Under an agreement reached by EU finance ministers in November 2010, beginning in 2013 euro-zone bonds will include clauses requiring bondholders to accept restructuring measures if necessary. Germany wanted to see an earlier phase-in period. Both in the Greek bailout and in the measures taken for aiding Ireland, investors were protected from losses resulting from bank failures or government default. As taxpayers in Europe are bearing the cost of the bailouts, and with the rising anger that has resulted, Germany has insisted on bondholders bearing their share of the losses from risky decisions. France argued for flexibility, as a result this was introduced with a caveat. Bondholders could face losses, but only on a case by case basis, witht the IMF providing guidance. Germany has argued that markets need to factor in the risk in their calculations for each country, and this will increase the costs if countries engage in excessive borrowing, as bondholders will have to account for the extra risk. This would prevent the recurrence of the crisis currently facing the euro-zone....

Erskine Bowles, a former chief of staff under President Clinton, and Alan Simpson, former senator from Wyoming, say the U.S. Supercommittee members should remember that their personal priorities and the common good are not at odds. The authors of the Bowles-Simpson Presidents Commission for deficit reduction say there is growing discontent among voters with politicians who are obsessed with gaining partisan advantage. Using issues of national importance that require a common approach from all parties as a way to score political points will only backfire on these politicians. Personal priorities of members of Congress are now no longer at odds with the common good, they are converging. It is upto the Congress, members of both parties, to push back against the special interests and partisan politics, and show leadership on the deficit. The eurozone crisis has shown the dire consequences of any sluggishness or procrastination. The failure of the political class and leadership in Italy and Greece, and in other nations of the EU, has put the fate of these countries in the hands of markets, which have relentlessly pushed up the borrowing rates of Greece, Italy, Spain and other countries, and taken future direction out of the hands of politicians. Erskine and Bowles say don't wait for a fiscal crisis to take action because it will be disastrous economically and politically, with everyone as losers and no winners. Timidity is not an option, leadership is required to take action that is big and broad, tackling tax expenditures, entitlement expenditures, defense, across the board....

Germany's president Steinmeier is emerging as a key figure in the current effort to form a majority government in Germany under chancellor Merkel, reports Griff Witte in the Washington Post. This is because the FDP under Lindner with 11% of the vote has pulled out of the coalition talks, and the only alternative is for the SPD to change its position and agree to join the talks. Under Schulz the SPD has for 2 months turned down any effort to join the coalition talks. Partly because the SPD has not done well in recent elections and lost some of its worker base support. Some in the SPD have blamed this on the previous coalitions with the CDU party of Merkel. Steinmeier is a leader from the SPD who was foreign minister in the previous coalition of the CDU-SPD, and has greater influence on the SPD.  Steinmeier has pushed all parties to make another effort. This includes the SPD and Schulz now says the SPD shoulders "a responsibility to the country." After some prodding by Steinmeier and a 8 hour party meeting the SPD now says it will not say no to the talks. One SPD leader, a former mayor of Munich, says the SPD should be careful about what it says because we don't want to sound like "an agitated heap of chickens." In that case Schulz may step aside. ...

