Japan's 38 year old Environment Minister Shinjiro Koizumi sets himself up as a role model by taking two weeks off as paternity leave over 3 months after the birth of his first child.  Mr. Koizumi says in a country where paternity leave is not common: "I hope my child care leave will serve as a spur for everyone in the Environment Ministry to take child care leave without hesitation and advance a style of work in which that is easy." Japan's Shinzo Abe government encourages men to take childcare leave, as this is part of the campaign to get more working age mothers into the workplace. In Japan eligible employees can take upto 52 weeks off of parental leave at reduced pay, accordoing to OECD. The government hopes to get 13% of fathers to take paternity leave in 2020, compared to only 6% in 2019. EU foreign policy is process driven and requires the agreement of 27 countries in the EU, which is called the coalition of the unwilling. British foreign policy is ideologically driven. After the Brexit deal was reached in the last week of December 2020, no mention was made of coordination in foreign policy. The Boris Johnson government has quietly dropped the whole idea of cooperation with the EU in foreign affairs that the government of Theresa May supported. Most questions about the vaccines from Oxford, Pfizer and Moderna are answered in this Q&A in The Times.  The Oxford vaccine is the only vaccine that is being provided at cost to the public at a cost of 4 pounds, Pfizer using German technology at 15 pounds and Moderna from Cambridge, Massachusetts, at 28 pounds. The Oxford vaccine can be stored in a fridge, the others use mRNA technology of messenger RNA which requires ultra low temperature storage. Astra Zeneca could have handled the trials and methodology for results in a better way. As the two trials one that produced results of 62% and the other results of 90% cannot be combined to give results of 70% but are two distinct and separate trials. However too much emphasis has been placed on the vaccine, as other prevention measures remain important for 2021. Other vaccines are being developed in Britain with new technology and in India by ICMR which are in trials stage and about which not enough is known. The central bank acting as debt manager for the government of India is pushing government securities to trade in lots of 5 crores or more, seven crores being about 1 million dollars. This is now being traded among commercial entities. Retail investors are being provided opportunities to participate in a different pathway. Currently institutional investors such as banks, mutual funds, insurance companies are major participants.The government needs 1.2 million crores or $175 billion from the financial markets to fund its ambitious capital expenditures for 2021 financial year. The Dutch parliament approves a free trade area with Ukraine. Netherlands was the last country to approve this agreement. Populists of eusoskeptic views won a referendum in April 2016 leading to the agreement passed by the other 27 countries of the EU being modified to accomodate the euroskeptics- who pushed the view of Ukraine as another corrupt country that Netherlands tax payers would have to support. The agreement for a free trade area for EU and Ukraine itself was a result of the popular sentiment in Kiev and western Ukraine in favor of closer ties to the European Union, that led to protests in 2013-2014 and the election of pro-EU Petroshenko as president. Russia opposed the move, leading to the support of a Russia rebel movement in the eastern part of Ukraine. The Dutch elections of 2017 led to Dutch voters supporting prime minister Rutte's effort to support the European Union in helping Ukraine with economic ties. India's broadband prices have dropped to the point where they are the lowest in the world. A UK comparison site shows 1 gigabyte of mobile data  costs $0.26 in India compare to $12.37 in the U.S. and $6.66 in the UK, and globally about $8.53.  Reliance Jio the company which dropped prices starting in 2016, says it is using voice and data on a spectrum known only for data use. Reliance Jio is using only one fifth of its capacity. and says is it is making more revenue per user than competitors. Competitors including Airtel and Vodafone have lowered prices reducing margins of as high as 30 percent to being barely profitable. Reliance Jio gives away its 4G feature phone JioPhone against refundable security deposit of $21, with plans of $1 a month. The handset supports Wifi and WhatsApp. India ha 1.17 mobile subscriptions, 55% in urban areas. Most broadband use now comes from Jio. Mobile data consumption has jumped in India in 2 years to more than 10GB per user per month, which is close to that in the U.S.    ...

