China has made a $7 billion investment in road and bridges in Bangladesh. The six kilometer long road and rail bridge over the Padma river was built by China. A 48 kilometer 4 lane highway around Dhaka will be completed in 2025 through China's development assistance. In all 12 roads 21 bridges, and 27 power plants during the Hasina administration, creating 550,000 jobs says Yao Wen, Chinese ambassador to Bangladesh. Other projects are built with Indian assistance trying to keep a balance between the two neighbors. A project over the Teesta river was assigned to India. A naval base south of Chittagong, the BNS Sheikh Hasina, was opened in 2023 with Chinese assistance.

France and Germany agreed to begin talks on a common nuclear umbrella in Jan 1997 as reported here in The Washington Post on Jan 25, 1997. 

The post cites Le Monde- "Our two countries see themselves exposed to the same risks. We are ready to open a dialogue on the role of nuclear deterrence in the context of European defense policy." Says the document signed by Germany's Helmut Kohl and Frances Jacques Chirac on Dec. 9, 1996. France had clashed with the US under De Gaule and De Gaulle had pursued an independent nuclear deterrent. Chirac took up this stance in 1996 with nuclear tests in French Polynesia and offered to share its nuclear deterrent with Germany.

Plan B is to reimpose the tariffs using the Section 122 of the 1974 Trade Act and Section 301 which puts the tariffs on firm legal footing. In fact the ruling by the ITC Court on the use of emergency powers under IEEPA law said there was already Section 122 on the basis of which serious trade imbalances could be addressed. Trade Adviser Navarro told Bloomberg that this was a possible strategy to reimpose the tariffs. The federal appeals court has allowed the tariffs to remain in place after the ITC ruling. The administration is appealing it to the US Supreme Court saying that the ITC ruling has unfairly jeopardized the president's negotiations with other countries.

The Hindu's Piyush Pandey describes the fire sale of assets that is planned as the Reserve Bank of India pushes forward with the effort to clean up the balance sheets of Indian banks. Indian banks have an estimated 5 lakh crore of bad loans. Separately Crisil ratings agency cited the bad loans in the banking system as a hurdle that must be cleared for India to make the necessary investments in infrastructure in the next five year period 2018-2022. The Hindu's own review shows a startling amount of debt in the ten largest corporate business groups in India-  500,000 crore of debt to the banks. Anil Ambani's group alone owes 121,000 crores to the banks, with some of the businesses not able to service the debt. Canadian pension funds, Nippon Life Insurance and other foreign companies are taking stakes in business as this process takes place. The Mukesh Amani Group alone has increased the debt load as a result of the 150,000 crore rupees spent on Reliance Jio. Other investments that have led to losses is the steel business of Tata Group in Britain, which is down to zero value, says the Hindu. Ted Cruz has put together a strong organization for the Iowa caucuses. This report by Martin and Flegenheimer of the NYT describes the approach taken by the Cruz campaign- with a organizational head for each of Iowa's 99 counties, captains in 1537 of 1681 precincts, and 10,000 volunteers. Cruz campaign has carefully selected voters who vote consistently and who are likely to respond to one of a list of appeals based on research in behavioural psychology, points which precinct captains and volunteers use to make notes for talking to voters. Turnout is expected to be 121,000 to 140,000, and the Cruz campaign says it is prepared if the count is much higher with new caucus participants. Voter turnout is an important aspect of their campaign, saying their organizational effort with about 15,000 calls made each day from Iowa Cruz offices, is striving to improve performance by 2.5 to 5 percentage points and deal with a "swell" in voters by identifying additional voters. The Trump campaign is based more on campaigning generally to voter sentiment, drawing large numbers to rallies appealing to the white working class, voters who are less committed and less likely to vote- counting on a swell in new voters some who sign up as Republicans at the voting location....

This editorial in the WSJ responds to Donald Trump's comments about the system being "corrupt" and "crooked" and saying there could be violence at the convention. It says the rules are transparent and long standing in Wyoming, Colorado and other states where Trump has not campaigned or sought support. It calls on the Republican National Committee not to be intimidated by Trump's statements, especially as it says the the Republican party should not nominate a candidate who has the highest negative perceptions rating of a shocking 65% with national voters in a general election. Trump never complained when he won 99 delegates in Florida with 45% of the vote and 50 delegates in South Carolina with 32% of the votes cast- securing the most delegates because of a winner take all or winner take most system. It says Trump has so far won only 37% of all votes cast and won about 45% of the delegates, a process that can be seen as disproportionately favoring Trump because of the rules. This is particularly true because Trump's core support has remained at about 35%, and the fragmentation of the remaining vote has hurt the other candidates. About 83% of eligible voters have not voted in the primaries, making the process less representative than it should be. ...

