The $369 billion climate and tax package that is coming out of a deal arranged by Schumer in the US Senate could be a path breaking action. It would enable president Biden to get close to the climate goals he promised last year of cutting US carbon emissions by 50% by 2030 over 2005 levels to combat effects of climate change. The $369 billion package would get the US to reduce carbon emissions by 40% in 2030 over 2005 levels.  Severe effects of climate change with fires and floods in the US, Europe, and Asia have brought a new spotlight to the issues facing the world and the fact that something needs to be done quickly with the US leading the way. Senator Manchin a holdout because he comes from a coal mining state was a holdout. He was persuaded to join as the new legislation provides for support for transmission lines and other investment during a transition period so that it does not affect the economy in his state. The transition period is now accepted as Europe now looks at gas and coal as a temporary resource following the cutoff of Russian supplies and the US will be shipping more LNG to Europe during this period. The vote for this legislation is planned under reconciliation so that the vice president MS. Harris can cast the deciding vote for Democrats in a 50-50 split Senate. Republicans oppose the legislation. Manchin now says it will reduce inflation. Briefly it will give $7500 to every buyer of an electric vehicle EV, and $4000 for a used EV. It would give rebates for heat pumps that increase home energy efficiency. Billions of dollars would be spent for clean energy industries, and for solar, wind, geothermal, other renewable energy projects. Democrats want to get the legislation through the Senate quickly by next week, and so secret were Schumer's negotiations that most Democrats did not know about it. Coming on the heels of the $280 billion CHIPS and Science bill for $280 billion investment in US semiconductor industry, this will be a big win for president Biden and shows the persistence and patience of Mr. Biden is paying off.   ...

Post looks at new options which include use of coral that can repair the cartilage in a knee. The coral is part of Agili-C approved by US FDA and developed by CartiHeal. More than 6.7 million persons are displaced inside Ukraine most of them from the war torn eastern part of Ukraine, and most of them women and children. In addition over 3 million are refugees in neighboring countries such as Slovakia and Poland. 

The war is now extending to the Donetsk region with about half of the population of the population in eastern Ukraine having left that region for safety in central and western Ukraine. The rolling farmland and old coal mines of the region, the destroyed infrastructure and industrial facilities, make the area of no use to Russian forces. A fraction of the Russian population in the area has also left says this report in the NYT. 

The scale of the damage and the refugee situation is hard to imagine and can be seen in the pictures in this NYT report. Boarding trains and buses civilians have poured out of cities in eastern Ukraine where the war has intensified.

The NYT says many of India's largest and most profitable companies are "relative models of probity," and several ranking among the world's best governed companies including companies in the software and pharmaceutical sectors. Large parts of the Indian economy have little appetite for the risk taken on by the Adani Group and are run on a financially conservative basis. Infrastructure is unique for this kind of risk taking because of decades of neglect of Indian infrastructure during the 1995-2015 period, when China was rapidly building infrastructure with large investments and India fell behind. It is that catchup mode that induced Adani Group's aggressive efforts taking on debt for outsize goals that it was willing to adopt for coal, solar and port logistics. As a result the Indian economy with companies such as Infosys and Dr. Reddy's Labs says the NYT, is largely not affected by the problems of the Adani group's debt structure.    ...

New EU guidelines require cutting gas consumption by 15% over the next 8 months, and set priorities for which industrial sectors are required to cut back. The EU plan also includes switching from natural gas to nuclear or coal.  EU's Russian gas supplies in June are already less than 30% of what was received on average for the last 5 years. The new guidelines should ensure that Europe gets through the winter with adequate gas supplies in a complete cutoff of gas from Russia. The guidelines for 15% reduction in usage become mandatory in an emergency, and if the new guidelines are slow in being adopted they will also become binding. The safety, security and stability of society will be considered in allocating gas to sectors in the economy and to households. Industrial sectors such as glass and aluminiums would suffer damage to equipment with shutdowns, and chemical industries affecting the operations downstream through shutdowns, new factors that will have to be considered. ...

