On taxing those above $250,000 income levels at higher rates- 74% of respondents support it. On populist sentiment - 71% say Obama cares more about ordinary Americans than for large corporations. On spending to stimulate the economy at the risk of higher deficits- 45% support this. On the budget proposal- 56% support it, but 79% of Democrats like the priorities, only 27% of Republicans like them On helping banks recover- 29% supported this in Feb, 47% support this now. In the freedom to use his own judgement at a time when Republicans have rejected almost everything he does- by three to one people say they trust Obama to make better decisions about the economy than Congressional Republicans. This includes one quarter of Republicans, which is significant in giving President Obama the room to use his judgement of what is best and take aggressive action where necessary. This aggressive action may be necessary if taking over some failed or insolvent banks is considered to be the best option, and President Obama's advisors like Mr Axelrod must be taking notes from this poll by CBS News/New York Times. Tory MP's rebels in the southern part of England are opposed to prime minister Boris Johnson's second lockdown for the whole of England. This report in The Times of London looks at how Johnson's conservative government might have to get Labor party support to pass the lockdown measures in parliament. Or Labor may decide to abstain from the vote. Mr. Gove says the NHS risks being overwhelmed if the lockdown does not take place. Responding to the statements that southern England does not have high or has falling rates of coronavirus Mr. Johnson says it has been shown that a low rate catches up in one area when it is next to a high rate area for coronavirus so that the result is the spread of the virus to the point where the NHS cannot cope.  The NHS like the French health system and other health systems in the European Union, U.S.  India, and other countries are strained to the limit. Most healt care workers in hospitals have felt severe strain on themselves and their families during the first wave. Most are exhausted and are in a situation of fatigue with the added factor of some healthcare workers on leave from the virus illness. This puts additional burdens on the system. Without the action taken the health system may be overwhelmed in many countries leading to disaster.   ...

Boosting vaccine production for the Indo-Pacific region that includes Bangladesh, Indonesia, Malaysia, Thailand, Philippines, Vietnam with production done through Biological E in Hyderabad will be discussed at the meeting with Biden. Japan will fund the project, and Australia will handle the distribution. This will be part of a followup to a March 12 virtual meeting of Quad leaders. This effort to meet the vaccine supplies challenge for the Asian region covering south east Asia and its population of 600 million will be one of the major outcomes of Quad countries collaboration, making it a peacetime collaboration that supports development in the region without burdening the financial position of any country.  The other part of US- Indian collaboration and Quad collaboration centers on two related themes after healthcare and pandemic. The immediate challenge is to tackle the breakdown in the supply chain for semiconductors. The US and Europe can no longer depend entirely on a supply chain based in Taiwan. The narrowest part of the Taiwan Straits which separates Taiwan from the Chinese mainland is only 81 miles wide, which makes continued dependence on chip production on Taiwan an unreliable option and the need to build a new supply chain for Japan, EU and US. Plans will be made to address this in the talks. The Biden administration has already taken action with Intel Corp making a U turn and bringing chip manufacturing back home to the US with $50 billion investment planned. India and other Asian countries may form additional options for semiconductor manufacturing. The third part of the Quad effort will center on US and Japan ramping up infrastructure building capabilities with India to build infrastructure across Asian countries and in Africa that will be financed in a way that will not have some of the liabilities of the Chinese initiative called Belt and Road. Loans given by Chinese state banks and contracts including manpower from Chinese contractors are now seen as not meeting the needs of Asian and African countries. These loans most of the time cannot be repaid as in Zambia, and other parts of Africa, and in Pakistan, leading to interest accumulating on debt and making future infrastructure development extremely difficult. The use of manpower from China also means no learning curve for infrastructure is formed for local companies and infrastructure comes without new jobs jobs being created.  For most of the period 1900 -1950 the British built Asian and African infrastructure. During the period 1950 onwards the US assumed a major role, as did the Soviets. This changed after belligerent Reagan administration policies and wars in the Middle East sapped the funds that could have gone to infrastructure building that would improved living standards in Asia and Africa. Mr Biden wants to see this change and this is what he meant when he said at the UN General Assembly today- " we want relentless diplomacy to take the place of relentless wars." He means every word of this and the diplomacy is between allies and also adversaries, but mostly with allies such as Japan, the EU and India to build a better world. That he has to do this quickly Biden is aware of that, which is why he said "the next 10 years will determine our future."   ...