Wirecard has filed for insolvency.The $2 billion missing in a bank account for Wirecard is more than all the profits it has made over 10 years. It got off the ground in 2016 after Credit Suisse and Softbank took interest in investing. This report in the WSJ shows the hazy history of the company and the details about the missing money in the bank account in the Philippines. Ernst and Young says it was deceived, and the money did not exist in the accounts, as reported in this video by the WSJ. The billions of dollars invested in companies like Wirecard, WeWork and other companies, could easily have funded the PPE equipment, facial masks, and other healthcare equipment held as a reserve for emergencies such as this pandemic, in any large region such as North America or the European Union.   For every Wirecard there are 10 others in every region of the world. U.S. president Trump announces withdrawal from the Paris climate change accords, saying the U.S. will consider re-entering the agreement  or coming up with a new deal. He said "I was elected to represent Pittsburgh, not Paris." Trump said he was concerned about the environment, and avoided saying climate change scientific evidence was not correct. He based his concerns on the idea that China and India were getting an unfair financial advantage over the U.S. The U.S. had pledged under the Paris accords to reduce greenhouse gas emissions by 28% from 2005 levels by 2025. The WSJ's Stokols and Ballhaus point out that president Trump had the option because of the nonbinding agreements committing nations to a broader goal of reducing emissions to combat temperature change of of 3.6 degrees F, to have modified emissions targets and still remained in the Paris accords. Filled Bundesliga stadiums are a big problem, says DW.com Sports Editor, Sarah Wiertz. Germany faces a crisis with hospitalizations and in ICU's in November 2021. Borussia Dortmund stadium has lowest permitted capacity rate of all of 82%- this is still 67,000 spectators. She says this is not normality at last, it is absurd. Union Berlin applied for full capacity if it only admitted vaccinated and recovered spectators in the game against Hertha Berlin this week and got it approved. It is not good enough to say German Football League Association has 94% of its players, coaches and staff vaccinated.  With the alarming situation at German hospitals, many breakthrough infections, crowding in the stadiums is not responsible behaviour of Bundesliga clubs and fans. The effort now is to say look this is going to hurt both sides during a pandemic, the public is going to be angry with the politicians one more time, which will hurt all sides. Britain joined the European Union in 1973 with Ireland and Denmark.

Britain has left the EU legally and politically. It is in a transition period till Jan 1, 2021 by which time the remaining questions on trade, on economic relations and security need to be resolved. This covers $800 billion in trade between Britain and the EU. If nothing happens to settle these issues Britain after Jan. 1 will no longer be part of the EU single market or its customs union.

Wage gains for workers after the UAW agreement are spreading to other companies and industries which provides cost of living relief for workers and families across the 51 states for 2024. Tesla suffered from production issues in 2017 and CEO Musk was not his usual upbeat self.  In early 2018 Musk is back to his usual style predicting big things for Tesla. Just after his company Space Exploration Technologies sent a powerful rocket with a Tesla car into space,Musk predicted making one million vehicles a year in 2020. In 3 months he says a Tesla will cross the U.S. He says Tesla will now be able to make 5000 cars a week of the Model 3.

Another of his predictions is that he will revolutionize production systems and leap over existing car companies. Analysts asked Musk if the Toyota Production System had not already achieved that, Musk says "we don't think so." This report points to changing moods of Musk and periods when he feels high and low, and changing according to the unrelenting stress he finds himself in or indulges in.

Vanguard's Chief Investment Officer Greg Davis, says there is a 40% chance of a recession in the U.S. by 2020, and that the prospects for the stock market have worsened quite a bit. U.S. stocks are expected to return 3.9% down from the earlier prediction of 8% in 2013 over 10 years annualized. In Europe the stocks are expected to return 6.5% down from 8.7% earlier prediction in 2013.

Bonds and cash offer safer alternatives with attractive rates.

Vanguard's 10 year annualized returns for a diversified portfolio of U.S. bonds is up from 1.7% in 2013 to 3.3%, for Treasury bonds 3.0%, and for international bonds up from 1.8% to 2.9%. Money market funds also offer relatively attractive returns as safe haven on 10 year annualized basis of 2.9% up from 1.5%. For the lower risk money market funds are attractive to investors for making adjustments.

The U.S. trade dispute with China takes a new turn after tit for tat tariffs, with the U.S. president Trump claiming that China was interfering in the U.S. midterm elections. This plays into the narrative in China that the U.S. does not want to see China's ascent as a global power. President Trump and Trade Representative Lighthizer have singled out "Made In China 2025," China's plans for tech leadership as a serious issue for the U.S. President Trump made his claim in a speech at the United Nations, saying that he was "the first president ever to challenge China on trade."

Many of China's tariffs on U.S. exports are targeted at agricultural products such as soyabeans and corn in heavily pro-Trump states, and in rural areas where the Republican party has a significant base.

Currently Asian-Americans make up 62% of students at top high schools in New York. Mayor Blasio aims to give 20% of the seats to students who almost reach the qualifying scores on an entrance exam for Stuyvesant and seven other specialized high schools. Under Blasio's plan Discovery program for economically disadvantaged students would get 800 of the 4000 specialized high school seats for ninth graders in fall 2020 up from 250. 

Another view is presented by Parenting While Black organization of low income parents and children, who say that more important is to improve the quality of education for the city's 1.1 million students and start at the early grades. They see the high school debate for these 7 specialized schools as taking attention from the real problem to focus on s small sliver of students. The mass of students, the vast majority, they say are left to dangle in the wind.
