Cyrus Mistry, who is 43 years old, head of the Shapoorji Pallonji Group, a construction company, will be the new CEO of Tata Sons. He was a board director of Tata Sons for several years. His father is the largest shareholder in Tata Sons with an 18% stake in the company. Mistry, who comes from the same Mumbai based Parsi families as the founder and previous heads of Tata Sons, studied civil engineering at the Imperial College in London and management at the London Business School. He is an Irish national because of his father's marraige to an Irish woman. The previous chairman of Tata Sons before Ratan Tata, J.R.D. Tata, who ran the company for most of the postwar period, also had a similiar background, as J.R.D.'s father married a French woman. By virtue of its acquisition of the steel company Corus Group, and the acquisition of Jaguar-Land Rover, Tata Sons is now the largest manufacturing company in the U.K., in addition to being one of the largest and most well known companies in India. About 58% of sales now come from overseas. Companies in the Tata Group include Tata Consultancy (IT), Tata Motors (autos), Tata Steel (steel), and a range of other businesses in India. Mr. Chatzis is being forced to choose between paying a $372 real estate tax bill to keep his lights on, and paying for his wife's medicines on a $720 a month pension. Under new laws Greece now incorporates new property tax bills in the electricity bills ordinary Greeks receive. He says he cannot pay this. This was added as part of conditions agreed to by Greece for aid from the EU. Ordinary Greeks have paid real estate taxes in the past when they bought or sold property, and paid much lower taxes yearly to municipalities- about $133 yearly for Mr. Chatzis. The new tax means he will have to pay an additional $372 for the next two years. The new tax is added to electricity bills from the government owned electricity company to ensure payment. The tax makes no exceptions for the elderly or the unemployed. It is based on square footage, age of the building, and average value of the neighborhood, and has no relation to income. The feeling in Athens is that of growing resentment. Union workers have occupied the electric company's billing center, and the power company is holding off on electricity cutoff notices till the government decides. ...

The opening of bars and restaurants risks restarting the coronavirus epidemic in South Korea again after a 29 year old man visited 5 clubs and later tested positive. Contact tracing identified the man but similar cases in the Itaewon neighborhood have led to the conclusion that about one third of 5000 people believed to be involved in bars have not been traced. Over 50 cases have been traced to this one person alone. 

It is now believed that the entire South Korean efort could unravel with the mistakes of a few people. Now president Moon says "its not over till its over," and that it will be a long time before the coronavirus is ended completely. He warned a new wave of infections could happen anytime anywhere.

China is building a port hub at Chancay that will have an initial 1.5 million TEU or twenty foot long containers capacity. It will be opened by president Xi in November. This megaport will cut the time it takes from South American coastline to Shanghai from 35 days to 25 days. Before this port China trade was conducted through Long Beach or Manzanillo in Mexico. China is now Brazil's largest trading partner and this port offers the possibility of connecting further from Brazil to Peru by land. This does pose new challenges such as crossing the Andes mountains and Brazilian jungle. The port will cost COSCO China's large shipping company $3.5 billion. China has invested in 100 foreign seaports with $30 billion over 2 decades. The port of Piraeus is operated by Chinese companies, and China has invested in a stake in the port of Hamburg, Germany which is the main gateway for Chinese exports into the EU. The US neglected Latin America and India during the three decades in which Reagan and Bush Sr, Bush Jr, engaged in wars in Iraq and Afghanistan wasting trillions of dollars, neglecting infrastructure investment in the US, and in Latin America and India. Over two decades the US has invested by comparison trillions of dollars in wars in Iraq starting with Reagan and Weinberger, Bush Sr. in the 1980's, and Bush junior in Afghanistan. Much of the oil dividend of the Middle East wasted by regimes in the region in wars. Not only the US infrastructure was starved of resources, Latin America, India and Indonesia did not receive the investment these countries needed for rapid development. Yet today Reagan and Bush are lauded for their contribution by Baker in WSJ today and by columnists in the NYT. The fall of the Berlin Wall was itself just an episode in the US relations with Russia as Russia and China are competing with the US. Germany itself of the Berlin Wall remains divided (with AfD popular in the East around Dresden), and Germany divided on pursuing policies that lead to worsening relations with Russia. Germany also maintains a strong trading relationship with China including a stake in Hamburg port given to China during the pandemic at a time when the supply chain over concentration in China was being questioned in US, EU, India. ...

