Public opinion in France is divided about France's dependence on nuclear power. Ifop's survey of Nov. 13, 2011, shows 40% of the French are now "hesitant" about nuclear power, about 33% favor nuclear power and 17% are against it. About two-thirds of the ruling UMP party of Nicholas Sarkozy supports nuclear power, while half of the Socialist party supporters say they are not sure about the path ahead. The issue is becoming important in the election, as the UMP claims the Socialist party's proposal to shut down 24 of the 58 reactors if elected will cost thousands of jobs and solar power cannot take its place overnight. The French are a bit puzzled by the nuclear issue in contrast to Germany where the issue arouses strong emotions, because nuclear energy had become accepted in France till the Fukushima nuclear disaster raised safety issues. EDF which operates the plants plans to increase spending on safety measures and on maintenance after audits by the French nuclear regulator. EDF's share price was down 40% since the nuclear accident at Fukushima, Japan....

The danger of the nuclear plant at Zaporizhzhia being taken off the Ukrainian grid by Russia is that it would then have to be cooled with backup systems which are not as reliable. It was the meltdown of the nuclear reactor after a tsunami that caused the disaster at Fukushima, Japan. President Macron called Putin about this and Putin asks the International Atomic Energy Agency to send its team to the plant in his response. Large scale contamination would result in Europe if the plants cooling systems failed during the nuclear plant being taken off the Ukrainian grid and shutdown. In normal times this plant provides one fifth of the electricity supply in Ukraine.

The recovery effort in Japan following the tsunami has increased to $300 billion with the cost of construction doubling over 10 years. Half a million people were displaced and the Fukushima nuclear reactor in meltdown. Many people have not returned. At the time of the disaster half of the people affected by tsunami in the northeastern Tohoku region were over 65. Population is now down by 6% as people move to large cities. The effort was meant to rebuild homes, damaged infrastructure, and to revive agriculture, fishing and tourism. It has cost $2400 for every person living in Japan.

The tsunami crashed into 1000 miles of northern coastline, putting entire communities 6 miles inland under water.

After the disaster of the Japanese Fukushima nuclear plant in 2011 following a tsunami and earthquake chancellor Merkel made the decision to close nuclear plants. Germany will close 3 nuclear plants in December 2021. Decommissioning will take 20 years and 1.1 billion euros per plant. In 2022 Germany will have only 3 nuclear plants in Bavaria, Baden-Wurttemberg, and Lower Saxony, equivalent to power of 4 gigawatts from 1000 wind turbines. Gas prices are up 10 fold in 2021 as Germany makes the shift to wind and solar. Economy and Climate Protection Minister Habeck of the Greens party in the new German government sees a continuation of the policy removing nuclear plants and shifting to wind and solar.

As Japanese prime minister Noda prepares to restart the Oi nuclear plant in June 2012, former prime minister Naoto Kan, who was premier during the Fukushima nuclear disaster, answers questions in a parliamentary inquiry. He says he realized how dangerous nuclear power can be when it got to the point where the evalcuation of Tokyo was being considered, Japan was then on "the verge of national collapse." His fears were that a number of meltdowns could together " release into the air and sea many times, no, many dozens of times, many hundreds of times the radiation released by Chernobyl." The Japanese public has focussed on the parliamentary hearings because the previous inquiry is thought to have been perfunctory, and not really examined in depth all the issues the Fukushima disaster had raised, and the general feeling is that a proper public dialogue had not taken place. In contrast in Germany the issues had been discussed openly, and the Angela Merkel government which had been receptive to nuclear power reversed its stand on nuclear power. Germany is phasing out dependence on nuclear energy. Kan pointed out that the "nuclear village," the network of nuclear power companies, bureaucrats, and researchers, had hijacked national nuclear policy and was putting Japan back on the same path. He went so far as to compare it with the situation facing Gorbachev in Russia after Chernobyl: "Gorbachev said in his memoirs that the Chernobyl accident exposed the sickness of the Soviet system. The Fukushima accident did the same for Japan." In his assessment of what happened Kan said: "It is impossible to ensure safety sufficiently to prevent the risk of a national collapse. Experiencing the accident convinced me that the best way to make nuclear plants safe is not to rely on them, but rather to get rid of them."...

