Argentina's presidential election on October 25, 2015, offers an opportunity for new leadership. President Christina Kirchner is limited 2 two terms by the constitution, she served 2007-2015, following her husband who was president 2003-2007. The candidate of Kirchner's Peronist Party, Daniel Scioli, governor of Buenos Aires Province, has 38% support in the polls, followed by Buenos Aires mayor, Mauricio Macri, of the centre-right PRO party, who has 30% support. The other candidate is Sergio Massa, former mayor of the city of Tigre, who leads the Renewal Front party, with 21% support. The election rules require the winner to win 45% in the first round or a 10% margin over the second place candidate, if not it goes to a runoff. Both Scioli and Macri are seen as being new faces with different policies to tackle the country's economic downturn, who would give Argentina a fresh start after the Kirchner years. A devaluation of the peso which has an official peg of 9.4, but trades unofficially at 15, and restoring trust of foreign investors, are some of the problems facing a new president....

Glenn Hubbard says a Romney economic plan for the U.S. with tax cuts and spending restraint and reducing uncertainties over policymaking will increase GDP growth by 0.5 to 1% per year over the next 10 years. It would set the U.S. on the path to solid economic recovery by getting the private sector to generate 200,000 to 300,000 new jobs per month during Romney's first term in office. Hubbard is dean of the Columbia University Business School in New York, and economy advisor to Romney. A study by Scott Baker and Nicholas Bloom of Stanford University and Steven Davis of the University of Chicago shows that uncertainty over policy under the Obama administration reduced GDP by 1.4% in 2011, and returning to pre-crisis levels of uncertainty would increase jobs by 2.3 million in 18 months. The Shultz-Hubbard approach puts great emphasis on reducing uncertainty for business and creating the right climate for business to invest in a recovery. Friedman describes the development of a tablet computer by a team led by Prof. Kalra and two professors of electrical engineering at the Indian Institute of Technology, Jodhpur, which costs less than $50 to produce. The new price point is needed to reach over 200 millon students in India who need such a device to escape poverty and poor teaching. The new tablet computer enables them to reach out to knowledge in language, sciences and math, and the humanities in the world outside them. This is an I-Pad like, internet enabled, wirlessly connected tablet. The average Indian family in rural areas saves $2.50 a month, and government support for its educational benefit could subsidize a portion of the cost. The tablet would bring distance learning, teach English, to students and help track commodity prices for farmers. Egypt's presidential candidate Mohammed Morsi, leads in the first round of presidential elections over Amr Moussa. He has no ties with the Mubarak regime and comes from the Muslim Brotherhood. Morsi is an engineer trained in Egypt and the U.S. Morsi graduated with bachelors and masters degree in engineering from Cairo University, and a PhD. from the University of Southern California in 1982. From 1982 to 1985, he was a professor at California State University at Northridge, California. In 1985 he returned to teach at a university in Egypt. The Muslim Brotherhood in Egypt and its leader Khairat Al Shater. Al Shater talks to the WSJ's Kaminski on his plans for Egypt and his demands for reinstatement of the elected parliament, the newly elected president of Egypt Mohammed Morsi taking that position, and the military backing off from its decree of unlimited powers over the president and parliament. Britain's campaign finance laws limit each party to spending $29.5 million for the year before the election. British elections are determined by the results in 650 local constituencies, under a parliamentary system, making campaigning local. There too the laws are strict. Candidates for a parliamentary constituency have a limit of $60,000 for spending for the 5 months before the election, plus additional amounts depending on the number of voters and if it is rural or urban. Britain bans election advertising on commercial television and radio. Parties are provided pre-election broadcasts shown on commercial television and by the British Broadcasting Corporation. This stands in obvious contrast to the U.S. where an estimated $10 billion will be spent on the 2016 presidential election. Candidates spend as much time raising money as they do getting across their election message in the U.S. Britain also disproves the popular idea that election campaign spending inevitably moves in an upward trajectory. British researchers estimate the cost of the 1880 campaign to be 100 million pounds in 2002 prices, and the election spending in the 2010 British general election of 45.5 million pounds coming to less than half that....