This report in WSJ looks at the impact of the 2018 Trump tariffs retained by president Biden as the US seeks to reduce its overdependence on Chinese imports and bring back American manufacturing. This followed misguided policies of previous administrations since Clinton that weakened American manufacturing strengths. Have the US tariffs on Chinese goods worked? The WSJ graph with information from US Census Bureau shows that imports from China in 2022 going down to the levels in 2007 of about 16-17% as a share of US imports, down from a high of 21% before the Trump tariffs halted a rapidly rising curve. Imports from Germany, South Korea and Japan in 2022 were down slightly hovering around 4.5%. Imports increased from Canada and Mexico, the US's traditional partners in North America, around 13.5% as a share of US imports for each country. Also increasing were imports from Vietnam. Some of the imports from Vietnam are Chinese products shipped through Vietnam to evade tariffs, and it is not clear whether the figures from Vietnam have been adjusted for this. President Biden is looking at different scenarios in an effort to tackle inflation. One supported by Janet Yellen, an economist at US Treasury is for the US to relax some of the China tariffs. Most economists in previous administrations including Yellen failed to understand what surrendering American manufacturing to China on the scale and speed that happened would do to communities across America that depended on factory jobs. The devastation of these communities has led to increased divisions in America, weakened American manufacturing, and led to outflow of technologies vital for national security and national well being.  Republican senators, US Trade Representative Katherine Tai and National Security Advisor Jake Sullivan are opposed to any relaxation of tariffs. Studies show the removal of the tariffs would have only a small impact on the consumer price inflation index reducing inflation by 0.26%. Lifting some tariffs on school supplies and summer bicycles as proposed by the US Chamber of Commerce would have little or no impact on the consumer price index for inflation. This is because the inflation is triggered by oil and gas price increases stemming from the Russian policies and invasion of Ukraine. This has also aggravated food and grocery costs  through blocking of agricultural imports from Ukraine. An additional factor was the increased demand after the pandemic easing in 2022, but that demand is already easing in July with glut in inventories at Walmart and Target, and excess warehouse capacity at Amazon. It would also send the wrong signal to China that the tariffs imposed by president Trump after a Section 301 trade investigation and based on improper loss of technologies to China are not being taken seriously by the US, says Republican Senator Hagerty of Tennessee. The Labor advisory committee to the US Trade Representative Katherine Tai also opposes any such move after the serious damage done to US workers and to US national well being and security. This happened under the Clinton, Bush and Obama administrations with failed trade policies that ceded manufacturing to China. ...

Questions readers raise about Lewis Sorley's account of wins in the latter part of the war in Vietnam. The idea presented that had the country stood behind the war effort it could have been turned around. Here President Johnson's own deputy national security advisor, Francis Bator, who is Professor emeritus at the Harvard Kennedy School, refutes this notion by saying that: "in Vietnam the goal was clear but unattainable by any means not grossly disproportionate to the American stake." He goes on to say that false inferences from that failure will not help President Obama with the hard question of deciding what feasible goals and means in Afghnistan and Pakistan and other places will minimize chances of amajor terrorist attack on the United States, whaterver its origating location. And doing this in a cost-effective way. The wording is designed to first focus on what is the minimum that America wants- safety from another attack. Second, to focus on doing this in a cost-effective way. At some point resources added become disproportionate to the American stake in Afghanistan. An infantryman in the Vietnam war describes a people in villages that he was supposed to protect who would not even alert American soldiers of bombs when they knew exactly where they were placed. View from Le Monde in France on the visions of Macron, Merz,, and Rubio for rebuilding the transatlantic alliance.  France under Macron sees less hope for the rebuild of the transatlantic friendship. The Germans under Merz and Soder of Bavaria see it differently. As shown in Nina Haase's interveiw with Johann Wadephul Germany's Foreign Minister, he sees Marco Rubio's speech very positively and like Merz wants to rebuild the relationship. It is not fully understood in Europe that Vance was also. partly reflecting his own views and his own tendency to sound and act like DJT. RUbio was once a candidate for the presidency in 2014 whom DJT had to defeat in the primaries. Rubio's recent book on how the elites have failed US and Europe shows a man of his own convictions. He and DJT agree because he brings out the best that is in the Republican party today to look back at its heroes from the past, Teddy Roosevelt and Abraham Lincoln with a profound belief in western civilization and America's role in it. When seen in this context it changes everything- all that talk of Vance means little because Vance is a much less experienced politician from the midwestern state of Ohio compared to Rubio with his long years in the Florida legislature and in the Senate in Foreign Affairs. Rubio speaks for the United States so much more so than an inexperienced and very young politician from Ohio who has emerged only in the last 5 years, compared to Rubio's 20 years in public service. ...

