In his plain talk on Syria Trump said the primary message to Russia was: "You should have peace in Syria; its enough." This is the message foreign minister Tillerson is delivering in Moscow. He described the Russian support for the Syrian government as: "I think it's very bad for Russia, I think it's very bad for mankind, it's very bad for this world." He also described Chinese president Xi Jinping's response at a state dinner during dessert when Trump told him about the U.S. missile attack on Syrian airfield, as expressing the sentiment that it was OK considering the chemical attacks by the Syrian government on civilians and children. The closest any president gets to the plain talk given by Trump is during the period of the Cold War when Truman also had this kind of plain talking style to deliver the message that needed to be heard.

Former Texas Senator Kay Hutchinson, America's new ambassador to NATO, offers this spirited defense of NATO in an NYT op-ed. She points out that when it comes to European defense and need to revitalize NATO there is no difference between president Trump, Rex Tillerson, Gen. Jim Mattis at the Defense Department, and senators of the Republican and Democratic parties. Rex Tillerson, U.S. Secretary of State, made a similar statement by visiting a war memorial in Italy recently. Chancellor Merkel has made similar statements in her visit to the Baltic Republics. Behind the revitalization of NATO remains another goal to spread the burden of defense evenly so that the U.S. is not bearing a disproportionate responsibility.  Here Hutchinson reminds readers that if all 29 NATO members met the 2014 defense spending pledge - to spend 2% of GDP on defense and 20% of each defense budget on modernizing capabilities- $100 billion in defense funding would have been created for 2016. Hutchinson says the European Defense Initiative will be funded with $4.8 billion for strengthening defenses in Eastern Europe. Gerlad Seib points out that one should look less at what president Trump accomplished in the first 100 days and more at how he operated and learned during this initial period. This is certainly true because much of what happened in the first 100 days contradicts some of the tone that Trump setup during the campaign. When it comes to governing Trump has made an effort to learn and adapt and show resilience in the face of early setbacks on the travel ban and the health care bill, the Flynn episode. After this early period Trump took on a more disciplined approach, gave more room to and listened to more respected advisors- Tillerson on foreign affairs in shaping policy with Russia leading to Tillerson's presence at Lucca massacre memorial in Italy sending a clear signal about U.S. policies in line with its role in the past century in world affairs, Gary Cohn and Ross on economic policy and seeking Cohn's advice on tax plan, Ross's on NAFTA negotiations with Mexico. As a result the NAFTA fears were calmed down with statements by Wilbur Ross, the Commerce Secretary, that the goal was a win-win relationship with Mexico. Trump worked with his party in Congress to have the Supreme Court nomination of Gorsuch approved. Meetings with Merkel of Germany and Jinping of China were carefully planned and new relationships established as Seib points out, without ruffling trade relations. The appointment of Robert Lighthizer, as Trade Representative, also shows that efforts to give the U.S. a more level playing field in trade will be resolutely pursued in the win-win context. Lyrarc has profiled Lighthizer earlier in this decade after his op-eds in the media as he correctly anticipated the changing public mood on the need for fairness in trade relations. On relations with China and South Korea, Jim Mattis has taken the lead, and Pence's visit to South Korea also show deftness in handling what is one of the most difficult issues in foreign affairs. Mattis and Tillerson also have helped reinforce the Republican party policies on NATO and Europe, with the visit of NATO secretary general Stoltenberg to the White House. In the end it is how much you can learn in the first year, how much you listen, and the courage to act in difficult situations, the willingness to act contrary to one's instincts and self interest where necessary, that matters. This is especially true in an environment where as Seib points out the Democratic Party stands opposed to the Trump administration following a bitter election campaign.   ...

