John Harwood provides an insight into the polarized positions of each side in the negotiations and the changes in the national scene that have led to a polarized political climate and a polarized Congress. The political positions on the Republican and Democratic sides in Congress and the Senate are different from any other time in many decades of government. Between Tea party members of the House and Pelosi Democrats in the House there is a serious divide. The senior leaders of each party command less support. Consider the loud "no" given by newly elected House Republicans led by Rep. Cantor to Senate Republican leader Mitch McConnell's backup plan. The written pledge for no tax increases has given the Cantor House Republicans little room for compromise. And as Harwood points out each side, the tea party House Republican group, the Democrats in Congress, and the President, all know there is every chance that they could be voted out of office in 2012.The media is also splintered with vocal positions on either side. As Senator Chambliss of the Gang of Six Senators said on a talk show a week before the August 2 deadline for raising the U.S. debt ceiling: "Frankly, we don't know what's going to happen for sure." ...

The racial polarization in the U.S. before the presidential elections of 2012 between Romney and Obama. During the 2008 elections Obama did as well as Clinton by getting 43% of the white vote, it now appears headed into the 30's. This situation is reminiscent of the one facing Mondale in the 1980 election with Reagan, when Mondale received only 35% of the white vote. Fully 91% of the support for Romney comes from white voters as he passes 50% among overall voters in a late Oct. 2012 ABC/Washington Post poll. One irony in this situation is that Obama contested the 2008 election as a person who could bridge the racial divide.

A UN Report shows that opium poopy cultivation is growing in Afghanistan and an enormous crop close to last year's record harvest is expected this year. 90% of the world's opium is grown in Afghanistan but it gets so little media attention compared to daily reports of injuries in the war such as on CBC for Canadian soldiers in the war zones and in other reports in American media. Of this about 52% of Afghan opium is grown in Helmand province which is largely controlled by the Taliban who finance their war with tax revenues from the opium farmers. The UN report also shows that most of the increased cultivation is happening in the south and west of the country worst hit by the insurgents. Areas where there is poor security or where there is not much help with seeds irrigation and other help for farming, are the ones that are mostly engaged in increased opium cultivation and areas where there is security and help with seeds and irrigation are the ones that don't cultivate opium. Looking at this state of affairs one would think that Western Europe and the USA which the UN report says must brace themselves for huge influx of this stuff, would rather than families and schools dealing with the problem at home in very difficult circumstances with high teenage use, would find it easier to finance seeds, fertilizer and irrigation and building of infrastructure in the country. However this shift to other farming would be possible if there is security and this requires a new policy in South Asia which reverses decades of policy that aggravated tensions in the region by not having a clear unambiguous direction of supporting peaceful economic development in the region which includes Pakistan and India and Afghanistan and Iran. Policy changed somewhat but a definite steering moving decisively in that direction needed to take place as first British policy in the pre1947 era and then American and British policy in the post 1947 period supported increased tensions in the area. Afghanistan thus ceased to exist as a country devoted to its own economic development but a place where the western powers engaged the soviet union, and then a place where Pakistan's military's policy of strategic depth against India led to the creation and support of the Taliban. By reversing this policy decisively and with direction as clear as daylight the western countries would instead of fighting these insurgents have Indians and Pakistanis work together alongside western country economic experts and agricultural experts to bring the infrastructure, electricity, irrigation, seeds, and fertilizer to these farmers across the whole of Afghanistan. Security would be mainly the responsibility of Indians, Pakistanis and Afghanis, and local leaders and people from the villages as westerners are easy targets of hostile action in a country used to fighting foreigners especially Europeans. That this may ventually happen but is slow to happen today can be attributed to how slow the process of sensible change is, how most people accept the way things are, which itself is a result of earlier policies which are themselves a result of still earlier policies. Thus pre-1947 British policy for Hindu and Muslim areas, is followed by America's Dulles policies turning India and Pakistan into aspects of the Cold War, followed by Reagan policy turning Afghanistan into aspects of the Cold War in reaction to Brezhnev's soviet policy in Kabuli affairs as a tit for tat, and this followed by the Bush policy reacting to the emergence of Saudi discontented volunteers in the Reagan supported Afghan war after Bin Laden's 9/11 attack in New York City. In the background a series of Indian leaders and Pakistan military leaders gave up any sensible steering in the direction of economic development by falling into the Cold war between 2 western factions or into a religious Hindu-Muslim strife war legacy from the earlier periods. What it means is that its hard in the human world we live in to to do anything but react, or be caught in a trap of thinking just the way we have been taught to think, or have accepted things as they are without thinking, with its resultant misery and ignorance and for south asia entrenched poverty. Its only with some grace and the right conditions and after a great deal of suffering which is true for Afghanistan war ruined countryside, Pakistan's poor economic conditions, and India's huge number of poor and economically depressed majority of the population and true also for westerners facing failed policy and failure of vision as economic conditions deteriorate at home....

