 India would be 27% richer if it rebalanced its workforce to include more women, according to the IMF. Women's participation in the workforce is the lowest of the G20 countries except Saudi Arabia. Contributing only one sixth of economic output, half the global average. The employment rate of women in India has dropped instead of rising from its low level, an alarm signal. It was 35% in 2005, now in 2018 it is 26%. In the last decade the economy has more than doubled in size and number of working age women, according to the IMF is 470 million. Part of the reason is that more girls are in school. Conservative social rules mean that women are discouraged by their families or in-laws from working outside the home. As families become richer more women stop working. The lack of manufacturing jobs is also a constraint. Men have taken 90% of the 36 million jobs in industry created since 2005. Census data show that more than one third of women would take jobs if they were available. Urbanization and the shift to cities means less work in farming, mechanization of farming makes for less agricultural work. Changes in attitudes and better policies for maternity leave and women friendly workplace could help. Because most of the jobs are still in the informal economy, this is not as effective today but could make a difference in the future as more formal jobs are generated. Attitudes where men do more housework can make a difference. If men spent about 2 hours doing dishes and putting kids to bed, there would be a 10% increase in women's participation rate in the workforce, according to a World Bank study. One study shows this would add 550 billion dollars to India's economy. True especially as more women are getting university degrees and high school education. and the census study shows women have the desire to work if cultural attitudes, more men doing housework, and the job market were to change.       ...

Adam Bryant talks to 4 women executives about the problems women face in taking up higher management positions. One of the problems addressed directly and at length by the head of Pfizer Nutrition, Amy Schulman, is what she calls "the dutiful daughter," doing what is expected of you. This is also described as a serious problem for women executives in Asia by Riva Gold, where women not having 100% of the skills for a higher management job will step back, whereas men with only 50% of the skills step forward. Schulman says women have to be well prepared and have a good grasp of the subject matter, have acquired experience, and having done that they need to make their voice heard. Any anxieties about not getting it just right, or asking the question about whether "she belongs" need to be left behind. The leaders of companies need to create the environment in which biases and assumptions about women in the workplace do not hinder getting a mix of different voices in the corporation, which can only benefit from that diversity of people and styles. Another point she makes is that women have to spend their political capital, to stand up for colleagues and the team where appropriate, for principles that are significant, to be build credibility and win credit. ...

This exceptional article in the NYT by Emily Feng and Carlos Tejada shows the social changes taking place in China as more women and men decide to postpone marraige. For the first time there are more women than men in master's degrees programs in China. Women in China are now increasingly better educated and prefer to be independent, not dependent on their spouses as in the previous generation. A typical Chinese household has 3.1 people in 2015 compared to 4.43 people in 1982, according to the China National Bureau of Statistics. Fewer children, more people living alone, women living independently, and seniors living alone are some of the reasons.

An ad for a state sponsored campaign to promote women having babies on "Fertility Day," September 22, in Italy, shows a man holding a cigarette that is half burned, with the line: "Don't let your sperm go up in smoke."  The ads were deemed offensive and were withdrawn. Women say the problem is not that women don't want to have babies. It is because women depend on grandparents to provide childcare in a country that lacks enough child care facilities. Companies are still backward when it comes to offering flexible hours for women with small children. Birthrate in Italy is about 1.37 per woman compared to France at about 2.0, because France does better at flexible hours, and social safety net that includes day care and subsidies for families with children. In fact women say in cities it is prudent for women to think about having a second child because of work related issues. Italy spends less on social protection benefits- about 1% of GDP. Has a low female employment rate with some young women having to sign a pre-sign a resignation letter. Only recently did premier Renzi introduce a baby bonus of 80 to 160 euros. But the culture at work and the social support net is not encouraging. ...

