California is now the first state in the US to make vaccination mandatory for teachers. Teachers who turn down vaccination will need to undergo regular testing. This goes into effect Oct 15, 2021. California is also considering mandating eligible students to be vaccinated to attend school. Different states in the US are setting different rules for mask mandates for schools. California and Illinois require them, while 4 states have banned mask mandates in schools. 

The mandates and other action have pushed the fully vaccinated rate in California up to 64% for residents over 12 years, compared to 59% nationwide in US according to health data cited in the WSJ. Teachers unions in California support the rules. The largest union California Teachers Association, with 310,0000 educators, says 90% of its membership is vaccinated.

Mr Tata in an interview said that the new small car from Tata will be able to meet current and future European emissions standards. There has been some speculation about emissions but this confirms that the technology for the new car has been kept to the forefront so that this car will keep emissions low. Lower Mr. Tata says than many small cars on the road today. Why is this important? It appears that the vision includes staying upto date with future European emissions standards also. The other aspect is safety, arapid increase in the car fatality rate also would set this car back, and here Mr. Tata says the car hasn't compromise by using plastic, as a car its like any other passenger car, its made of sheet metal. Profits and margins on this car Mr. Tata says will depend a lot on the input costs. One of the inputs is steel whose prices have been rising. It helps that Tata is a big manufacturer of steel and would be able to better manage this input cost. A lot of sourcing is done on the internet auctions to get the best price and Tata has a long term relationship it appears with Bosch for the engine as Bosch is investing heavily in India. This is a very informative interview with Joe Biden. So far Biden has given few interviews where he talks freely at length about how he plans to run his administration and what is most important to his heart. The title is very misleading in this respect. Unlike the inexperience of Obama with his "we won" we must be doing something right, Biden with his years of experience comes closer to Lyndon Johnson or Truman and the same drive to get things done. He says in this interview "there is no elation." He just wants to get somethings done as quickly as he can and he knows Congress as well as Lyndon Johnson did when he tried to get his vision of "the Great Society." It is almost as if the Biden sequel to the inexperience of Obama, is like the Johnson sequel to the inexperience of Kennedy.   To understand Biden is to know what hurts him most. Biden feels the pain that every rural county in America did not vote for him. He knows something is deeply wrong that this should happen as it has never happened before. It may be time to define diversity differently - people of diverse backgrounds not just ethnic or race but also whether with rural or urban backgrounds as they are today totally different. He also feels the pain that seventy two million Americans voted for Trump. He will judge his success or failure in winning over about half of them to bring this down from 47-48% to 25%. These issues will define and shape the Biden presidency. Can he deliver to the rural counties, health care, education, broad band connectivity, everything that has disrupted life in rural America from the way it was in the Truman and Eisenhower administrations when it comes to the social fabric. The China issue simply fits into this. European societies are feeling the pain of the fragmentation in their social fabric with starkly different opportunities for life in rural vs urban. Respect for fellow Americans comes before respect for China- or Japan, or India, or Europe. Biden understands what three decades of shift of manufacturing jobs to China and other countries have done to American communities, to small towns and the rural areas surrounding them in America. For this reason Biden does not plan to change the Agreement China made with the Trump administration for 25% tariffs on a portion of imports from China and China's written agreement to buy $200 billion of American products. For this reason his response to China's challenge emerging from trade policy set in motion by the Clinton administration, and allowed to continue by the Bush and Obama administrations with the addition of foreign wars that dissipated the country's finances urgently needed for infrastructure building and investments in education and advancing science and technology, is to reverse all the negative trends. Biden plans to make the investment in America that Mr. Trump started but to do this more effectively, he says.   ...

The opportunity at NBC gives Comcast a shot at building a business that spans its cable business and a content development company. This is hugely important because the US has contracted with pharmaceutical companies for a major part of the world's vaccine supplies. The US Constitution says the presidential candidate, the head of government, has to be 35 years old, setting an age limit. This means losing some votes from factions within the Republican and Democratic parties and still getting it passed. It would be good for the country and good for Biden, says Thiessen. He says to get some idea on what the 12,000 figure means even 1000 migrants was a high number that would overwhelm the system in 2019. Vice President Vance's attempted thaw in relations with Iran (the Memorandum) and the Iranian response in missile strikes to interrupt open navigation in Hormuz on Omani side route breaking ceasefire happens on July 8, 2026. Early on in the US strikes the focus was on Iranian underground nuclear sites with preparations for nuclear weapons. When Iran shut down the Hormuz channel to navigation the US extended this to a naval blockade. As the US bombing of military targets in Iran continued in May and June the WSJ and other media were critical of the US. DJT turned to JD Vance to get the Iranians to negotiate a ceasfire with a Memorandum of points they agreed to included a plan to have talks on nuclear issue, open up the Hormuz channel, lift American naval blockade and American sanctions to Iranian oil exports. This WSJ Editorial Board commentary says Iran has not acted on as it said it would - no talks on nuclear issue are started, and Iran launched missiles against shipping in Hormuz.  This WSJ editorial says Iran does not intend to open Hormuz or discontinue its nuclear weapons efforts. In this situation the only options for the US are to find alternative sources for oil for India and Japan, and China in tacit cooperation with the US to find alternative sources as well as make more efficient use of oil. China is now doing without the 4 million barrels it was getting from Hormuz and has decided to do without these supplies altogether. For the UAE and Saudis to find alternative routes to get most of the oil out, UAE to increase output outside of OPEC to reduce prices. All of these actions are taking place and the ceasefire offered a breather for that to get established creating a new situation where if Hormuz remains unopened the rest of the world will be able to go on as before without being seriously affected. Better management of overall oil supplies is already taking place, inventories are building up, so that at some point Hormuz does not affect oil prices significantly. This is the best and most realistic option and the US, China, India, Japan, the EU, are going ahead with it. ...

The Netherlands election is coming up this month and the far right party led by Wilders is likely to gain as much as 25% of the vote but have to negotiate with other parties in a fractured parliament to form a government. Elections in France show Marie Le Pen winning the first round, with an uncertain result in the second round between Le Pen and Macron. A win by Le Pen could lead to the unwinding of the EU. In Germany another coalition government is expected with the SPD playing a larger role as it regains favor with the voters under the EU's Martin Schulz. Wesel says Germany and Merkel are looking like a beacon of stability and hope as the world looks for leadership with America looking inward to fix problems at home.

Ballmer is not able to answer the question about how by taking 2 companies that are slow moving you could combine them and get acceleration- except by saying that 2 people working on search would now be one person after integrating the 2 companies, and one person is freed to work on aspects of the emerging social media and work with other publishers. Is Ballmer too optimistic about such an integration of Yahoo and Microsoft when he says that we (both companies) have fantastic talent and fantastic assets, and this would just get Microsoft the breakthrough in search and advertising its looking for. The integration alone would take a lot of management time especially considering the different cultures. The comparitive freedom of the search companies and the more structured hierarchical approach, some would say regimented approach, at Microsoft. Could microsoft culture stifle Yahoo culture or would Microsoft end up changing its culture, which may be less likely considering that Microsoft and Ballmer are the ones integrating Yahoo. ...
