Leaders of North Korea and South Korea, Kim Jong-Un and Moon Jae-in meet on April 27, 2018, at the military demarcation line between North and South Korea.  After handshakes and Mr. Moon stepping onto North Korean soil for a few minutes, Kim Jong-Un visits Seoul for peace talks.  This is a historic moment for the two countries as this is the first time since the Korean War (1950-53) that a North Korean leader has visited the South. No peace treaty was signed after the Korean War. During the period of six decades that followed the Korean War, particularly the period after 1980, the South Korean economy recovered from the war and expanded following the Japanese export model with large conglomerates such as Samsung. The North Korean economy has struggled in the period and North Korea is one of the poorest countries isolated for most of this period like Burma from the rest of the world. The development of nuclear weapons was pursued to prevent any external threats to the government, and decades of sanctions followed with aborted efforts to denuclearize the Korean peninsula. Recent ballistic nuclear tests and the installation of a new anti missile system in South Korea led to tighter sanctions with the cooperation of China. This heightened tensions, followed by the tighter sanctions. Kim Jong Un and the government are looking for ways to win approval in the international community, and find a way out of the tight sanctions. South Korea, Japan and the U.S. government are not sure whether this will lead to any results in denuclearization. The summit with Moon will be followed by a summit between president Trump and Kim Jong Un of North Korea. If a way can be found for the North Korean government and party leaders to transition to acceptance in the international community followed by integration of the North and South's economies over an extended period, there is a possibility that denuclearization could work, because it is to maintain the current government in North Korea that nuclear development was pursued in the North. Ideological conflict is now less of a factor in the conflict between North and South Korea as it was in the early days of the Korean War with the Cold War and Communism's advances in Eastern Europe and Asia the big issue at the time. Today China itself is more of a state run economy under the Communist Party following capitalism with Chinese characteristics than the old Communist model, and ideological conflict is not an issue between the U.S. and Communist run countries. This leaves open the possibility of a solution particularly as at some point just as in the case of Vietnam and the U.S., North Korea could see its future more allied with that of South Korea than with China. That leaves an opening for a timetable of transitional actions plus effective implementation stages, with incentives for the U.S. and Japan to negotiate a settlement. ...

The deep deterioration in U.S. China relations as the U.S. sees itself in a disadvantage in trade with China and the Trump administration imposes tariffs, calls for changing existing supply chains and trade to safeguard U.S. interests. Tensions continue between Nissan and Renault after the prosecution of Carlos Ghosn. Renault asks a Japanese investment bank to approach Nissan to setup a plan for a holding company. Nissan owns a smaller share of the shares in the alliance 15% stake even though it is the dominant partner, compared to 44% for Renault, and 15% for the French government.  This is the result of the original merger decades ago when Nissan was in a financial crisis. The imbalance in management control and shareholding structure is a major complaint of Japanese executives. Today nationalist sentiment in Japan, and Nissan executives see the arrangement giving Renault major management role as an affront to Japanese sentiment and underrating the contributions on the Japanese side of the alliance which is technically superior.

In a speech to 3000 party officials Xi Jinping says it is the "central and united leadership of the party that made possible this historic transition." He was speaking at the 40th anniversary of the Deng reforms to open up China's economy. He said China was right to have "lofty aspirations." Yet he said China "would not sacrifice the interests of other countries," while preserving its own interests. The speech comes as China is trying to find a way out of the trade tensions with the U.S. through negotiations. The U.S. sees China in the same way that it saw Japan's rise as an industrial power in the 1980's. and seeks to preserve U.S. economic strength and balanced trade relations that give no unfair advantages to Asian competitors. The U.S. negotiating team is led by the same negotiator who led the team that negotiated for the Reagan administration with Japan-Robert Lighthizer.

Efforts by president Macron to setup a meeting between Rouhani of Iran and president Trump in New York to reduce tensions of miscalculation and disproportionate response after the attacks on Saudi oil facilities by drones and missiles. Macron says the "maximum pressure" sanctions placed by the U.S. are resulting in Iran placing "maximum pressure" on its neighbors. The Yemen civil war is fought by proxy.  One outcome appears to be the Houthi rebels backed by Iran in Yemen announcing a unilateral ceasefire. And the Saudis announcing a ceasefire of their own. This gives the European Union, the U.S., Saudis, Iran, China and Japan, time to consider the implications of the counterproductive approaches of the different sides to give enough room for new talks. Iran nuclear deal, U.S. relations with Iran, and any new talks on these issues are now seen in a different way. The nuclear deal is now linked with other issues in the region, including building peace in the region. Countries that depend on oil flowing through the Straits of Hormuz such as Japan, China, South Korea, and India are now also involved as silent partners pushing for peace in the region.  ...