The Nuclear Safety Commission of Japan, one of two safety regulators in Japan, met in October 2010. At that meeting a presentation by Takanori Tanaka, head of the government supported Nuclear Power Engineering Center, advocated new technologies that would reduce risk in the event of earthquakes and tsunamis. The presentation focussed on new plants and did not go into retrofitting old plants with new backup solutions for cooling in the event of electrical failure. A recent article by Hitachi researchers brought up the idea of isolation condensers which could provide temporary power supplies in the event of electrical failure. One such device was on No. 1 reactor at Fukushima (built in 1971), and worked after the quake but later failed. The views of nuclear engineers at Hitachi discussed here show that cost remains a constraint in the design of nuclear reactor cooling systems, and redundancy with several layers of diverse backup systems for cooling are not being pushed by companies building the reactors. Fukushima plant uses the Mark 1 reactors. Without independent safety regulation that does not rely on the companies for analysis and solutions, regulation risks becoming too dependent on companies for coming up with the strong safety precautions that are absolutely essential. China's state owned China National Nuclear Power is planning a Shanghai IPO that will help finance $27 billion in investments for 5 nuclear power projects. Chinese law states that only 20% of equity needs to be raised for power projects, which means China National Nuclear needs to raise $5.4 billion for the projects in Fujian, Zhejiang, Hainan, and Jiangsu provinces. China's State Council, the country's cabinet, has approved the 2020 nuclear-safety strategy and inspections have been completed on existing nuclear reactors. This gives the go ahead for the reactivation of nuclear power development after the Fukushima accident in Japan. With the move away from coal in China's electricity supplies, nuclear power is expected to play a bigger role. It has 14 nuclear power plants in operation, producing 11.8 gigawatts, with plans to expand this to 40 gigawatts by 2015 and 60-70 gigawatts by 2020.

A Wall Street Journal report -after interviews with former TEPCO engineers and executives- throws more light on the failure of power and cooling at certain reactors in Fukushima Daiichi that led to the nuclear meltdown. The difference not grasped at the time turned out to be the critical difference between the reactors where electricity to cool the reactors worked and where the the electricity failed. Of the 10 nuclear reactors at Fukushima, only the 4 with the earlier Mark 1 design failed. These reactors were the earliest reactors installed by G.E. beginning in the 1970's. The Mark 1 reactors were serviced by an American engineering firm called Ebasco. Ebasco designed the reactor buildings really small so that they would be compact and economical. Because of the small size of the reactor buildings the generators providing the electricity supplies to the Mark 1 reactors could not be installed inside the reactor buildings made of fortified concrete and were installed in buildings outside lacking similiar protection. These outhoused generator buildings could not withstand the tsunami, resulting in the loss of power and cooling for these reactors, and leading eventually to the meltdown. The reactors with the Mark II and later designs were installed along with the generators in the same fortified concrete buildings, and these survived the tsunami without disruption in power supplies and cooling. This critical difference was noted by older TEPCO executives who were intervewed, but nothing was done about this because of the added cost of making the major modifications that would be needed. The regulatory system also failed to catch the problems with the original blueprints and design for housing the reactors and generators for cooling reactors. In 2001 the original 30 year operating permit for the Fukushima Daiichi nuclear reactor was renewed, and again in 2011 for another ten year period. Japan's Nuclear and Industrial Safety Agency is part of the industry ministry, and not kept separate and independent from the nuclear industry, a structural flaw. The ministry considered its job to be promoting nuclear power, and increasing nuclear power from 30% in 2010 to 50% of Japan's electricity output. One inspection official says fundamental design and construction of the reactors from a 30-40 year old design were never looked at in safety reviews by regulators approving the extensions. He even goes to the point of saying that the reviews focussed on things like pipes and fittings, missing entirely the safety of the outhouse buildings housing the generators. One of the top TEPCO engineers says this difference stood out like a sore thumb when did a walk through during inspections. He failed to get the support from fellow engineers and Tepco executives for changes that would add to the cost....

Prime Minister Naoto Kan says Japan needs to reverse its policy on nuclear power and gradually phase out nuclear power. He told a televised news conference: " We should aim to have a society that does not rely on nuclear power. In the future, we should have a society that can carry on without nuclear reactors." Nuclear energy provides about 30% of Japan's energy supply. Saying that the Fukushima nuclear plant disaster has changed his thinking about nuclear power, he added: "I have come to realize that this is a technology that cannot be controlled by previous safety measures."

The smaller containment design of the Mark 1 Nuclear Reactor used at the Fukushima Daiichi nuclear plant in Japan makes it more prone to explosion and rupture from a buildup of hydrogen, according to some experts in the U.S. Nuclear Safety Program at the Union for Concerned Scientists. This design is smaller and cheaper to build but is less robust than other designs. In the U.S. there are 23 Mark 1 reactors at 16 locations, including the Oyster Creek plant in New Jersey, Dresden plant near Chicago, and Monticello plant near Minneapolis. Worldwide there are 32 such reactors in operation. The design was first developed in the 1960's by General Electric. Since then various modifications have been developed including venting systems to help reduce pressure in overheating situations.