Sheila Dewan provides analysis of the figures on household debt for the fourth quarter of 2013 put out by the U.S. Federal Reserve. U.S. households added $241 billion in debt in the 4th quarter 2014, increasing by 2.1%. It shows says Dewan, that American households were beginning to spend on homes and consumer purchases such as autos. Certain groups such as students and young people were restrained in spending by high levels of student debt. Debt increases were $152 billion for new morgages, $18 billion for car loans, and $53 billion for student loans up by 5.3%. Total household debt to income ratio went up to 130% by 2007, and has since declined to above 100% at the end of the 3rd quarter of 2013, going up again in the 4th quarter of 2013. Credit card debt showed only a small increase of 1.6% as households focussed in cutting credit card debt with high interest rates. Increases in credit card debt and in mortgage debt were shown to be for people with very high credit scores of above 720 in the Federal Reserve analysis, a sign of the caution exercized by households and banks following the overleveraging in 2008....

About $2 billion estimated by the Nigerian government is the amount stolen by military ruler Abacha from the central bank between 1993-1998. The Swiss government agreed to return $458 million of this to Nigeria in September 2006. Desperately needed development funds have long been diverted from the oil wealth of Nigeria into private accounts. Note the present government has made some progress in the area of fighting corruption. Also note that much more needs to be done for development in places where oil is produced like the Niger delta, and these problems have resulted in the shutdown of oil production in the area, affecting world oil prices.

Elections for 500 members of the lower house of parliament in Mexico and for 15 governorships. Lopez Obrador won the presidency in 2018 with a huge majority, 30 points ahead of the rivals from the PAN and PRI parties. Average of five recent polls show he is still popular after the pandemic and winning 40% of the vote followed by PRI at 18%, PAN at 17%.  Obrador has increased pensions for the elderly by using savings from other parts of the budget, and increased the minimum wage several times. He seeks to reverse a 2013 law that privatized parts of the oil and electricity sectors. Obrador plans a large refinery project and rail infrastructure projects if he wins a strong majority in the lower house, in addition to social spending that would help the informal economy which has suffered during the pandemic. Some insights into the thinking of Robert Rubin from an interview by Ken Brown and David Enrich with the former Treasury Secretary in the Clinton administration about the 2008 financial crisis. As Justice John Paul Stevens. the longest serving Supreme Court justice on the bench once said, those who administer the judicial system form the backbone of the law. In a like manner those who administer the financial and economic system form its backbone, which is why Rubin faces some tough questions in this interview. At the time he was Treasury Secretary, the NYT magazine ran a story on Robert Rubin, as the kind of person who liked to put things down rationally on a note pad, and think things through on the basis of this rational analysis. This is how he approached the Mexican financial crisis of 1994 and the 1997 Asian financial crisis. Here is some of that note pad Rubin, in the context of CDO's and risk taking, with something gone awry. Risks that according to this NYT report Rubin encouraged at Citigroup in 2004 and 2005, on the basis of the idea that Citi's competitors were taking on more risk and making bigger profits. His note pad approach appears to have led to conclusions by Rubin that considering the additional profits that could be made by Citi by ramping up the risk taking in 2004 and 2005 and afterwards like its competitors, it could lead to losses if things went wrong, but these losses would'nt come close to wiping out the profits made during the good times. The cyclical downturn he expected to see in 2004 and 2005 when he is reported to have added his voice to others that the bank take on more risk, was a cyclical downturn of the type he had seen during the 1994 Mexican devaluation and the 1997 Asian financial crisis. He had no idea that it would be a cyclical undervaluing of risk added on to a housing bubble, and to a triple A ratings issuance that was misguided. Rubin says here that there was hardly anyone who saw that low-probability event as a possibility. Was the housing bubble a low probability event, and were the issuance of ratings by the credit ratings agencies compromised by the drive for more business a normal pattern, or would some digging up of facts and some innate skepticism of the prevailing current in favor of one's own instincts that something was overdone missed in the notepad analysis of a supposedly rational approach? Or was there a feeling that somehow the U.S. with its long tradition of technology, its work ethic and sophisticated financial system was somehow immune to something as severe as what the Asian countries were experiencing in 1997, or what happened in the 1930's. Asked about his view of what happened Rubin says that looking back there was an enormous amount that needs to be learned. Rubin is also in a quandary when he has to respond to the public concerns about excessive executive compensation. Rubin made $115 million in pay since 1999, excluding stock options, while under his purview as the highest ranking board member Citigroup let some of the problems that it faces now accumulate. As Citigroup faces $20 billion in losses in 2008, a bear raid on its stock by short sellers who ironically were able to do this because of some of the lax regulation set in motion in the Rubin Greenspan years leading to the suspension of the Uptick rule, and the $45 billion government bailout last week. Rubin may have helped Citi but in a different sort of way. He was able to persuade Treasury- Treasury Secretary Paulson was a fellow executive at former employer Goldman Sachs- through the days before the bailout, ensuring government help was on its way. Citigroup shares had dropped to $3.77 a share in the third week of November 2008, losing 50% of their value in one week, as the discussions took place. ...

