From the beginning, the infrastructure building component of the $787 Stimulus Bill, was never really what it was described in the rhetoric of the Obama administration. Even using the broadest definintion of infrastructure spending, the money allocated was never more than $150 billion, by one estimate. And only 8% of the total or $64 billion, went to roads, public transport, rail, bridges, aviation, and waste-water systems. The money allocated to high speed rail was about $8 billion, too small for high speed rail network for the US, and this has proved to be a debacle. Work moved slowly, so that by October 2009 work under the highway and transit programmes had seen work start on $14.3 billion of projects. The new $50 billion infrastructure plan from the Obama administration, includes ideas for a National Infrastructure Bank. But by now the public mood has turned against spending, and political support for a gas tax to pay for it is lacking. The ultimate irony of this situation is that the public thinks the stimulus bill has taken care of infrastructure. So many false expectations were created, and vigorously built up by the Obama administration, such as describing the stimulus investment as "the largest new investment in infrastructure since Eisenhower built an interstate highway system in the 1950's." The irony is that the public perception is that the stimulus has already taken care of the US's infrastructure needs, says the transport director of the Chamber of Commerce....

In his New Year's address Akihito tried to address the importance of learning from history as memories of the war fade with the young generation- "It is important for us to take this opportunity to study and learn from the history of this war, starting with the Manchurian Incident of 1931, as we consider the future direction of our country." Official results show Putin wins the Russian presidential election with 64.6% of the vote with 90% of precincts counted. Exit polls showed a result of Putin winning by 58-59% of the vote over 4 other candidates. Putin's presidential term will be for 6 years after a constitutional amendment increased the term from 4 years to 6 years. Putin relied on voters outside Moscow and in the provinces for support.

Efforts to protect rights of workers with a new labor. Criticism is that it does little to protect the rights of migrant workers from the rural areas in the huge wave of urbanization that is going on in China and India as well, and does little where enforcement is weak. On the other hand cases like that of Huawei a Chinese telecom maker are attracting notice as they violate the laws protections for workers with more than ten years of employment who get job security and companies have to inform the union before firing employees. Huawei asked 7000 employees with more than 10 years of experience to resign before being hired for short term positions.

Chevron plans to cut its annual capital spending by 26% in 2021 and make sharp cuts till 2025. Exxon is also making these cuts as oil demand has dropped sharply during the pandemic. Other forces are all acting at once fracking has brought an oversupply of oil and gas, and solar and wind energy technology has advanced to where it is less costly than coal. These forces are acting to keep energy prices low.  India is highly dependent on energy for developing the largest region in the world with about 1.7 billion people in South Asia. India's strategy is to advance solar production beyond the current level of being 36% of its energy mix to a much higher proportion by doubling solar capacity by 2025. This new energy mix and low oil prices makes it possible for the region to develop quickly to meet rising aspirations in the region. This also reduces dependence on coal that was used by China as the main energy source leading to health problems, and gives India an opportunity never before possible in history of development with healthy sources of energy.   ...

Nguyen Dan Que, is a doctor in Vietnam who has been imprisoned three times. Que was doing diabetes research in London during the 1970's. Three months after Mandela's release Que called for a nonviolent movement for basic rights and free elections in Vietnam. He was arrested a month later and sentenced to 20 years of hard labor.

As remittances fall and in some places disappear from workers in developed countries to their families in developing countries, Kristof says about 46 million people there will fall into poverty. Something Zoellick of the World Bank has been warning for some time. Everything from food, school lunches, tution for children to go to school, housing, will be affected.

Brazil's GDP increased by 0.34% for the 4th quarter of 2011 from the prior quarter. For the full year GDP increased by 2.7%, with an actual decline in GDP for the third quarter of 0.1%. The GDP growth for 2010 was 7.5%. The slowing economic growth reflects an overvalued currency, weak manufacturing competitiveness, and inflation. Brazil's growth will be lower than potential say analysts, and it will be tough to get to even 3.5% growth in 2012-2013. A similiar process is seen in other emerging markets. China's premier Wen Biao announced lower growth targets of 7.5% and a shift in priorities recently. And India's growth rate for 4th quarter, 2011, was 6.1%.