In the USA government debt is up to 98% of GDP.On the positive side only 10% of it is owed to foreigners compared to 46% of it for the USA. Japan is also rich in personal savings and assets. Over half of government bonds are held by the public sector and the rest are with long term investors like banks and pension funds and insurance companies. So any sudden sell off of bonds is very unlikely.

China's new prime minister Li Keqiang makes his first foreign trip with a trade delegation for talks with Indian representatives and business leaders, showing the importance he places on India. India offers China's companies access to large opportunties in infrastructure development, and China can benefit from India in the area of information technology and pharmaceuticals. Trade is envisioned as expanding from $70 billion in 2012 to $100 billion by 2015, and expanding rapidly as the two economies grow. Economic contacts also would provide an anchor for future relations as China faces difficulties in its relations with Japan, and S. E. Asian countries, and a U.S. wary of China's capabilities. This was pointed out in the joint statement. Li Keqiang also emphasized this in an editorial page article in India's daily newspaper, the Hindu, saying India and China have "to work hand in hand," to promote Asia as "an anchor for world peace." A peaceful India-China trade and economic relationship opens the way for investment and participation in development by China alongside Japan, Germany, France, UK and the U.S. in India, as the next major source for global economic growth. This also serves to defuse Asian tensions as both economies grow, and increased contacts between cities in India and China with the twining of cities program launched in the meetings. India can use China's capabilities in infrastructure development, the two countries share the need for information sharing on lowcost solutions in healthcare, in managing urbanization, and solutions for clean water in rural areas, and use of IT solutions in development, where much remains to be accomplished through cooperation. Nvidia's Head of Engineering, Jonah Alben, is from Schenectady, upstate New York. Here he is credited with exporting the latest US advanced chips to China by reducing their effectiveness. US administrations Biden's and DJT's say this pushes the rules of export controls. It also undermines the US lead in advanced technologies needed for the US to keep the peace in the Pacific and in Europe as new tensions emerge over Taiwan and in Eastern Europe. For years the US egregiously restricted the flow of technologies to democracies such as India and allowed a concentration of semiconductor manufacture in Taiwan, over concentration of manufacturing in China, both of which led to supply chain issues in recent years and pose supply chain issues in the future. Ironically restrictions on technologies sale to India which with 1.4 billon people, and a similar culture in Indonesia forms homogenous culture of 1.7 billion people, is the only place of this size where parliamentary democracy has taken root. With an exercise of legislative assemblies through elections in all Indian states in the 1930's under the British with Mohandas Gandhi's leadership and example. Because of Gandhi and the leaders who preceded him Dadabhai Naoroji and Vivekananda in the 1890's India has older democratic forms than Germany, Japan, Italy, Spain and most of Europe, all of Asia, Latin America and Africa. It also has among the ordinary people a deep respect for Lincon, FDR and his fight to help Gandhi with Sukarno fight the British and Dutch Empires to bring freedom to 1.7 billion people.  ...

A major shift in foreign investment may be taking place as the 2014 St. Petersburg International Economic Forum takes place in May 2014. Russian policy in Ukraine and tensions with the U.S. and Germany could lead to a shift in investment to other emerging market countries. China's tensions with Japan could lead to a similiar shift of Japanese foreign investment. At the same time India has elected a new government with an absolute majority and an overwhelming mandate from young people to accelerate development. The new government under the BJP party's Modi has a decade of experience attracting foreign investment in western India. Indonesia, Vietnam, Africa and other emerging market countries, could benefit from the shift in investment. Investment could also return to the home countries with lower labor costs in Southern Europe, lower labor/energy/transport costs in North America. For Russia the debate at the St Petersburg Economic Forum was about pursuing one of three policy paths with some riskier than others, or some combination also risky and uncertain- depending on state banks and oil windfall funds, increasing ties with Asian countries, continuing on the current path with lower foreign investment and continued capital outflows. The failure to use the time wisely to diversify the oil based economy which could have been better accomplished in an economy not overly dependent on crony capitalism and centralized economy, both current characteristics, will affect future progress. A key weakness for Russia compared to China is the centralization under one person Putin, more so in the third term. In China the two man team Keqiang and Jinping is part of a larger team chosen by consensus and negotiation and part of a rotational scheme. It has senior leaders who initiated the changes to a market driven economy in the nineties determined to see China on track....