This WSJ report shows Republican counties are more dependent on government aid by a factor of 10 to 1 compared to Democratic counties, and this is increasing every 4 years since 2000. It was 1 to 1 in 2000 and went up to 1 to 5 by 2016 and accelerated since to 1 to 10. Why is this important? It is important because as is true also for the trillions of dollars of funds allocated in the Biden legislation in the Inflation Reduction Act, for Infrastructure, and for Chips and Science. Much of this funding goes to Republican states and counties. You Tube reality show "Clash of Trades" and building up prestige of machining skills and machining jobs in the trades from a young age. Young people are getting excited about making things again.Other articles in NYT and elsewhere in media this month show how the big tech companies have become huge and  bureuacratic, so big that no one cares for the individual, its just get on with it. Computer coding jobs not just in the US but also in India are not glamorous anymore, as companies employ tens of thousands of programmers in many locations and are not responsive.

Fine of 5 years in jail or 75,000 euros for use of fake vaccine passes and stricter penalties for stores not checking the pass. Vaccine passes are mandatory in stores, public transport and venues in France. UK's energy company, BG Group PLC is offering 12.9 billion Australian dollars for Origin Energy. Origin Energy Australia's biggest gas producer is also the owner of large coalbed methane assets, known as coal-seam. Trillions of cubic metres of natural gas are trapped in Australia's coal seams. Extracting this methane has been considered too costly until now as natural gas prices have risen significantly. There are environmental benefits as coal seam gas does not produce any sulfur dioxide or particulates, and emits only 50% of the carbon dioxide emitted when coal is burned.BG already has plans to spend A$8 billion on one LNG plant with capacity for 4 million metric tons a year of LNG. LNG is natural gas, mostly methane cooled to liquid form for transport by ship. This would use the coal-seam assets purchased from Queensland Gas Company for A$664 million as part of plans to start the LNG plant near the port town of Gladstone, in the state of Queensland. The Origin coal seam assets could provide gas for a second plant at the Queensland site. BG has an LNG supply deal to provide 3 million tons a year to Singapore from 2012. BG has prior focus in the Atlantic region with operations in Brazil, the UK, North Sea, and Trinidad and Tobago, the Queensland deal and acquisition of Origin gives BG an entry in Asian LNG markets. This will be the second biggest takeover of an Australian company after Mexican cement maker Cemex's acquisition of Rinker Group for A$16.7 billion....

