A teary Theresa May resigns as prime minister of Britain. Headlines in The Times say she had commitment but lacked flexibility. Other headlines say her attempts to pass her Brexit deals were doomed to fail from the beginning as she lacked a consensus in her own party. The Conservative party is badly divided.

This also stiffens European resolve not to negotiate further with a no-deal Brexit supporter, Mr. Boris Johnson, likely to be the new prime minister. Mr. Johnson has said the only problem with Britain going ahead and leaving the European Union without any deal negotiated is that there could be a shortage of Mars chocolate bars.

Plans by France's Sarkozy government to increase the VAT (value added tax) to 19% from 16%, and reduce the amount companies have to pay for pensions and social welfare costs, making this up with the extra proceeds from the Social VAT. The argument is that imported products would take up part of the burden of the social welfare system. The Socialists who oppose the move say this will lead to lowering employee pay and a push by unions for higher wages, which will offset the benefits of such a move and reduce France's competitive edge in wages. As France faces a possible downgrade in its credit rating the focus has shifted on taking action in such areas as the Social VAT, and a move to allow working hours and pay to vary with demand. German competitiveness improved with action taken by the German government in these areas. Germany raised the VAT from 16% to 19% in 2007. Sarkozy will discuss these proposals with business and union leaders on January 18, 2011.

How 13% unemployment is affecting Lawrence, Massachusetts, with a heavy Latino population, heavier concentration of foreclosures and poorly managed finances, and high rate of unemployment that affects those with high school diplomas, and younger people. And places like Lawrence have a young and undereducated population, with the unemployment rate for teenagers at 21.6% and for those without a highschool diploma at 12.6%. Surprising as it may sound the town was going through a revival before this happened suddenly without warning. It was a fading industrial city 25 miles northwest of Boston. A new $110 million high school, three new grade schools, and a renovated city hall. And a developer refurbished several abandoned mills along the Merricmack River, and leased out 1.4 million square feet to some 200 companies employing 2000 workers.