President Macron of France puts forward the basic building blocks for an agreement to reduce tensions with Iran. In a speech to the General Assembly of the United Nations he says that there should be negotiations between Iran, its regional neighbors, the U.S. , European countries and China. The Obama period nuclear deal of 2015 failed because of a lack of a comprehensive settlement and including Iran's neighbors in the region. Macron pointed out that the U.S. approach under president Trump of "maximum pressure" with tighter economic sanctions has produced a response from Iran of maximum pressure on its neighbors, including the attack on Saudi oil facilities with drones that took out half of the Saudi oil supplies. Macron put forward five issues for negpotiations to focus on: certaity that Iran never acquires nuclear weapons, solution to the Yemen civil war, a regional security plan that addresses other conflicts, ensuring security of maritime navigation especially in Straits of Hormuz, lifting of economic sanctions. He pointed out that "today we have a risk of serious conflict based on miscalculation and disproportionate responses." Mr. Trump even alluded to this when he told reporters after the dismissal of John Bolton as National Security Adviser, saying Bolton made Trump look like a voice of moderation. A lot depends on who are the advisers and whether moderation is exercised on all sides.  Macron, Merkel and Britain's prime minister Johnson met with Rouhani on the sidelines of the UN meetings to encourage dialogue. Each year the Shangri-La Dialogue in Singapore convenes to bring together Asian prime ministers, defense ministers, experts and journalists to discuss issues relating to Asia such as tensions on the Korean peninsula, terrorism, nuclear proliferation. In previous years the keynote address was given by prime ministers of Japan, Singapore, Australia, Thailand. The 2018 keynote was given by prime minister Narendra Modi of India. U.S. Defense minister James Mattis in his address described the free and open approach of the U.S. in its Indo-Pacific strategy contrasting it with China's policies. In Modi's address the key pieces of the Indian approach were outlined- a free open and inclusive space "from the shores of Africa to the shores of America," that includes the Indian and Pacific Oceans. Echoing ECB president Draghi's comments in 2013, Haruhiko Kuroda of the Bank of Japan says "we will do whatever it takes to achieve our price target." The central bank has set a target of 2% inflation to be achieved in 2 years. With deflationary tendencies and low growth estimates of 0.5% for fiscal 2014, Kuroda was taking the strong action to see that the gains made so far are not eroded. The Bank of Japan will target asset purchases of 80 trillion a year or $734 billion, increasing this from the 60 trillion to 70 trillion yen range set earlier. The Government Pension Investment Fund backed this move by saying it would increase the stock component in its portfolio from 24% to about 50%.

UN projections show median age of Chinese citizens will overtake that of Americans in 2020. Yet China's median income is only a quarter of that in the U.S. Life expectancy in China today is 76, very close to that in America. In 1960 a Chinese person born that year had life expectancy of 44 years.  China is aging at the pace of Japan, and a bit slower than South Korea, but wealth per capita was three times higher in South Korea and Japan than China when the aging accelerated. A Chinese woman fertility rate today is 1.6 compared to 4.6 in 1973. A prominent Chinese economist says in a recent report that median age in China in 2050 will be nearly 50 compared to 42 in America and 38 in India. WSJ cites figures showing China will have gone from 9 working age adults per retired person in 2000 to just two by 2050. So how to pay for retirement of all these workers today? Government spending on retirement is a tenth of GDP, about half the level in older wealthier countries, and increase in spending will impact growth. Today this is about 6.2% potential growth rate. It also pushes wages up with a shortage of workers in cities such as Shenzen and X'ian even with the use of new technology and robots in factories.  Solutions are to raise retirement age currently set at 60 years, increasing labor force participation of women as Japan has done, and increasing productivity. China has transferred 10% equity stakes in four state owned financial firms to the national pension fund to shore up its finances as estimates from the Chinese Academy of Social Sciences show it running out of money in 2035. Traditionally children supported families in old age but the one child policy leads to situations where the child is working or in another city. In Suzhou near Shanghai, a retirement business sends 1800 helpers to private homes and 130,000 retired people, in a new trend. The city administration of Shanghai plans 400 neighborhood care centres for elderly by 2022, with health clinics, drop in facilities, and homes. 12,000 elderly people use one centrre in central Shanghai area of Changning. ...