He talks about the resignation of four board members and the addition of five new board members, by citing a joke in the Swedish parliament in the sixties. In that joke one member of parliament says the best way to move driving on the left to driving on the right was to do it gradually. That is Apotheker's way of saying why it couldn't be done gradually. He says he doesn't let the propaganda about him by Oracle CEO Ellison bother him. What matters to employees is seeing him and talking to him, and he has gone on a round the world listening tour. He will focus on profitable growth, and he sees his industry in a technology transformation with the words "cloud" and "connectivity, that will change H-P. He sees the potential to do more in overseas markets, something his background from Europe helps him understand better. He would like to fill gaps in H-P's software capabilities and speed up bringing new products.

Kotter on how projecting a sense of urgency to others and getting people motivated and eager to get something done comes not from putting up a lot of intellectual stuff and power point slides but by talking to people on a level where one relates to them, with stories they can relate to, with humor that relaxes them, with human behaviour that makes one feel comfortable with the speaker and make it easy to relate to what he is saying. Anything new? It may be just that we have been told for so long about the merits of a lot of organized powerpoints in doing things and it may be that middle and higherups in the organization have been trained to expect them so that you better have them or you'd be considered unprepared and frowned on. But in reality it seems perfectly natural that people can relate to a speaker who can talk to you rather than have you look at a screen for a long time, its how we as humans were trained to receive information until this new wave of slides and powerpoints came along. Not that they are not useful when used in the appropriate manner or situation to convey information for instance. But in persuading people, in motivating them as well as getting them to take action in a particular direction a few organized and purposely summarized powerpoints suffice if used at all, and then the rest of the time the speaker can simply talk to the best inall of us to reach and bring out that best and turn on our inner powers for some good cause....

Krugman points out that even though the economy has the lowest unemployment and inflation has dropped significantly, wages of working class Americans are up significantly, there is a huge infrastructure building effort, and investment in Make in America, there appears to be a disconnect when people are asked about the economy. Part of the problem could be the pandemic and the economic difficulties of the last three years that is only now gradually changing for the better and that the benefits of the better economy have not reached all people. Part of it is also a reflection of culture and other wars where opinion on social issues is transferred to the economy whether it is real or not. The extent of the culture wars has grown and sometimes been stoked for personal or party interest to affect the true civic responsibilities of the people to offer their best judgement based on careful understanding and reflection. ...

He was born  in Berlin in 1988 of a Ghanian father and German mother, and practiced on Berlin streets before joining Hertha Berlin, Hamburg and then Bayern Munich. He has been an important part of the German team. 

Here he says education is important, most important, no child is born a racist. Boateng says " What we really need is to get stuck in and do something, be that working with children and doing integration projects. Everybody can help." Apple follows Microsoft in increasing workers pay. Apple increased the hourly pay for workers to $22, increase of 45% over 2018. It follows Microsoft which has doubled its worldwide budget for meit based pay increases. Annual increases are moved up by 3 months and new pay increases take effect in July at Apple. Apple shares have fallen 21% this year to May, making stock based awards ineffective.  Apple has paused plans to call workers to office for at least 3 days a week as coronavirus cases rise again in California. Apple was one of the first companies to move to remote work in 2020. The pandemic has increased Apple sales tremendously of laptops and iphones so that the increase in workers pay was long overdue. In this sense the Biden administration has brought with it president Biden's genuine and deeply felt concerns for workers and families to the forefront of company and workers attention. Overall for private and government employers the first quarter of 2022 brought with it a 4.5% increase in workers pay, says the Labor Department. Inflation was higher and outpaced worker wage increases so that worker pay has more room to grow under president Biden's leadership. ...

It is the best time for meditation on Ram, Brahman, on Christ or the Buddha. It can also be used for creative activity and for work that require concentration and clarity of mind. When the whole world sleeps the sage is awake, says the Bhagavad Gita. In Christian churches this is also the time for early morning prayer.