This report in the NYT shows that Mr. Trump thought his forceful personality and going for the big deal would work where a quarter century of diplomacy had failed- to get North Korea to completely give up its nuclear materials and facilities in exchange for complete lifting of sanctions.  The meeting at a French era colonial building in Hanoi was the result of Mr. Trump's sense that he had developed a special relationship with Kim Jong-Un, the North Korean leader, so that he could suggest a grand bargain to Kim. Meanwhile North Korean negotiators had put forward plans for lifting of the most recent Trump sanctions that were affecting the economy and ordinary people severely in exchange for closing down of the Yongbyon nuclear complex but kept details vague. When Mr. Trump met Kim at the Metropole Hotel in Hanoi he gave Kim a detailed list of the nuclear facilities including one that developed uranium near Pyongyang for complete denuclearization, the U.S. goal.  The North Koreans were simply not ready to give up all facilities at once as they said the trust had to be built up before such a move. This report shows the nature of the wild swings from the early efforts to tighten sanctions and take strong action against North Korea., to the meetings in Singapore and Hanoi. At the time Mr. Tillerson at the State Department had suggested after a visit to Beijing that there were 2 or 3 avenues open, which Mr. Trump rejected and instead fired Mr. Tillerson. Mr. Pompeo who replaced Mr. Tillerson at State Department formerly headed the CIA and had detailed knowledge of the North's nuclear program including facilities hidden in tunnels all over North Korea. He and Mr. Bolton the National Security Adviser did not favor having the meetings first in Singapore and then in Hanoi. After the South Korean president's efforts to increase friendship with the North Koreans and his visit to Pyongyang he passed on an offer for Mr. Trump to meet Kim Jong-Un which Mr. Trump in a complete turnaround immediately accepted. This led to meetings in Singapore and then Hanoi with Kim against the advice of Mr. Bolton and Mr. Pompeo. At this point North Korea has suspended further tests but continues its nuclear development. The U.S. has suspended military exercises with South Korea.  ...

This report by Peter Baker shows President Trump only reluctantly agreed to certify the Iran Nuclear Agreement. He opposed it in discussions with the Secretary of State Tillerson. It took the combined effort of Tillerson Dunford of the combined chiefs of staff, Defense Secretary Mattis, and of National Security Adviser McMaster, to get Trump to agree to go ahead with the deal. President Trump wanted a new strategy to counter Iran in the Middle East. The Iranian foreign minister Zarif has not yet met with Tillerson of the U.S. Zarif says Iran may withdraw from the deal if there is significant nonperformance by the U.S. Trump advisers are wary about the influence on Europe as the EU is not interested in taking a new look at the Iran nuclear deal. The EU sees things differently- that the issues of Iranian influence in the war torn Middle East is a separate issue from the nuclear deal, and that in any case a nuclear constrained Iran is better than one with nuclear weapons. Another factor is that the Middle East is now a complicated place with relations crisscrossing in different and even conflicting directions. The U.S. played a part on the Iranian side in the retaking of Mosul in Iraq with U.S. bombing strikes against Islamic State. In Iraq the U.S. is supporting the Abadi government which is mainly Shiite in its structure and is supported by Iran. The Trump position is that president Obama gave away too much in negotiating the deal and was not against the negotiating process.   ...