Mario Draghi, former head of the European Central Bank, who ran ECB policy to rescue the Euro currency in 2012 is being asked to form a new government by the president. Mr. Conte's coalition failed to get the support of Matteo Renzi's left party in parliament leading to its collapse.  Italians are wary of the austerity policies of Mario Monti,  professor and EU bureaucrat appointed by premier Berlusconi to the EU Commission, who was appointed  during the eurozone financial crisis in November 2011 by the president.  At the time prime minister Berlusconi had lost the confidence of EU officials. Mario Draghi has a different history after his work at the European Central Bank counteracting the austerity approach of German finance ministry. He also steered the ECB policy at a difficult time for Italy with rising interest on debt. Today Italy has lost about 89,000 lives, and 8.8% of GDP was lost in 2020. Moderate factions of all parties right and left wing are expected to support Draghi. Draghi also has the advantage of 200 billion in euro funds coming from the EU for Italy's recovery in 2021. Germany today is not the austerity policy Germany of 2011, as it supports going big and spending for the recovery. ...

The US government plans to protect American technologies by restricting investment in China in specific sectors in which the US competes with China. The Biden administration put forward rules that prevent American investment in these sectors including advanced chips. In reports to the US Congress the Treasury Department and the Commerce Department stated that the agencies are considering a new regulatory system to address US investment in advanced technologies overseas that pose national security risks. The reports to Congress show the US will prohibit certain types of investments in other countries and will collect information on other sectors for future steps. Rep Rosa de Lauro of Connecticut has required the US government to prepare a report on the topic of investments in China as part of spending package approval. A group of Republicans and Democrats support this effort to regulate investments in China so that US technologies are protected.

Her down to earth manner comes from remaining loyal to the small town of Puttlingen in Saarland. The Obama administration's proposed budget for fiscal 2013- for the year beginning Oct. 1, 2012- shows the budget deficit for the year at over $1 trillion. It shows new revenue of $1.7 trillion over 10 years mostly from ending the Bush period tax cuts on families earning more than $250,000 a year, restoring the estate tax to the 2009 level and limiting subsidies for oil and gas companies. It proposes raising the tax rate on dividends from 15% to as much as 39.6%, for households earning more than $250,000 a year. This measure is expected to generate $206 billion over 10 years. The budget also offers "principles" for future tax reform by proposing the Buffett rule replace the Alternative Minimum Tax (AMT). The AMT was not indexed for inflation so it has the weakness of putting more middle class taxpayers into AMT, leading to temporary solutions by Congress. The Buffett rule would have people earning more than $1 million pay a tax rate of at least 30%. Many wealthy Americans like Mitt Romney paid lower taxes using deductions to lower tax rates- Romney's tax disclosures show he paid effective tax rate of 14%. The White House says the budget will reduce the deficit by $3 trillion over 10 years through the new taxes, and small changes to Medicare and Medicaid and other spending cuts. This is in addition to the $1 trillion in spending cuts agreed to in a deficit reduction agreement in 2011 between Democrats and Republicans in Congress. The budget proposal proposes investment in education and transportation projects of $137 billion, and continuing through Dec. 2012, a tax break for businesses to increase investment. It includes mandatory spending of $2.7 billion for new community college programs, $6 billion to modernize schools, and $1.8 billion to make homes more energy efficient. It also increases the resources of the Securities and Exchange Commission and the CFTC (two agencies overseeing the banks), $26 million for a new Interagency Trade Enforcement Center to counter unfair trade practices, and cuts U.S. postal delivery to 5 days a week. The result is a program designed to be balanced in terms of economic fairness, making modest investments in the future for education and energy, continuing policies to stimulate growth, and extending the date for bringing the deficit under control to 2018 instead of 2014 as planned earlier....

Christopher Cavoli takes over US European Command, and becomes the Head of all Allied Forces in Europe as Supreme Commander Europe, including NATO Command. Lt. Gen. Bryan Fenton will lead the Special Forces Command. Cavoli speaks 3 languages Russian, Italian and French, and has served as a foreign area officer. He also served as Director of Russia in the Joint Staff, and has a masters degree in Russian and Eastern European Studies from Yale University. General Eishenhower had this kind of broad experience in the years after World War I that helped him hold the position of Supreme Allied Commander Europe during the war with Nazi Germany. Lt. Gen Byran Fenton is from Seymour, Tennessee. He is currently based at Fort Bragg as head of Joint Operations Command. Both officers will have to be confirmed by Congress and will operate in a new situation with the insurgencies in Afghanistan and Iraq now being replaced by conventional war in Europe and threats to Taiwan, the Indian border with China, and at the Korean peninsula. ...
