A polling research firm Navigator showed Mr. Biden to a group and found 35% approval on the grounds of age, after being shown the State of the Union address with a feisty Biden energized to take on the Republicans the approval jumped to 55% on age alone. Other experts point to the deciding factor being not age but accomplishment. It is true for all Democrats and for the significant voting group of Independents and Moderates. Republicans win at least 7 new seats in the U.S. Senate to take control of the Senate and both houses of Congress in the 2014 midterm elections. Republicans had a 9 seat gain in the House to be close to 245 seats. Republicans won Senate seats in Colorado, Georgia, Arkansas, Kansas, and in West Virgina for the first time since 1956. Democrats had one of their few wins in the New Hampshire Senate election. About $4 billion were spent on the election with both parties evenly matched.

The U.S. House of Representatives votes 285-144 to suspend the debt ceiling till Feb. 7, 2014. The deal forged in the Senate by Democrat Reid and Republican McConnell passed in th Senate by 81-18. The U.S. stock markets closed with the DJIA at 15374, up 1.6% compared to Sept 30 when the government shutdown began. The Republicans opposing the passage outnumbered those supporting it 144 to 87 in the House of Representatives. Because this was a repeat of similiar failure to reach agreement and last minute deals in 2012 and 2011 the equity markets appear to have taken the conflict between the two parties in stride.

This report in the WSJ points to president Biden's speech to a joint session of the US Congress that providing two years of free community college would "change the dynamic" for education in America taking the first step to correct a dangerous drop in college enrollment for young men in America and ensuring working class families have access to college education. The last thirty years of skewed wealth distribution, loss of manufacturing in America, have created alarming distortions in  the access to college education for working class families. Mrs. Biden is a fervent advocate for community college access in today's America, as a community college teacher for 30 years. Biden's $45.5 billion 5 year plan would waive tution for 2 years of public community college. States would have to opt-in to participate, and federal government would provide 100% funding in the first year, decreasing contribution by 5% each subsequent year, with states picking up rest of the cost. It is quite shocking that this is being dropped from the Biden $3.6 trillion Families and Workers Plan that is now being whittled down to $2 trillion. Not because it is not badly needed for American economic competitiveness, and helping workers and families. But because following narrow parochial interests the National Association of Independent Colleges and Universities opposes it. And because the US Congress is evenly split between Democrats and Republicans 50-50 in the Senate. The Association of Independent Colleges sees a shift to community colleges and a sharp drop in its enrollment. Community colleges saw a dangerous drop in enrollment of 12% to 4.5 million students in 2020 from the spring of 2019, according to National Student Research Center. Never was a program more badly needed, as American men are alarmingly falling behind in enrollment. Here are some responses to the failure to take even the first steps to broaden college access so that America can return to economic competitiveness. "What kind of world do we want to live in?" Martha Kanter, College Promise. "That's kind of a devil's choice, isn't it? The whole system has to work from infant care all the way through." Senator Tina Smith, Democrat of Minnesota. This is because child care and children's education will be funded yet a struggling generation of college students will be left out. US Chamber of Commerce opposes a $45 billion program that is critical to American competitiveness with China and other countries. US Congress drops a program that at $45 billion is only about 2% of the $2 trillion package and which is critical to economic competitiveness. Former Republican Governor Bill Haslam of Tennessee supports community college access as a pillar of economic development and it passed the supermajority in 2014. Mike Krause, Republican former director of the state higher education commission says- "I have been surprised by the lack of enthusiasm for what is really a massive workforce development concept that also provides a path to the middle class. You'd think that would hold some appeal for Republicans and Democrats." The lack of clarity and concentration, lack of unity of purpose to get all vaccinated,  is visible in America's vaccination drive. That same lack of clarity and concentration, lack of unity of purpose, is visible in America's faltering efforts at correcting serious and alarming problems for access to college and American competitiveness in the world. Passed by Congress in 1964 the original bill for SNAP excluded sodas and luxury drinks, but had Sodas added back in by the Senate. By lobbyists even in 1964? SNAP schools program falls under the Agriculture Department. Democrats as well as Republicans appointed Agriculture Secretaries and not one took the action to get sodas excluded, to let states request sodas be excluded and approve it, not the Democrat a Carter, a Clinton, or an Obama, or a Republican a Reagan, a Bush, or a Trump (first term) took the necessary action. In 2025 Brooke Rollins is Agriculture Department Secretary. Arkansas Governor Sarah Huckabee has seen the damage sodas can cause in her family. Rollins on her first day in office has finally acted- after 61 years when the original intentions of the SNAP bill's creators were confounded in the Senate.  On her first full day in office, urging them to propose pilot programs testing changes to food aid. Rollins sent governors a letter to ask for the removal of sodas from schools food aid program.   ...