DJT's plan is to get the pharmaceutical companies to commit to certain prices, to the lowest price they sell the same medicine in Europe. As Iranian Foreign Minister left Pakistan before arrival of American negotiators showing lack of interest in negotiations on nuclear issue and navigation on which US has insisted, the talks are on pause. The US goal is only for the safety of the Iranian people and the peoples of the Gulf kingdoms, and the Arab world divided into unmanageable countries in some situations by colonial Empires of the British and French in 1921 (Syria, Iraq), the wider Arab world from Egyot to Libya, Tunisia, Algeria and Morocco, to be free of nuclear weapons. Because these colonial policies not of the US but of the British and French and the counter response of Arab nationalism, have created 5 decades of wars in the world. It is then to remove these nuclear materials to another country such as Russia. The misperceptions created in the media appear in some parts to cast the US as a colonial power which it never was in the way of the Spanish, the British, the Dutch, the Portuguese, the French, the Danish. In fact exactly the opposite. One cannot think of an American who felt deeply for the situation the Chinese people were left in with the Japanese invasion than Gen. Joe Stilwell, as shown by Barbara Tuchman in her book Stilwell and the American Experience in China. Stilwell amazingly risked his life in railroad cars behind Imperial Japanese Army enemy lines in north eastern China in the 1930's because of his deep ly feelings for China at that time. Ever since the US differed with the British and the French on reparations during the Boxer rebellion of 1902, with Woodrow Wilson using the funds to create Tsinghua University in Peking (Beijing), the US has been benevolent in its intentions and as shown in its policy to Africa a partner for nations in Asia and Africa- with China, India, Indonesia, a large part of the Asian population, and now with Africa as shown in the investments in Angola, Congo, Zambia on this page. Most of the Address followed a familiar pathabout the economy, about the reasons for the Iran war being the nuclear threat most of all, and the way the president has sought to tackle the threat of ballistic missiles that could soon reach US and Europe. It was an update one month into the war with Iran. One part of it showed a focus on keeping the war short compared to other conflicts and limiting US losses by being very careful on that point. DJT cited the wars of the past 1 year 7 months for WW1, 3 years and 8 months for WWII, Korean War 3 years and 1 month, that soon stretched on for decades in the conflicts that followed. Vietnam 18 years, Iraq 8 years- wars that dragged on and led to US losing its economic position as the strongest nation economically. This one with limited goals nuclear threat removal and ballistic missile removal as the key goals on for 32 days, and right from the start clearly setting what US would not do and do- not take on role of opening Straits of Hormuz and asking China, Britain, countries that get the oil from Hormuz to take this on as China and Japan get 90% of their oil imports from Hormuz Straits. US is self sufficient and does not need that oil from Hormuz. It was the message to the MAGA base that does not want this war to become like the ones carried on for 8 years by Bush and Obama in Iraq which they clearly reject- the bigger goal is the US economy and reindustrialization not the deindustrialization that happened under  Bush and Obama destroying the US industrial base while fighting wars in remote places.  It was also meant to counter the idea of a president not conscious of responsibilities for limiting the duration of the conflict by removing goals such as opening Hormuz Straits which would involve the US in something it does not need and is the job of other nations who need that oil like China, Japan, Britain and India. ...

The US oil embargo in 2022 is not a big decision for president Biden. The US only imports 3% of its oil and 1% of its coal from combatant nations in Europe's east. 70% of the oil from that region cannot find buyers because of sanctions risk says the WSJ. This WSJ view from the Editorial Board says Biden's policy of not boosting US fossil fuels production is contrary to what makes sense in the current situation of high oil prices. Seen from the point of view of US commitments at COP26 Glasgow and global warming effects on the planet, president Biden's commitment to boost renewable energy and use this as an opportunity to make the US less dependent on fossil fuels presents an alternate perspective. One that is needed looking beyond the situation that is faced in 2022.

A large number of utility companies ( most of the big companies like Duke, AEP, Consolidated Edison, DTE, Edison, PG&E and so on) in the USA are working with General Motors to come up with the whole system for putting electric cars on the road and to work out all the issues relating to electricity recharging of the batteries in the cars. Even though coal is used to generate this electricity it reduces overall emissions as the electric plants burn coal with lower emisssions than the internal combustion engine burns gasoline. Charging the cars at night might be attractive as the utilities might find that this is more efficient for them as they may be able to increase production at power plants with extra capacity.

The border with Mexico and the surge in immigration over the last two decades is an issue that has been tackled in largely the same manner by administrations of both Republicans and Democrats. It had one intent- to discourage illegal immigration and migrants flow across the border. Intentions have been well meaning for the Biden administration yet the goal is the same- discourage and send a signal to migrants so that there is no surge in migrants. A problem that is not easily resolved.

The best course of action for Labour is direct targeted assistance to rural schools and rural health care, farmers, in affected countries as they recover from years of war. 20,000 crossed the English Channel in boats in 6 months January to June 2025. Eritrea, Syria, Afghanistan, Iran, Iraq, areas of war in Middle East are source of migrants crossing the English Channel in boats.  Britain offering weekly allowance of 50 pounds a person and free National Health Service services encourages migrants to make the journey in boats and pay migrant trafficking operators with their life savings. Without a clear goal on migrants and necessary action Britain under Labour sees further destabilization of the social and political fabric of the country by reducing confidence in the two main political parties.  ...
