The sequester is the name used for the irrational automatic U.S. government spending cuts of $85 billion that begin March 1, 2013. A lot has been said about whether the sequester originated with the Republicans or President Obama and his advisors. Here veteran reporter Bob Woodward, associate editor of the Washington Post, says the idea of the sequester originated with Jack Lew, White House chief of staff and budget director during the negotiations, and Rob Nabors, chief of congressional relations at the White House. It was first proposed by Lew to Senate Majority Leader Reid at 2.30 pm on July 27, 2011, after being approved by President Obama, according to two senior White House aides who were directly involved. Why is this important? Because President Obama said in the third presidential debate, Oct. 22, 2012, that the sequester was not something he proposed, but something proposed by Congress. Jack Lew stated during the campaign in Florida, that this was rooted in Republican Congressional insistence. Woodward says Republicans also had situations of improper behaviour. The significance of this is that it eroded the little trust that remained between the Republicans and Democrats as they negotiated budget issues....

Jeff Flake, U.S. Senator from Arizona tells Republican candidates, "Distance yourself from Trump," and Flake is thinking not just of 2016, but of elections to come.  In the West generally it is not just about minorities, but also the educated white collar professionals in cities such as Salt Lake City, Denver and Phoenix. The percentage of registered Republicans in Colorado dropped by 4 percentage points since 2012, and now Democrats have the same share of registered voters. The situation today is that business is now moving away from reflexive support of Trump or Republicans, says Ip. Binyamin Applebaum of the NYT Editorial Board says the gap from 1972 to 2021 of 21% of GDP in spending and 17% of GDP in taxes taken in is a serious problem because it creates $31 trillion in debt and over 475 billion in interest payments each year. Janet Protasiewicz, a Democrat, wins 55% to 45% for Republican Daniel Kelly in the Wisconsin Supreme Court election. This gives Democrats a one vote majority in the Supreme Court. It will mean a challenge of a 1849 abortion law and the redrawing of the electoral maps that gives Republicans  a majority in the state assembly. The governor is Democrat Tony Evers and the legislature in Wisconsin has a Republican majority.  States in the midwest such as Michigan and Wisconsin played a part in Mr. Trump's gain of the presidency. Since then Ohio has moved into the Republican side, and the close contests are in places like Arizona, Pennsylvania and Georgia. Colorado moved to the Democratic side. Just 40,000 votes in Arizona, Georgia and Wisconsin separated Biden from Trump in the election of 2020 even though Biden had 7 million more votes than Biden because of the Electoral College system which goes by state's won. In 2016 Trump and Biden were separated by just 80,000 votes.   ...

A states attorney generals lawsuit filed against Google states Google operates a monopoly that harms advertisers and publishers by lowering sales of publishers and charging inflated prices to ad buyers. Cases will go on trial in 2023. The Justice Department and 35 states attorney generals have a separate antitrust lawsuit against Google's search services. Democrats and Republicans in the Senate are pushing forward a bill that would treat Google search engine like a railroad operator making it illegal for it to give an unfair advantage to Google products and charge inflated prices by distorting the markets. This report in WSJ shows the way Google ran a series of programs named Project Bernanke, Reserve Price Optimization and Dynamic Revenue Share, to distort the normal operation of markets so that Google obtained an unfair price advantage. Bernanke program was operated between 2010 and 2019. In some cases the lawsuit says publisher revenue was reduced by 40%, according to internal company communications quoted in the complaint, as shown in this WSJ report. ...

Women voters made up 53% of the voters in the 2012 election. The 2016 U.S. presidential election in unique because of the first women candidate for president with advantage in the women's vote. Also unique is the split between the college educated and the non college educated voter, something that has into happened in an election in this way for a long time. A pro business party such as Republicans finds itself with a significant part of the non college educated vote.  Another difference is the huge turnout of Hispanic voters, and questions raised about how their loyalty may have shifted for decades with Republican positions on immigration and deportation. Homeland Security and ICE needs new resources- $175 billion from Congress is part of the plan from Republican Senators to boost support for action in immigration. To deliver on plans to control illegal migration there is a need for funding the agencies involved. Senate Budget Committee Chair Lindsey Graham (R-South Carolina) says in this report that Homan was “begging” for funding from Congress. Much of the migrant action is hard to undertake with current resource levels. Graham’s committee adopted a budget blueprint for legislation to boost border security and immigration enforcement by $175 billion. Republicans say it is intended for three parts in funding: personnel, facilities and infrastructure, support for state and local officials. Republicans oppose spending about $1 billion to support Diversity program DEI initiatives and support for "cirtical race theory." There is opposition to "transgender." Britain's NHS had a commission look into transgender and says it poses health risks to children and young people. It also adds to anxiety of parents. Republicans are 53 -47 in majority in Senate- to scrap the agency Republicans need 60 votes in the Senate. The likely option is that they will pass a bill putting many of the functions in other agencies reducing its impact- between HHS, Treasury and Interior agencies. ...

