England coach Gareth Southgate reflects here on his penalty kick in the 1996 semifinals against Germany in Euro Soccer at the Wembley stadium. He recall that at the time the penalty kicks were handled as more a situation of luck not skill and practice. He took the kick with little practice and he recalls some negativity in his mind, and missed. Twenty two years later at a knockout stage game in Moscow he faced the similar situation playing Columbia. This time he was manager. But this time the team had changed its attitude. Penalties were seen as being about skills, practice and effort. His focus was on the process, and let the results work themselves out. He encouraged his players to take a positive attitude and think positively during the kick. It is important to remember that FDR and Harry Truman won in North Carolina by huge majorities, so did Adlai Stevenson, John Kennedy, LBJ. In fact going back to Woodrow Wilson in 1912 and 1916. Democrat Josh Stein, Attorney General elected in 2020 and Republican Mark Robinson, the Lt. Governor are very different candidates for governor in North Carolina. Rory Cooper, a Democrat, who won by 4 percentage points is not running after two terms as popular governor because of term limits.  Cooper's focus has been on education, ease of living, infrastructure and clean energy. North Carolina has one of the largest rural populations in the country with one in three being rural with new out of state residents settling in the suburbs. In recent years it has generally voted for a Democrat as governor and Republican for the legislature. Only in  elections since 1980 except in 2008 it has voted Republican for president. In 2024 it is expected to be a swing state. If elected Robinson would be the first black governor of North Carolina, Stein the first Jewish governor.   ...

Fiat's Marchionne's decision to focus on the Fiat 500 and the Panda city car in the price sensitive European market. Fiat has no success in selling its Bravo larger car. In 2011 sales of the Bravo model were only 32,036 compared to VW Golf model sales of 522,370 in Europe, according to IHS Global Insight. Sales of the Fiat 500 were 119,836 units vs. sales of 83,150 for the BMW Mini in the first half of 2012. Fiat has suffered more than other automakers in the European market with sales decline of 16.7% compared to 7.2% decline for the overall market, for Jan-Sept 2012. Fiat's new plans are for five new Fiat models and three new Fiat light trucks in Europe between 2013-2016. Fiat launched the 500L minivan in Europe in Sept 2012. Fiat's European factories are running at 45% of capacity on average, and the European operations are likely to burn through 700 million euros in 2013, similiar to 2012, unlikely to breakeven before 2015 or 2016. This makes getting the product decisions right critical for Fiat. Fiat's chief in Europe, Gianluca Italia talks of the functional and emotional soul of Fiat cars for Europe in a emphasis on making Fiat's models in the price sensitive segments more distinctive and commanding a premium in the European market. Fiat's 500 has about a 25% premium over a similiar Ford Ka in its segment. The new Fiat 500 models will be exported to Asia and Latin America in an effort to increase capacity utlilization in its Italian factories....

Mullaly's experience at Ford, its culture, changes he has made and the gradual improvements that are taking place and showing up in better quality cars, cars for a global market with all global product capabilities focussed on developing top rated cars and all energies focussed on fewer car brands, the Ford and Lincoln brands. But as results improve the test will be how well Ford can withstand the difficult conditions ahead as consumption is sure to decline, and sales of cars drop with it as carmakers go through 2008 and 2009. The decision to focus on profitability was a critical choice made by Mulally and shows his instincts are right to let Ford's market share drop to its natural level and cut production to cut inventories and let ford scale down into a smaller but profitable and reilient company. The other was to focus on global cars and global product capabilities under Dennis Kuzak. And the third move to get marketing right with Jim Farley taken by Mullaly from Toyota's marketing organization. And the focus would be only on the Ford brand and logo, so Mulally will close Mercury models and sell the premium luxury brands except Volvo with the sale to Tata Motors. The market and stock price is responding and Ford has already shown a profit of $750 million in the second quarter of 2007 by being able to sustain higher prices with fewer cars to sell. The Fiesta compact goes on sale in the US in 2010 and this with the redesigned Focus and other models will show how far Ford can go. The risk is now more in the economy as BW estiimates show a $3 trillion overhang of overspending that occurred over the last decade that will have to be worked down by US consumers and so one can expect a continued and protracted decline in sales not just for Ford but for all manufacturers in the USA market....

Gen. Matttis, the U.S. Defense Secretary has completed a strategy review on U.S. presence in Afghanistan. The U.S. policy is now set to put in more troops to support the additional 3900 American troops to advise the Afghan Army authorized in June 2017, as it fights both the Taliban and the Islamic State affiliate in Khorasan, Afghanistan. Two differences from the policy of the Obama administration are the increased focus on Pakistan's border with Afghanistan, the Haqqani network, and other related matters which are coming under increased review so that sanctuaries are shut down. Lt. Gen. McMaster, the national security advisor, headed the governance, anti corruption review in Afghanistan during the Obama administration. This is now the focus of the Trump administration- to ask the Afghan government for improvement in these areas in return for aid. Other changes are to secure the support levels of NATO countries in the effort, so that the U.S. is not shouldering the burden alone. Gordon, Schmitt and Haberman cite the report of Gen. Nicholson, head of the American forces in Afghanistan to the U.S. Congress. This report shows deterioration in the fight against the Taliban and Islamic State. As of Nov. 2016 the areas under Afghan government control dropped 15% to 57% since 2015. About 8,400 American troops are part of the 13,000 troop international force in Aghanistan, supporting the Afghan military. An addition 2,000 troops are in counterterrorism missions.   ...