Polls on Deutchland opinion trends show Merkel has gained support with her careful handling of Brexit, and the AfD has lost support. Only a month ago media reports covering the immigration issues had put AfD in the light of gaining using this issue. The infighting in the Conservative Party and the lack of any plans of ministers in the British government favoring Brexit for leaving the EU have Germans questioning this kind of politics compared to Merkel's promise of a "calm and composed manner" in dealing with issues of people's lives and the future of Europe. The extensive coverage in Germany of the vote for Brexit, the EU referendum in Britain, increased awareness in Germany of the benefits of the European Union. Merkel and other leaders offered their assessment of how the European Union has brought peace to Europe and improved the lives of the people during the pre Brexit media coverage. Now Infratest Dimap polls show the popularity of Merkel has increased to 59%. Compared to a June poll before Brexit things look better for Merkel-  the AfD Alternative for Germany has lost 3 percent of support dropping to 12 percent, the Christian Democrat party of Merkel is up by 2 percentage points to 34 percent in popular support, the Social Democrats also increasing support by 1 percent to 22 percent.The vast majority of people said the European Union provides security (74 percent) and prosperity (79 percent). Germans are skeptical about the value of referendums on such major decisions as EU membership because of swings in popular opinion such as that on immigration that swayed British voters- 49 percent saying parliament does better in these situations than a referendum, 42% saying referendums are better. For voters who said Germany was hindered by membership only 11% supported that proposition and 52% said the EU is beneficial for Germany. Over 75% actually favor more cooperation on refugees, data policies and energy, setting the prospect for a stronger European Union. Also proving the importance of responsible politics, and honest, flexible leadership, responding to people's concerns yet not pandering to swings in opinion for temporary advantage. A separate piece in the Guardian by Yonge points out that Cameron actually won only 23 percent of the eligible voters for Conservatives in the 2015 elections in Britain, reflecting a two decade slide. Brexit only made this failure widely visible, and did not escape the attention of the German people.   ...

Huawei shows a strong first half 2015 for smartphone sales. Smartphones priced over $300 sales for Huawei were up 70% in the first half of 2015. Huawei plans to launch a Nexus phone with Google Inc. in 2015. Smarphone shipments were 48.2 million units for the first half 2015. By comparison Xiaomi sold 34.7 million smartphones in the first half of 2015. Huawei has gained brand name recognition and passed Xiaomi in sales. Of the 48.2 million smartphones sales of Huawei 20 million were in markets outside China, increasing competition for Apple and Samsung. Huawei now has 7.9% market share worldwide for the 2nd quarter 2015, according to TrendForce, in 3rd place after Samsung and Apple. In revenue terms Huawei has nearly doubled sales revenue in smartphones because of more phones in the higher price range, going from the $3.87 billion in first half 2014 to $7.23 billion in first half 2015. This strategy is evident in Europe where Huawei has invested in brand recognition by sponsoring soccer teams. In just one quarter from the 1st quarter 2015 to the second quarter Huawei has doubled market share in Western Europe from 3% to 6% in smartphones, according to research firm Canalys. ...

Friedman quotes the Israeli newspaper Haaretz on the intransigence of both the Palestinians under Abbas and Israelis under Likud leader Netanyahu. The Haaretz account of the currrent state of Israeli-Palestinian relations said the situation was close to where it was at the turn of the century, when it was considered a goal just to have Palestinians and Israelis sit down and talk to each other. Friedman suggests Netanyahu offer a 6 month freeze on new settlements as a way to get the Palestinians to negotiate a new peace; saying it costs Israel little as there are already 300,000 new settlers, and the prospects for a settlement make this worthwhile. He also recounts the fears of both sides. The Palestinian side sees the new settlements as sending the message that Israel wants two states, one in the pre-1967 borders and the other in the post-1967 borders, both belonging to Israel. The Israelis fear the Palestinian's covet some of the land that is now inside Israel, but was once part of the old Palestine; and have never reconciled to the co-existence of a Jewish state alongside a Palestinian state, or a Jewish people's co-existence alongside a Palestinian people....