A number of issues came up at the Women20 Summit in Berlin. Annette Niederfranke, Director of the International Labor Organization, brought up the issue of family reconciliation as "one of the toughest challenges for working women worldwide," that in order to meet obligations women tended to work in "non standard forms of employment and in part time work linked to lower wages, lower social security, lower benefits, and fewer training possibilities." Childcare was also an issue that was prominent considering the lack of adequate childcare in many countries including in the European Union. With responsibilities for the elderly, babies, and small children women tend to be in the workforce for shorter periods leading to men taking up many of the higher positions. Angela Merkel pointed out that Gemany tended to take a narrow view of professions available to girls, saying- "So it is very very important that we take a broader view of things while girls are still at school." Merkel also supports a Africa compact that would help women set up small and middle size businesses in poor countries. The "Digital" aspects of this and other efforts for women were a major topic being discussed. One idea that came up was that more cooperation from men was needed to make things happen. This is the third Women20 Summit after ones in Turkey and China, and a sense of momentum was felt by women. ...

Poland's collapsing birth rate at 1.0 compared 1.62 in France another Catholic country, and Spain's 1.1, Germany's 1.3- 2.1 is the replacement rate per woman. This has profound consequences for Poland. The future workforce will be 20% smaller compared to 4% smaller in France in 2 decades. Many schools will close in rural areas which are hit hard. There are more deaths than births in many small towns. At this rate 1.7 million homes will become vacant in 2 decades.This report looks at Warsaw as well as rural areas near Belarus where the war has created much anxiety. The population of Poland will shrink from 36 million to 31 million over three decades if these trends continue. By 2000 the birhtrate dropped from 2.1 to 1.3 and the government introduced payments of 190 euros per child per month and expanded the childcare system. But this has not helped as the rate dropped to 1.03 in 2025. Under the Communist system industries were located in small towns and men stayed there while women moved to cities leading to a mismathch for men and women. The economic boom that doubled per capita income led to less interest in having children. The economy was supported by long hours of work which led to less interest in bearing children for women. Other reasons are a lack of interest in sharing and making the effort, the cost of raising children in a hyper competitive society like South Korea where births are at 0.7. ...

Claire Cain Miller provides this exceptional account of the ways lack of family friendly and maternity leave policies is hurting not just women in America, but America's economic and technological progress. Strangely one hears little about how the lack of paid leave for women for maternity and other reasons, even as it hurts economic growth with the lower participation of women in the labor force. This is being vigorously discussed in Germany and Japan with calls for more family friendly workplace policies and more child care facilities to encourage women to join the workplace or continue working and pursuing careers. This happens when the overall labor force participation rate for women and men in the U.S. is declining, making this an important issue. Equally significant is that this reduces the contribution women can make to technological and scientific progress, and productivity improvements, because 59% of higher education degress are now going to women. The case of a Toshiba research engineer who was able to tackle a problem critical to development of the next generation of television technologies after Toshiba let her continue in her research role with friendly maternity leave policy, is an example of the kind of technical progress lost to the economy without such policy in Japan or in the U.S. See the link for Toshiba. Miller provides the example of Google, where attrition for women employees dropped by 50% with family friendly maternity leave policies. For Google, Toshiba, and other companies with women having advanced degrees the cost of hiring a new employee or making up for the loss of losing valuable women employees is significant. The U.S. is the only developed country without paid maternity leave. Only 59% of workers say their employers offer them paid maternity leave. California is the first state in the U.S. to offer paid parental leave. ...