Areva will take a writedown of 1.46 billion euros on the value of its uranium mining business. It will take an additional writedown of 800 million euros for the nuclear business following the nuclear accident in Japan. Areva expects a 2011 full year operating loss of 1.4-1.6 billion euros. Areva's new CEO, Luc Oursel, says he plans to reduce the company's debt load. About 1.2 billion euros of assets will be put on sale. The French sovereign fund, SFI, says it will buy Areva's 26% stake in mining group Eramet. Areva faces losses on its acquisition for $2 billion of uranium mining company UraMin, which has declined in value by 80% as uranium prices dropped and uranium reserves in African mines turned out to be less than estimated. Areva's new plans show organic growth of 3-6% from 2012 to 2013, increasing to 5-8% in 2015. Areva's shares at 19.20 euros on Dec. 12, 2011, were down 45% since the Fukushima nuclear plant disaster. Britain and the Czech Republic in Europe, China and India in Asia, plan to invest in nuclear energy....

A nuclear plant in a war zone with repeated shelling? This is taken up in this debate video of 44 minutes in FR24 which you can click on. The world has not seen this since the start of nuclear energy from plants in the 1950's. Calder Hall the first UK nuclear power station and the first in western Europe started in 1956. Eisenhower opened the first US nuclear power station Shippingport on the Ohio river in Pennsylvania, 50 kilometres from Pittsburgh in 1958 as part of the Atoms for Peace Program. The US built 54 nuclear plants that are operating today in 2022 generating 50% of the renewable energy in use today in the US. The question is what does the unthinkable conducted by the Russians and Ukrainians, by weaponizing a nuclear plant do to public perception of the safety of the Atoms for Peace Program initiated by president Eisenhower in 1954? What does this damaging of public safety perceptions after Fukushima do to the Atoms for Peace type of programs in China India, and European Union that are part of the emissions cutting programs in the world? These are serious questions at a time when climate change is not simply a word but means floods, fires, drought, and declining food production all over the world from Spain to Pakistan, from Germany to China. China and India are affected. China has 53 nuclear plants in 2021 with 50 GW and plans to double this by 2030. India has 22 nuclear plants  with 8 GW in 2021 and plans to triple this to 22 GW by 2030. How will climate change be tackled with public safety perceptions affected with another nuclear accident like that in Fukushima arising from shelling of the Zaporizhzhia nuclear plant. As the president of the UN Security Council Zhang Jun of China clearly stated at the UN SC meeting last week that China opposed use of the Zaporizhzhia nuclear plant by Russia (or Ukraine) in any way that could lead to damaging nuclear safety leading to an unintended accident. China only gets about 5% of its energy from nuclear, India about 3%, and this will need to increase multiple times to tackle climate change. France gets 70% of its energy from nuclear, the US 20%, by comparison. Nuclear energy safety and clear rules to prevent weaponizing of nuclear plant zones is essential and a solution like that developed for the food grain shipments from Odessa through Black Sea to the Mediterranean has to be arranged quickly. ...

An email by a Tokyo Elecric Power Company employee working at one of the Fukushima nuclear power plants shows in stark detail the struggles of workers at the plant. She writes: " My parents were washed away by the tsunami and I still don't know where they are. Normally I would rush to their house as soon as I could. But I can't even enter the area because it is under an evacuation order." She works for the plant manager of the Fukushima Daini plant. She says that where her parents lived the whole town was washed away by the tsunami. Describing her work location she says: "The scene is completely like a war zone," and that people are "working without sleep or rest." The email continues- "everyone has lost everything- their home, their job, their school, their friends, their families."

A 50 mile circle from the plant includes almost all of New York City, parts of New Jersey, Pennsylvania, and Connecticut. Indian Point's evacuation plans cover a 10 mile circle with about 300,000 people, twenty miles out the distance cited for Fukushima, is about a million people.

The Ethics Commission appointed by Chancellor Merkel following the nuclear disaster in Japan has recommended that the German government close all of its nuclear plants by 2021. Merkel said that Germany will end its dependence on nuclear energy and use nuclear as a bridge technology till other sorces are developed. Germany gets 22.6% of its electricity from nuclear energy, according to the Energy Ministry. It has 17 reactors, six of the boiling water type, a design used at Fukushima, and 11 using pressurized water. A former Environment minister, Klaus Topfer, heads the panel, with the other 22 panel members draw from the energy industry and nongovernmental organizations. While recommending closing the plants "to eliminate risks," the panel said it would also boost the German economy. It said "a withdrawal from nuclear power will spur growth, offer enormous technical, economic and social opportunities to position Germany even further as an exporter of sustainable products and services." Germany has already moved ahead in developing wind and solar energy sources, and is developing leading edge technologies and capabilities in the area of environment friendly alternative energies. Wind and solar energy and renewable sources already meet 16.5% of Germany's needs. Italy and Switzerland said they would not develop new reactors after the Fukushima nuclear reactor meltdown. Only Germany with its strong environmental consciousness across all parties is making a decisive break with nuclear energy. ...