Scholz gets high marks for his hard work during the Covid crisis as finance minister putting together the funding packages. This BBC report says Scholz chaired cabinet meetings when Merkl went into self-isolation as a precaution. BBC says it gave Scholz the platform he needed to go back to his roots as Mayor of Hamburg when he stood up for social cohesion and help for workers and families. Before he announced his SPD candidacy when asked if he would run he would say - "we need to work, not indulge in vanities." Scholz also played an important role in European solidarity. He was the lead architect with France of the European Union 750 billion euro recovery fund. This brings him strong praise from France, and also support from Italy, Spain, Portugal and other countries in the EU. French foreign minister Bruno Lemaire has praise not only for Olaf Scholz but also for his brother Jens Scholz, who airlifted 6 critically ill French patients to an hospital in Kiel. Says Lemaire "It really is a great German family." Scholz grew up in Hamburg, becoming a Socialist youth leader and studying labor law. He was Mayor of Hamburg from 2011 to 2018. Rolls Royce new CEO Mr. Erginbilgic wants an end to pursuing market share. He is renegotiating $2 billion in contracts that could be unprofitable. It had quality issues with its Trent 1000 engine that powered the Boeing Dreamliner ending in paying billions for fixing the product and compensating aircraft makers. Corruption charges were other problems. The pandemic led to companies parking planes and hurt Rolls Royce as enginemaker.  Rolls Royce made the first jet engines the de Haviland Comet, the world's first jetliner plane. Throughout its history it has faced upheavals at regular intervals-cost overruns leading to bankruptcy and government bailout in 1971, and relisting as a private company under Margaret Thatcher that led to a market share competition with GE in the US and more losses. Erginbilgic is the new CEO and says battling for market share days are over. He wants to cut its debt and achieve investment grade ratings to reduce financial costs. Erginbilgic says he really believes the problems of Rolls Royce come from the approach of increasing market share at any cost. VW's labor costs at its new plant in Chattanooga, Tennessee, will be $27 an hour in wages and benefits, according to analysts. The comparable cost for Detroit automakers and Toyota and Honda plants is $52 an hour. Over three years VW is expected to increase this to about $38 an hour, according to the Center for Automotive Research, Ann Arbor, Mich. This will enable VW to price the larger version of the Passat it will make in Tennessee at $20,000, instead of the current price of 28,000.

All the extreme rhetoric on how Project 2025 is going to be adopted under a DJT administration has led to unease that there will be deterioration in the government and society.  Yet it simply may not work that way.   A second objective look at Project 2025 and how it's value to Republicans will be carefully evaluated piece by piece by DJT is needed. Keeping in mind 2026 House and Senate elections, winning broad support for the traditional Republican conservative line of thinking, and maintaining the support of all Republicans in the business, government, media and other sectors.  1. Replacing federal employees with party loyalists. This happens at the top of every agency of the government for every government in the US and Europe after an election for the last century. At today's unemployment level of 4 percent, adult males actually 3.9% and adult females 3.6%, and considering the higher salaries paid in the private sector, the tenuous nature of joining as a party loyalist as the national mood can shift at any time and things change again in 2027; where was the federal government going to find employees to be replaced at mid and lower levels? There is also the situation seen in 1928 when a Republican Hoover victory made Democrat NY Governor Al Smith compel a reluctant Franklin Roosevelt, who was just recovering from polio, to run for NY Governor. By 1931 over 3 years Franklin Roosevelt and Columbia University's Frances Perkins tested programs to stabilize employment in the US, introduce unemployment insurance as a new concept, and a 40 hour week also new, in the entire northeastern + midwestern states, all governors working together. By 1931 in just 3 years Franklin Roosevelt was on the clear path to sweeping victory in 1932 with a tested program to stabilize employment. 2.  The No. 1 goal is to restore the traditional family. It is clear in 2024 that the vast majority of Americans, whites, women as well as men, of all age groups, whites as well as Latinos and Asians, blacks, see that things like transgender "have somehow gone too far." 3. Cultural Literacy is needed for any nation to long survive. This is not even on any platform. Yet knowledge about America's history of settlement of the continent -correcting for treatment of American Indians, blacks, Chinese, Japanese without pointless race controversies- is being rapidly lost, and with it an understanding of America's civic institutions and Constitution, its founders and presidents, and evolution of the nation over the 20th century with the Industrial Revolution. The very terminology that has defined public knowledge about these United States is fast disappearing. It is a cause for unease in the minds of people in rural and urban, conservative and other parts of the political spectrum alike of what will happen to America as this is lost. 4. On immigration  a consensus was reached by president Biden that migrant flow was mishandled and the Lankford legislation offered by Republican leaders accepted by both parties to stop the flow. During his first term president Eisenhower conducted a program of returning illegal migrants to their home countries, Germany is doing this now and the UK's Labor party has made it No. 1 priority to stop migrant smuggling. 5. An effort to increase oil and gas production. This will help bring down the cost of living by reducing energy costs in the US and also helping Europe to do the same. Biden had already accepted the idea of the temporary need to do this to ease cost of living burden on the people of this Nation. The economic cost of wind and solar, are ultimate drivers for expanding renewable energy as major form of climate change action. In the first term of DJT 2016-2020 the lower cost of natural gas made it economical to switch from oil to gas. In the Biden term 2020-2024 all the effort to increase EV's on the road ran into the problem of lack of charging stations. It is possible that spread of charging stations could reverse this in the second term of DJT. It is the private sector and also the local governments that play a big part, climate change action will continue, and new R&D breakthroughs will happen to jump start it again.    ...