Only 28% of the people in Portugal between 25 and 64 have completed high school . This compares with 85% in Germany, 91% in Czech Republic and 89% for the U.S. Portugal's high-school dropout rate is 37%, one of the highest in Europe. Its reading scores lag behind the OECD average, even after improvements in the last decade. The military dictatorships that ruled Portugal did not emphasize education, and education was neglected for several centuries before that. Even after efforts by the democratically elected governments in recent decades there is a huge gap between Portugal and countries like Ireland. This becomes important for Portugal to build industries and have the technical skilled workers to support these industries. Without this Portugal's financial condition can only get worse. With a technical skilled workforce such as that in Ireland, analysts estimate the growth in GDP would be 1.5% higher. Sharp cuts in education spending are going to make the situation tougher. Portugal lacks industry, yet at the same time cumulative deficits with the rest of the world are over 130 billion euros after years of cumulative deficits. This highlights the problems facing the euro currency countries with vastly different educational systems, industry structures and economic management....

The U.S. FDIC voted on March 29, 2011, to propose new rules that will require banks to hold at least 5% of the credit risk on securities backed by mortgages. During the mortgage crisis banks were able to sell packages of risky mortgages to investors without having some stake in the loans, leading to speculative behaviours. This proposal was mandated by the Dodd-Frank Act and was voted unanimously at the FDIC. Because the proposal does not apply to securities carrying a government guarantee, which is 90% of the market today, this will not have an immediate impact. Some mortgages are excluded- under one proposal mortgages where a borrower puts a 20% down payment would be excluded, and borrowers would have to meet an income threshold, and be current on all loans. The proposal is a joint effort of the FDIC, and the Securities and Exchange Commission. The idea is to have securitization to occur in an environment where the issuers of securities backed by mortgages have some skin in the game. Securities experts commented favorably on the rule and the proposals. The presence of such a rule would clearly have changed the behaviour of mortgage securities issuers in the U.S. 2008 subprime financial crisis....

Arne Duncan describes the improvements in K-12 education in two regions of the U.S.- the District of Columbia and Tennessee between 2011 and 2013, shown by the 2013 National Assessment of Educational Progress (NAEP). The hard work of educators, parents and school officials is paying off and offers examples for other parts of the country, says Duncan. Lessons include facing the facts, not dumbing down by setting low standards. With higher standards Tennessee students were only 34% proficient in math and 45% in reading compared to the 91-92% with lower standards. Republicans followed up on the work of Democrats in the state. Soliciting feedback from critics and experts- the feedback was used to improve systems and learning to help teachers and students. Schools chancellor Kaya Henderson says improving teacher quality was critical, and so was academic rigor. Still Duncan says more needs to be done, this only shows the right direction for states lagging behind, and one should not get complacent. The other areas college enrollment and dropout rates need to be followed carefully. International PISA results still show the U.S. at 27th in math and 14th in reading of 65 countries- making this only the beginning in setting the future course for U.S. educational improvements....

Airbus CEO Fabrice Bregier, says Airbus is set to double its profit margin by 2015 through improvements in efficiency and management. In 2012 EADS Airbus unit showed an operating profit margin of about 4% on sales of 39 billon euros, compared to Boeing commercial airplane division operating margin of 9.6% on sales of $49 billion. Under the 51 year old French engineer Airbus is redoing the way it makes planes, giving factory managers more freedom to make decisions, and bringing an "entrepreneurial spirit" to the company. Each plant is treated as a small business, and Bregier says the fact that the planes are complex does not mean that one needs to be complex in doing things. Airbus parent company EADS stock has risen by 50% in the past year with shares at 42.84 euros on June 14, 2013. The reduced stakes of the French government and Daimler AG in EADS has increased the amount of freely traded shares to 72% from 54%, increasing pressure from investors for better performance. Airbus has 150,000 employees and subcontractors and changing the culture in the organization is a difficult task. The tourist economy is ultra competitive in places such as Lisbon and Madrid because the  debt crisis of Spain, Portugal, Greece has led to devaluing their currencies with the US dollar. There are more American tourists in Portugal than Spanish tourists who are attracted by lower cost vacations. Europe now generates $500 million dollars from tourism one third of total tourist dollars worldwide. Portugal's economy is growing at 8%. This WSJ report looks at tourism in Portugal. He is a good negotiator having negotiated for the EU for many years in Brussels. Macron's unpopularity extends to a plan for new stained glass windows at Notre Dame. Strangely enough the unpopularity of Macron comes from an imperious perceived as arrogant attitude that was also the reason of the undoing of his predecessor Nicholas Sarkozy. Is there something about the concentration of power in the French presidential palace Elysee that leads to such behaviors.

This doesn't help France or Europe in 2025-2026 with France changing prime ministers every few months, just as Britain did in 2023-2034 this time with the Brexit ideas and attitudes of indifference even snubbing behaviors towards the European Union.