Chernobyl nuclear disaster area in Ukraine as it is today. Cesium's half-life is 30 years and strontium's half-life is 29 years. Scientific estimates show that it takes about 10-13 half-lives, or about 300 years, for the radioactive effects to disappear and for life to return to the area. The contaminated area around the Chernobyl reactor is about 15,000 square miles or about the size of Switzerland. After the shutdown of reactors at the Fukushima nuclear plant, Japan is coping with rolling blackouts, and lower demand from industry, but a hot summer could change things. If there is a hot summer it is estimated that Japan will have enough electricity supplies to meet only three fourth of the demand of the region around Tokyo. During the period of the Fukushima nuclear disaster Akihito broke tradition to visit homes of survivors from the disaster kneeling in Japanese manner and talking to people like ordinary citizens. From Jakarta to Beijing Akihito brought a message that showed Japan's resolve to maintain peace with its neighbors in Asia, and heal the wounds left after the war under his father Hirohito. He made a trip to China in 1992 and acted as the chief emissary of reconciliation.  He drew his greatest contentment knowing that Japan has not lost a single life to wars since 1945. As Mr. Abe and others shift Japan to move away from the pacifist constitution Emperor Akihito stands as a clear guide and symbol of what is the best way for Japan in these times 70 years after the war. Electric cars have perfomed well in disaster hit regions of Japan after the earthquake, when oil refineries and gasoline stations were out of operation. 89 Mitsubishi i-MiEVs were put to use in Miyagi, Fukushima and Iwate prefectures. They were perfect for Sendai say city officials. The cars were driven an average of 30-45 miles a day in Sendai, which is half the distance for a full charge. Each night they were returned to city hall and recharged using 220 volt outlets. Fast recharging stations which replenish batteries to 80% of capacity in 30 minutes were used. The standard 100 volt outlets take 12 hours. This performance should speed up the timetable for electric car development in Japan.

A test supply of 170 megawatts from the Kudankulam nuclear project in Tamilnadu state is added to India's southern grid. Full supply of 1000 megawatts is to be added by the Nuclear Power Corp. of India Ltd. by end of 2013. India's Supreme COurt dismissed petitions questioning the project's safety in May 2013. India signed a preliminary contract for nuclear project in Gujarat with Westinghouse. The state owned Nuclear Power Corp. of India is in negotiations for a project planned in Maharashtra state. Over the next 20 years India plans to increase nuclear production capacity from 4700 megawatts to 63,000, a 12 fold increase. The first Kudankulam reactor going into operation in 2013 comes into operation after a delay of 7 years because of antinuclear and land protests as well as court cases. The slowing of growth in India, depreciation of the currency, and the acutely felt energy shortages as industrialization moves forward, are leading to a new perception of the importance of nuclear energy to supplement energy generated from coal and other sources. China is also moving forward aggressively with development of nuclear energy and working with Areva and other companies for safe nuclear energy development. The new planned reactor by Areva in the south of England is also likely to offset the perception of nuclear energy after the Fukushima nuclear disaster. For these reasons nuclear energy development in India is likely to accelerate without the long delays seen earlier....

Questions about the whereabouts of Masataka Shimizu, president of Tokyo Electric Power Company, which owns the Fukushima nuclear plant. Shimizu was last seen in public appearances at a news conference on March 13, 2011. The chairman of the upper house of Japan's Diet, the parliament, calls this "inexcusable." The governor of Fukushima prefecture, Yuhei Sato, tells Japanese television that the people there cannot accept apologies, "because their anger and anxiety are extreme." Protestors walk past Tepco headquarters, chanting "No more Hiroshimas."Toko Kanoh, a former Tepco vice president, and for 12 years member of the Diet upper house, says Shimizu should talk to the public as soon as possible. This kind of disappearance is not uncommon in Japanese corporate circles. During the Toyota recall crisis, the chief of Toyota was also unavailable. Shimizu like other senior executives in the corporate elite is a lifer, having joined Tepco at 23, after graduating from Keio University. Because of the size and influence of Tepco, it produces one third of Japan's energy, he is also vice chairman of the Nippon Keidanren, the Japan Business Federation. Shimizu's role at Tepco was marked by an effort to restore profitability after the 2007 earthquake that damaged a nuclear plant. Shimizu decribed Tepco's core mission in the last annual report as "cost-cutting. He describes the need to construct "disaster resistant nuclear power stations," but at the same time in somewhat of a contradiction, says that the company had cut the cost of inspections not "by postponing them but by reducing their frequency." Just as Toyota went through a wrenching crisis after cost cutting and insulated corporate executive behaviour, which combined with technology and user behaviour put its safety reputation in risk, Tepco finds itself in severe shock. Tepco has lost two thirds of its value on the Tokyo stock exchange, and is looking for $25 billion in emergency loans. ...
