Humor about how BMW and Mercedes completely missed the nature of this economic downturn in their forecasts, of continuing upbeat sales forecasts till about a month ago even though a lot of bad news has been coming in for some time. Is something like this happening in the Chinese economy, where things have been going strong for so long that forecasts have been toned down to 9% for GDP growth, even though car sales are flat for recent months and are expected to be flat or declining for 2009. If there is a decline in sales next year in auto sales is it possible that 9% GDP growth may be too optimistic for 2009. Would it somehwhere in the range of 6-9%?

According to the China Association of Automobile Manufacturers 99.7% of cars made through November 2009 were sold. According to Trade Minister Chen Deming demand in the rural areas now exceeds that in the urban regions. And demand is also growing in smaller and mid sized cities compared to Beijing and Shanghai. Demand surged 46% to 13.6 million vehicles in 2009 according to the Association. For example 55-60% of Nissan sales come from middle and small sized cities according to a Nissan dealer. Nissan with 2009 sales at 756,000 is now the largest Japanese auto manufacturer in China. Government new bank lending and $732 million in subsidies, sales tax cut, all helped auto sales. But Chen Bin who oversees regulation of the auto industry at the National Development and Reform Commisson says automakers face possible overcapacity in China.

Some companies have raised prices by 5% on footwear and clothing. Out of the total tariffs of about $50 billion in the first half, the Census department numbers show that about $22 billion is from machinery and electronic, about $12 billion from automobiles and about $12 billion from items such as clothing, footwear.  The major manufacturers in Japan, South Korea and Europe of automobiles and electronics, machinery, make up $34 billion out of the $50 billion in tariffs. To maintain US market access  these large companies are absorbing most of the tariffs. It is only in clothing and footwear making up $12 billion that some of the tariff related price increases will be seen.  Overall this impact could be 5% of $12 billion or $600 million. The DJT administration will find ways to offset this for American buyers in 2025-2026 similar to the deduction of auto lease interest costs in the One Big Act 2025 to cut automobile expenses, using the new $100 billion Customs revenue.  ...

The election strategy of Obama campaign manager Jim Messina to spend heavily early on in the campaign- even before Romney would get to the convention- to portray Romney as a private equity executive out of touch with the needs of working class Americans. Romney's record at Bain Capital was under relentless attack in the late summer and Romney did little to defend his record till late in the campaign. The other area especially in the midwestern states was the auto industry bailout for which the Obama campaign put out a flurry of ads saying Romney was willing to let Detroit go bankrupt. Experts say this proved to be the decisive factor, as Romney could never overcome the disadvantage in this portrayal to voters of someone who did not care enough for people like them. To do this the Obama campaign had outdone the Romney campaign in fundraising, being way ahead of Romney in campaign funding by that time.

The US needs 100,000 jobs a month just to keep up with population growth. And 7.2 million jobs have been lost since December 2007. Where will the new jobs come from to replace lost jobs in retail, banking auto and other job losing sectors and when, and will some jobs never come back. Global Insight forecast show 8.1% unemployment in 2013, suggesting that jobs needed for population growth and some jobs from the pool of job losses will not be recovered for some years.

Fiat-Chrysler's Sergio Marchionne tells an automotive conference that the new fuel efficiency targets proposed by the Obama administration will be "an incredible stimulus for the American auto industry." He is confident that the new 2025 standards can be achieved. He said the industry had a bad habit of crying wolf and emphasized the need to get there so that the U.S. auto industry could be at the forefront of the changes taking place. He also cautioned the industry to not get comfortable with China's role as an emerging market that helped increase global sales. That growth is slowing and it presents another potential risk for the automakers- the potential for China to export 10% of what it makes to overseas markets including the U.S. and Europe. BMW's first mass production electric car the i3 will go on sale inthe U.S. in the second quarter of 2014, priced at $41,350. It is a city car with a range of 100 miles from one charge. BMW will launch a i8 in 2014. The i8 is a super sports car with high fuel economy. A electric motor drives the front wheels and a 3 cylinder gasoline engine drives rear wheels. BMW's CEO Reithofer has increased spending on R&D so that it can meet the 30% of automobiles that have to be hybrids or electric vehicles by 2025 for BMW to meet higher European auto emissions standards. R&D spending was up 17% in 2012 to 9.2 billion euros, and capital spending up 42%.

