Officials of 130 countries met virtually to agree on a global minimum tax rate. A minimum tax rate of 15% would be paid by corporations in each of the countries in which they operate so that tax avoidance is prevented. The Group of 20 major economies including India and China also agreed to this change in taxation to ensure that all companies pay their fair share of taxes. It is also part of the Biden plan for tax revenue generation to fund the infrastructure and human needs in health, education and public services that were neglected for so long. US president Biden says- "This will level the playing field and also make America more competitive. And it will allow us to devote the additional revenue we raise to make generational investments, which are necessary to keep America's competitive edge razor sharp in today's global economy." This tax change was needed to prevent companies shopping for low tax locations such as Ireland. This kind of locating in low tax rate locations worked badly for the major G-20 economies for decades as it prevented the generation of revenues needed for essential services and infrastructure investments. Tax changes include Biden's plan to increase the corporate tax rate to 28% from 21%, and raise the minimum tax on US based companies foreign profits to 21% from 10.5%.  ...

The US should push forward with its plans to compete with China and Taiwan in the chip business. That was the intent of the Chips and Science Act that both parties supported in Congress. The naysayers simply don't want to take up the difficult challenges and are wilting even before the struggle to regain advantage in chip US manufacturing technologies has begun. Gelsinger at Intel says the scale is necessary for gaining technologies, and making chips for other companies is key to doing this. The products business and business manufacturing for other companies complement each other and enables Intel to co-develop technologies and introduce them faster. Amazon cloud computing has given Intel its business order for AI fabric chips, other companies will also decide to go with a US supplier. Gelsinger's goal at Intel is to make it the second largest manufacturer of chips by 2030. This is not just the goal of Intel, it is the goal of the US to recover its chipmaking capacity and technologies as a major priority for the Nation. It takes ten years to make such a change, after the neglect of the US to add funding for US manufacturers as China and Taiwan have done. Intel is doing this faster  and losses will peak in 2024. Leadership at Intel must persevere with "bold, persistent innovation."   ...

Utah and Maryland made similar changes last year with Republican Governors. The third or booster dose of vaccine is needed to take out the Omicron variant. The UK Health Security Agency analyzed data from 581 Omicron cases and thousands of Delta cases to calculate how effective vaccines such as Pfizer and Astra Zeneca were against the Omicron variant. This early analysis shows a third booster dose prevents around 75% of people from getting any coronavirus symptoms. The double dose of the vaccine however provides good protection against severe coronavirus that needed hospital treatment says the UK Health Security Agency. Of equal concern is the rate of spread of the Omicron variant. Here this BBC report shows graphs of UK National Health Security Agency which show the rate of spread is rapid with cases doubling every 2-3 days. For the UK which on December 10 had about 1265 cases this means says this BBC report that the number of Omicron cases could be well above 100,000 in the UK by the end of December. The BBC graph shows the curve for Omicron cases moving in a close to vertical direction upwards. Reports say the experience in South Africa where the Omicron variant was first detected is similar in pattern causing rapid spread. ...

The European Union was faced with a baseline tariff of 10% which after slow progress on negotiations is up now to 15%. EU frustration is evident in this story in the WSJ. But this could also be just a negotiating tactic of the EU. Bottom line the EU needs the US as Germany faces an assertive Russia. Germany is aware that France and Britain are further away than Germany from Eastern Europe and Russia.  Under chancellor Merz there is  much more rapport with the US than ever existed under the Merkel government or the Scholz government. Merz has disagreed with the sale of stake to COSCO in Hamburg port and many decisions from the Merkel period on immigration, being more aligned with the US in spirit. This was evident in the visit and meeting of DJT with Merz at the White House. DJT says even of Starmer of Labour that "I like him a lot." This could easily be said about the relationship between DJT and Merz. The decision by DJT on Patriots to replenish German supplies and by Merz to finance this and shift Patriots in Germany to Ukraine is a clear example of the path chosen by the two leaders for cooperation. German decisions will be driven by Merz in the direction of economic cooperation with the US with none of the condescending attitude that Merkel and even Scholz showed towards the US out of a lack of grasp of what is happening both inside Germany and the US, the need to rebuild the US and Europe after the trade disasters and lack of investment in the home base of 30 years. ...