High on the agenda for the G-20 Feb. 2013 meeting in Moscow is how to fund infrastructure projects in emerging market countries. About $191 billion in infrastructure investment is needed annually in South Asia alone, according to the World Bank. India's Economic Affairs Secretary, Arvind Mayaram, points to the need for finding innovative ways of funding and reducing the risks for private companies by some kind of joint effort from developed and emerging market countries. The needs are extensive especially in transportation, water, electricity, sanitation. Growth lower than potential is facing India- with estimates of growth at just around 5% for the fiscal year ending in 2013. This affects Europe and the U.S. as there is less demand for exports of developed countries. Transportation projects critical to easing congested overloaded rail lines in Jakarta and Manila could not get financing under existing arrangements, making this problem a serious priority.

Indian rating agency Crisil says expeditious settlement of stressed assets in India's banking system is needed for the private sector to play its part in the country's infrastructure development. In the last 4 years much of the effort in infrastructure was undertaken by the government. Crisil CEO Ashu Suyash, says Rupees 50 lakh crore needs to be allocated for capital investment in infrastructure for the 5 year period 2018- 2022. About Rupees 3000 crore investment per day is required. In addition to improving the banking system, other actions needed are new private-public partnership efforts, front ending of projects, and a deepening of the infrastructure financing system. Infrastructure investments have suffered from lack of investment in India and this should be a top priority for the government, say experts. This includes tapping into pension and insurance funds under new arrangements. The central government has announced a 7 lakh crore investment plan to build 83,000 kilometres of highways by 2022. Crisil has developed an "investability index" to track and measure the attractiveness of such projects.   ...

He does not mention the lack of a serious plan to turn the economy around, high rate of joblessness and declining incomes that are a basic issue in the 2012 election, and how oratorical transcendence has little correlation with getting the right policies implemented. The Des Moines Register's support in 2008 put Obama on the road to the presidency in 2008 with a victory in the Iowa primary. In 2012 it gave its endorsement to Romney to give him a chance to correct the problems with the economy and to do this with a new effort to forge the bipartisan consensus missing in the Obama first term.

This editorial in the WSJ after the U.S. presidential election is critical of extreme positions on immigration in the Republican party. It reminds readers that George W. Bush won 40% of the Hispanic vote with some passable Spanish and a friendly attitude on immigration, Romney managed only 29%. Indifference on the Republican side, and a sense that not much is going to get done on the Democratic side, as President Obama pitches a $447 billion second stimulus plan in a speech to both houses of the U.S. Congress on September 8, 2011. Dana Milbank documents the attitudes and skepticism with which members of Congress received the proposals- a general sense that President Obama was too weak and ineffective to get things done and has lost credibility. John Taylor, senior economic advisor on the Republican side pointed out in a Wall Street Journal column a few days before the speech, that the jobs proposals Obama and economic advisor Alan Krueger were presenting were similiar to old plans that have not produced results. Taylor viewed them as placing too much reliance on government and not enough on the private sector to generate economic growth and jobs.

