This will be visible during the Olympics in 2024 in Paris. This WSJ report on developers and home buyers in Tianjin show how the government policy of controlling speculation in housing prices affects ordinary home buyers when prices drop. A homebuyer from Hebei province hoped to find a better life in Tianjin, better education for her children. She used her entire savings and borrowed from relatives to pull together funds to buy an apartment for 1.5 million yuan. She is desperate paying the mortgage of 3700 yuan, works several part time jobs, and is mortified at the drop in price of the apartment, in this report. For decades housing prices were going up, now the government has sent clear messages that housing speculation has to stop and home prices for the first time are moderating to increases of about 4% a year and are falling in some cities including Beijing, Tianjin, and Guangzhou. The governments message is that people should use apartments for living, not for speculative price increase and profit. Local governments have their own reasons to prop up this speculation as they have for decades now depended on land sales to meet economic growth targets, a situation unique to China, which has financed a lot of the local infrastructure including overspending. ...

Britain faces the most acute housing crisis in living history says Angela Rayner, Secretary of Housing. The shortage of homes- 4 million. Private rents have jumped, eroding living standards and creating homelessness. Rayner has introduced a plan to build 370,000 homes a year. This is the first time in decades that this problem is being tackled on this scale, after Tories neglected to do much to address this problem. A similar situation of rising rents exists in the US putting 25% of apartment renters into a situation where over 50% of the household income goes to apartment rental. US president Biden has called for price increases for home rental to be limited to 5%, and Harris has plans for the government to help families where the rental exceeds 30% of household income.

Housing market looks weak in Juy 2010 with the U.S. Census Bureau reporting single family housing starts falling in June by 0.7%. Permits for single family starts fell 3% in June 2010. A Wall Street Journal quarterly survey shows rising inventories in 28 metropolitan areas. Inventory was up at the end of June 33% from a year before in San Diego, and 19% in Los Angeles. Compared to 2008 when the banking crisis caused problems, now it is the general economic conditions that are acting as a drag on the housing market.

China's efforts to rescue the housing industry and construction industry will be limited as the government is now concerned not to set off another bubble like that in the past. Assistance will be limited to unsold apartments which local governments can now buy to use for affordable housing, and $42 billion is provided for a central government fund to buy apartments that are unsold. This will reduce excessive inventory and the government will stop at that point no wanting to create new bubbles. Attention is now focused on increasing manufacturing of electric vehicles for export and other manufacturing in solar, renewable energy.

Summit County median rents in the towns of Breckenridge, Dillon, Frisco, in the Rocky Mountains near Denver, Colorado now exceed $4000. This pushes low paid workers making $36,000 a year serving tourist visitors to the state further away to longer commutes along stretches of rural highway. This NYT report looks at the different lives in the state with 70% of homes vacant or rented out in Summit County as second homes, and the two different worlds based on family wealth and the workers serving these communities. The lack of affordable housing near resorts. Breckenridge and other communities in the Rocky mountains are giving homeowners thousands of dollars to add deed restrictions to limit renting to local residents.

