The U.S. House of Representatives votes to repeal and replace the Affordable care Act 217-213. Moderates were won over by an addition of $8 billion  to add coverage for a popular feature of the ACA that covered people for pre-existing conditions.  The bill that passed gives credits of $2000 to $4000 a year, depending mostly on age, upto $14,000 for a family. Credits are reduced for individuals making over $75,000 a year or families making over $150,000. There is no mandated insurance coverage. This trims the federal budget deficit, yet also is expected to keep 24 million more Americans without health coverage after 10 years. The bill now goes to the Senate where moderate Republicans are worried that this may increase premiums for older people, one of the drawbacks of the earlier version of the House Republican bill.

Argentina president Mauricio Macri wins 40% of the vote, losing to the Peronist candidate Alberto Fernandez with 48% of the vote. The Peronists, a socialist party, also won in Buenos Aires province elections for governor.. The shift from centre right to the socialist party occurs as the country is in deep financial crisis with about 50% inflation. The Argentine currency, the peso falling in a few years since 2015 from 10 to the dollar to 60 to the dollar, leading to high inflation and hurting Argentines with rapidly falling purchasing power of income. Argentines rejected austerity policies of Macri and the free market policies pursued under Macri failed. This was aggravated with lack of prudent management of finances and overborrowing using dollar denominated bonds reaching $115 billion in bonds debt by 2019. Me. Macri inherited a budget deficit from Ms. Kirchner in 2015. The economy was overly dependent on a temporary boom in commodity prices for soyabeans as a result of demand from China. A weather related crisis led to a decline in agricultural exports in 2017-2018. Yet the budget deficit was allowed to grow and the foreign debt was financed with foreign currency denominated bonds to the point where Argentina could now default on $115 billion in foreign currency denominated  bonds. Overly dependent on uncertain foreign interest in Argentine bonds, Argentine agricultural commodities exports at high prices, uncertain foreign investment, hurt Argentina. Drought conditions in 2018 hurt export revenues. This required very prudent and careful management of finances which Mr. Macri failed to provide. Turning to the IMF for a $57 billion loan in May 2018, in just 3 years of his administration, and after Argentina took years following the crisis of 2003 to settle foreign debts, showed a failure and mismanagement of huge proportions. ...

Only 78 years ago a 4 year old boy Eiji Kishida became in seconds a tangled burnt mass of flesh a mile away from where the atomic bomb fell on Hiroshima. It is his second cousin once removed that is meeting leaders of the G7 countries in the same place. It will come as a surprise to know that this is Fumio Kishida the prime minister of Japan. Peter Landers and Chieko Tsuneoka tell this incredible story. Setsuko Thurlow 91 years now living in Canada is the aunt of the boy who saw him just before he died. She was at the army office in Hiroshima which itself was buried in rubble. Mr. Kishida represents Hiroshima in parliament and wrote a book in 2020 about the little 4 year old boy Eiji and the devastation that is seen in a town destroyed by a nuclear bomb. India replaced a patchwork of 15 state and federal taxes with a unified single Goods and Services Tax to ease the hurdles for businesses to operate nationwide across state boundaries. This is a major a accomplishment for the Modi government as it is expected to increase economic growth by between 0.5% to 2%, according to experts. This removes the obstacles to growth and doing business when companies had to comply with a maze of different tax policies by individual states. Ironically the GST was introduced by the Congress party government in 2011, but opposed by opposition parties then and the Congress party in opposition now in the upper house, Rajya Sabha. By winning the support of smaller parties the Modi government was able to reduce the influence of the Congress party and get the constitutional amendment passed for the single GST tax system replacing the old patchwork taxes. The amendment has to be approved by the majority of state legislatures in India and by the president. Parliament must pass legislation to setup the new tax system, and state legislature pass their legislation. Issues at what rate to set up the GST remain to be solved, with the need to avoid sparking inflation and thereby hurting slow job growth with millions of young people entering the job market each year. ...

A new anticorruption Lokpal bill is passed in parliament by the ruling Congress party. It does not include the Central Bureau of Investigation under its purview as proposed by Anna Hazare, leader of the protest movement for better governance. The unemployment rate increased by a tenth of a percentage point to 5.0%, because of the increase in the total pool of workers, The labor force increased by 3 million workers over the first 9 months of 2016. The labor force participation rate was up by half a percentage point to 62.9% for the year 2016, as it drew more workers who were earlier discouraged to look for work. Zombrun describes the effect of low interest rates on savings for the bottom half of households in the U.S., the pressure to invest in stocks without the skills and experience of the better educated part of households in the top 20% of households by wealth and income. This resulted in a negative effect, a depletion of savings compared to an increase under a higher interest rates scenario with less pressure to take risks in a volatile stock market. This is the direct cost of the crises in stock and financial markets of 2000 caused by a internet bubble, and the larger crisis of 2008-2009 caused by the bubble in mortgages and housing. The secondary effects of the mortgage price bubble and faulty mortgage securities was in the millions of homeowners who went into foreclosure in 2009-2013, which further depleted wealth and savings of households in the bottom half lacking the experience and skills to navigate this type of housing market. The failure of the Obama administration to stem the foreclosures with practical steps which would have helped not hurt the banking sector, as suggested by FDIC's Sheila Bair and Harvard economist Martin Feldstein in many WSJ op-eds in 2010-2012, added to the erosion of savings and wealth of the bottom half. Minorities in particular were hit hard. A third effect is of communities across America that are feeling the effects of job migration to emerging markets such as China that has been underway as part of the globalization of the last three decades. A fourth effect in the rising cost of education, particularly since 2000, has reduced the opportunities for struggling working class people to enter the middle class and enjoy the higher incomes in precisely the very period when the divergence of incomes between less educated, less killed people and the more educated and better skilled people was taking place. The last two effects were neutral as part of the overall process of emergence of a globalized economy with a premium on more skills and education, requiring action by the government, universities and business for a concerted effort to mitigate in some places the negative effects and enhance in other places the positive effects. The first two effects were man made crises which required managing in constructive and positive ways for the entire American people, taking risks where necessary such as fears about the financial system if foreclosures did not go through. The risks of a long period of extremely low interest rates for savers and the middle as well as working class were poorly understood by the Fed since 2000. A similiar crisis is being faced in Europe with extremely low interest rates. Janet Yellen was only doing the honest thing by acknowledging how far and how different the situation is now compared to the period of three decades following 1945- a question not just of values cherished in America, also of the need for societies to advance through creation of wealth across all sectors of society or regress, as described by Smith in the Wealth of Nations....

Speaking to the Bundestag Steinbruck said Merkel had wasted time and billions of dollars of taxpayers before committing to keep Greece in the eruozone. India scholar Ashutosh Varney at Brown University, says the anti-corruption movement is different from earlier protests because corruption is perceived differently by today's employees working in the large pirvate sector compared to public sector employees in previous decades when the private sector was still small.