US House Speaker Nancy Pelosi will spend Tuesday night August 2 in Taipei, Taiwan. China has threatened severe consequences and Taiwanese forces are on alert. Yet with over $1 trillion in China's exports to US and EU in 2021 the response will have to take this into account as also the US and EU to redesign its supply chains. This is the first trip of a senior US official to Taiwan as Speaker Pelosi comes next to the Vice President to succeed the presidency. The US response to the Russian attack on Ukraine was made in Biden's word as a deterrent to China in its role in the Indo-Pacific region. The Pelosi trip may be a reflection of this policy that seeks to maintain the US position that Indo-Pacific is international waters, that US policy will continue as before undeterred by actions such as the Russian attack on Ukraine with the support of China. And that US will engage fully with allies in the Indo-Pacific- Indonesia, Singapore, Malaysia and Taiwan. And that is doing this with the cooperation of its allies in the region- Australia, Japan and India. US and EU imports from China are $541 and $522 billion over $1 trillion for 2022. Loss of even a significant portion of these exports from major tensions in the region would have a severe impact on Chinese economic growth. The US and EU are already engage in redesigning the supply chain and would also face problems in a transition similar to the gas rationing in Germany after cutoff of Russian supplies. Iranian missiles and drones flying low and close to the ground avoided detection by Saudi and American air defense systems. The missiles and drones hit Saudi oil facilities stopping about half of the Saudi oil production. Iranian cruise missile technology was used for the attack, according to U.S. officials. The attack also showed how vulnerable the oil supplies from this region are to disruption. The U.S. is not dependent on Saudis for oil as it has increased its production from shale. China, Japan, South Korea and India are dependent on Saudi oil supplies. Yet the U.S. is shouldering a greater burden for ensuring reliable supplies to Asian countries, something the Trump administration sees it should be compensated for. Tougher sanctions on Iranian oil hurt its economy, resulting in actions taken by Iran to disrupt Saudi oil supplies. The Saudi intervention in Yemen is another source of tensions in the region. The Trump administration says it is not interested in endless wars in the region, yet its tougher oil sanctions on Iran are pulling it into the conflict in unpredictable ways. China, India, and other countries had sought sanctions waivers to import Iranian oil, and see the sanctions as hurting oil supplies. India with limited supplies of its own was affected by the oil sanctions. ...

Higher rates have led Japan's giant insurance companies and pension fundsinto Us Treasury's, with Japan holding $ 573 billion in US Treasurys in September according to the USA Treasury Department. On 4 week securites the US has already sold Treasurys last week at a yield of zero which attracted money as a safe haven.On December 12, the dollar settled at 91.04 yen, down 18.4% this year. The concern is that a weaker dollar could result from a move away from dollar assets and the stronger yen would further weaken the prospects for Japanese exporters.

U.S. Federal Reserve minutes for Sept. 16-17, 2014 released October 8, show the mood shifting away from raising interest rates, as a stronger dollar and weak overseas growth are likely to lower U.S. economic growth, A stronger dollar is likely to keep inflation down. Fed officals showed serious concern about slowing economies of Europe, Japan and China lower U.S. exports. For the first time in decades the U.S. trade deficit with China is falling significantly. China's exports to the U.S. dropped 12.5% to $296 billion in 2019 from $323 billion in 2018, according to Chinese customs data. Actually China's trade surplus with the U.S would have fallen even more had not the U.S. exports to China declined by 21%. With the Phase 1 trade deal negotiated recently U.S. exports to China will increase significantly, while 25% tariff on $250 billion in Chinese goods still in place limits China's exports. This means in 2021 and 2022 and years ahead China's surplus should shrink much faster achieving one of the principal goals of Mr. Trump and his trade negotiator Mr. Lighthizer. Mr. Lighthizer was chosen by Mr. Trump for having accomplished a similar goal decades back in the eighties with Japan's surplus. Even though China has not stated this in writing, American officials have said China will increase purchases of American goods and services by at least $200 billion over the next 2 years from 2017 levels. China and the U.S. have essentially agreed that the two economies so tightly intertwined works to the detriment of the U.S. with the Chinese surplus creating tensions. China will now have the European Union as the largest trading partner followed by south east Asian countries, and other regions. China decided that its priority is technological development and was unwilling to meet U.S. demands to reduce its efforts for technological competition and access to western technologies. Instead opting for shifting it economy away from dependence on exports to the U.S. in a gradual way. The other demand of the U.S. for stopping state subsidies is also a concession China is not willing to make as it sees it as an economic feature of its business model that is working and a competitive advantage.  This leaves the U.S. with a limited win so that trade and resulting jobs can be brought into favoring the U.S. a key Trump goal, and not a win in the technological competition with China which will continue. ...