One way to ease the supply of oil cutoff from the Middle East to Asia (to India, Japan and South Korea) is to ease sanctions on the oil on tankers on the sea (large inventories at sea) and from Russia. US president DJT says -“We have sanctions on some countries, we are going to take those sanctions off until this straightens out. And then who knows, maybe we won’t have to put them on because there will be so much peace." 

Treasury Secretary Bessent says the same thing that “waiving certain oil-related sanctions to reduce prices," would be good way to ease the impact of the war on prices.

This will help Russia balance its budget and who knows it may make it possible to open up new discussions for peace in Ukraine as the US acts as an intermediary in negotiations to end the war. From the larger interest of US, China, India + Indonesia, of Russia and Ukraine, and of Europe,it makes sense to end that war.

UK Denton (Manchester region) by-election gives Greens 40% Reform 29% and Labour 24%- as Greens replace Labour in UK in 2026 with disapproval of Starmer's leadership. Starmer appeared to be not thinking for himself and letting his campaign manager Morgan McSweeney run the government's strategies in serving working class voters a key Labour constituency. McSweeney at every turn pushed Starmer in a direction of diluting policies that were intended to serve working class voters to chase the Reform vote. That strategy has failed and won Starmer 18% approval among the British public. It just appeared to work in the last 2024 election but it may have been an understanding of that vote that was completely wrong as Labour won by small margins in many constituencies. A key opportunity has been lost for Labour by both Corbyn's dogmatic behaviours and Starmer's lack of authenticity and personla leadership for Britain, following the failures of the Cameron-Johnson years under the Tories, and before that with Blair, three decades lost for Britain to build a brighter future. ...

The team is headed by Stephen Miller, an aide to Senator Jeff Sessions of Alabama. The Washington Post points out that the selection of the team with many hedge fund businessmen including John Paulson, who bet against faulty mortgages before the 2008 financial crisis, is at odds with his criticism of Hillary Clinton for her contacts with Wall Street and his message of not having any connections with Wall Street so that he could better represent the interests of ordinary Americans- people hurt by the 2008 financial crisis with the high jobless rate for older white men. In the 2008 election both candidates John McCain and Barrack Obama were shown in media articles to have connections to lobbyists for Fannie Mae and Freddie Mac. In the 2012 election Mitt Romney as a private equity executive at Bain, was a part of the financial industry. This time in 2016- after all the noise and tumult about who represents Main Street- is no different for Trump and Clinton's connections to the financial industry. Only Clinton has to respond to the movement within her party from Bernie Sanders for providing a genuine example, and breaking with the past. The team of economic advisors put together by Jeb Bush led by Glenn Hubbard may be little different in substance than the one put together by Trump in its connections to the financial and real estate industry. The only person who took on the financial industry to fight for homeowners interests shown in Lyrarc since 2008 is Sheila Bair of the FDIC, a Kansas Republican. She could truly represent the interests of working class and ordinary Americans simply from a notion of fairness that  is so much a part of the American experience. Yet she has said running for office and fund raising in the way it is practiced today makes the thought too difficult to accept. Recent developments do not offer encouragement. Yet ordinary Americans ought not to forget, and ought not to let anger affect a discerning view of things. ...

Indian Railways 1 million employees are active in delivering essential supplies and transporting food, essential cargo. With over 150,000 branches and reaching out into every corner of the country, India Post is the largest postal network in the world. The post office has started a special service to deliver medicine. As a bank India Post has over 500 million accounts, many of these accounts having direct payments deposited by the government. India has another advantage in being able to get money to the tens of millions in each state, and directing it to areas of the economy that have the largest need- 60% of the banking system is state owned. During the first term the government of prime minister Modi launched an effort to get every Indian a bank account in every part of the country, so that money could be directly deposited in each account. A national ID system was implemented that took the digital information of each Indian. The government is now able to get money directly into these accounts. ...

