President Trump pushes forward with a deal with Mexico so that it can be signed before the new Mexican administration of Lopez Obrador takes over. This means leaving Canada out and having a separate deal with Canada later on. Mr. Trump sees negative connotations in the term NAFTA and would like to call it the "United States - Mexico Trade Agreement." Terms for Canada to join the agreement would be tougher and the pressure on Canada to strike a separate deal was increased with Mr. Trump saying there could be tariffs on imported Canadian made cars. Mexico has accepted revisions to NAFTA that make it harder for Mexico to challenge U.S. trade penalties. Mr. Trump's negotiating position is based on his conviction that the eagerness of other nations to sell in the U.S. market gives the U.S. a lot of clout. Mr. Trump also faces pressure from within the Republican Party to show results not just by imposing tariffs and playing hardball on trade but to come up with new trade deals. Steps taken by Mr. Trump were to impose tariffs of 25% on imports of aluminium and steel, and 25% tariffs on a list of imports from China including solar panels. President Trump hopes to get support from Democrats by including provisions that support trade unions in Mexico and higher wages in Mexico. The provisions also require higher wage labor in the U.S. to build the required U.S. content and are designed to support American jobs and wages in the auto industry.   ...

Ezra Klein cites Ed Luce, who writes in the Financial Times, that the real unemployment rate in the U.S. is 11%, when you count people who have no job but have given up looking after months of fruitless searching. These are the long term unemployed and pose risks for the economy and for society. Compared to 2007, the percent of people in the U.S with a job or actively looking for work has dropped from 62.7% to 58.5%. Luce's 11% is arrived at by considering these 62.7%, including millions of workers who have quit looking but would start looking again if the labor market brightens. This is important because U.S. government statistics show unemployment dropping below 9% in November 2009, supposedly an improvemment, when its actually the reverse that is actually happening. The real underemployment is nearly 20%.

Laurence Peter of the BBC News describes a meeting of EU leaders in December 2016. The new Europa building with its space egg shape will be the location of the next summit in 2016, adding to a sense of history that the EU idea has witnessed since the 1950's, even optimism about far it has come at a time of a few setbacks.  He points out that Theresa May was not without persons to talk to at the meeting, though some video clips showed her looking lonely. EU president Martin Schulz said he was emotional seeing students crying after the Brexit vote, but that it was time to find solutions and not be emotional today. Lunch was offered at the meeting by Spain and Portugal, to mark the 30 years since they joined. People forget how much the European Community meant to the two countries after decades of suffering under fascist dictatorships- it meant new hope and an opportunity to set things right. Problems facing the EU today include, the frustration at the carnage in Aleppo, Syria, how to deal with Britain and Brexit, setting up an asylum system that will work, dealing with Ukraine and Russia without making the situation worse, and remaining concerns about the Greece debt crisis. ...

Liz Truss, the Foreign Secretary, is the candidate for groups not favoring Sunak including Boris Johnson supporters who see his withdrawal of support for Johnson leading to Johnson's resignation. Mordaunt does not support Liz Truss and is expected to shift to Sunak if Liz and Sunak are in the final two. Penny Mordaunt is seen as having a good chance against Sunak if Penny and Sunak are the final two, yet her inexperience could also be a problem. Sunak had questions about his own tax payment and is opposed to cutting taxes, making it harder to get support across the party. 

This Tory leadership election in which 200,000 party members vote for a leader is taking place too quickly and too often. Johnson was elected in 2019, only three years later he is out. Before Johnson, Cameron was out and Theresa May was elected in 2016.