Republican Senators Corker and Blount are confident that a solution can be devised for the sticking points on a deal between the Republicans and the Democrats. The Republicans consider the savings in the Reid plan from the wars in Afghanistan and Iraq a "gimmick," but essentially the Reid and Boehner plans say analysts are similiar in the inital cuts in spending. The sticking point for Democrats is on the whole process of the debt ceiling extension having to be redone in early 2012. For Republicans the sticking point is in in tax increases which the Reid plan leaves out in the initial period for debt limit extension into 2013 when a new president takes office. House majority leader Boehner is facing opposition within his party and this restricts his leeway for striking a deal- the Boehner plan passed in the House by a vote of 218 to 210 on July 29, 2011, with 20 Republicans voting no. It was voted down in the Senate that same evening with a vote of 59 to 41, with 6 Republican senators joining all 53 Democratic senators. As it stands now, the weekend before the August 2 deadline, President Obama concedes that there is "rough agreement" about the size of the first round of spending cuts, and the "next step" to rein in borrowing. He went on to say that "if we need to put in place some kind of enforcement mechanism to hold us all accountable for making these reforms, I'll support that too, if it is done in a smart and balanced way." Its the design of this enforcement mechanism that is the main point in the remaining negotiation. The nature of the committee selected from both parties for the next phase of savings, its powers and the trigger in the sense of what it can ensure happening if no decisions are taken by both parties. ...

The structure of the deal that is coming up for a vote in Congress on August 1st, a day before the August 2 deadline. A deal put together mainly by Senate minority leader Mitch McConnell and Vice President Biden after other deals failed. It gives the government $400 billion immediately and another $500 billion in the fall for raising the debt ceiling. Another 1.2 trillion will be added in 2012. The entire burden for raising it falls on Obama. Obama will be able to get the debt ceiling raised without another long struggle before 2012 elections. On spending cuts- agency spending will be cut by $900 billion over the next 10 years. A new legislative committe will be set up to come up with $1.2 trillion in additional savings by the end of 2012. The mechanism that would force the committe to act or make sure spending cuts were taken if the committee failed, was set up as one in which the trigger is to force automatic across the board cuts. The automatic across the board cuts would be for $1.2 trillion to agency budgets for the next 10 years, and split this half and half between domestic programs and defence. Programs aiding the poor including Medicaid and Social Security would be exempted, but Medicare payments to providers could be touched. No new taxes are part of this deal....

Romney emphasizes that he supports some of the popular parts of the Obama Healthcare Law such as coverage for people with pre-existing conditions. He tells voters he got everybody in his state insured. He also says there will not be a huge cut in taxes that would worsen the deficit. The refugee crisis following what is happening in Syria with Russian involvement, terrorism, financial crisis aftermath from 2008, are being used  says Zeit Online to support a movement for "order" as the state ideology now put forward from the Russian government. This could be an early indicator for the 2017 German federal elections, says Zeit Online. Merkel has said that she supports continuation of western sanctions on Russia. It is hard to see what Russia has gained in improving its economy and the standard of living of the people from this type of political action. Putin was able to achieve economic goals during 2005-2010 using good Germany- Russian relations as shown in LyrArc. This was the earlier period of Putin's terms in office, with a broad group of advisors, including finance minister Kudrin, who set forward a prudent economic course for Russia including foreign investment. The world and Russia are poorer from the departure from this earlier set of policies which would have enhanced Russia's economic growth. Kudrin was fired in September 2011, and the economic course has gradually drifted away from what is most prudent for the Russian economy and growth, and for the global economy. Nationalism was part of an earlier period before 1950, that led to frequent wars and economic catastrophes. A new course has been set since then, especially by American presidents Truman and Eisenhower, and people in India, China, the developing world, in Europe and in the U.S., would see little to gain from the politics of that earlier period in world relations.  ...

He emphasizes the importance of investing in the future, in global competitiveness, through spending on education, infrastructure, alternative energy and other projects. But there was little in the way of specifics for reducing the high jobless rate which stands at 9.4%. Seib cites as a key reason why the presidential race in the U.S. could change- Romney leads by three percentage points over Obama among voters most intensely interested in voting. Another related reason is the plan to reach out to low intensity voters, with the Romney campaign having knocked on 2 million more doors already than they did in all of 2008.
