The real progress is in the quality of life, of health and the resources for living productive healthy lives for most of the inhabitants of any country or region and that goes beyond politics or nationalism or rivalries or vested interests of groups of people, as it depends on learning from the best that every productive mind anywhere in the world or any productive place anywhere in the world has to offer. And the thing about this is its never a goal only because in a true sense the road well travelled is the destination for this kind of progress. ...

There is a story behind this and Jason Dean tells us what happened to bring Thornton, Roderic Hills a former SEC chairman, McKinsey, Qian, a governance expert at UC Berkeley, Tian, a US trained founder of Netcom, and Mr Zhang together to shape Netcom's corporate governance, as a model for the other state controlled Chinese companies. Especially useful is the insight from Zhang about the role of the Communist party committee in Netcom, of which he is party secretary, and its counterparts which really run state controlled Chinese companies. The communist party committee is responsible for six functions, not spelled out here, but probably refers to the social goals as perceived by the communist party. One of the goals is modernization- bringing Chinese company management to best practice standards in Europe and the US. Netcom's incentive is that it needs to stand out against its better positioned competitors China Telecom and China Mobile, which have a big share of the market. Zhang gives the impression of being a thinking type willing to try out new ideas to help achieve the goal of "catching up" to best practice governance....

Dana comes out ahead of Delphi and exits bankruptcy. Mistakes made by Steve Miller which are costing Delphi. One was to take on the unions publicly. Dana's McCracken thinks its best not to do this publicly and create antagonisms. Delphi's rocky relations with the unions means that talks that ended in June 2007 took 21 months of negotiation. And then with the involvement of Cerberus the talks dragged along for longer. Because of the deteriorating union-Delphi relations Cerberus exited. By then in late 2007 Delphi faced the credit crunch and changed credit markets so that financing is difficult. Hedge fund Appaloosa Management is the lead investor in Delphi and its founder David Tepper has poor relations with the UAW. In contrast the UAW brought in private equity investor Centerbridge Capital Partners and they had good communications witht the unions. Delphi is losing $1.3 billion in 3rd quarter 2007, whereas Dana is expected to breakeven in 2008.

The action taken by local and government officials to address the high PM 2.5 pollutant levels and smog in Harbin, China, in October 2013. For the first time the Ministry of Environmental Protection has powers to take serious action. It is sending out inspection teams to cities across China for the winter to make sure environmental regulations are enforced. One big change is that cities now report in real time the change in pollutant levels for PM 2.5, the worst pollutant. By Oct. 2013 113 cities in China carried the live reports on websites. The Ministry has published a list of the 4189 factories in China that create 65% of total industrial air pollutants in China. The Jinping-Li Keqiang administration supports the stronger enforcement and has set a goal of reducing PM 2.5 levels by 15- 25% each year for Tianjin, Beijin and Hebi province in northern China, compared to 2012 levels. These three regions have been given the target of reducing coal use by 80 million tons a year.

How the Frankdurt Auto Show was a kind of watershed for the European auto industry, where the German carmakers decided to commit resources and move technology in the direction of reducing emissions and improving mileage, with cleaner diesel engines, reduced emissions from gasoline engines and all round improvements in technology that was environment friendly. Mercedes and BMW appear fully committed to meeting new EU goals for emisssions of 120 grams per kilometer for 2012. Under new proposed changes carbon emissions permits would be sold to industry and heavier polluters would have to pay more. And to make it fair to European companies exporters in other countries like China would have to buy these carbon permits to be able to export to Europe. There is similiar discussion about this in the USA which expects caps on greenhouse gas emissions in a few years. These changes wouldn't go into effect till 2013 at the earliest and industry will be trying to create a level playing field by then. Countries like China and India because they are developing have been exempt from the greenhouse caps under the Kyoto Protocol which expire 2012. Under the Kyoto Protocol which Europe signed and the USA did not sign, European companies are giving carbon permits free to emit a certain amount of greenhouse gas every year, the heavier polluters have to buy the permits from the ones that pollute less creating an incentive for companies to reduce emisssions.

Building extensive subway systems in large cities is the next focus for China's infrastructure building effort. China's prime minister, Li Keqiang supports "new urbanization, with people at the center." Building convenient mass transit for cities with subways and light rail is seen as a way to improve living in urban environments. Other related priorities are water supply, garbage disposal and more sidewalks. Subway lines reaching further into the fringes of cities helps push population out further and lead to less overcrowding and pressures on limited space in core areas of cities This also takes pressure off increasing automobile use inside the centre of cities, reduces overall automobile use in urban areas, and frees up money for consumers to spend on products other than automobiles. This fits in with the plan to urbanize China, by taking pressure off property prices, reducing air pollution from automobile use, and improving quality of life. It is also seen as a way to stimulate economic activity in the fringe areas as subways extend further to outlying urban areas. An example is the $300 million three station line to Kunshan, an extension above ground to Shanghai's subway, which is expected to connect with a line to Suzhou. China's cities have spent about 22% of the total debt of $1.76 trillion in 2010 on transportation infrastructure, according to national audit. The subway and light rail effort is taking place in 26 cities with new or expanding lines, according to the Transportation Technology Development and Planning Research Center. Subways charge much less in China compared to New York- 2 yuan or 30 cents compared to $2.50 base fare in New York city, and will need local government and state subsidies. ...