The NYT covers the GAESA tourism enterprise of Cuba (that operates independent of the government of Cuba) that overinvested in Tourism at the expense of agriculture industry and infrastructure during the Obama administration, leading to collapse with Trump's 2014 embargo on Cuba. GAESA controls about 50% of Cuba's economy, run by military and people from Castro's family.  That left 121 hotels built in the boom years of tourism at 30 percent occupancy. The Iberostar high rise hotel is one of these hotels that rises over dilapidated housing in Havana, the Cuban capital. The investment in tourism by the GAESA enterprise that runs about 50% of the Cuban economy is 13 times what is spent on healthcare and education, says the NYT. The Castro family, Raul Castro family, runs this business venture that was started when the Soviet Union as sponsor of Cuba had collapsed by 1991. The NYT says this 'devolved' the ideas and promise of the revolution. "Devolved?" What kind of word to describe a complete loss of faith, and enormous failure with severe hardship for the Cuban people? It means the whole idea of communism or Marxist revolution has been proven false, even as it survives in Mexico and parts of Latin America. One can be against the Batista regime- similarly against corrupt regimes in Latin America or Asia- that ruled Cuba before the Castro Cuban revolution and still look for better choices and alternatives than what Castro came up with as an answer to Cuba's needs. Much of Latin America is suffering from the same problems of dictatorships and turning to Marxist alternatives - particularly the alternative put forward by Castro in Cuba- that has also destroyed the Venezuelan economy with Chavez's turn to Castro's Cuban revolutionary slogans and ideology. That came up with temporary solutions for the poorer sections of society, yet failed badly for all sections of society in the long term. How else can one explain one fourth of Venezuela's population and about the same of Cuba's leaving the country, some of those who left the critical human capital that would form the core of the human input to combine with capital and technology for advancing the economy. If Cuba were like the Dominican Republic or other parts of the Caribbean to depend on tourism for its national income then would it not be better to have friendly relations with the US, the main source of tourism revenue. The Obama administration was only holding up a failed idea by holding out a helping hand to tourism in Cuba knowing full well that a change to a Republican administration would simply lead to heavy investments in tourism at the neglect of infrastructure, public services and the economy, of health and education, to become large economic losses. This is what has happened.  As China and India have proven and are proving there are no magical ways to economic development- the same route that was traveled by the nations of Northern and Western Europe with scientific advances, technological advances, have to be taken, the same route that was traveled by the US in its industrial revolution and building of infrastructure, that same route has to be taken by all nations. It does not have to take a time period of centuries as in Europe. The US accomplished it faster with new technologies and vast human and natural resources over 100 years, Japan in 50 years, China in 30 years. India in 25 years ongoing.There is room for intelligent solutions to problems, for speed and tapping into new technologies, yet the same inputs of land, labour, capital and technology have to be put together for development. For states or regions, cities, within China and India, the same inputs, the same access to foreign investment and new technologies is the only route to rapid development. Long range plans are set in motion, decades of stable efficient, clean governance is put in place, and alliances are built with the nations of Europe and with the US. This road is traversed though hard work as Japan and China have done, and India today is thoroughly engaged in. ...

Housing markets in US that went up with jump in demand during the pandemic, markets in Nashville, Austin, Phoenix, are now in downswing. Migration patterns turbocharged by the pandemic are now fading. Overbuilding, slowing in population growth and lack of affordability are creating  vacant office space, and unsold single family homes. From 2020 to 2022 Austin house prices jumped by 60% with very low borrowing costs,, now in 2024 they are down 11% from the peak in 2022. Demand  dropped with a surge in interest rates creating unaffordability. By 2023 home sales reached a 30 year low. even today Austin homes are seen as 35% overvalued as home prices increased at over twice the rate of per capita incomes of 22%.

Half of the 109 economists and housing analysts polled in October 2010 by MacroMarkets LLC, expect home prices to bottom in 2011, and half don't expect home prices to bottom till 2012. Backing this up is growing inventory in many markets. The Wall Street Journal's latest quarterly survey of housing market conditions in 28 major metropolitan areas showed inventories of unsold homes were up in 19 markets at the end of 3rd quarter 2010, compared to the prior year. The largest increases were in California- in Los Angeles, Sacramento and San Diego. Only parts of Texas, and Washington D.C, and some other areas which have shown decent job growth are an exception. In the Realtor's Report, median home price fell 2.4% to $171,700 in September 2010 from a year earlier. This data does not include the suspension of foreclosures due to title defects, which will further dampen prospects of a recovery in housing. This will affect New Jersey, Florida and other "judicial" states, where the banks must complete foreclosures through court. At the current sales pace it would take 10.7 months to sell the 4.04 million home inventory of unsold homes, according to the recent NAR report. Six to eight months is considered normal. This does not reflect the "shadow" inventory of homes in some stage of foreclosure, which is estimated at around 4 million, creating a problem that even current low rates for a fixed rate mortgage of 4.21% cannot solve....