In an address to the UN General Assembly he says the only option is "denuclearization" for North Korea. Trump called the nuclear deal with Iran an "embarrassment to the United States." After a chemical attack by the Assad government in Syria in 2013 Trump urged president Obama not to make air strikes on Syrian government targets, saying jobs, healthcare and other priorities should be remembered. After the use of chemical weapons in April 2017 by the Syrian government and the outrage following media photographs of the men, women and children who suffered from the brutal attack, Trump had changed his mind. The graphic images led to a change of heart. President Trump said that "it was in the vital national security interest of the United States to prevent and deter the spread and use of deadly chemical weapons." Reports on CNN state the president was offered two options to strike several airfields or one airfield near Homs in Syria, just before meeting China's president Xi Jinping. He chose the latter option and went on to his meeting with China's president. Pictures on the internet show Trump with key advisers, Mcmaster, Tillerson and others huddled together in a room at the Mar Lago resort following the strikes. Jennifer Steinhauer of the NYT says the U.S. Congress is acting as a counter balance to  president Trump to maintain America's postwar policies common to both Republican and Democratic presidents and seen as part of core values- support for NATO and the mutual defense enshrined in Article 5 of NATO, support for the trans-Atlantic alliance. Senators in Congress are now voting overwhelmingly to support these values. This is seen in the manner the leading Republican on the Senate Foreign Relations Committee sees his job- to retake the important role Congress and the Senate Foreign Relations Committee has historically played in making foreign policy. His view is that the committee he chairs had become a kind of debating society. It is also seen in the way Corker handled a Russia sanctions bill giving Secretary of State Tillerson time to seek improvement of relations, and when time had run out pulling together all members of the Senate to pass the Russia sanctions bill. Peter Baker talks to experts on American presidents about Trump's 100 days in office. One expert says the presidency has changed Trump more than Trump has changed the presidency. Trump has told reporters recently that the job was harder than he thought, the decisions requiring much more thought and much harder. Described during the campaign as following instincts, impetuous and brushing off briefings, the Trump that has emerged in the early period is a president who surprisingly has been willing to listen to advice from Republican leaders in business and government. He has also changed course where appropriate on trade with Mexico, China, Germany and other countries, and shown decision making ability where appropriate such as over use of chemical weapons in Syria. He has listened to Muilenburg of Boeing on the Export-Import Bank, his Commerce Secretary Wilbur Ross on NAFTA and Mexico, to Gary Cohn his economic adviser for a careful studied approach on taxes and the economy, as covered here in Lyrarc.  And Trump has built a relationship based on discussions with president Jinping of China, which has helped create a stable climate for world trade and the economy after the ruffled period of the campaign. On NATO and South Korea he has given the lead to his advisers, Gen. Mattis, Tillerson and his vice president Pence. For this to happen president Trump with his exuberant and sometimes volatile personality has shown a capacity for learning and growth over this short period, surprising many. ...

This analysis by Julian Borger of the Guardian newspaper cites experts including former Defense Secretary Perry, on the problems with the Trump escalation of rhetoric with North Korea. The U.S. president promised "fire and fury" in a tweet he made, after the increased sanctions passed in the United Nations had already raised the pressure on the North. Perry says the president has no plans to back up what he says, which hurts U.S. credibility posture. The North Koreans responded by saying they are looking at an attack on the U.S. Guam air and naval base in the Pacific. Other experts warn of the danger of stumbling into something unprepared, and increasing the unpredictability with and adversary who is unpredictable to begin with. Wolfsthal, an expert from the earlier administration under president Obama, says the risk of escalation becomes very high because a miscalculation could take place. Rex Tillerson, the U.S. Secretary of State, tried to tamp down the stressful situation by saying that no action is planned. The U.S. insists it is open to negotiating, but the condition is North Korea putting the ending of its nuclear weapons and missile program on the table. The North Koreans have conveyed their opennesss to negotiate at a meeting in Manila, objecting to the U.S. "hostile" policy as an obstacle.    ...

In this excellent piece Brooks of the NYT says anti-Trump people are doing a great disservice to the task of restoring civility, dialogue and a dedication to telling the truth by engaging in lowbrowism. He says lowbrowism is imitating the other side in its lack of respect for truth and facts.  This follows the release of the book by Michael Wolff which is critical of president Trump, but is more concerned about engagement than facts and lacks a journalist's ethical adherence to the truth.  Brooks says there is a Invisible White House that is functioning normally with the new Pakistan policy, the changes in immigration policy, nominations to the judiciary, actions on North Korea and trade. That is if one takes out the incessant noise coming in on television and online in the form of Twitter comments by president Trump. In a separate piece the same day Krugman of the NYT says cabinet positions are filled by inferior subordinates, which is not an opinion held by Brooks who believes many members of the administration including Commerce Secretary Wilbur Ross, Tillerson at State, and Kelly as White House Chief of Staff are no less qualified than Weinberger, Shultz and other leading Cabinet members or White House staff in the Reagan administration. By taking on the same tone and tendency to be light on the facts and truth, enabling people to think less and less, switching to an incoherent social media, people seeing this presidency taking the country in the wrong direction are weakening the essential message, says Brooks. ...