President Obama has 63% job approval rating in a New York Times/CBS News poll. His backing is among Democrats and independents alike which is very useful for Obama.But the poll shows more American having faith in the President than in the handling of specific issues. He gets good approval on foreign policy initiatives at 59%, but in the handling of the Auto bankruptcy, or of health care his ratings are below his personal ratings as President. A majority of those polled were concerned about the rising budget deficits. BUt his ratings among Republicans has fallen from 44% in February to 23%. NYT says DJT ratings have been resilient and stable around 43% in September similar to April 2025. Shows slight improvement on the economy and slight drop on immigration. DJT gets higher approval in fighting crime 48% supporting, 51% saying government was deporting mostly those needing to be deported, and 54% favoring deporting of illegal migrants. On the major issues of the economy, illegal immigration, the support is fairly resilient and stable says the NYT. On immigration Eisenhower led Operation Wetback in the 1950's similar to today's effort to reverse illegal migration. President Obama's speech announcing the details of his executive order on immigration on Nov. 20, 2014, starts by saying he is not bypassing Congress or the Republicans. He says Republicans had the opportunity to pass legislation in the House that passed the Senate, or come up with their own bill. And still have an opportunity to come up with a bill he could sign into law that address the shortcomings of the current immigration system. In selling the bill to Americans he points out that this is not an amnesty, that the current system which allows immigrants here to stay illegally without paying taxes or any accountability is an amnesty. He points to deportation of millions as not an option, an out of the character of America. That deportation of criminals will continue and is up 80% in his administration, without mentioning that deportation under his administration for ordinary undocumented immigrants without any criminal record had reached a high of 400,000 a year under his administration, higher than under the Republican Bush administration. In fact it had reached such levels that Hispanic groups stated they would sit out the midterm 2014 elections and not vote for Democrats or Republicans, after providing a significant part of the winning margin for Obama in the 2012 presidential election. President Obama says he has the legal authority to prevent deportation, and that this is essentially what this executive order does- providing a temporary right to stay and work in this country to undocumented immigrants here living in the shadows who are here for more than 5 years, not a permanent status or citizenship. He cites other presidential decisions of the last 50 years, Republican and Democratic, that have integrated large groups of undocumented immigrants, including an executive order by President Reagan. And he refers to the Bush presidencies 41 and 43, where both father and son, considered Hispanic Americans "a part of American life," as good hard-working people deserving a chance to be Americans. The speech ends with an appeal to the compassion of Americans urging them to look at their own individual stories going back one, two or several generations, or Ellis Island where the early waves of European immigrants entered the country in the 19th century, and to immigrants from the period after the early British settlements in the 18th century. This is typical Obama, as much as the calculated decision to pursue a aggressive deportation policy was for the first 6 years of his administration, including the decision for "Dreamers" or young people before the 2012 election. "Scripture tells us, we shall not oppress a stranger, for we know the heart of a stranger. we were strangers once, too. And whether our forbears were strangers who crossed the Atlantic, or the Pacific, or the Rio Grande, we are here because this country welcomed them in." Over 2 million deportations in one of the most aggressive deportation policies of any administration, followed by an effort to stop deportations before the next presidential election, when the NYT had called his deportation policy "infuriating." ...

Ruth Marcus looks at the assumptions behind Romney's tax plan and questions whether simplifying the tax system with lower rates would help create the climate for higher economic growth and lower unemployment. Much of the differences between Republicans and Democrats revolve around this assumption, a core belief on one side and skepticism on the other. An effort to obtain a bipartisan assessment was made with the Simpson-Bowles commission recommendations, which advised closing loopholes and reducing deductions. The work done by Martin Feldstein on the Romney Tax plan builds on this approach of limiting deductions, and reducing taxes across the board. An issue for Democrats is inequality. Lower wages to improve competitiveness in manufacturing industry is a trend in Republican and Democratic administrations, because of the effort to improve U.S. competitiveness against other trading nations and has played a large part in lowering incomes in manufacturing oriented midwest and eastern states. The other cause of increasing inequality is the housing crisis and the effects on the economy through foreclosures and unemployment. The housing crisis developed under a Republican administration, and the lack of effective measures to prevent foreclosures under the last 4 years of a Democratic administration worsened the economic condition of the middle class, and especially so for minorities. During the housing and foreclosure crisis the proposals put forward by Republicans Martin Feldstein, a Harvard economist, and Sheila Bair, head of the FDIC who calls herself a "populist from Kansas," for bold government help to homeowners under water would have helped the middle class financially, and especially minorities, far more than the efforts of the Democratic Obama administration, and under Feldstein's plan even turned aound the housing market and boosted a recovery. Trends in world trade and industry have large effects outside what administrations of either party can control, and a lot depends on the temperament, wisdom and leadership provided....

Critics say president Macron's appointment of an obscure official, a mayor of a town in the foothills of the Pyrenees (Prades with 6000 people), is a sign that he plans to be both prime minister and president for the remainder of his term. By selecting someone from the right wing Le Republicain party of Mr. Sarkozy, Mr. Macron now hopes to win reelection in 2020 with a shift to the right. Cillizza points to two demographics that the Republicans missed in the 2008 and 2012 U.S. presidential elections. The Hispanic vote comprises 10% of the electorate. Obama won this demographic with 69% compared to 29% for Romney. Romney's extreme positions, to the right of Governor Rick Perry of Texas got him through the Republican primaries but left him exposed in the national elections as he defended his statements of support for "self-deportation." In this respect Reagan, Bush, Perry adopted moderate positions and favored helping children of immigrants get a good education so they could be integrated into American society. Perry even took a hit for his moderate position supporting immigrants in the primaries even before his memory slip in a debate. Romney failed to support even the Dream Act for a pathway to be given to children of immigrants supported by Mark Rubio, a Cuban-American Republican senator of Florida. The second key demographic is the young people vote ages 18-29. This was 18% of the electorate in 2008, and about 19% in 2012. Obama took this demographic with a lead of 34 points in 2008 and a lead of 24 points in 2012. So that even with diminishing support such large numbers meant there was a large cushion to win the election by combining several demographics even if the Democratic position eroded somewhat because of the economy and unemployment at near 8%. This is what happened because of the 6 out of 10 voters, or 60% of the electorate who voted, Romney won 51% to Obama's 47%. This enabled Obama to get the small victory margin he needed in the popular vote. In many ways Romney was "an unnatural candidate" as the Wall Street Journal described him in its editorial, being a private equity business executive fighting a election with Democrats fighting to protect middle and working class interests....