The $3 billion proposed by president Biden is the first time in history that money is being allocated to tackle elder homelessness. This WSJ report shows how older boomers holding onto larger homes for retirement and aging in these homes is worsening the supply of housing. Including for younger boomers who are in their 50's and who because housing is less affordable or because of a life event or healthcare costs are facing a high rate of homelessness. WSJ's report says $3 billion is unlikely to get thorough this Republican Congress but it is not enough to tackle the problem -because people should not be destitute in this way such as these younger boomers in America as an advanced developed Nation.

This WSJ report looks at the situation in American cities where black people suffer disproportionately from the lack of resources to build better lives. Detroit, Milwaukee, St. Paul and St Louis are some of the worst hit cities in the lack of decent housing in the cities. Lenders once used redlining during the Depression era when most of the white population was still in the city so that the areas with black people were burdened with more restrictions and higher rates on loans. This report shows that the situation has changed little after the 1950's after 70 years of alternating Republican and Democratic administrations.   Now that most of the wealth and the white population has left the city of Detroit the population has declined from about 1.8 million to about 700,000. Only 1700 mortgages were made in the city because banks do not make money on tiny mortgages with the declining value of houses in black areas of the city. Black residents are largely shut out of financing, making home ownership harder, says this WSJ report.. Banks made subprime loans in the city and other cities in the U.S. before 2008 with politicians in both political parties supporting this in the name of home ownership. But these loans lacked financial due diligence as loans were made without attention to lender ability to pay off mortgages. After 2008 a financial crisis and higher unemployment hit the U.S. economy from the impact of these bad mortgages packaged and sold as assets. These loans ended up with foreclosure on homes leading to a drop in home ownership from 50% to 40% after a slight increase from 50%. Lacking genuine good intentions with sound financial sense these intentions of improving home ownership fell by the way side, worsening instead of improving things. The pandemic has hit black people and cities particularly hard. With the situation in Detroit continuing to languish from a lack of resources and a system that is failing, says this report in the WSJ.  The loss of manufacturing jobs has hurt black Americans particularly hard and a reversal of the manufacturing decline in the U.S. of the past three decades is needed for the situation to improve. This loss of manufacturing jobs has only increased the gap between the white and black unemployment rates in urban areas of the U.S., as it has also increased the gap in unemployment rates between white professionals with college degrees and whites lacking college education.  This ripping apart of the social fabric is a problem also seen in Europe with decline in manufacturing and other  problems leading to economic decay, coupled with housing and other issues inside cities.      ...

Seventeen weeks of protests, as the 70th anniversary of the Communist Party of China comes up is causing China to rethink how the Hong Kong model has worked. 
The city depends on land sales at high prices for its revenue, the tycoons who control the limited land supply are not releasing enough land to build affordable housing. China depended on Hong Kong as a financial centre, and let these simmering problems continue as the Hong Kong model was seen as a success. The mass demonstrations for the 17th week are calling for new thinking on the way Hong Kong's economy can benefit all its citizens.

Maine is the only state in the US where the median age declined in 2021. More people from other northeastern states migrated to Maine during this pandemic leading to population growth as younger people move in. This puts Maine in the ranks of sunbelt states such as Florida and South Carolina. This has one drawback- the increase in home prices that requires the state to pitch in to make housing more affordable for locals. During the pandemic three years Massachusetts lost 100,000, New York 600,000 to out migration. Maine has some of the most spectacular scenery in the northeast with Acadia National Park near Bar Harbor on the long coastline.