In hearings before Congress in the USA, the leaders of Chevron, Shell and ExxonMobil said that they would not drill the well the way BP did (Tillerson-ExxonMobil), that the standards that should have been implemented were not in place (Watson-Chevron), and that its not a well that they would have drilled in that mechanical setup (Odum-Shell). On one issue all the companies came under criticism. All 5 oil major oil companies presented virtually the same plans to government regulators and the Congressional committee on their response plans for a major spill. As the oil spill has dragged on unresolved there is increasing frustration with BP's response and the other oil company leaders are moving away from presenting a common front in this crisis, which they had done upto now.

Jonathan Cheng of the WSJ reports from Seoul that the sense of alarm at the escalating rhetoric between the U.S. president and North Korea seen elsewhere is missing in the South Korean capital. A city of 10 million only 45 minutes from the border with North Korea is within artillery range from the North. There is a sense that North Korea would not attack the South because of long ties of culture and ethnicity. The new government of Mr. Moon was elected with its plan to improve relations with North Korea that had deteriorated under the previous government of Mrs. Park. An effort is made by Rex Tillerson, the U.S. Secretary of State to tamp down tensions from the rhetoric. South Korean officials say recent experience shows the Trump administration is capable of making sound policy even with Mr. Trump's tendency to tweet strong comments. The South Korean government urged the media to present the situation without aggravating tensions. In fact the popular online news portal Naver in South Korea did not show the escalation in its top ten trending topics. An earlier report in the NYT shows the use of underground bomb shelters in drills is ignored by many South Koreans. ...

This report in the Economist points to the improved situation for Mexico after the scare from Trump's plans to build the wall and deport large numbers of immigrants. The peso dropped by 15% between mid November 2016 and January 2017, but has since recovered, and non-oil exports were up 5.5% in February 2017 over prior year with the manufacturing growth in the U.S.  Growth forecasts are now up from about 1% GDP growth previously to 2% for 2017, close to the 2.3% in 2016. Much of the change in mood in Mexico is a result of the failure of the early travel bans being blocked in the courts, the failure to get health care legislation through Congress, and the effort by the trade advisers and economic advisers around Trump to move Trump's positions more to the centre and closer to traditional Republican party positions. Wilbur Ross, the Commerce Secretary, says " a sensible agreement" can be reached with Mexico. Peter Navarro, trade adviser, talks about making "a mutually beneficial regional powerhouse." Robert Lighthizer, a veteran from the Reagan days, is likely to be made the new U.S. Trade representative. Still as the Economist points out the "20% border adjustment tax" continues to be supported by Paul Ryan in Congress to pay for tax cuts. But certainly the mood has lifted in Mexico in the first 100 days. This is true for economic policy in relation to China and Germany, and the close circle of Ross, National Economic Council head Gary Cohn, and Secretary of State Tillerson is moving Trump to the centre in policy statements to get things done. Mexico is faced with internal challenges of reestablishing the rule of law, improving infrastructure, reducing red tape and corruption, addressing problems in the education system, to promote economic growth. These challenges may prove to be as large as the external challenges were once thought to be. ...

Landler and Haberman provide a chronological summary of the events leading up to the speech by president Trump on August 21,2017 for continuing the war in Afghanistan with troop increases. Initially Trump followed his instincts and questioned his generals Mattis and McMaster, who have experience with the war in Afghanistan. McMaster prepared the plan. Tillerson, Secretary of State, called for a civilian component for the State Department in the military's plan. The options included using U.S. troops, covert CIA operation, and using mercenaries. The key factor- learning from the experience of the Iraq withdrawal of 2011 andnot  letting things get out of control as happened in Iraq and Syria after 2011 with rise of Islamic State and intervention by Iran and Russia, destabilization of the European Union through accelerated refugee flows. In the end the costs were too significant to let a vacuum develop and the U.S. president gave an honest reflection in his televised speech which was exceptional in its candour and willingness to lay the facts out. Trump's own instincts which he has historically followed would be set aside in this case because of the evidence the generals had given, supported by vice president Pence and key members of the Republican party. The president known for impulsive behaviour could be described as having gone through a period of reflection with the key military officers on what it was all about. In the end the decision to use U.S. troops to control the deteriorating situation in Afghanistan was taken to prevent a vacuum from developing. ...
