Benjamin Graham's "cyclically adjusted" P/E refined by Yale economist Robert Shiller smooths out the top and bottoms of the market by averaging the past 10 years of earnings and incorporating effects of inflation. This "cyclically adjusted" P/E for the U.S. market for the last 50 years is 19.5. The P/E for the market when the S&P 500 was at 1325 in late July 2011 was 22.9, and at the low in the first week of August 2011 of 1167 was 20.2. With the higher uncertainty- as for instance Bank of New York Mellon charging clients to hold cash- the P/E multiples are in a different territory. The P/E dropped to 13.3 in March 2009 after the financial crisis of 2008. Larger macroeconomic trends and uncertainty may have yet to play out and not registered fully in the market indexes. Three NBC reporters talk to people in areas in southern France, including Cogolin, which voted in a National Front mayor. This report describes the contrast between the National Front under Jean Le Pen and his daughter, Marie Le Pen. Marie took over the party leadership in 2011, and has downplayed her father's more racist ideology, even calling her self Marine dropping her last name. About 22% of French women are expected to vote for Marine, according to Elabe polling agency. In previous elections only 12% of French women had supported Marine's father because of overt racism. Yet recent remarks by Marine about Vichy regime shootings have revived some of the old memories of the National Front among some women. High unemployment and sense of neglect has led to a search for alternatives, and the terrorist incidents in Nice and Paris have added to the momentum for the National Front that calls for tougher measures. The Republican Party candidate Fillon, now has the support of Alain Juppe of Bordeaux, and former president Sarkozy. Fillon is also advocating tougher measures, and it is not clear how many votes would shift from Fillon on the right to Le Pen.  ...

Ford's North American operations reported a pretax profit of $1.6 billion for the 3rd quarter 2010. Revenue went up to $16.2 billion from $13.4 billion in the prior year. Ford sold 145,534 F-series pickup trucks, a 25% increase from the same quarter prior year. Worldwide Ford Motor reported a profit of $1.7 billion. Ford will pay down its revolving credit line by $2 billion and will make a cash payment of $3.6 billion this week to cover the last of its health-care trust obligations to Voluntary Employee Beneficiary Association (which covers 195,000 retirees and their spouses). The UAW controls the VEBA trust. These actions will reduce the company's overall debt to $22.8 billon, from $27.3 billion at the end of June 2010.

The Indian economy grows at 6.3% in the third quarter of 2017. The demonetization, and new GST tax plan, had slowed the economic growth to 5.7% in the second quarter of 2017. Higher economic growth is important to generate the jobs needed as 10 million young people join the workforce each year. The Modi government responded to the slowdown by accelerating spending on infrastructure- a $100 billion spending plan on roads and highways, and $32 billion cash infusion for state run banks with the effort to clean up the bad loans in the banking system. 

Elections in prime minister Modi's home state of Gujarat are coming up and this will give some indication of voter sentiment in 2017. The Pew Research Survey in 2017 shows Modi's personal popularity is high and continues to bolster the government's prospects.

The issues China faces as it plans the next phase of massive urbanization. Urbanization is a major priority of prime minister Li Keqiang, which was also the focus of his postgraduate work in his student days. In the early 1980's about 20% of China was urbanized, this has changed over three decades to where the figure is 47%, plus 17% for workers working in the cities but classified as rural, a total of 64%. China's plan is to fully integrate 70% of the population or 900 millon into cities by 2025. In 2013 only 35% of the population has a urban residency permit, or hukou. The permit is needed for residents to register their children in local schools or qualify for medical programs in urban locations. One of the problems is the huge cost of doing this which it is feared could lead to inflation and higher debt levels. Currently local governments bear these costs using land sales, and central government transfer payments, but without added financing and unable to issue their own bonds, the local governments strictly limit the use of local school and health services to their own residents keeping out rural newcomers. Local government taking over farmer plots, often without enough compensation is highly unpopular in China. Other problems are- providing a steady stream of earnings for new urban residents from farms, if no employment can be found. So they can sustain themselves- especially as they get past 40 years of age when factory employment is harder to find. The government planners see the larger urban population as a way to shift from a largely export based economy and slowing growth, to a consumption based economy. But critics say the risk is that for this to happen new residents from the farming villages have to find jobs, something the government will have difficulty accomplishing. A permanent underclass of unemployed and other financially strapped citydwellers living around major cities, as has happened with the progress of urbanization in Brazil and Mexico, is something the government would want to avoid. ...

Mercedes plans to introduce its Green Diesels in Japan. The penetration of diesel automobiles is expected to go up to 11%. This is well above the high of 6% achieved in the nineties, which later slipped becuase of strict emissions regulations and the perception that diesels were dirty with poor engine performance. German diesel technology has improved to the point where the performance and emissions have improved significantly. The Takata airbag recall increases by 35 million to about 63 million, about one in 4 cars in the U.S. by May 2016. The issue is connected to Takata's use of ammonium nitrate which poses a safety risk leading to explosions. The findings by 3 separate investigations from Honda Motor, Takata, and 10 automaker consortium have led to the massive recalls. A Takata engineer raised questions about the use of ammonium nitrate in the 1990's, and the company has fumbled in its response to the safety concerns.

US Airways has the weakest hub network of the old carriers. With continued problems for air travel from the poor economy the airline is estimated by analyst reports to lose $600 million in 2009, this on top of $!.5 billion in prior years. Robert Herbst of airline financials.com says that the airline has leveraged everything it could to raise cash and doesnt have any other ways. It sold 26 millio shares to Citigroup for $100 million. An increase in luggage fees is expected to raise $400 million this year.

Moody's senior analyst based in Beijing, Yvonne Zhang, says China's National Audit Office's estimate of the banks loans as part of China's total local government debt of 10.7 trillion yuan ($1.65 trillion) is understated. The Audit Office estimated bank loans to be 8.5 trillion yuan. Moody's says this is understated by 3.5 trillion yuan or about $540 billion. Moody's sees the delinquency ratio of these loans between 50 and 75%. With these figures it sees 8-12% of bank loans in China's banking system as non-performing loans.

The new GM-UAW four year contract will provide $5000 signing bonuses to workers in place of cost of living wage increases. GM makes a committment to reopen the Spring Hill, Tennessee manufacturing plant which was idled. Entry level workers earning $14 an hour will receive increases of $2 to $3 per hour. The contract also provides for the hiring back of laid off workers as market conditions improve and for bringing back manufacturing and jobs to the U.S. In that sense it is a forward looking agreement for UAW, GM, and the U.S.

Poland's economy is feeling the effects of the slowdown in the eurozone in mid-2012. Unemployment is up with labor ministry estimates of 12.3% unemployment in July 2012, up from 8.8% in October 2008. GDP was up by 3.5% in the first quarter od 2012 compared to 4.3% GDP growth in 2011. After a series of rate increases, including a quarter point increase to 4.75% in May, the central bank is expected to cut rates by as much as three quarters of a point in the next 12 months.

A severe drought is affecting parts of Mexico in January 2012. About two million people are left without access to water. The Agriculture Ministry estimates total loss for 7% of Mexico's agricultural land. The worst affected areas are in the Sierra Madre in the north. The Mexican government has approved $2.63 billion in aid to the worst affected regions. These are rural parts of 19 of 31 Mexican states. The drought is likely to increase inflation in the latter part of 2012, as it is leading to higher prices for corn and beans.
