CDU's Merz and the SPD join with Greens to provide the two thirds majority to remove a constitutional debt brake put in in the Merkel years. Germany's dilapidated infrastructure from rail to other transport and public facilities, to poor childcare are a sign of how the Merkel debt brake has hurt the German economy. Four years of the Greens SPD coalition government of Scholz were wasted when the SPD and Greens wanted investment in infrastructure starting in 2021 but included Lindner of the super cautious Free Democrats as Finance Minister who opposed spending and vetoed it every step of the way. The results can be seen in Frankfurt and other cities and in the underinvestment in Deutsche Bahn rail and all over the country. At a joint press conference with French, Romanian and Moldovan foreign ministers German Foreign Minister Annalena Baerbock announces 695 million euros of aid to Moldova as it deals with refugees from Ukraine. Out of about 4.2 million refugees that fled Ukraine 2.4 million went to Poland, and 1.8 million refugees to Romania, Moldova and Hungary. Moldova is one of the poorest countries in the region and is struggling to cope with the refugee influx which is the highest per capita refugees. "We have your back," Baerbock told the Moldovan prime minister Natalia Gavrilita. It's just the "kick off point for a long term continuous support platform for Moldova," said Baerbock. Gavrilita formally signed an application for accession of Moldova to the European Union shortly after the Russian invasion.

Moldova a country with 2.7 million people is dealing with an influx of 400,000 refugees. About 100,000 have decided to stay.

To see the changes in East Germany after the fall of the Berlin Wall one has to go beyond the larger cities like Dresden, Leipzig, and Berlin. One has to go to the smaller towns, which are rapidly losing population as young people leave for jobs in the western part of Germany. The government says the gap is closing between the western and eastern parts of Germany. It says $60 billion was spent on infrastructure and to support businesses in 2006-2008. ANd economic activity per person is now up to 71% of western part of Germany from 67% in this last decade. But look at the smaller towns in the east and you see young people leaving, the average of the people going way up, the population dropping, and with this unneeded or abandoned apartment buildings have to be bulldozed. Unemployment is double that in the west. In some areas the number of women between 20and 30 has dropped 30%. About 1.7 million people or 12% of the population has left East Germany since the fall of the Berlin Wall. About 2000 schools have closed because of ascarcity of children. The demographics were such in the early years after the fall of the Berlin Wall, that for a number of years East Germans stopped having children, says the Director of the Berlin Institute for Population and Development....

The German Constitutional Court established the legality of the eurozone bailouts under German law. It also stipulated that future bailouts would require the approval of a parliamentary committee. The Court ruled out any proposal that would pool Germany's debt with that of other countries in the eurozone. This rules out the issuance of eurobonds that are supported by the pooled resources of all EU countries. With no mechanism for firm budgetary discipline in place under the current structure of the EU, this is seen as an absolute no in Germany, and is opposed by all German political parties including Chancellor Merkel's Christian Democrats. ECB president, Jean Claude Trichet, is a strong supporter of the European Union, who actively participated in its creation over three decades. He insisted on budgetary discipline for all EU member states in his recent speech at a conference in Lake Cuomo resort in northern Italy. By leaving open other solutions over time that would still move forward the idea of a united Europe, the Court's view on this point coincides with that of Merkel and the ECB's current and future presidents, Trichet and Draghi. Merkel told the German parliament on Sept. 7, 2011: "Europe must come out of this crisis stronger than it went in, just as Germay came out of the crisis stronger." Merkel compared the difficulties today with the difficulties Germany faced as it tried to rebuild after World War II. China surpassed Germany as the world's No. 1 exporter in the first 10 months of 2009, with $957 billion in exports compared to Germany's $917 billion, according to customs data compiled by Global Trade Information Services, a Geneva based firm. With the global financial crisis China's exports fell 20.4% in the first 10 months of 2009 compared to 27.4% for Germany and 21% for the USA. Global consumer spending has fallen more than the capital goods and machinery exported by Germany. Yet these numbers suggest that there has been no significant change to the export models of the two countries even after the global economc crisis revealed cracks in the export model.

A bill requiring that women make up 30% of nonexecutive supervisory board members of 100 companies by 2016 is likely to pass in the German parliament in Dec. 2014. Women make up 22% of the supervisory board of 30 companies on the DAX. The new bill requires that companies have to leave the positions unfilled if they cannot find women. France requires 20% of nonexecutive director positions go to women, which goes up to 40% in 2017. Women make up 29.7% of the boards of the 40 companies in France's CAC 40 index, which is up from 12.3% in 2011. The European Union has set a goal of 40% women on boards by 2020.

This is a weakness that has to be addressed says Behr. Other problems are the bureaucratic handling between state agencies, and within the EU different countries sharing information. And even if the German authorites have different criteria for no fly lists, shouldnt the fact that he was on a no-fly list of the U.S. authorites have come up on the police radar, asks Behr. About one in 5 German workers are in minijobs- about 7.4 million people in May 2013, according to estimates from the WSJ and Germany's Federal Employment Agency. Minijobs are a form of part time work that gets a German worker 450 euros a month free from taxes. Many of these jobs are in retail, healthcare and offer these industries more flexibility. Jobs are done by women, elderly, immigrants without work. The intent was to move these workers into full time work, but this is not happening as most workers in minijobs end up in a deadend status.
