Contact tracing apps in the U.S. Britain and France have failed. Contact tracing app in Germany was downloaded 12 million times in the first week. Yet much of the contact tracing in Germany and cluster isolation has been achieved using low tech methods- using a computer with database, and teams of people in district offices all over Germany calling people.

The NHS App in Britain failed to get the cooperation of Apple. In the U.S. Google and Apple planned to have a contact tracing app ready but failed to come up with one. Tech has failed to come up with solutions during coronavirus and low tech solutions have worked well as in Germany and in places such as Kerala, India, when implemented quickly with very little delay.

Friedman in the NYT says China overreached especially since 2012 on trade, technology transfers, and in relations with American allies Australia, India, Japan, and America underperformed for its people by not investing in infrastructure, in workers incomes and in health and public services, education. Underinvestment in the very structure and backbone of American society while billions were wasted in foreign wars and in misallocation of investments by Silicon Valley and other investors. The coronavirus failure to get adequate warning through WHO and China's cooperation for American teams to be admitted immediately after January 10 request by the U.S. for Wuhan was a turning point.

Protests by US members of Congress against the surcharge fees charged by the IMF on loans to countries such as Pakistan, Argentina, Brazil, Ukraine, South Africa, and other countries that is causing additional distress during the pandemic. Fund estimates are that almost $4 billion in extra fees will have been collected in addition to interest charges by the IMF. The US pays the largest share of IMF revenues. Letters went to Janet Yellen, US Treasury Secretary from members of US Congress saying that the fund was a lender of last resort but intended to do this "without resort to measures destructive of national and international prosperity."

Popularity of Chinese apps in India is increasing particularly in smaller cities and replacing the dominance of U.S. apps. They are popular with people getting online for the first time with cheap smartphones and cheap data plans. Content is mostly wacky and has come under criticism in India for the lack of quality content and addictive nature of the material.

Major Chinese internet companies Tencent and AliBaba have yet to find a foothold in India. Social media downloads have increased from 7 million in 2018 to 70 million in 2019 for these Chinese apps, some with wacky names like TikTok.

This WSJ report on critical analysis of coronavirus data has a very useful chart of Estimated Range of Symptomatic Cases Reported by Country. Complete coronavirus data for all symptomatic persons who have the coronavirus infection is lacking in most countries. Many people in large populations have symptoms and are positive but are not reflected in the official data collection. This is a big problem as the total number of cases are understated by a magnitude of twice to five times the numbers reported in official tally.   South Korea has done a good job of getting more of the symptomatic people with the infection in its data, as about 53% to 90% of such persons are reflected in official data. Next comes Germany at a range of 38% to 55%.  China comes third and has about 28% to about 38% of such persons reflected in its data, the U.S. currently on April 4 at about 14% to 19%, according to this chart in the WSJ. The source for this is Mathematical Modeling Center at the London School of Hygiene and Tropical Medicine. What this means is that the US. number of cases at 278,000  reported infected people with symptoms (April 4) is only 14% to 19% of the true number. Another way to say this is that the actual infected persons with symptoms is about 5 times what is reported, or over 1 million not the 278,000 reported.  As happens for China data collection agencies may never get the true number. To be comparable to the Chinese numbers, as the U.S. is a large country, the figure closer to the true numbers would be twice the 278,000 reported or over half a million symptomatic infections of coronavirus in the U.S. Why is this data important. With widespread testing as in South Korea one gets data that tells one how many people are infected (the size of the problem) and therefore the resources needed and the point of greatest impact. Also it tells one the typical transmission rate per person, and it helps hospitals in each area know what to expect and what resources are needed to prepare- not find people suddenly turn up in the E.R. in unpredictable numbers. The lack of widespread testing and better reporting in the data to get a grip on the pandemic is shown in this chart for countries hardest hit, less than 5-6% for Italy and Spain. Supply is being continued to homes leading to cuts to about 40% of factories and to electricity producing plants. In Venezuela low prices of gas and mismanagement have led to waste and losses that created an energy crisis in another oil producing country. Lack of foreign investment means aging infrastructure and no updates in technology of production. Socialist administrations find their work backfiring in this way as in Venezuela, lack of experienced managers and people to run the economy leads to dire results including runaway inflation and shortages. Political rhetoric for workers disguises the problems building up in an economy that can tear the economy apart, as good relations with all countries are needed and the country's trained and experienced middle class and technical experts given an important role in development. ...

WSJ talks to Adam Grant, Prof. of Organizational Psychology at Wharton School of Business, on the importance of experimenting with different ideas. For every decision A and implementing it one forgets that there were other decisions that could have been made B, C, D or E, and each one offered new ways to experiment and try out new ideas. Grant is author of the book-" Think Again - The Power of Knowing What You Don't Know." Here he talks about how some CEO's used the pandemic (a problem) as an opportunity to experiment with new ideas on work to create productive happier workplaces. Others were too afraid to experiment. Grant says research data shows people are more likely to stay in a hybrid structure, because it gives them flexibility. From the productive workplace perspective this means people have to develop new skills and new muscle in a kind of experiment. This is what he says many CEO's are fearful to try out, now that they are reverting to the old workplace in the office-to what they know.  His biggest fear is that the experimentation that covid brought to us will stop. He sees four days of focused work a week or six hours of concentration in work a day, as way better than 8 hours of distracted work or five unmotivated days. Not just personal bonds are necessary says Grant, clear roles and goals are needed. And people need to be excited about what they are doing, which is possible he has found when they know the work has meaning for people who they are serving. ...

On Jan 19, 2023 the US hit its debt ceiling of $31.4 trillion. Republicans control the House of Representatives by only a few votes after a strong showing in midterms by Democrats who control the Senate. A small section of the Republican party insists that raising the debt ceiling- a task performed by the House of Representatives- should only be done with serious cuts to Biden programs to help workers and families during a cost of living crisis. Biden says he will not negotiate, simply won't.  This report in NYT by Jim Tankersley, says president Biden in the last resort could resort to the 14th Amendment which says: "The validity of the public debt of the United States, authorized by law, including debts incurred for payment of pensions shall not be questioned." What this means is that in the last resort if Republicans insist on serious cuts because of a faction within the party, and not because the whole party supports it, Mr. Biden could continue public borrowings to pay social security and make other payments. Moody's says this would lead to a rise in borrowing costs temporarily but would not lead to a recession, and have long term benefits as the debt ceiling could not be applied in the future. It would be challenged by Republicans and go to the Supreme Court which would have to decide on the issue: "the validity of the public debt of the United States shall not be questioned."