Gary Yonge provides this exceptional report after spending a month in Muncie, Indiana, before the U.S. presidential election of 2016. He talks to different women in the town that is known as Middletown, representing midwestern America. Linda Hanson of the League of Women Voters in Muncie, says that just as the election of a black president brought out the latent prejudice of people towards blacks, in the same way the latent misogyny of people has been brought out by this election towards women. Part of the difference in how Hillary Clinton is viewed comes from partisan views such as coming from women in Republican organizations. A college professor at Ball State University who supported Sanders is ambivalent, hesitant about Clinton as representing the working class. A young college student who is progressive says she is voting for Jill Stein of the Green Party. In Whitely a black part of town, a young woman who works with children and in after school education says she is for Hillary. Sousa, 75, former spokesperson of the League of Women Voters say Hillary is being held upto a higher standard, and there is no perfect candidate among women as there is no perfect candidate among blacks, and sometimes this is used to deny rights or opportunities to women. Also prevalent is the divide among women of older age who have experienced gender discrimination and were denied rights from a younger generation of women who have not experienced this and have no idea about that time. Muncie elected a female Mayor in 2008. Others including a counselor at a women's shelter see a lot remaining to be done, that she hasn't seen women being treated with respect. Sousa of the LWV says its a lot about what the candidate will bring to the country and what she is able to do, not just being a woman, which is the way to tackle the country's problems. ...

This has important consequences including smaller households and lower demand for some products. Women now make up more than half of all undergraduate students and half of graduate students in China. Women can now drive in Saudi Arabia. As the role of religion is being reduced in Saudi public life women are now free to live more normal lives. Under new rules women will be able to drive motorcycles and trucks. The Tehran police chief has issued instructions that women be no longer detained if they do not wear proper hijab head covering in public. The two countries are competing with each other to show it is more modern to the international community, say some commentators. Others see the changes in Iran for hijab head covering not strictly enforced as part of the difficulty of enforcing these rules in court, as more younger women do not follow the rules strictly as in the past. Women feel overwhelmed with housework during the pandemic. About 80% of women feel responsible for house work compared to 28% of men, according to a NYU and U Penn study. On average women do one and half times the house chores compared to men. This difference is wider when looking at households where men do very little of the housework. The author of "Fair Play" a book about dividing housework says women are burned out, stressed and full of rage about the way household chores are handled. The pandemic has seen a further deterioration in the amount of time men spend doing household chores, according to the Bureau of Labor Statistics, creating a situation of tension. As men have worked from home during the pandemic the once invisible labor of women is now in plain sight. For women who have quit their jobs and looking for a way to get back to work there is an additional element of frustration. American women outperformed at the Rio Olympic Summer Games by winning 27 gold medals compared to 18 for the American men. A big part of why this was possible is that women have equal access to sports gained with the education amendment Title IX in 1972. One of every two American girls participate in sports in high school. More women watched the Summer Olympics in Rio than men. Seeing American women do so well acts a role model for young girls watching and thinking "I can do that."  Thirty years ago this was not the case. A lot has changed since then. This is especially true for black women in the games with African American athletes, Simone Biles in gymnastics, Simone Manuel in swimming, Ashleigh Johnson in water polo. With the success comes an effort to try new sports to break more barriers.

Hillary Clinton responds to a question from a 15 year old school girl in a Pennsylvania suburb of Haverford, who spoke about the damage done by Trump's crude comments about women. The girl Brennan Leach, asked Hillary Clinton, how Mrs. Clinton could help girls understand that they are much more than their looks. Clinton told the girl that "many women online were being bullied," and that this had to stop. She told the largely female crowd in Haverford gym that "Lets be the best we can be. Lets be proud of who we are."  The girl Brennan had lost a friend to suicide last year, and was especially concerned about the effect on girls of bullying at a period of middle and high school, which is a sensitive time for girls growing up. Janet Yellen Fed chairwoman, says many obstacles still exist for women in the workforce. Bringing more women into the workforce will increase the productive capacity of the American economy. The increasing participation of women in the workforce was factor in the growth and prosperity of America by the middle of the 20th century. In a speech sharing her personal narrative at Brown University, her alma mater, she described how other nations had passed the U.S. in women's participation in the workforce, and how it remains stalled at 75% for women either working or looking for work. Her speech was at a conference "125 Years of Women at Brown." The U.S. is now 17th among 22 developed nations in participation of women in workforce, mostly because of government and business policies that relate to paid maternity leave, affordable child care, and flexible work schedules.
