He and the FBI expected to be called in to see president Biden at a special meeting with Avril Haines, James Murphy of NIC. The FBI and Defense Intelligence Council scientists were not called in to see the president. Scientists on the DIC Council section on the Virus were not given a chance to share views or join the meeting by the Director DIC Scott Berrier who had his own theory on the virus, says WSJ. These scientists had done genomics research that showed a spike protein part of the virus that enable it to enter human cells was constructed in a lab, says WSJ. The WSJ investigation says the investigation sought by president Biden in a 90 day sprint was done with the National Intelligence Agency officials under Avril Haines, a State department official who joined the agency after the 90 day sprint, and James Murphy of the NIC who headed it's WMD section. WSJ report says the heads of Defense Intelligence Agency and NIC believed in what is called the zoonotics theory that the virus was of natural origins and simply transferred from animals to humans. A Lancet article in Feb 2020 by a group of scientists including Daczak of EcoHealth Alliance that supported coronavirus research at Wuhan had supported this theory in the interest of global cooperation to fight the virus but called any alternative explanations conspiracy theory, says WSJ, politicising something that should never be politicized.     ...

A look at the role that David Cameron played in the Brexit vote. Cameron did this by promising to hold a referendum to assuage hard line Tories within his Conservative Party in Britain who feared that the right wing Independence Party of Nigel Farage would cut into the Tory vote and hand the 2015 election over to the Labour Party. Cameron made the pledge in 2013. The Brexit vote referendum happened in June 2016 with a slight margin for the "Leave" vote as voters shifted to an anti-establishment vote, and a wave of immigration from Africa and Arab countries in conflicts into Europe created fears of uncontrolled immigration. Both were factors that had little to do with Britain's place in Europe over decades in post war Europe, and not permanent shifts in sentiment. Cameron agreed because he thought the would lead to a result favoring the Remain Vote to stay in the European Union. Cameron badly miscalculated leading to the mess Britain is in today with no clear path forward and negative effects on the economy of Britain. The Labour Party now favors a second referendum as voter sentiment again shifts following the failure of the Theresa May Conservative government to lead in the way forward, and splits in the Conservative Party. Immigration from Arab countries and Africa is now restricted and down to a small trickle. The problems generated by Brexit for the economy, Northern Ireland, business uncertainty, and second thoughts among pro-Brexit supporters, are leading to a rethink of the course set by the referendum based on a temporary shift in sentiment. ...

Britain's banks still owe the government 100 billion pounds ($158 billion) from the bailouts that followed the 2008 financial crisis. The incentivizing of risk by pay structures and bonuses was seen as a big part of the problem. LIBOR manipulation abuses by banks are still on regulators minds. The Financial Conduct Authority and the Bank of England's Prudential Regulation Authority, have set new rules to correct the problem. Earlier EU rules limited bonuses to 100% of salary. The new FCA rules require a 3 year period for traders and risk managers have to wait 5 years for performance awards in full. Top executives have a ten year wait to be certain claw back provisions do not go into effect. Andrey Bailey at the PRA says the rule is designed so "that people in positions of responsibility are rewarded for behaviour which fosters a culture of effective risk management and thus promotes the safety and soundness of individual institutions. "

After 22 months the Brazilian government of President Lula has come up with 4 bills in Congress that willl lay out the basis of ownership of the new oil discovered offshore, called pre-sal because its deep below salt deposits in the Atlantic ocean. The oil in the new fields is made the property of the state, and not that of companies that buy concesssions. In each block half of any oil produced will go to the state. The other half will go to a production sharing agreement between Petrobras and companies that partner with it in proportion to their costs. One bill creates a company Petrosal to finance social spending, infrastructure and other projects. And this is modeled on the Norwegian Oil Fund that has saved oil revenues for the people. Petrobras will also get an injection of the monetary equivalent of 5 billion barrels of oil to strengthen it as the dominant oil company.

The climate change bill that passed the House 219 to 212. When the program begins in 2012 the estimated prie of apermit to emit aton of carbon dioxide will be about $13. This is projected to rise steadily as emission limits come down, but there is aprovision to prevent a surge in costs. In the early years of the program amajority of permits will be given out free to keep costs down. The Congressional Budget Office estimate is that an average American household will pay $175 ayear more in energy costs by 2020 as aresult of this bill, while the poorst households will recveive a rebate to lower their energy costs by $40. WHile the bill has been watered down form its original, the fact remains that this is the first climate change bill America has passed in decades. It is welcomed by Chancellor Merkel and the Germans who want to see the USA as akey negotiator in future talk on global warming.

