Following the Wisconsin primary Ted Cruz plans his campaign to prepare for a contested convention. The strategy is to focus on California, and states such as Nebraska and Indiana, and on delegate selection, so that Trump has little chance of winning the required 1237 delegates on the first ballot at the Republican Convention. To do this Cruz plans to hire additional staff, and work at the local city and county level winning endorsements from local and state officials. A similiar process unfolded in the Wisconsin primary, with local Republican base support that was crucial to his win. Built around seductive principles of small government, the movement has no clear program considering the diverse positions of the different politicians and different extreme positions adopted, including a general hostility to large corporations without differentiating a BP or a Goldman Sachs from a GE. GE's operation of MSNBC puts it in the same category as a Goldman Sachs. The lack of a clear position by the US Chamber of Commerce, because of its opposition to the Obama administration. The movement carries with it risks, as the Republican party's control of the House of Representatives is not ensured. Ideology of a vague kind has become a substitute for good credentials and experience, in the fast-forward effort by activists such as Dick Armey to capture popular discontent. Shoichiro Toyoda and Okuda who ran Toyota in the eighties and nineties to make Toyota what it is today, question Toyota's strategy. The precise criticism is outlined in this article at the timwe Tooyota was considering its eigth plant in Tupelo, Mississippi. Their criticism focusses on the complacency to tolerate higher labor costs, to accept less manufacturing efficiency in overseas plants compared to Japan, and put in billions of dollars in new plants which may not be profitable quickly when the same result can be accomplished by adding more assembly lines to existing plants. The Toyota Tundra plant in Texas has overcapacity as the pickup has not sold as expected and this could happen at other plants if Toyota is not careful enough. Also the decisions to build plants in many different states appears to be based not just on manufacturing efficiency but also on desire to win political support in those states- California, Indiana and 6 southern states. Has that gone too far even when it is cheaper to manufacture in Japan because of the weaker yen? If it helps to keep the targets for Toyota vehicle content made in the USA (when imports have increased significantly) cannot this be accomplished by adding more assembly lines to existing plants? These are the points made by Shoichiro and Okuda. Especially that complacency may be getting into decisionmaking at Toyota. Behind all this is the fear that the Big Three may finally be breaking free of the higher unionized wage and benefit costs that put them at a disadvantage. And at the same time the quality gap may be shruinking between Toyota and the US manufacturers. This is evidenced in other articles, one recently on Ford's progress in JD Powers surveys. Here the figure of 2.3 million vehicles recalled in 2005 by Toyota is cited as showing Toyota slipping in the quality it was known for....

Mr. Trump was offered a deal for his border wall with Mexico that provided a fourth of the founding and covered a 55 mile fence on the border. $1.375 billion in funding was offered by Congress to cover building a 55 mile fence in the Rio Grande Valley of Texas. It includes money for better screening at border entry points and more customs officers.

President Trump has asked Congress for $5.7 billion to build a 215 mile fence along the border with Mexico. Building the border wall was a key campaign promise of Mr. Trump in the 2016 campaign. A similar deal was rejected by Mr. Trump in December 2018 leading to a 35 day partial government shutdown.

The fence proposed by Congress would be made of steel posts and built along the levees on the Rio Grande RIver that separates the U.S. and Mexico.