Greg Ip says what a difference US policy under DJT has made for energy independence and for exports. US economic growth is affected only slightly as it exports oil and LNG. Forecasts by Citi revised for the US for economic growth by only 0.1% downward for the Iran War, for the European Union by 0.4%. EU spends 1-2% of GDP to get imports of LNG and oil. US gets 0.2% of GDP for the oil and LNGit exports.  The US is in a strong position with oil policies to increase production and there is also additional supplies from Venezuela that can be added to replace Persian Gulf supplies. Which is why DJT can tell the world and the Europeans, Japan and China to get their own oil and do the job of opening Hormuz because US does not get any of its oil and LNG from Hormuz straits. In 2025 EU gets LNG from Norway 89, US 81, and Russia 37 in billions of cubic meters of imports for total in 2025 of 207 down from 257 total in 2021 because of conservation. US LNG will increase as US sells more LNG to Europe in 2026 and 2027 and reduces the little it imports from Russia. EU is doing a good job of conservation that the US can adopt to export even more to India and Japan replacing some of the supplies from the Persian Gulf nations. ...

A case on whether a US government official can pressure social media platforms to remove content the government deems harmful is before the US Supreme Court. During the pandemic president Biden sought to quell rumors and misinformation about Covid vaccines. An Appeals court in Louisiana took a very conservative position that social media platforms could not be pressured in any way even from the bully pulpit not as a bully, meaning even persuasion was not allowed. The US Supreme Court will issue its decision in 3 months after it votes and the majority opinion is assigned to be written by one of the Justices It appears to be skeptical of the Louisiana Appeals court position.This NYT report shows exchanges between the Louisiana lawyer, deputy Solicitor General Fletcher speaking for the government, and Justice Kavanaugh. Justice Kavanaugh seems to agree with Fletcher that as long as it was a bully pulpit, that the president is saying it is harmful, but not threatening, it is acceptable under the First Amendment for president to do so. The president saying the rumor and misinformation was "killing people" was still only bully pulpit, no threat was involved.  ...

Sardar Patel and Nehru had differences of their own on whether the McMahon Line set by the British in a treaty with Tibet as an independent country was the border with Tibet or the border with China.  Between 1913 and 1950 Tibet was an independent country, with an Indian High commissioner in Lhasa between 1947 and 1950. After the Cold War set in and China and the Soviet Union fought to defend the rights of colonial peoples the U.S. and Britain did not recognize Tibet as a part of China. Nehru simply remained with the British status quo of the McMahon line as the Indian border with Tibet, without any clear acceptance  of the invasion of Tibet in 1950 by China, yet accepting the new status quo after the invasion, differing from Sardar Patel on the issue. This is why no clear picture emerges from looking at the official positions of the two countries, and a better understanding can be gained by looking at the border issue from the Council of Foreign Relations in the U.S.   Essentially the border issue is not beneficial for what it gives back to each of the two countries. China sees itself rejecting the period of its weakness during the Japanese invasion so that it reasserts its position to borders that stretch outside where Chinese people live. India sees itself rejecting the weakness during the British period and the early post British period during which India was occupied with the issues relating to partition of British India and the partition of Kashmir. This is why the Council on Foreign Relations can provide a better understanding from and independent perspective.  Both sides have little to gain. China by being at the Tibetan border puts itself in a position where it has little to gain being on the border with a large rapidly industrializing country with a population of over 1 billion.  At over 4000 metres or 20,000 feet the territory and landscape is not one that humans can adapt too in any way, except for a few military personnel doing their term of duty of 6-12 months from India or China. China is even further away from the border as it is a remote border from Beijing, Shanghai, Canton or Chengdu, thousands of kilometres when it is just 8 hours from Srinagar by highway to Leh, Ladakh, and the Nepalese border very close to the Bihar state in India. The very distance suggests remoteness, with customs traditions in the region very different from that in China, suggesting very little connection between Beijing near Mongolia and Tibet or Ladakh very close to India by road or rail. To get some idea how close the Tibet border is to India consider that Rasuwagadhi Fort border point between Nepal and Tibet is only 127 miles by road from Kathmandu. The distance by rail from the Indian border in Bihar to the Nepalese border is only 34 kilometres with a new upgraded rail connection. Being this close India is likely to upgrade infrastructure throughout the northeast region as it upgrades infrastructure, roads and bridges and rail throughout India at an accelerated pace for economic development.     ...
