The U.S. National Security Agency is going through four separate reviews- one by a White House internal review team, by the Review Group for Intelligence and Communications Technology setup by president Obama in August 2013, by the Privacy and Civil Liberties Oversight Board setup in 2004, and by the Senate Intelligence Committee. Sources say the head of the agency Gen. Alexander offered to resign but this was not accepted because it would be seen as a win for Snowden. Proposals being considered are having a civilian head the agency, setting up a process where a determination is made balancing the potential value of the information with any political implications. Decisionmakers at the NSA are trained to be apolitical in collecting intelligence making it difficult for them to make such determinations. The recording of conversations on Merkel's mobile phone was made at the request of the State Department. Mr Ledgett, a senior NSA official says there are 36,000 pages of "requirements" or intelligence requests from all parts of the U.S. government, including State, Defense, and Commerce. What to do with such requests and how to assess them will now be important questions for NSA. One of the risks of the NSA revelations is that individual countries will impose restrictions on the internet to protect information leading to a fragmentation of the Worldwide Web. U.S. relations with Iran have remained stuck in the original atmosphere of the period under U.S. president Carter in the late seventies with the Islamic revolution with the most recent president Ahmadinejad being one of the activists from that period, the isolation and sanctions have also created a siege mentality in the Islamic republic. The U.S. and the world has changed since that period after over three decades. The Obama administration sees an opportunity to gradually resolve the Iranian nuclear crisis by relaxing tensions and giving small wins to moderates in Iran like Mr Rouhani. Rouhani may see a way out for Iran's isolation and falling behind other countries in the region in developing its oil resources and economy. The moves also helps to reduce new sectarian tensions in the Middle East as the different countries take sides in the Syria....

President Obama and President Maliki of Iraq meet at the White House in 2013- both in an awkward position. Maliki having to ask for American assistance in fighting Al Quaeda in western Iraq after insisting on America's complete withdrawal two years earlier. Public opinion experts in Israel say President Obama's policy in the Middle East is seen by a majority of Israelis as reflecting a sound judgement. Obama's approval ratings in Israel are up 13 percentage points compared to 2010. It is now 54%, according to December opinion polls by Mr. Telhami, a University of Maryland professor who supervised the surveys on Israeli opinion. Only 19% of Israelis now support Israel attacking Iran's nuclear facilities without U.S. support, according to the University of Maryland survey by Mr. Telhami of 500 people, that was annouced last week.

Saudi Arabia continued to follow a policy of high oil production in 2016, and reported that it produced 10.67 million barrels a day in July 2016. Iran is producing at a pre-sanction level of 4 million barrels a day. 2017 oil demand prediction by OPEC is at growth of 1.15 million barrels a day. Experts says that the interests of Iran and the Saudis may be converging to reduce production as they face low oil prices. Iran needs to make large investments and Saudis face budget cuts with low oil prices. They point to this cooperation being temporary as there are issues of competing politics in the region, and beyond that both countries seek to expand their market share.

He sees abandoned factories and other signs of the impact of sanctions particularly on small businesses. Iran's economy has not rebounded from the sanctions period in the way it was expected. Lower oil prices have had an impact. Signs of decay and the effect of sanctions on people's lives can be seen, including the isolation from the outside world. It reminds one of a road trip across Cuba following the lifting of sanctions recently.

The opening to newly elected prime minister Rouhani in Iran began after an aide to Mrs. Clinton, Jake Sullivan met with Iranian representatives in Oman in July 2012. Deputy Secretary of State, William Burns, joined the talks conducted with the help of the Sultan of Oman, so that by the time Rouhani was elected in June 2013 the effort became frutiful. In the case of Cuba the opening was made using Benjamin Rhodes, a 37 year old speechwriter for Obama who worked with him since 2008. This enabled secrecy in the case of the Cuban initiative. U.S. vice president Mike Pence visits the demilitarized zone between North and South Korea and says that North Korea should not pursue its nuclear weapons program. Pence says the U.S. wants to persuade North Korea to abandon its nuclear program "through peaceful means" but "all options are on the table." Pence said North Korea should not test "U.S. strength and resolve."  Snap elections are to be held May 9, 2017 in South Korea, with one of the candidates saying he would reconsider deployment of the THAAD missile system. Following the deployment of THAAD anti missile system in South Korea China has responded with a economic boycott of South Korean goods. Seoul is only 30 miles from the border with North Korea and the sentiment in South Korea is to avoid military action which would affect the region around Seoul of 20 million people. The missile tests by the North are also seen as a threat to South Korea and Japan. China sees the THAAD system as an effort to increase American presence in the region and has opposed deployment. The U.S. response has been to speed up the deployment of the THAAD missile system ahead of the election in South Korea on May 9, 2017. ...