Luigi Di Maio, 31 years, the head of the Fuve Star Movement Party, that won the most seats in the 2018 Italian election, was elected as leader of the party in September 2017. He was chosen by Beppe Grillo, to give a younger face to the party in upcoming elections. As in France this brings young people into the new parliament. Luigi Di Maio was elected Vice President of the lower house of parliament, the Chamber of Deputies, in 2013 at the age of 26. Maio attended engineering school at the University of Naples, switching later to law, but did not complete the degree studies. During his time there he headed the student council. Before Beppe Grillo started his Five Star Movement in 2009 during the period of Berlusconi and older politicians on the right and the left who were losing confidence, Maio formed the Friends of Beppe Grillo Movement. Negotiations in Qatar end with the signing of a peace agreement with the Taliban for the first time in two decades. President Trump persisted in the effort following stalled talks in September 2018. Talks went on for 18 months with Afghan American diplomat Khalizad appointed by president Trump to lead negotiations. The agreement was signed in Qatar by Khalizad and Mullah Baradar, in the presence of Secretary of State Pompeo. President Trump stated his view on Afghanistan and places such as Iraq in a New Delhi press conference recently- the U.S. could not act in a (permanent) police role in foreign countries. Efforts were made under previous presidents to end the conflict. President Trump persisted and made this a priority of his administration, following similar policy in Syria and Iraq, where strong deployment of American forces was followed by removal of forces. Story about a Quant's life, this a math smart kid, Peter Muller, who worked for a risk analysis firm called Barra Inc in Berkeley, California, and later joins Morgan Stanley to help set up its Quant trading business. "Pairs trading" is one of the strategies Quants have used in the past in which two stocks which have a strong historical relationship provide clues as to how to short one and by another betting that the historical relationship will assert itself. "Statistical Arbitrage" is a more complex version of this and Muller's specialty was in this field at Morgan Stanley's Process Driven Trading Group (PDT). This Group produced profits from trading of about $3.5 billion in ten years upto 2006. This group now contains about $6 billion of Morgan Stanley's own money and accounted for 7.2 % of Morgan Stanley's net income with profits of $540 million in 2006. In the two weeks prior to August 9, Morgan Stanley's PDT lost about $500 million as the mortgage crisis broke out and put a wrench in the normal workings of the Quant's strategy and the fact that there are so many Quants operating with computerized trading may have added to the problem. the PDT has since recovered some of its losses. And its by no means certain that this has shaken Morgan Stanley's continued pursuit of income from Quant trading operations. The story thats told about Peter Muller is interesting as he tries everything to find happiness leaving his job for a while and playing his own music on albums and in the streets of Barcelona and New York city subway stations to soothe his restless soul and still comes back to his old job. The attack against the ill trained and ill equiped Pakistan poilce forces in the Punjab and across the country. It also resembles the attacks against police forces and suicide bombings by insurgents in Iraq. The police force of 167,000 recruits the same way as it did during the times of the British rule, which is to take poorly educated recruits and train them to protect the ruling elites and maintain order. THe Punjab police officer in charge of logistics says the force has only 80% of the weapons needed for the 167,000 men. Because police officers take bribes routinely they are also not like by the public, whereas the terrorists act like pious Muslims and mix with the people. The terrorists by contrast are very well equiped and trained making the police no match for them. Making things worse the terrorist groups that were supported by the Inter Services Intelligence or ISI of Pakistan and encouraged to operate against India are now coordinating actions in Pakistan with the Taliban. These terrorists have even more training and equipment than the Taliban, operating in places like Kashmir fighting the Indian military....

The Economist cites a think tank that says about 600,000 young educated Kashmiri adults are jobless. Kashmiri religious and political leaders worry that their youngest followers might take up radical positions. The violent insurgency has so far subsided but is now replaced with stone pelting and hartals (strikes). The fear is that the influence of moderate leaders such as Mr Geelani, who is in his eighties, will be replaced with leaders who would reignite tensions and an insurgency. Dr Mushtaq Margoob, of the psychiatric hospital in Srinagar, talks about the throngs of patients with stress and anxiety, with the youngest the most damaged. He sees "a collective anger, a traumatized generation." A three man team, comprising 2 academics and a journalist, was sent by the central government to Kashmir to prepare a series of reports by talking to all sides in the conflict The team has proved ineffective as the members do not carry political weight to influence decisions. A Wahhabi organization, al Hadith is using Saudi funds to establish itself as a strong welfare, religious, and cultural force. The non-muslim minority in Kashmir sees al Hadith as bringing Saudi Islamization to a region long known for its Muslim's religious tolerance, building community centres, mosques, schools and clinics. Are there creative better ways to bring peace to Kashmir and redirect the resources India has to commit to the region, Pakistan has to commit to its border with India, and the U.S. has to commit to its ground war in Afghanistan. For now India is locked into a silence about Kashmir in international discussions, Pakistan is playing out its own "security objectives" in Afghanistan, and the U.S. is locked into its anti-terrorism objectives in Afghanistan. Only by connecting all these dots can peace and redirection of resources be achieved. The U.S., Pakistan and India, would come up with a creative solution only if each side finds itself pushed to the point where continued commitment of resources is no longer tenable because of economic crises, or the US and the Western alliance see the need to pull South Asia together to act as a balancing element in Asia in relation to China and Japan; and push for negotiations with an offer of stronger economic ties. ...

Gujarat has a mortality rate of 6.2% compared to 2.8% for India. In total number of confirmed cases Gujarat comes fourth after Maharashtra, Tamilnadu and Delhi, with 21,500 cases. Most of the deaths are in the city of Ahmedabad and mostly at the city's large Civil Hospital. This report in the BBC says the deaths can be attributed to the reluctance of people in the city to go to the Government Civil Hospital because the quality of care is not good. Many patients come to the Civil Hospital only after failing to find a bed at other private hospitals. This means the patients condition is getting worse as he is not admitted rightaway but days afterwards when his condition has deteriorated. The weak health infrastructure of the state and the lack of quality care at the Ahmedabad Government Civil Hospital say experts has led to increasing number of deaths in Gujarat from coronavirus. Gujarat has been known for its improvements in transportation and roads infrastructure. This has not happened with health infrastructure. This situation is being seen also in China where not enough money is being invested for quality health care. Ahmedabad's Government Civil Hospital is one of the largest in Asia providing low cost care to a large population. ...