Indian Finance Minister Sitharaman gives the following remarks in parliament on the White Paper presented to the 18th Lok Sabha in January 2024, describing the dire condition of the Indian economy by 2013 with mismanagement and "big ticket" corruption. India's Finance Minister Sitharaman describes the situation in three key areas by 2013 that left the economy of India in a fragile state, with projects stalled, development delayed, and capital investment not taking place. She gives as 3 main points of focus- the state of affairs at Defense Ministry, at the Environment Ministry, and for Energy supplies. At the outset she says PM Modi had suggested the need for such White Paper by 2015 so that future generations would know what had happened in India that failed the country at a time when China had already joined the community of developed nations. The issues go back to the coal scandal when coal auctions had to be cancelled by the Supreme Court for irregularities, the misuse of state owned banks leading to a large increase in non performing loans, and the mismanaged Commonwealth Games under government before 2014.  Sitharaman told parliament this had the effect of national security being compromised, Environment as a Ministry becoming a bottleneck, and the leadership failing the country. In the military there was a critical shortage of ammunition and equipment. She cites the Defense Minister at the time having the attitude that independent India has had a policy for many years not to develop the border areas, as an undeveloped border was better than a developed border. She also says Ministry stated that 92% of the Defense Budget was used up and major acquisitions have to wait for the military. Following this Sitharaman cited the scandals of that period and leakages of funds that weakend the country and failed its people. She compared capital expenditures today of 6.22 lakh crores in 2024 thre times the number in 2013 of 2.53 crores. HAL now makes Tejas jets and helicopters in Made in India production. At the Environment Ministry the delays that were 86 days reached a high of 316 days by 2013 for approval of development projects, with 355 projects pending, the nation brought to a standstill with the effects of the coal supplies to thermal power plants being wholly inadequate and Coal India in poor shape. How the southern states Puebla, Oaxaca, Chiapas and Guerrero are more like northern Guatemala and Monterey in the north resembles southern Texas creating two different looking countries within one country. The south is heavily indigenous with native peoples and votes for Lopez obrador who won 40% of the vote there compared to 27% for Calderon. Its the reverse in the north where Calderon won 43% of the vote and only 24% went to Obrador. So with this kind of a divide it makes it very difficult to make any progress on policy formulationa and execution and on reaching some agreement in the common interest. The practice of divisive politics is common throughout the Mexican political system so that much needed infrastructure and other development and investment remains unrealized.

WSJ looks at the changes in the way medicine should be practiced in the light of what we have learned from the pandemic.  Medicine practiced before the pandemic and still today relies mainly on a visit to the doctor or specialist who is short of time. There is a shortage of doctors. Patients have many illnesses as a result of decades of neglect of proper nutrition, and exercize habits. Obesity is at about 40% in the U.S. about 30% in the UK and 17% in France, and high also in other parts of the world. These high rates were unknown throughout history and result in many illnesses and increase by four times the vulnerability to the coronavirus. One authority in medicine calls obesity pouring gasoline on a fire for effects of the virus.  A doctor's appointment with doctors short of time with no coordination around a whole range of factors related to obesity, illnesses, health checkups, mental health, is now seen as a heavily handicapped way to practice medicine or for patient healthcare and wellbeing. The alternative is discussed here as the way forward. A  team will be responsible for a patient's care not just an individual doctor. The team would care for general health after a patient's checkup, cover individual illnesses, weight issues, mental health, exercize nutritional needs and other good healthcare habits. Instead of relying on doctors at a time of shortages of doctors the team would be led by nurse practitioners.  A nurse practitioner is someone with a bachelors degree and a masters degree or doctoral degree in nursing with 1000 hours of clinical training. Studies have shown that they are effective and even more effective than individual doctors. Today particularly with the problem of doctors with limited time compounded by the built up problems of decades of bad habits in nutrition and exercize and poor "cultural" habits getting entrenched, there has never been a greater need for a better way to practice real healthcare for a person's wellbeing. Particularly in rural areas with an even larger shortage of doctors the health practitioner led team will play a big role. Patients will under this setting receive more care virtually and get more followup care by phone and video messaging. The numbers tell the story- there are shortages of doctors in USA, Europe, Africa, Latin America and Asia. In the U.S. shortage of doctors is 55,000 projected to 2033 by Association of American Medical Colleges. There are 290,000 nurse practitioners licensed in the U.S. and 131,0000 physician assistants. The goal will be to get an adequate number of nurse practitioners licensed in this decade to take care of these teams. The pandemic has made virtual visits to doctors and nurse practitioners popular. Medicine reimbursement should and would be practiced on the basis of how well a patient is doing not on a fee for each micro service that is delivered. For this to happen the teams led by the nurse practitioner have to commit to patient education of the benefits from good practices and good habits for nutrition, exercize, caring for oneself. A doctor short of time is hardly the person to carry on this patient education which is where the major opportunities for a new system arise. The virtual care also provides a new medium for patient education and awareness of the risks of getting illnesses, preventive actions to be taken in advance. One approach being tested in California and Texas is for a monthly fee for patients more payments by health plans to doctors or healthcare teams if the patient is healthier. Additional health professionals are added to the team including health coaches, dietitians and medical assistants to increase its effectiveness in counseling and education and monitoring.  The nurse practitioner team approach is already being practiced in parts of the U.S. including the example of New Hampshire shown here, and is predicted to be the approach for primary care in the next decade. ...