In getting the support of an overwhelming majority of Senators to support Ukraine aid Mitch McConnell plays a key role. His remarks on the floor of the US Senate underscored the gravity of this moment in the Congress: "Make no mistake: Delay in providing Ukraine the weapons to defend itself has strained the prospects of defeating Russian aggression. Dithering and hesitation have compounded the challenges we face. Today’s action is overdue, but our work does not end here. Trust in American resolve is not rebuilt overnight. Expanding and restocking the arsenal of democracy doesn’t just happen by magic.” President Biden's effort will be remembered. It is similar to what happened when Harry Truman had to persuade a war weary country and the US Congress in 1948 to pass bill for aid to Greece and Turkey to prevent an imminent Communist takeover with support from the Soviet bloc. McConnell will be remembered for his action, so will Speaker Mike Johnson and Senator Schumer and other Republicans, Democrats that worked hard to get a decisive vote for Ukraine aid of 79 For to 18 Against, with 15 Republicans and 3 Democrats voting against. Alabama Senator shifted to a yes vote saying most of that $61 billion of aid to Ukraine will be spent in the US to hire American workers in defense industries. A $10 billion loan provision with forgiveness included was a way to get the former president to support it. On the third try America's Congress gets it through in a decisive manner with overwhelming support. This is not unlike the efforts before, when Aid to Greece and Turkey had to be passed through Congress under president Harry Truman in 1948 with both countries facing a danger of Communist takeover supported by the Soviet bloc with only US support keeping democracy in both Greece and Turkey. Samuelson points out that the golden age of bipartisan harmony never existed. Yet it is true to say that with the constant chatter on cable television and stridently expressed views, the activism of the more extreme wings of both American parties, and the role of money in politics, the partisan nature of politics in America has increased. And this is happening even when the Gallup polls from 1992 and 2010 show similiar numbers for the people who describe themselves as Conservative, Liberal or Moderate, showing that the people themselves haven't changed (42-43% Conservative, 35-36% Moderate, 17-20% Liberal), but activism at the edges of both parties has. In this condition, only 7% of americans have a "very positive view" of the Republican party, only 11% of Americans have a "very positive view" of the Democratic party and only 12% of Americans have a "very positive view" of the Tea party (even though the Tea party is at the height of its mometum). The net impact says Samuelson is that the nation's important problems get neglected. There is little discussion about the expenditure of blood and treasure in Afghanistan, says Tom Brokaw, see his article. There is little discussion of the need to rebuild America's deteriorating infrastructure. Or a serious discussion on deficits or energy. All this is lost in the dysfunctional politics of the moment. This is a significant observation....

A report by pharmacy benefits managing company Express Scripts shows a 13% increase in the price of branded drugs in the U.S. from Sept 2011 to Sept 2012. Generic drug prices declined by 22% in this period. The report also shows that growing spending on specialty drugs for cancer, MS and other diseases is a big reason for the increase in prices of branded drugs. This report is from a random sample of six millon Express Scripts members using prescription drug coverage. Prof. Schondelmeyer of the University of Minnesota, who manages the drug benefits program at the university and conducts a similiar price report for AARP, says the potential benefits for these specialty drugs are not that good to justify the high prices.

A study by AARP of 514 brand name and generic drugs between 2005 and 2009, shows that generic drug prices went down an average of 31% during this period, and brand name drug prices went up by 41%. One of the authors of the report says that it is important to look at individual drug prices and not studies showing total spending on drugs, because this is a significant cost for people paying out-of-pocket, It drives up insurance premiums, and pushes retirees into coverage gaps in Medicare Part D drug program. Analysts indicate pharmaceutical companies are increasing prices on drugs before patent expiration to get as much profit before the patents expire.

A slight shift in American opinion favoring a deal with Iran is shown in a WSJ/NBC poll in July 2015 compared to the poll in April 2015. Support for reaching a nuclear deal with Iran remains stable at 36% in both polls, the opposed drops by 6 percentage points to 17% from 23%, and the percentage of people who say they do not know enough to formulate an opinion goes up to 46% from 40%. The intricacies of a nuclear technology deal and the sites involved lead to a high percentage of don't know enough to give an opinion. Factors hindering a deal include inspection of military sites, and Iranian intentions. Factors favoring reaching a deal now is the risk that this would mean Iran would go back into isolation and the opportunity to work with moderates might be lost. The Rouhani administration was an effort by voters to elect a government that could ease or remove sanctions to improve the economy and living conditions- its failure would lead to Iran losing an opportunity to open up to the world. The pressure from the U.S. Congress and Israel served to push for a verifiable and effective agreement to control development of nuclear technology for weapons systems. Behavioural factors involved are the very young population in Iran which has no memories about the period before the revolution in 1979- 70% of the population of 74 million are people under the age of 35. This group is eager for ties to the outside and could change Iran's outlook and policies int the future towards moderation. Risks in not reaching a deal also include the possibility of the Saudis developing nuclear technology and nuclear proliferation. Winners from a deal because of the flow of Iranian oil to world markets and a period of extended low oil prices are the U.S., Europe, China and India. Germany gains new markets to replace the growth in the Russian market after sanctions. Lifting of an arms embargo, an added risk in the last days of the talks, would be mitigated by making the lifting of that embargo very gradual....