Now they are trying a more careful approach. What go this round of organizing effort going are leaked Toyota documents showing that Toyota would like to make its wages more in line with wages in the local region, so in Kentucky the average wage is $36,000 and Toyota jobs pay around $70,000 for assembly line work Toyota, would like to set wages more in line with the local wage standards. Toyota says it is only trying to limit wage increases and shift some health costs to employees. Toyota also is having workers see the situation at plants around the world that it operates so that workers get a better picture of the changing picture of the auto industry as the American manufacturers recover and become stronger competitors in the future.

91 year old Chuck Grassley is head of the Senate Judiciary Committee. He has a passion for vigorous Congressional Oversight that has not diminished with age. He says in an interview that he does alot of oversight and all of us should know from our 8th grade civics that Congress has a responsibility for checks and balances to make certain that the executive branch enforces laws consistent with the oath they take. Eri Machii, founded AfriMedico, a nonprofit organization designed to deliver medicine to remote regions in countries in Africa. She worked in Niger under a Japanese Overseas Cooperation Volunteers program after two years working as a pharmacist. There she learned about the dangers in Africa in remote villages where travel and delivery expenses were high and infrastructure lacking. She devised a method of Okigusuri for Africa where as in traditional Japan medicines were left in a kit in villages and people paid only for what they used. Payment is done by cell phone using the M-Pesa money transfer system. Maichii learned about okigusiri as a system used in Japan throughout its history in places where infrastructure was lacking, lack of universal health insurance, and large families living together. She found that this was true for distant villages in countries like Tanzania where she implemented the system under AfriMedico. 20 volunteers helped found the organization and Tanzania pharmacist network helped guide them in setting it up. Large amounts of medicine taken at one time reduce the cost of transport. Use of the system of medikits in urban areas helped subsidize the village use. This is a system that has great potential for medicine delivery in many parts of Africa and Asia that have the same problem of access to basic medicine kits- so that treatment can be done earlier in the process for quicker less costly recovery, improving general health conditions. One can think of Indonesia, Philippines, India, Pakistan, Bangladesh, West and East African countries as having potential for wider use of this system. As people pay for only the medicines used using cell phones the system has wide applicability from cost and access point if supported by private and governmental agencies in these countries.   ...

Draper had no sign of nerves throughout his game. He had struggled in pre-season with flareups of hip pain. “I felt like I deserve it, in all honesty. The amount of adversity I’ve been through, the amount of sacrifices and time all the people around me have put in and the hard work, it’s an emotional feeling to know how much you’ve gone through and put in. To be here now and say I’m going to be No 7 in the world, honestly I can’t tell you how much that means to me.” Draper acknowledged the efforts of his team in a picture shown here in The Times. About his own effort Draper says- “I wasn’t expecting this. I put in a lot of work over time. I am just so grateful and so happy to be out there and able to play with my body feeling healthy and my mind feeling great. Just all the work I have done in the last few years, it feels like it is coming together on the big stage." In 2022 a new player 19 year old Carlos Alacaraz of Spain burst into the top ten by winning the US Open over 23 year old Casper Ruud of Norway. In 2025  23 year old Jack Draper of Britain beat Alcaraz and 21 year old Rune of Denmark to win the finals 6-2, 6-2 of the Indian Wells US tennis championship. There is now a generational shift in tennis. And not just men's tennis. The women's tennis final was won by 17 year old Mira Andreeva of Russia after losing the first set to Sabalenka 6-1, she maintained composure after a toilet break to win 2-6, 6-4, 6-3. ...

This exceptional account by WSJ's Shira Ovide on Microsoft Windows 10 looks at ways CEO Satya Nadella is changing Microsoft's culture and old way of doing business. Microsoft is changing its culture and strategy of charging for all its products. It will let businesses and individual buyers upgrade for free to the new Windows 10 product. This means $500 million less in sales revenues in 2015, but opens up new oppoortunities in sale of add-on apps and services on more devices, such as health sensors and smartphones. The failure to penetrate the smartphone business- with a meager 3% penetration for Windows in smartphones - is a problem facing Microsoft as it competes with Apple, Google and other companies. Terry Myerson describing the thinking behind this change at Microsoft puts it in a cultural perspective, saying that it should result in a more engaged user base. There is a sense that the space Microsoft is in stretches way beyond PC's to all the new computing devices now in place, including smartphones and other devices, with Windows taking up only 15% of these devices. Founder Bill Gates calls this "exciting" and is excited to see the reaction in the market....