WSJ's John Lyons interviews Brazil's finance minister Guido Mantega in May 2012. Mantega says Brazil is following a"developmental economics" model for growth, which is more appropriate for Brazil. GM plans to bring 5 to 10 Cadillac models to China by 2016. It plans to build a factory for Cadillacs in China. Even as auto sales are slowing down in China in 2012, sales of luxury and premium cars are growing rapidly. Infiniti, Audi, BMW, Mercedes, Tata's Jaguar-Land Rover, and now GM are competing for sales to China's growing affluent class. According to IHS Global Insight, China's auto sales slowed to 2.5% growth in 2011, yet sales of premium car sales increased by 32%. With sales slowing in Europe and the U.S., car manufacturers are focussing on the luxury segment in China to boost profits. BMW's sales chief, Ian Robertson, says sales will slow in coming quarters from the 32% growth rate of 2011, but he still expects double digit growth for premium cars in future years. In making its large investments in China Ford executives said it expected a growth in China's car market of 5% over the next decade. BMW plans to increase production to 200,000 cars after opening its second plant in 2011, with capacity to ramp up to 300,000 a year....

Mnay people who have engineering degrees and jobs which pay 60,000 to $75,000 in the auto companies are now visiting food banks as they exhaust their unemployment benefits. They live in suburbs of Detroit, in Rochester Hills, in Dearborn Heights, in Taylor and so on. THe unemployment rate has reached 14.1% and there are more layoffs ahead. THis is also affecting the health care business as companies cut benefits. By the end of of 2009 100,000 residents will have lost their benefits, according to the state's unemployment insurance agency. THe US Department of Agriculture provides 20% of the food aid in the state to food banks and is watching the situation closely. In May, the caseload of the Michigan Food Assistance Program, which adminsters the USDA's food stamp aid for the state rose to 719,000 households, up 3.1% in April and nearly triple the figure in 2000. THe USDA has doubled its shipments to Gleaners, a food bank, which says it is stretched, as it does not serve the once affluent suburbs....

GM is looking for ways to be able to provide more loans to buyers. Its working with lenders and financial institutions to be able to offer more loans to increase sales. GM continues to work with the old GMAC, now called Ally Financial Inc, but it is looking for new partners to expand financing to car buyers. It has studied the options of regaining control of GMAC's auto lending business or starting its own finance company. For now it is looking at working with other lenders to reach buyers who are at the lower end of the income and credit scale.

Note this comment by the head of the U.S. National Highway and Traffic Safety Administration in the Bush Administration. NHTSA Administrator Jackie Glassman says the average mileage for the fleet today is 30 miles per gallon and raising the current standard of 27.5 mpg for an automakers passenger fleet by 2.5 mpg won't put much pressure on automakers. The Bush administration- and the prior Clinton administration- has not committed to making major improvements to the national mileage standards, with the current standards of 27.5 mpg not having changed since 1990! Glassman says the NHTSA starts with the manufacturers product plans and then sees whether it can get additional fuel savings with these plans. This suggests an NHTSA that is more follower to the auto industry rather than a leader in setting the standards that the auto industry then tries to achieve to reduce the U.S. dependence on foreign oil. Also note that it takes 2 years for things to change, as it will take months for rule changes, and 18 months have to be given to automakers to implement the new rules. By 2008 the fuel efficiency based on market competition and Toyota focussing on hybrids and higher fuel efficiency across the whole car lines, might well exceed any new standards that are watered down, especially if crude prices hold up. Lawsuits by attorney generals of different states and the Lugar-Obama bipartisan bill pushing the adminsitration to mandate higher standards are intended to put pressure on the Bush administration to come up with new higher standards. The failure of Democrats and Republicans in the Clinton and Bush years to raise standards and require the auto companies to use new technology to meet these standards with government assistance is one of the significant failures. This will affect the prospects for the U.S. economy in the years ahead....
