's rights and modenization for the Muslim world as a way forward. Its the only alternative to looking backward. He says he has never bought into the idea of Iraq as the bad war, Pakistan as the necessary war and Afghanistan as the good war. In fact he says experts point out that very little will spread out of Afghanistan when the US leaves. But Baghdad has been acentre of culture, education and influence in the Middle East for centuries, so getting it right there after so much American effort and sacrifice has been invested there, is crucial for the Muslim world to move forward in the right direction....

Kashmiri shawl weavers were mostly women. Mechanization has pushed many from earning their livelihoods from the shawl industry. New ways are being found to revive the older shawl weaving methods and give Kashmiri women an opportunity to work and be financially independent. A lot can be learned from the French who have a thriving industry using hand weaving with new technology and marketing techniques for hand woven fabrics using new designs. Some of these French companies could actually collaborate with Kashmiri makers to relaunch this industry in a new way and employ many women in making shawls and other specialty fabric designs. This manufacture would also command higher prices in a niche market segment in India and in world markets.

Intense devotion to a few high priority tasks gets better results and is a way to work smarter, says Hansen in WSJ. Research shows high achievement comes from being more focused in what you do by selecting the tasks that are most critical and concentrating the most attention on these tasks to get it right. Merely working long hours no matter how talented you are is not the best way to get things done. Having clutter actually hurts a presentation and one slide can get more accomplished because it is the critical one to present. 

Getting things done means often doing less, being selective, and instead of longer hours simplifying to get what really matters most done.

An email by a Tokyo Elecric Power Company employee working at one of the Fukushima nuclear power plants shows in stark detail the struggles of workers at the plant. She writes: " My parents were washed away by the tsunami and I still don't know where they are. Normally I would rush to their house as soon as I could. But I can't even enter the area because it is under an evacuation order." She works for the plant manager of the Fukushima Daini plant. She says that where her parents lived the whole town was washed away by the tsunami. Describing her work location she says: "The scene is completely like a war zone," and that people are "working without sleep or rest." The email continues- "everyone has lost everything- their home, their job, their school, their friends, their families."

What is the best way to get ahead in a company? New studies show that the most important thing to do is to pick the right company for mobility and advancement, getting further education and skills, and for job stability. The studies shown here were done by the Burning Glass Institute in Philadelphia and the Harvard Project on Managing the Future of Work, the Schultz Family Foundation. The study looked at workers in 200 companies over a 5 year period to understand what helps workers build good careers. Companies that rank high for employee retention and pay are Adobe, Alphabet, Boeing, Microsoft. Companies promoting workers without a college degree are Southwest Airlines, AT&T, American Express, CISCO. For launchpads to further mobility Apple and AT&T do well. The main thing is that a person gets into the right company which has big consequences yet the workers starting out they don't have the visibility to make an educated choice, says an expert who did the study.  ...

A move by the Obama administration to reenergize its Hispanic base with action on immigration three months before the U.S. presidential election of 2012. A new policy issued as a directive by President Obama allows one million young illegal immigrants to remain in the U.S. A 16 page guideline issued by the U.S. Citizenship and Immigration Services states that applicants have to show they lived in the U.S. for five years and pay a $465 fee. The policy applies to people in the ages of 15 to 30, applicants must show they completed high school, or were honorably discharged from the U.S. military. The program will offer a two year renewable expemption from deportation and work permit to people coming to the U.S. as children. President Reagan was the last president who issued a directive of this type offering amnesty in 1986 to 3 million illegal immigrants. The Obama administration says this will help conserve enforcement resources are not spent on low priority cases of young people who came to the U.S. as children, as there are an estimated 11 million illegal immigrants in the U.S. The Dream Act legislation to legalize undocumented young people is stuck in Congress with no agreement on how to move forward. The states and cities where people mainly from Latin America and Asia would benefit are- California with 400,000 who could benefit, Texas with 225,000, and New York City with 55,000....