A "Melt Up" rally in the U.S. stock market. A "Melt Up" rally is one that has precious little to do with economc fundamentals. Investors act in a herd mentality, in a mad rush by investors, after a late realization that there are gains to be made. The Standard and Poor's 500 stock index went up 63% since its March 9, 2009 low, and is up 22% for 2009. Yet a lot of money is still in low yielding fixed income assets. Three month Treasury bills yield 0.03%, and a negative yield where investors actually pay the government to safeguard their money. In January, $4 trillion were in money funds, they were recently at $3.339 trillion, according to Investment Company Institute. And this could lead to more money going into stocks, but some of it could go into emerging markets first. And the smart money may see the melt up continuing, as a sign to pull out. In any case without economic fundamentals, Farzad of BW, sees a multiyear bull market as remote, or ending up similiar to the meltup in early 2007 which ended in late 2008 with a market collapse....

These acquired companies lack the resources for basic research and are for the most part smaller efforts. Is what is done now adequate? Apple has many efforts in-house and invested in developing the iPad and iPhone, including coming up with the new concept and taking it to commercialization on a global scale. The Google X draws media coverage, yet basic and applied research is going on all the time in labs from Boeing's airplane research to Apple's new product from scratch efforts building on prior research and developments in each field....

Best Buy's executive in charge of looking at customers mindsets says frugality trend is the overriding sentiment and getting value for money is uppermost in the mind. The other factor in this years electronics is that they offer incremental technology and not the Nintendo Wii videogame console or Apple iPhone product that created a lot of buzz. Also most cosumers already have one of these products. An exception is the electornic book reader. The BJP party the larger party in the new coalition has 106 members in the State Assembly. Mr. Eknath Shinde was sworn in as Chief minister and Mr. Fadnavis of the BJP was made Deputy chief minister based on the understanding of leaders in the federal government in New Delhi on the best way to move Maharashtra forward as a leader in economic and infrastructure development in India. Maharashtra and the capital city of Bombay once the commercial capital of British India has a difficult history of post independence politics. With Nehru's Congress party giving way to George Fernandes trade unionism after 1967 and after 1986 a movement led by Bal Thackeray that sought to give local Marathi youth jobs preference in Mumbai. Lacking the capital, technology and the industrial expertise for development on an American scale, much of this political arrangement has failed to meet the growing aspirations of the young people of Maharashtra and of India. These reasons motivated the federal government to put more emphasis on the "karya karta" or "good worker" principle itself than on the position of chief minister. Much of the rapid development will take place under the leadership of the most competent IAS Indian civil service officers selected for the largest infrastructure projects and the leaders of Indian industry, making the old conception of chief minister redundant. The focus shifts to who can get things done to meet aspirations for Maharashtra 2030 and how it will compare with Uttar Pradesh 2030, or Tamilnadu 2030. How will Metro rail, Bullet trains and Semiconductor Parks, Logistics networks and Exports in the new supply chain the US and EU is setting up in Asia, how will all this look in the 3 states in 2030? This will become clear in 2023 as development accelerates to what India needs. ...

President Obama is ambivalent about the size of the military presence he would like to leave, settling for 3000 troops and a few F-16's from a inital figure of 10,000. Obama sees the presidential election approaching and sets an objective of keeping it minimal. The military cooperation treaty with Iraq has to be approved by a Iraqi parliament with different factions in parliament not likely to approve it. Prime Minister Malliki decides not to move ahead. In the end no military cooperation treaty is signed after 8 years of war and a date is set for a complete withdrawal. Iraqi airspace is used by Iran to ship supplies to Syria's Assad regime, and the U.S. has less leverage in the region as the Arab world goes through a transition to popular government and elections. The Obama administration shifts most of its attention to Afghanistan where the U.S. has no vital stake in the long run compared to the Middle East region, with its large population, growing economies, move towards democracy and meeting the aspirations of hundreds of millions of young people. One Middle Eastern leader says the U.S. had no long term policy under the Obama administration for Iraq, and this applies also to the rest of the Middle East region, and mostly reacted to events as they happened. The Obama administration's committment to the war in Afghanistan, just as it focussed on winding down the war in Iraq, responded to the American public's waning support for the war in Iraq. It did not reduce the total cost of the conflicts because of the initial escalation of the war in Afghanistan and later slow progress towards a negoiated settlement to that conflict. A negotiated settlement is the best the U.S. could achieve, and the best desired objective considering the limited interests in Afghanistan. In Afghanistan most of the dynamics would be determined in the long run by the situation in Pakistan, and India-Pakistan relations, which the U.S. could influence constructively only through dialogue, promoting cooperation between the two countries, and economic relations....

