Proposals being considered by the Obama administration for overhaul of Fannie Mae and Freddie Mac. One proposal being considered is to keep Fannie and Freddie in a reduced role with safeguards such as an insurance pool of money created by a fee the firms would charge mortgage lenders and banks. The insurance pool would act as a fund to cover losses before the government stepped in. Another safeguard would be to require the firms to hold adequate reserves to cover potential losses. The earlier preferential advantage for Fannie where it ony needed to keep a fraction of the reserves banks had to keep would be eliminated. Under this proposal both firms would shrink their mortgage portfolios over coming years. The White House says it wants to see a winding down of Fannie and Freddie and let private capital be at the heart of a new housing system.

An off the cuff remark by Romney in Nashua, New Hampshire- "I like to fire people who provide services to me"- referred to health insurers that are not providing good care. Perry, Gingrich and Huntsman, the other candidates in the Republican primaries seize on this reference to firing, and another about pink slips made by Romney, to focus attention on the people Romney fired at the companies he acquired for Bain Capital. Huntsman tells reporters in Concord- "Governor Romney enjoys firing people, I enjoy creating jobs." Gingrich tells NBC's "Today" show- "Look I'm for capitalism, but if someone comes in, takes all the money out of your company and then leaves you bankrupt while they go off with millions, thats not traditional capitalism."

The share of new mortgage loans backed by the US government through Fannie Mae and Freddie Mac is at 92%. This makes the fast overhaul of the two agencies much more difficult. Treasury Secretary Geithner said last week that overhaul of the two agencies could take 5 to 7 years. The problems with Fannie and Freddie are real. The U.S. government subsidizes mortgages through Fannie and Freddie, encouraging Americans to take on more debt. Their balance sheets pose serious risks in another crisis, as long term investments are financed with short term borrowing. Any losses will be the responsibility of the US government. A recent paper from the US Treasury outlined some of the steps needed to wind down both agencies and to reform the way they operated including- requiring larger down payments and lowering loan limits, and increasing the fees charged for the government's guarantees to be more in line with the risk being taken. Slower reform in this area means additional systemic risks in the event of another crisis....

This New York Times editorial points to the poll showing Americans oppose ending bargaining rights for public unions by a margin of nearly two to one. Twice as many people said they prefer increases in taxes to cutting benefits of public employees or cutting spending on roads. This New York Times/CBS poll was published at the end of February 2011.

Boris Johnson, Mayor of London, is critical of the British government's cuts in annual rent subsidies by 8%, or $3.2 billon, by 2014-15. London Councils, the umbrella group for London's 33 local authorites, says that 82,000 households in London will become homeless as a result of these cuts. Johnson told the BBC that the cuts will push renters to the suburbs- as has happened in Paris- and he will not tolerate a Kosovo-style cleansing of London. A labor party lawmaker in Leeds says that 15,000 families in Leeds will be affected by rising rents.

The problems of a building a new landfill and temporarily using an old one in Tripoli, Libya. Residents around the old landfill refuse to it being used any longer because it breeds disease and a contaminated environment. Meanwhile a million tons of garbage is piling up on city streets. The new government has promised to build a new one but desperately needs to use the old one till the new one is setup. Libyans say the problem of administration is acute in Libya, because unlike in Egypt there is no effective civil service, and the country was simply run on the decisions of one man and not much moving without that. The whole structure of administration is going to have to be built from scratch.

Paul Ryan, chairman of the House Budget Committee, explains his U.S. budget proposal to bring down the deficit. Ryan's Republican budget proposal is a bold effort to make a break from a status quo which is leading to higher levels of U.S. debt as a percentage of GDP. It envisions changes to Medicare, Medicaid, and the tax code. It is built on the idea that sustainable finances will lead to a better economic future for America, compared to small changes to the staus quo envisioned in Democratic proposals and the 2012 budge proposal of the Obama administration. It is also bold in its effort to tackle Medicare with a "premium-support" system, and Medicaid by turning it into a block grant system. It also incorporates the Bowles -Simpson President's Deficit Commission's ideas for simplifying the tax code.

The Liberal Democrats lost badly in the May 2011 local elections in Britain. Voters also overwhelmingly rejected the alternative voting system that the Liberal Democrats supported. The vote on an alternative voting system was one of the key conditions put up by the Liberals when they joined the Conservatives in a coalition government. About 69% voted to keep the current voting system supported by the Conservative party. In local races Labor and the Scottish National Party made gains at the expense of the Liberals. The Liberals lost 695 of their 1,751 seats in local councils, 12 of 17 seats in the Scottish parliament, and one of six seats in the Welsh assembly. Tory support remained steady, but voters turned away from the Liberals to show they do not support the austerity cuts of the Cameron led government. This will pose problems for Liberal leader Nick Clegg's continued participation in the coalition.

Natural gas prices have declined to $3.34 per million BTU's in Jan 2013. This is about a fourth of the prices in 2006 and 2008, when prices were above $12 per millon BTU's. The result is a rebirth of industry in the midwest and other regions in the U.S. Here the WSJ's John Miller covers a Nucor $750 million investment in Louisiana for a new steel plant. Oddly Nucor did just the opposite in 2004, taking apart a steel plant and shipping it on ocean barges to Trinidad, where natural gas is abundant.
