Libyan lawyer and human rights activist Azza Kamel Maghur, fled earlier this year to Canada with his 3 year old daughter. He writes about the people of Tripoli rising up against the Gaddafi regime. At the same time rebels were closing in on Tripoli in the third week of August 2011. He describes the Al Zuhur neighborhood of Tripoli on the day when the evening call to prayer from the Ben Nabi and Buhmeira mosques rang out longer than usual. This time a signal for people to take to the streets. Some of the youth were shot by snipers from rooftops of buildings. The struggle to free Tripoli was taking place. The carefully planned signal was coordinated with the rebels advance and NATO airstrikes. It enabled the rebels to advance quickly into the city.

Germany had little focus on India and no clear policy to expand ties under Merkel. It follows other detailed reports in NYT that looked at years of neglect and mismanagement of the New York subway system with interviews of key officials. This is costing subway users dearly as they face delays, and the poor quality of rides on the system compared to other systems worldwide. This report describes a subway accident with a loose piece of rail on a track on June 27, 2017 that could have been prevented with proper maintenance. This was one of 82000 delays on the system in June 2017 alone, one of the worst months in many years. A NYT examination of MTA records and reports shows the neglect of maintenance was one of the main cause of delays, including problems with turnover, and lack of training for new employees. The system's age (113 years old) and its size complicates problems leaving less room for the errors it is experiencing today. The world's oldest subway system in the most advanced of industrialized countries in the worst possible shape, showing the nation's lack of investment in essential infrastructure. A failure at a more basic level- a failure of the nation's culture to set the right investment priorities. ...

Rex Tillerson, U.S. Secretary of State takes a strong stand on North Korean missile testing and nuclear program in a visit to Seoul and Beijing. He said the U.S. would be forced to take pre-emptive action "if they elevate their threat of their weapons program"  to an unacceptable level. Continuing a policy of the Obama administration following missile tests by North Korea, the Trump administration has rejected any talks with North Korea. Tillerson said that "the policy of strategic patience has ended." It was also meant to signal U.S. intentions before Tillerson goes to Beijing from Seoul. President Trump commented on Twitter; "North Korea is behaving very badly. They have been "playing" the United States for years. China has done little to help." Because China sees North Korea as a bargaining chip with the U.S., Japan and South Korea, the situation has ended repeatedly in a impasse with the North Korean nuclear and missile program continuing during the Bush and Obama administrations. This has also meant that North Korea was unlikely to collapse on its own, with China pursuing a policy of using North Korea as part of its defense policies in the region, as pointed out by Sanger in this report. As the North's missile program continues the U.S., and with the North seeing the missile program as the only way to ensure the survival of the regime, the U.S. needed to come up with a new way to tackle the situation.   ...

Francois Fillon wins 44% of the vote to Alain Juppe at 28.6%.  Mr Sakozy suffers defeat in the election primary after 3 presidential debates in which Fillon's "statesmanlike" image came across better than the flamboyant style of Sarkozy. Another factor is that Juppe is seen as too close to former president Chirac and suffered from his effort to make changes and job cuts as prime minister under Chirac. Fillon is less well known which turned out to be an advantage. Fillon has the support of traditionalist Catholic groups. Fillon's platform is for 500,000 job cuts to reduce the large size of France's public sector, remove the wealth tax imposed by Hollande, reduce taxes, increase work week to 48 hours maximum and scrap 35 hour work week, gradually raise retirement age to 65, increase business incentives to improve economic growth. Fillon lives in Le Mans western France.