Textualism or strict interpretation of the Constitution word for word may be back but one can never be sure. No sooner is one decision made in a certain direction with a particular approach to the law whether it be textualism or something else it then comes up for rethinking a few years later, under a different approach to the law or from a new angle. This is the law practiced in most British style courts of law including the US.  Former Justice Breyer of the US Supreme Court replaced by his law clerk Ketanji Jackson, is interviewed by NYT's Adam Liptak. Today so much is written about Breyer as a non textualist, and Gorsuch, Kavanaugh recent additions to the Court as textualist or strict interpreters of the Constitution based on when it was written with what intent. Yet as thinking individuals who like the rest of the American people grow in their understanding all Justices cannot be categorized  in this way. Breyer says he worked with retired Justices Kennedy and Souter and found them to be willing and keen on hearing all angles. Then it has to be said that both Kavanaugh and Gorsuch were law clerks for Kennedy. Much of American law at the highest court actually is no better than any other human creation - it tries to approximate as best one can the people of the US. Sotomayor coming from Puerto Rican descent, Ketanji Jackson from minority black, Kavanaugh and Gorsuch from Georgetown preparatory schools where Kavanaugh's paternal grandfather attended Yale something even JFK could not claim, Chief Justice Roberts coming from a company professional type background, Barrett a professor at a Catholic university, Kagan with a Bostonian JFK style background, Alito old Italian and Clarence old minority black background. Breyer retired recently to make way for a younger judge, Judge Ketanji Jackson who was law clerk to Breyer. Breyer is writing a new book which he hopes the conservatives on the Supreme Court will read- Justices Kavanaugh, Barrett and Gorsuch. The book coming out March 26 has the title- Reading the Constitution- Why I Chose Pragmatism not Textualism. He hope these Justices will read the book and say their colleague was making sense, would say that it was not a bad point. ...

Chloe Kelly of England soccer gets in the winning kick in Euro Finals. England beat Spain 3-1 on penalties. This analysis in The Guardian goes over how Chloe Kelly survived obstacles to come back into English soccer and make a difference in games against Sweden, Italy and Spain. The wingers pace and running came in as a threat to Spain's back line of Batlle and Paredes which had benefitted from the James injury. With Bronze and Hemp, Kelly changed the game in the second half as has so often happened in this tournament. In a previous game in the Euros England had also fallen behind in the first half and come back in the second half. A pass from Chloe got the equalizer with a header from Alessia Russo. The game then went into the extra time 1-1 and England won 3-1 on penalties. ...

He will be removed form his teaching position at Peking University by the end of this year. He is offered a teaching position at Wellesley College in Massachusetts in the U.S. Other Amercan Universities with ties to Chinese Universities have remained silent on his situation, says Xia Yeliang. His wife continues to work in accounting at the University. China's leaders see it as acceptable to work within the system to make improvements but not make the views public in the western media because this creates a bad impression of the party and the country, as Xia Yeliang is told by the party chief at Peking University.

As England and Australia prepare for Ashes cricket Test series, Mike Atherton looks at the two captains, Tim Paine for Australia and Joe Root for England. Tim Paine is an unlikely captain because of not playing in enough matches after hand injuries and surgeries. He is a Tasmanian and played on and off for Australia. He also came in unusual circumstances as a captain after failures of the Australian team, with his close relationship with coach Justin Langer. Joe Root by comparison is a top batsman and has made it to the top after playing well for England in many matches. 

The result is a contrast in the two sides. Yet in cricket as in any sport anything can happen. And the Australian side will do its best to upset any predictions.

Spence's tone was measured and his focus was on deflecting the attacks on the crude language used by Trump in the campaign by saying Trump was "not a polished professional politician," like the others, and not responding to the Kaine references to Trump. He did not respond to repeated questions on Trump's failure to disclose his tax returns and his business failures leading to close to a billion dollars in losses and not having paid taxes for 18 years, as disclosed by the New York Times. Spence had to choose between hurting his own chances for reelection with the traditional Republican voters alienated by Trump and standing up for Trump's crude language against women and minorities. He deftly tried to the best using his skills as a radio broadcaster. Kaine who is usually more measured and thoughtful, had to choose between his traditional style of speaking and the role he was expected to play bringing to the public's attention the crude language and style of the Trump campaign and the instability reflected in it. He used his skills as a litigator to ask repeated questions on Trump, especially on the taxes, which leads to questions about funding infrastructure development and jobs without the wealthy paying their share of taxes. ...
