Serious problems with transparency, and the quality of data used for the CPI and property prices index prepared by China's National Bureau of Statistics. The statistics are seen as flawed by experts because they understate the serious property price bubble in China. It does this by diluting the large rises in big cities with smaller rises in smaller cities. From now on data will be published separately for each of the 70 cities that make up the index, and a new method will be used for calculating property prices that only looks at housing, not commercial property. For housing prices it will use data from online property registries, instead of a survey of transactions that earlier understated housing price increases.

Is the jobless rate in Liverpool, in the one time industrial heartland of Britain about 6% or counting the hidden jobless close to 13%. The mayor of the Liverpool region, Steve Rotheram, sitting in his office overlooking the Albert Dock on the banks of the Mersey river, where Britain's mighty shipbuilding industry once dominated and now in decay, says sanctioning people does not work,  a decade of cuts have done damage, and that his authority runs Households into Work, in an attempt to treat people as human beings first to get a better response. The government job centres tend to focus on people 25-35, says food bank and job support charity at the Anglican Cathedral on a ridge overlooking the Mersey. Hardeep Puri writes in the Indian Express that one of the biggest problems in development in India was that government programs for development just kept getting delayed, and there were leakages of funds that could never be tracked. It is the sign of a developing country that it remain perpetually a developing country when it does not find a way to overcome this situation. Most of Asia, Japan, South Korea, China has found a way out, and it is a sign of character in a country and its administration that real implementation takes place to transform a developing country into a modern country organizing and combining the inputs of land, capital, technology and human resources. Just one example is the Pradhan Mantri Awas Yojana to build housing in India's cities to promote quality of living. In the last 7 years Puri writes in the Indian Express that 11.2 million houses were sanctioned, 4.9 million built and the rest to be built by March 2022. Compared to 1.2 million in the prior 10 years. To do this investment jumped by about 10 times. In the US infrastructure was neglected in the last 2 decades. In India urban infrastructure was delayed by never ending delays and leakages of funds. Across a range of projects from Metro urban transport to rail, bridges and road, infrastructure was slow and wobbly in India for most of the decades since 1947. The Smart Cities Mission is being financed with an investment planned of Rupees 2 trillion or over $200 billion to change the urban landscape with people centred priorities. As Puri writes silently, non performers are being weeded out, loopholes plugged, targets set, in scrutiny and monitoring of projects all the way to the prime minister in a way that has never happened before. The lack of economic opportunities for an increasingly urbanized African younger generation is a major challenge. The median age of 19 makes Africa the world's youngest continent. Megacities are growing up in places such as Lagos and Kinshasha as millions leave subsistence farming to go to cities. Unlike Asia and Latin American countries men and women are coming to shantytowns in cities at a time when Africa is much poorer for a similar level of urbanization that Asian and Latin American nations reached decades earlier. In 1993 this WSJ analysis and graphs show the Asian emerging economies and sub Saharan Africa had similar GDP per capita of $2415, by 2019 this was $4000 for Africa and $12,000 for Asian emerging economies. Latin America was at $10,000 in 1993 and in 2019 was at about $15,000. The gap widened considerably between Asia and African countries. Asian emerging economies increased GDP to 5 time from the same starting point as Africa in 1993, Africa doubled GDP over the period of 25 years to 2019. Latin America started from a much higher point and increased GDP by only 50% over 25 years. Asian economies that performed better over this period did better because of stable even entrenched governments such as in Singapore with Le Kuan Yew and in China with stable successive governments under CPC leadership of prime minister Deng. The difference in Asia was a commitment across all classes and groups to development, a sense of development as a way to make up for the years lost under colonialism of foreign powers in the eighteenth and nineteenth centuries. A sense of correcting historical injustice and wrongs. This is a missing ingredient in the processes unfolding in Latin America and Africa in the last 25 years. ...

A draft decree in the prime minister's office shows a plan to place quarantine covering the Lombardy region of Italy and nearby provinces, including the cities of Milan, Venice and Modena. The population in this region of 10 million people will face restrictions on mobility. The draft decree says transit in and out of the quarantine zones will be granted only in the event of "grave situations." It urges people to stay inside their homes and not travel. A similar quarantine in China around the Wuhan region helped limit the spread of coronavirus and bring it under control. Today the worst hit and not yet under control are Iran and Italy.

To limit global warming to increase in temperatures by 1.5 degree centigrade by 2030 requires 2019 global emissions of 52 billion metric tons to come down to 25 billion by 2030. If China continues to use coal the way it now does till 2030 as is expected today it will continue to have the 2019 carbon emissions of 14 million metric tons or more than half of global carbon emissions from about 27% today. Vice premier Han Zheng China's top climate and energy official has reversed course from his earlier admonition in September to "curb resolutely the blind development" of high emissions coal projects. After wide blackouts in Chinese cities and power cuts to factories in the past couple of weeks the new priority Zheng says is "increase coal supplies by any means necessary." Kate Muser of DW.com provides a history of Christmas markets in Germany, including the ones in Dresden, Nuremberg and other cities since the Late Middle Ages. Martin Luther is said to have encouraged the tradition in Germany with the giving of gifts and a Christ child is said to bring gifts on Christmas eve. There are 1400 such Christmas markets in Germany, and 80 in Berlin alone with the one in Breitscheidplatz one of the most popular ones with its illuminated tree, lights and atmosphere. Grilled meats and baked goods, decorations, are part of the Christmas markets and each has its own local flair. The one in Berlin's Prenzlauer Berg district is even dedicated to Lucia, the Nordic goddess of light, and to the Scandinavian countries.

Each of the 4 countries Brazil, Ireland, Spain and Sweden experienced a sharp decline in GDP growth and banking crises following the credit bubble. Estimates of debt to GDP are as high as 250% for China. Krugman, Roubini and other economists have warned about the credit bubble, saying China is no exception to the rule for the risks posed by such a bubble. ...