The Times correspondent in Beijing says he sees two Chinas one that is showing technological advancement in 5G, in space technologies, in information technologies, infrastructure building in big cities. The other China is in rural areas away from the big cities, in smaller towns in regions away from Beijing and Shanghai. These areas have suffered neglect and have changed little over decades, with the focus during industrialization on larger cities and the coastal areas. This is evident in the manner health services infrastructure and development of medical personnel and doctors were neglected in the rush towards building manufacturing and infrastructure of road and rail. There is a shortage of doctors and hospitals, health services are costly, and waiting lists for beds at hospitals is huge. Doctors are also not held in high esteem because the focus is on profit in the market economy that has taken over the health sector.  Education of citizenry on respecting the common welfare which is expected and normal in Europe and America has also suffered during the rush to industrialization. Efforts to ban and eliminate use of certain wild animal foods not being respected by fellow citizens can be seen in this context. This caused the SARS virus epidemic and the epidemic today from the coronavirus. Seen from this angle a slowdown in construction, infrastructure building, and a slowdown in the economy, can even be healthy, so that focus can be shifted to better health, better sanitation, and better medical infrastructure including medical human resource capabilities. Investment in public education on health and self enforcement of rules by citizenry for a better society is indispensable for progress. It is in these conditions that the challenge of the national and international emergency of the coronavirus can be seen today. It also provides an opportunity to reflect on progress so far and the needs of the future. These challenges are even tougher than repeating what one has done before such as building more and more infrastructure, as they involve building a better society through public discipline along with investment in health and education services. This provides a lesson for many Asian, Latin American and African countries in the rush to industrialization. Turning over the health sector to a market economy making services costly and distributed unevenly in the population has not worked in the U.S. for the betterment of all citizens and a healthy society. Carrying this over from U.S. to China and not learning from Europe in what Europe has done well in the less costly and broad distribution of health services for the people, is one of the poorer lessons learned. This is also true for India and South Asia, South East Asian countries in their rush towards industrialization.  ...

Montes and Cordoba of the WSJ provide this exceptional account of corruption at the state level in Mexico. Ironically the very effort to reduce the power of centralized administration with PRI winning repeated elections and having a monopoly in power for many years, led to the decentralization and passing on power and money to the state governments in Mexico after the 1990's. But this was done without putting in the checks and balances required. Instead too much power was now concentrated in the hands of the state governments which appointed even the judges and officials at all levels including election bodies. Federal transfers of tax money to states increased 20 fold to $88 billion in 2016, according to this report.  The result 41 state governors faced corruption charges between 2000 and 2013, according to the Mexican Competitiveness Institute. This includes the state of Veracruz where state coffers are almost empty and there is no money to pay municipal bodies. The PRI governor of Veracruz Mr. Duarte supported president Pena Nieto, and was at 43 years age cited as the new face of the young PRI. This report  says he is nowhere to be found now that $2.5 billion in state funds cannot be verified. Other states are Tamaulipas, Quintana Roo, Coahuila, Sonora, where corruption charges remain. The Veracruz scandal is among the worst and is the focus of attention for the public in Mexico. At this point president Pena Nieto of PRI has about 12% popularity rating, lowest of any modern Mexican president.   ...

June sales are coming in at 12.5 million vehicles. And part of this drop is that there is a short supply of hot seeling small cars like th Honda Fit, Ford Focus, Toyota Prius, aand the Honda Civic.Honda's new plant in Indiana will increase its output of Civic by 200,000 per year. Honda sold 53,000 Civics in May 2008. According to JD Power Prius sell within 4 days of reaching the dealer. Ford has a 20 day supply of Focus cars, and it takes a month after putting a deposit on Honda Fit to have it available. While Honda has flexible production lines Ford cannot produce anything but SUV's at its Wayne SUV plant in Michigan so Ford has a lot of changes to make. About 20% of cars are small cars up from 12.5% and moving up quickly as supplies increase with the demand.

Year over year inflation in Dec. 2013 was 9.9% in India. RBI Governor Raghuram Rajan plans to focus on headline inflation which focusses on food and fuel which are about 60% of the consumer basket in India. Earlier RBI efforts used a number of indicators- inflation, growth, financial stability and exchange rates which created confusion in the minds of investors about the serious control of rising prices. Inflation for the last 5 years has been over 8%, and is persistent even as growth slows. The policy rate is now about 2 percentage points below inflation. Inflation targeting under Rajan could take the shape of 8% target in the first year, dropping to 6% and then a range between 2-6%.

The UNESCO report on Water scarcity and contaminated water. It creates awareness on World Water Day but comes across as a largely academic exercise, ask any rural woman in India and she knows the significance, question is what should have been done and the resources are there. For action it has to come from nations,, large nations such as India from it's Jal Jeevan Mission, China and Japan transferring the knowhow and technologies to Africa and Latin America and other parts of Asia. The period after a pandemic is also a time to focus efforts on  doing this. How it undermines girls and women and their participation in society is part of the understanding in India, and uppermost in the minds of Indian leaders and technologists, and in the mind of PM Modi. Unfortunately the UNESCO reports fails to even cover right up front in its summary how Jal Jeevan is being done for 1.4 billion people in India to have clean tap water so that people in Africa and Latin America can see that this is possible, if in the Himalayan regions possible in their region it is possible. The migrant workers are the ones who work the hardest. And productivity is low. Among the higher classes there are longer hours with the work pressures, family obligations and long work hours leading to insomnia, fatigue, obesity, and ill health conditions. A comparison shows Britons working 1677 hours on average according to the OECD. The average Chinese worker is shown to work 2000 hours, by a researcher at Beijing Normal University. A labor economist in Beijing says as the economy improves and working conditions get better workers are working fewer hours every year. He says China lags behind in productivity. The longer working hours he says are not good for worker's health and for productivity. This was said in 2015 when China was still chasing GDP growth without the level of technology the US and Europe had. Now the focus has shifted to better quality growth in advanced technologies and old factories closed. ...