CEO's of more than 80 large U.S. companies have come together behind a plan that would reduce the U.S. federal deficit with tax revenue increases and reduced spending. The CEO statement was organized by the Fix the Debt campaign, a bipartisan effort inspired by Republican Alan Simpson and Democrat Erskine Bowles of the 2010 Simpson-Bowles Deficit Commission. The CEO statement calls for an overhaul of the U.S. tax code to eliminate or reduce deductions, credits and loopholes (reduction of tax expenditures also referred to as "broadening the base"). The CEO statement says any fiscal plan to succeed has to control increases in health care spending, make Social Security solvent, and include "comprehensive and pro-growth tax reform, which broadens the base, lowers rates, raises revenues and reduces the deficit." This is the first time a large group of business leaders have supported raising taxes as part of an overall solution. This puts together elements of the Bowles-Simpson plan, reduces deductions and loopholes, lowers rates as part of overall tax reform and cutting spending. The CEO statement says the Simpson Bowles recommendations for $3 in spending cuts for every $1 in tax increases was an "effective framework" for tackling a problem that affects the economic well being and security of the U.S....

Rapidly decling support for Mr Westerwelle and the Free Democratic party he leads in Germany. In the September 2009 elections the FDP won 14.6% of the vote. A Dec 27-30 Stern opinion poll shows only 4% support the FDP. This threatens the Christian Democrats-FDP coalition led by Chancellor Angela Merkel in the coming regional elections. Merkel and the CDP have held onto their support, with 34% saying they support the Christian Democrats, compared to the 33.8% of the vote the CDP won in the Sept 2009 national elections in Germany. Some of the problem lies with Westerwelle who is seen as arrogant and out of touch.The major reason is that in the Merkel coalition the FDP could not implement the tax cuts and other pro-business promises it had made earlier as an opposition party. Merkel is reluctant to move on tax cuts because German help may be needed in the eurozone financial crisis. The 4% showing in the poll puts the FDP below the 5% threshold required to hold seats in Parliament. Losses in regional elections for the Merkel coalition would give the opposition parties and the Social Democrats a bigger majority in the upper house, which would further weaken Merkel's legislative agenda and the credibility of the coalition....

Carl Schramm of the Kauffman Foundation which supports entrepreneurship says Venture Capital Funds have failed in recent years. With less and less of the partner's capital as low as 1% and more money from pension funds and other sources with short term pressures for performance, and the VC funds own 2-20 model (taking 2% each year as management fees and 20% of profits at time of IPO's) these funds have gone more into keeping companies only for afew years and selling them off rather than nurturing for the long run. In an earlier era the VC funds tried to nurthure the companies and did not take in so much in fees and profits. Today they are flipping more like the private equity firms do.And with the poor results turned in by the funds Schramm points out that returns are negative since 1997 for many of these funds. So VC funds are not supporting the new investments in biotech and clean energy even though there is a big need for investments. VC funds invested only $4.8 billion in 637 companies in the 3rd quarter of 2009 down 33% from $7.2 billion and 994 businesses in 2008 acccording to Price WaterhouseCoopers and the National Venture Capital Association....

Research shows that when a home's value falls below 75% of the amount owed on the mortgage, the homeowner thinks hard about walking away even if he has the money to keep paying, as it does not make economic sense to keep paying. By 3rd quarter 2009 4.5 million Americans reached this point and by June 2010 it is estimated by Corel Logic, a real estate firm, that 5.1 million will reach the 75% point- or 10% of all mortgages. Homeowners who made the mistake of buying as the market was cresting are seriously considering walking away and bank's reluctance to reduce the payments is for them the last straw. The Obama administration hasn't helped as this comment by assistant Treasury secretary for financial institutions, Michael Barr, shows. He discounts the idea that many people will walk away from their homes, saying that the overwhelming number will stay in their homes. Consultants at Oliver Wyman show from their research that at least 17% walked away from their homes even though they could make payments in 2008, or 588,000 people, and this was before the full impact of the global financial crisis. These numbers could be much higher in today's depressed market....