Because the terminal hangups have been costly for British Airways leading to a shrinking of about 20% of its flight network, as it concentrated more on upscale customers, and lost passengers to more efficient airlines., ithe cost will likely be paid off quickly for BA. Demand. is so high at Heathrow that a pair of takeoff and landing spots can cost as much as $50 million and would be going up as Star Alliance and Skyteam member airlines move ito BA's old facilities. Considering the losses from th inefficient setup at the old terminal BA's estimate that T5 savings would cover its cost of 330 million pounds ($660 million) to equip the new building in in the next 10 years may even be understated. John T. Chambers has some very useful guidance on questions to ask and what to look for in hiring. Fairly simple but a lot of attention needed to get the right answers and make sure the hiring is done right. Here he talks to NYT's Adam Bryant. How did Chambers respond to dyslexia as a child? See it as a curve ball said a teacher,once you see it and observe that it comes a certain way, then you can handle it. He reads right to left. And he learned about near death experiences with Cisco in 2001. And he learnt from Jack Welch why they are very powerful and useful. He learnt from his parent, an obstetrician, that you are best being calm when there is an accident happening and people are not. People express emotions at such times and this says little about what's really going on, said his dad. Chambers admits his virtue and fault about being a command and control person, possibly from his early training at IBM. But he is open to changing when pushed, he says. He says his wife of 35 years keeps him from becoming too self-conscious. Questions he asks new people interviewed about joining the company. Tell me about your results. Tell me about your mistakes and failures. All of us have mistakes and failures, he says, so someone who says "I can't think of one, immediately loses credibility." The ability to be candid about mistakes made, and what they would do differently this time, helps make people learners and adapters as they go into different things. He says that he learns more from these two questions than from anything else. He also asks who are the best people you recruited and developed, and where are they today. He does this one gently , which is to figure out if they are oriented towards the customer or merely see the customer as someone who gets in the way. And then he looks for communications skills, and the key part of that is listening. He likes to see how they listen, how they interpret, and are they willing to challenge you. And then he looks for their knowledge in the industry segments, and the areas he is interested in. And that kind of covers the things he has looked for in the last 20 years. For today's world he looks especially for collaboration skills, teamwork skills, and their use of technology to share information, collaborate and work as a team. As its not immediately clear whether someone who says he is a team player is actually a team player, he checks with other people who know the person. Chambers grew up in a individualist world. So he is candid about this. He says that when he was trained it was about me and winning as an individual. The future, he adds, is about how do groups think and work together collaboratively. And how can one add discipline to that through practice and capability, and being able to use the necessary technologies. ...

GM' second largest market is China where it sold more than a million cars in 2007 and sales growth was 21%. Brazil is the third largest market. Russia is the fastest growing market with sales growing 75%, and it has a favorable pricing environment in Russia with growing class of more affluent buyers as Russian economy grows quickly. And India is a market that GM is trying to buildup sales with the introduction of GM's Spark car. Overall this should enable GM to maintain momentum even as sales in N. America declined 6%. Coalition governments would not accomplish much leading to stalled economic and social development. Manufacturing is very important to Russia, and adding a high portion of the value added to products is very important,  that Medvedev understands. It appears he has reflected on a lot of things that matter to Russia's development, and would make a different kind of President than Putin. He just might carry forward Russia's development for the next 8 years in a proper manner. From the standpoint of oil prices and availability of supplies, a good environment for cooperation in the energy sector between foreign companies and Russian companies, it appears that Medvedev would offer good leadership for the next 8 years in a Medvedev- Putin combination as President and Prime Minister, a Medvedev-Putin administration. Don't let the current holiday season retail sales fool you as they have held up reasonably well. The impact of the mortgage and housing crisis will be felt in a delayed manner. It won't be till 2008 that the impact will really be felt. And the impact is expected to be lasting and deep, could take the rest of 2008, 2009 and into 2010 for this protracted tightening of credit. About $300-400 billion contraction in credit is expected when banks tighten their credit lending because of losses they are taking in the mortgage crisis. This will happen in an environment of falling house prices and consumers will not have access to the $340 billion in cash from home and mortgage equity financing that they took out in 2006, estimate of the Bureau of Economic Analysis. Auto, retail, apparel, and luxury items would be hit the most. On the jobs side not all the jobs will be lost in the USA. The USA imports about $740 billion in consumer goods and autos each year, which is one third of consumer spending excluding food and energy. The lower consumption in auto and apparel would affect exporters in Japan and China and South Korea. But Chinese exports have reached a point that they are causing trade tensions and a call for strengthening the yuan. An increase in American exports and lower imports could help bring down America's trade deficit. This could give China an opportunity to build its domestic market and markets in Asia and Europe so that it is not so dependent on the US market. For the US where the savings rate is near zero this is an opportunity for consumers to build their savings and reduce debt. Europe and India and the Middle East are expected to continue growth and China may see slower but continued growth in 2008 and 2009. In the US industries like aircraft and infrastructure promoting companies that sell to countries like Russia, India Brazil, the Middle East, and China will continue to grow. And because rates are still low large nonfinancial companies still have access to funds for expansion and capital investment. In a global economy the US consumer may be one part of a much larger picture. ...