Nagourney and Dougherty of the NYT give this report on the housing crisis in California by 2017 with the median cost of a home skyrocketing to twice the figure for the U.S. This price is now $500,000. The result is longer commutes even for people with incomes over $150,000 a year, stretching to as much as 2 hours one way. It means people lacking housing stay in vans with improvised kitchens and other sleeping arrangements. Not enough homes are being built because of strict zoning and planning regulations that are kept in place by neighborhood groups, effectively excluding outsiders. Now its not just the coastal areas that are affected but the whole state. Governor Brown of California tried to pass a measure in 2016 that would push communities to build more affordable housing, and ran into opposition from local officials and environmentalists. Now the opinion in the state is changing with younger people denied a chance at decent housing at the forefront and some elected officials such as the Mayor of Los Angeles, Mr. Eric Garcetti. A new bill in the state legislature would make it harder for cities that are falling behind in building housing to lose the right for City Council to hold back on approval of new construction, effectively bypassing it. California's law capping property taxes after Proposition 13 was passed in 1978 has also held back construction. Other factors are the building of new offices for  companies in the tech boom around San Francisco without a corresponding effort to build new homes for these new office workers. California was slow to respond to housing needs for young people, with only 311,000 housing units built since 2006. ...

City authorites are bulldozing vacant lots in Chicago, Pittsburgh and Detroit. Hundreds of vacant lots can be a problem for cities. Clearing these vacant lots is the first step to building new housing that is badly needed today. Detroit's population has fallen by two thirds, Pittsburgh by half, and Chicago by a quarter since 1950's. Detroit's land bank holds 63,000 vacant lots, Pittsburgh has 13,000 city owned lots being transferred to a land bank. Chicago has 10,000 vacant lots and 16,000 lots caught in a mess of unpaid taxes and unpaid fees. The city is working on new laws to speed up the clearing and development of these lots. Many are in Black and Latino neighborhoods once known to be redlined, meaning the banks denied the places mortgages and speculators engaged in blockbusting to sell declining white neighborhoods from the shift to suburbs to black people.

BW's report says Housing will go back to normal by 2012. This is a better case scenario. But there are serious downside risks and unknowns. A study done by Rogoff and Reinhart shows that it takes about 6 years or longer before things return to normal after a serious crisis. This could mean 2012 is the earliest things could return to normal. And this assumes that housing demand remains at about 1.5 million homes a year as in the past, and with only about half a million homes being built now as developers scale back the difference of 1 million homes would cut into the inventory to bring demand and supply back into balance. But changing demographics with an aging population and different needs, new frugality with buyers renting for longer, and the perception that homes are not a investment, slowing immigration, all factors that could change the nature of the market and demand in housing, could lead to things dragging out for longer. BW has assumed a more optimistic level of GDP numbers from Moody's Economy.com estimates made in May 2009, with GDP declining 3% in 2009, growing 1.4% in 2010, 4.7% in 2011, and 5.8% in 2012. These estimates are on soft ground because no one really knows for sure what will happen in anumber of areas in the years ahead. In terms of deflation and inflation in the years ahead, capacity utilization is at 68% but a look at the declines in manufacturing show that some of it will be a permanent loss as in the auto manufacturing base, export markets depend on how economies in Asia and other countries are performing, a new frugality and different consumer behaviour because of debt levels at 100% of GDP could permanently lower demand to levels different from that in the past. The regional nature of the recovery in housing will still be very much present, as areas with surging population growth and areas where housing price rises were modest, from Nashville to Austin, do a lot better than California and Florida....

New restrictions were placed on housing buyers in Beijing and Shanghai, in an effort to cool housing prices. Beijing municipal government now allows unmarried persons to buy only one home, increases the minimum down payment on a second home, and puts a 20% capital gains tax on sellers of homes. In Shanghai a similiar tax was placed. The tax replaces a 1-2% tax on housing sales. A government survey shows housing prices up 3.1% in Feb 2013. The central government is preparing a national property registration system by the end of 2014. This will make it possible to place annual taxes on residential property.