Signs that the SUV based model for running car companies is cracking. A study from the University of Michigan Transportation Research Institute estimates that profits from large and midsize SUV's for GM, Ford and Daimler Chrysler dropped 40% or $7 billion from 2001 to the end of 2004. These figures track a steady decline in profits from SUV's, as incentives are used to promote sales of SUV's, lowering the whole profit structure a big notch downwards. In 2001, this study found that the per vehicle profit was about $9500. In 2005 thanks to big discounts the margin on SUV's is about $6300. On midsize SUV's like the Ford Explorer or the Chevy TrailBlazer, margins are down even more to $4100 from $7200. Responding to this study GM looks at it differently, it sees declining sales as the main culprit not the margins. Its thinking goes like this- as long as we can keep sales up we can cover our fixed costs including costs to retirees which make up a big part of the picture And it looks at the variable profits which it finds to be much higher than the numbers put out by the Transportation Research Institute. ...

You know, my background was as a prosecutor and I was also the elected attorney general for two terms of a border state. So this is not a theoretical issue for me. This is something I’ve actually worked on. I have prosecuted transnational criminal organizations for the trafficking of guns, drugs and human beings. I take very seriously the importance of having a secure border and ensuring the safety of the American people. Sadly, where we are now can be traced most recently back to the fact that when the United States Congress, members of Congress, including some of the most conservative Republicans, came up with a border security bill. And here’s what that border security bill would have done. It would have put 1,500 more border agents at the border. Let me tell you, those border agents are working around the clock. It would have just been about giving them some support and relief, which is probably why the border agents actually endorsed the bill. It would have allowed us to stem the flow of fentanyl. And I’m looking at people from all over the country here. So I don’t need to tell the folks who are watching this what fentanyl has done to families, to kids in our country, and the need to take seriously stemming the flow coming into our country and addressing that extraordinary and tragic issue in terms of its effect. The bill would have allowed us to have more resources to prosecute transnational criminal organizations. And it would have been part of the solution. And Donald Trump called up those folks and said, don’t put that bill on the floor for a vote. He blocked the bill. And you know why? Because he preferred to run on a problem instead of fixing a problem. And he has put his personal political security before border security. Because understand, even in the intervening months, what that bill would have done to give support to folks who care about this issue. And this, again, gets to the point about what does leadership really look like? ...

This fall oil companies will be required to supply Americans at the gas pump with low sulfur diesel fuels on which the diesel cars with the clean diesel technology run, for cars like the Chrysler CRD 300. Automakers from Japan, Europe and the US are looking to transfer this technology developed for Europe to the US, with some improvements to meet American environmental standards, especially in lare sedans, SUV's and pickups. The statistics for US diesel use on the road are as follows: 1. About 3-4% of light vehicles in the US run on diesel. White quotes industry executives as comfortable with a JD Power estimate of diesel use by 2010-2012, or about 6-8 year horizon of 10% of all passenger vehicles. 2. John Moulton, president of the powertrain division of Robert Bosch Gmbh, forecast diesel use by 15% of the passenger vehicles in the U.S. by 2015. Use in Europe is about 50% by comparison. 3. Usage of diesel will be highest in the bigger cars and vehicles . This is where the 20-30% savings in fuel cost would be substantial enough to cover the $2000-$6000 additional cost for the diesel powered vehicles using the latest clean diesel technology. DaimlerChrysler is already moving forward with coming up with versions of the diesel models used in Europe for the American market. VW currently is the leader in the American market. About 20% of VW's sold in April 2006 use diesel. This is going up every year 12% in 2004, 14% in 2005. In 2008 VW will have all its mainstream models available in all 50 states in diesel versions. ...

The Labor Department reported U.S. payrolls increased by a seasonally adjusted 163,000 jobs in July 2012. A survey of U.S. households showed unemployment edging higher to 8.3%, up by 0.1%. Private companies accounted for all the job additions of 172,000. Governments reduced jobs by 9000 and the federal government reduced jobs by 2000. Manufacturing added 25,000 jobs. Professional and business services added 49,000 jobs, with temporary help and computer systems design being the largest sources of jobs in this area. The health care sector added 12,000 jobs. A broader measure of unemployment including job seekers and part time workers is at 15%, up 0.1% from the prior month.