Christina Zander provides an exceptionally good report on what holds women back in work and managing positions in Sweden, Norway and Denmark. Even in Norway, Sweden and Denmark, with a more enlightened outlook in gender relations, the number of women who are CEO's for 145 Nordic companies is only 3%. For the U.S. Fortune 500 this is about 5%. Good child care benefits and parental leave laws that promote a fair distribution of child raising responsibilities between men and women are part of the enlightened outlook in Nordic countries. Yet the number of women being promoted to senior positions is limited. Interestingly rules requiring quota for women on Boards of Directors have led to a different situation on Boards- in 2013 41% of the boards at Norway's public companies were women compared to 18% at private limited companies. About 5.8% of general managers at publicly listed companies were women in 2013, 15.1% in private companies. Sandvik's Ms. Einarsson was promoted to a senior position recently. She says the opposite is true, one needs to start not at the top but at the entry level to ensure women are fairly represented. Culture is part of the problem as even in companies with equal male and female employees, the managers are mostly men. Men are seen as more eager to take responsibilities and risks, and are more integrated into networks. Even childcare and paid parental leave can be deceptive. One researcher shows that Swedish women still take the major part of responsibility for children, with 75% of the 480 available days. Women managers and researchers point to the difficulties women face with a full time career or working over 60 hours a week in a management position, and combining this with picking up children from daycare. Sofia Falk is the founder of Wiminvest, which helps companies invest in geting talented women. Her suggestions are that companies offer other incentives instead of more money- an assistant, private child care, grocery shopping, shared management positions, technical solutions to be able to work at home. The CEO of Sandvik, Olof Faxander, is persistent in changing company attitudes- he has raised the proportion of women in management positions to 21% from 9% in 3 years, eventually hoping to reach 33%....

It continues to December. The use of silence, the understanding of Zen Buddhism, and the ancient culture of Japan helped invigorate Japanese composers in seeing the value of their own traditions. Britain will offer a pathway to citizenship to 3 million Chinese in Hong Kong, British Foreign Secretary, Dominic Raab confirmed an earlier statement. This applies to British National Overseas status (BNO) and their dependents upto 3 million. He stated that the new security law to control protests in Hong Kong were a "flagrant" violation of the agreement made with China 23 years ago.  He called it a "clear and serious breach of the joint declaration" of the two countries in 1997. The new arrivals from Hong Kong and their dependents will be given 5 years limited leave to stay and work in the country, at that point they can apply for settled status and after 1 year of settled status they can apply for British citizenship. The Foreign Office expressed alarm at one provision article 38 of the security law that seeks jurisdiction over anyone who criticizes China wherever they are in the world, putting them at risk if they travel to Hong Kong or China. ...

Poliovirus could be present in New York wastewater as early as April 2022 evidence shows. In UK this could as early as February 2022. It shows the need for rigorous polio vaccination programs. Rockland and Orange counties in the New York City area have polio vaccination rates for eligible children as low as 60%, compared to a national rate of 93%. Decades of neglect of healthcare, and lack of investment in healthcare infrastructure and healthcare services, and in education for healthcare that was a major priority in the postwar years in the fifties and sixties have led to a situation where this is happening today. Vaccination rates are wholly inadequate and a 100% consensus that existed on key things such as vaccination needs to be recovered in the US, by changing the entire sense of priorities in society and the way it invests in its people.

Roger Cohen in the NYT says Macron has missed the public mood in France, the cost of living crisis and the social and economic problems left by the pandemic. FR24 says about two thirds of the French people think this is the wrong time to tackle the pensions issue. The change in the pensions is not an immediate solution as it will be phased in over a period of time stretching to 2030. Many solutions could have been put in place to tackle age discrimination and other problems to make it possible to work productively for longer. Macron needed to address these problems and come up with ways to lessen the burden of the cost of living crisis first before tackling longer term issues. This is a major misstep by Macron, and comes from his lack of experience as one of the youngest persons to become president of France at the age of 39. He was reelected but only with the help of voters who had supported  a socialist candidate Mr. Melenchon. Macron said after that election that he would listen carefully to the voting public that had elected him, even with reservations after the yellow vest protests about his lack of sensitivity for people struggling to make a living. ...

Japan's 38 year old Environment Minister Shinjiro Koizumi sets himself up as a role model by taking two weeks off as paternity leave over 3 months after the birth of his first child.  Mr. Koizumi says in a country where paternity leave is not common: "I hope my child care leave will serve as a spur for everyone in the Environment Ministry to take child care leave without hesitation and advance a style of work in which that is easy." Japan's Shinzo Abe government encourages men to take childcare leave, as this is part of the campaign to get more working age mothers into the workplace. In Japan eligible employees can take upto 52 weeks off of parental leave at reduced pay, accordoing to OECD. The government hopes to get 13% of fathers to take paternity leave in 2020, compared to only 6% in 2019. One reason for the low rate is culture in the workplace- most employees fear bosses and colleagues do not think favorably of this. Making this culture change is the difficult part. ...