Chancellor Merkel's CDU party suffered a loss in the Berlin state elections with only 17.6% of the vote. The AfD gained 14% of the vote. The SPD lost 7% of the vote since the last election, coming in at 22% compared to 29% in the previous Berlin elections. The Greens party gained 15.2% of the vote and the left party Die Linke gained 15.7 % of the vote. The SPD now plans to drop the CDU from the state governing coalition and form a coalition with the Greens and the Die Linke party. Biden makes an effort to lock in the gains made in the last 4 years in a number of areas. A remarkable life and one that brings back the Democrats closer to their roots under FDR in 1932 and his uncle Teddy Roosevelt a Republican fighting for the working class since 1902, that FDR inherited. The nation under DJT simply inherits the role played by TR as Republican in 1902 fighting for the working class after two southerners Carter and Clinton let Democrat ties to working class wither and support for China entering WTO and taking over manufacturing leadership. Obama letting Silicon Valley distance Democrats from workers even further and dragging on wars that served no purpose for America. ...

Ed Finn, president of Barron's for 19 years from 1998 has observed the economy for decades and comes to the conclusion that the 2007-2008 banking crisis from Reagan style deregulation was the one principal factor the US economy and the people suffered from a lost decade that was extended to 15 years by the pandemic. Moderate interest rates help mortgage holders and new companies start businesses. In short says Finn- this is the way a economy should be run. We were sold the idea of ultra low interest rates because no one wanted to talk about the bad effects of Reagan style deregulation that inevitably lead to lack of the financial oversight of regulatory authorites. Financial oversight by regulatory authorites needed for modern economies to run, whether this is the US, India, China, or any large European economy, it is an essential condition for stable long term growth that serves the needs of the people of every major economy in the world. The idea must be cast aside that economic policy must be determined by the swings in sentiment  every few decades in one direction to too little government from to too much government or reverse, and be determined by essential truths of how a sound and good economy is run. As the US enters 2024 what Powell a Republican, and Biden a Democrat, and the bipartisan group of Senators in the US Congress are saying is that we get it, and are with single minded determination making it happen. ...

American women outperformed at the Rio Olympic Summer Games by winning 27 gold medals compared to 18 for the American men. A big part of why this was possible is that women have equal access to sports gained with the education amendment Title IX in 1972. One of every two American girls participate in sports in high school. More women watched the Summer Olympics in Rio than men. Seeing American women do so well acts a role model for young girls watching and thinking "I can do that."  Thirty years ago this was not the case. A lot has changed since then. This is especially true for black women in the games with African American athletes, Simone Biles in gymnastics, Simone Manuel in swimming, Ashleigh Johnson in water polo. With the success comes an effort to try new sports to break more barriers.

Potash a potassium based fertilizer mined from the earth is environmentally friendly unlike nitrogen and phosporous based fertilizers. When Belarus and Russia which make 40% of world supply of potash could not supply the world market because of the war in Ukraine, Canadian producers which make 30% of potash stepped in to increase market share. Two Canadian producers will increase production to meet demand after a 28% increase in the price of potash. Potash has the added advantage of being good for the environment and for climate change action. The use of potash needs to double to meet climate change action goals. Nutrien, the world's largest producer of potash in Saskatchewan, Canada will increase production by 2026 from 15 million tons to 18 million tons a year. BHP has a new plant coming up in Saskatchewan in 2026 for 4.35 million metric tons of potash.

As it makes gains in the Kursk region Russia appears hesitant at this moment to sign on to the ceasefire deal the US and Ukraine agreed to this week. Kursk was part of Russia before the current war. It was also here that the Germans were defeated in 1943 after the Battle of Stalingrad (now called Volgograd). The war now has nationalist overtones for Russia making it more complicated than the earlier invasion of Ukraine, and requiring both patience and persistence to reach a lasting settlement for all sides.

The huge problems of learning loss and academic disruptions for the third year of the pandemic that teachers and students face all over the world. Children face learning loss, are behind in math and reading, and social-emotional development is affected. Third graders may not have been in a regular school since kindergarten, and high school students may not have attended high school at all. We have fourth graders reading at second grade level. Teachers have left teaching altogether, and this is affecting even the effort to bring remote learning options to children. Imagine this problem in every country in the world and worse in some, much worse in Africa and parts of Asia and Latin America.

It is important to remember that FDR and Harry Truman won in North Carolina by huge majorities, so did Adlai Stevenson, John Kennedy, LBJ. In fact going back to Woodrow Wilson in 1912 and 1916. Democrat Josh Stein, Attorney General elected in 2020 and Republican Mark Robinson, the Lt. Governor are very different candidates for governor in North Carolina. Rory Cooper, a Democrat, who won by 4 percentage points is not running after two terms as popular governor because of term limits.  Cooper's focus has been on education, ease of living, infrastructure and clean energy. North Carolina has one of the largest rural populations in the country with one in three being rural with new out of state residents settling in the suburbs. In recent years it has generally voted for a Democrat as governor and Republican for the legislature. Only in  elections since 1980 except in 2008 it has voted Republican for president. In 2024 it is expected to be a swing state. If elected Robinson would be the first black governor of North Carolina, Stein the first Jewish governor.   ...