He called the US health condition dismal as it is, not just for what is spent. RFK Jr called the US a sinking ship when it comes to the health of its people as he answered questions from Senators at Senate hearings. Ron Johnson, Senator from Wisconsin, said RFK Jr. was an answer to his prayers for someone who could help tackle this crisis. RFK Jr. said he was pro-vaccine and his opposition was only to some aspects of vaccines in certain situations. He also said that his father Robert Kennedy who died in 1968 when RFK Jr. was only 14 years old had told him when he was just 13 that it was important to have a fierce skepticism.  The magnitude of the crisis is so large and the budget is so large that only someone with the experience and one who has fought hard won battles against coal and for the environment for decades, and with the tenacity of RFK, is capable of taking the action needed today. Many senators applauded Make America Healthy Again, even as others asked RFK Jr. to support all vaccines at a time of public skepticism of the government. ...

Federal Reserve policies that kept rates low near zero hurt middle class savers, working class savers, and benefitted disproportionately upper class investors in the stock market, widening the social and economic disparities....

Only 5.8 billion of the $39 billion in the stimulus package of $787 billion assigned to the Department of Energy for creating jobs in the field of "green" energy has been allocated as of June 19th. THe Department of Energy is structurally still making the shift o its new role as funder of green energy projects for energyefficiency and green fuels. It was understaffed as an agency with abudget of $26 billion. With the additional $39 billion a lot has to catch up for it to meet its new role. Besides awarding new contracts and grants the Department of Energy has pre-existing loan guarantee and direct loan programmes for energy projects that are boosted by stimulus money. And as this was moving very slowly, taking 3 months just to appoint an analyst to to look at an application, the staff for this is being boosted from 35 to 95. Because of the shortage of people the Department has asked Universities and trade associations for help for volunteer experts to look at loan applications. About 2000 experts have offered their help....

Ross Sorkin says the information put out in Groupon's IPO filing by the investment banks and other information raises warning signs. Groupon has $225 million in the bank, lost $102 million in the 3rd quarter 2011 on revenue of $878 million. The company has current liabilities of $681 million and only $376 million in assets. It owes vendors $392 millon as part of the current liabilities. Groupon spent $432 million in the first 6 months of 2011 on marketing. Other information shows Eric Lefkovsky, Groupon's chairman, sold a dotcom company in 1999 which went into bankruptcy a year later. And of the $950 million in a pre-IPO round in January 2011, Groupon paid out $810 million to investors and employees. Of this Mr. Lefkovsky and his wife were given $319 million. Goldman Sachs is the lead underwriter behind Groupon's IPO offering. Because of the huge fees involved investment banks and accounting firms were willing to come up with inflated valuations and a questionable metric called Adjusted Consolidated Segment Operating Income, that showed operating income excluding major marketing and acquisition related costs....

Some features of the U.S. health care law are likely to be retained even if the Supreme Court overturns the health care law- the feature that lets parents carry a teenager on their polcy till age 26, and the feature that private insurers cover preventive services without copays. These are very popular and preventive services make sense for the insurance companies to reduce higher costs later on. Other features such as the discount pharmaceutical companies must give to seniors falling under the Medicare gap, and annual physicals without copays may not be retained. 3.6 million Medicare benificiaries saved $2.1 billion on prescription drugs, $604 per person, from the Medicare gap discount. And 32.5 million Americans took advantage of the annual physical without co-pays in 2011. About 50,000 Americans insured temporarily for people with a pre-existing condition also may lose their coverage. Another provision which prevents states from tightening eligibility rules for Medicaid before 2014, may be questioned also as states feel burdened by these rules during a period of budget cutting in areas such as education....

How Ratan Tata's vision of a small car for 1 lakh rupees or about $2500 for the Indian market may change the way the world looks at and buys cars. Note that the Indian car market is expected to become the fastest growing car market by 2013 at 14.5% compared to 8% in China according to estimates by CSM Worldwide. In 2008 Tata will come up with its new 1 lakh rupee car. What Tata's vision has done is challenge the world's leading car makers to come with versions of a small car for the Indian market of their own, with Renault-Nissan, Hyundai and VW and Honda all taking up the challengein the days and years ahead. This is also a challenge for Indian infrastructure, and for the road system in all of South Asia from Sri Lanka to all the way up the South Asian subcontinent to Pakistan and Afghanistan. It will also bring about greater integration of the whole region and create the conditions for significant economic development.
