The European Union response to Britain's decision to begin negotiations to leave the EU is a tough one that presents serious problems for Britain. EU Council president, Donald Tusk said that no talks on Britain's future trading relationship with the EU could take place till all the issues relating to Britain leaving have been resolved. Included is a bill of 60 billion euros, according to European authorites, for settling British committments in the EU. Tusk also said the EU wanted to see the rights of the 3 million EU citizens living in the EU, and the 1 million British citizens in the EU protected as a priority in negotiations. Without negotiations on a future trading relationship Britain faces tariffs and duties putting it at a disadvantage after the exit. Talks also cannot extend beyond March 2019 or new approval is needed from 27 EU states. The European parliament also has veto rights if the agreement is not seen as strong enough for the EU. Tusk says that Brexit has made the EU more united. Chancellor Merkel of Gemany has also separated exit from future trading relationship negotiations, the second only being discussed after the first is complete. The issue of Scottish independence also hangs in the balance, as the Scottish parliamentary leader Jack Salmond refused to accept prime minister May's point that her own constituency Islington had voted against Brexit yet she was negotiating for the whole of UK- Salmond responded in parliament that not taking Scotland's interests into account after it had voted against Brexit made "Scottish independence inevitable." The EU leaders are taking a calmer approach, in contrast to the more nationalist appeal in parliament to Tory back benches of prime minister May with promises she may have difficulty keeping.   ...

Efforts to ramp up the actions on stopping illegal migration in the EU after the US president describes the shaky situation in Europe. EU ministers agree on centralized list of safe states to return migrants- Bangladesh, India, Egypt, Morocco and Tunisia. EU plans to downgrade trade ties with countries that do not cooperate. The idea of return hubs outside the EU are proposed by Denmark. Denmark is now working with UK to help the UK develop a Denmark style policy that cuts down illegal migration after the unrest in Britain over asylum hotels. Failure to act quickly and have a comprehensive approach that works to reduce illegal migrants across borders can lead to governments such as the UK being voted out for other parties with strong anti-immigration stance as the mood shifts in Europe.

Starmer's visit to China and the result being halving of tariffs- it comes 8 years after Theresa May's visit 2018.  Starmer is following his intution  to set an independent course for Brtian's foreign policy. It makes sense as the US is using common sense in coming back to basics, to getting its own hemisphere policies right. How could there be a situation like that in Venezuela and Mexico as with the drug cartels operating as states within states- what would Teddy Roosevelt say about this? So we now have the Monroe Doctrine, the return of the Panama Canal, the restructuring of the oil industry in Venezuela, and other action. This also means Canada and UK, India, European Union can pursue policies that are common sense. It means for Britain a new openness with China after 8 years inward looking with Austerity, Brexit and Covid. For a smaller economy it makes sense for Britain to have agreements on trade as it signed with India, and now with China. Carney, Starmer and soon Merz will have worked out relations with China on trade and exchanges. For Europe and the US over concentration of making goods in China can be corrected while still engaging with China. For the EU the visits Germany's Merz made to the kite festival an India and Leyen/Costa of the EU following up with trade agreements are all part of common sense to not just reduce over concentration in China, but also to build a new partnership with India to form a 2 billion people market. All of which happened suddenly as European nations realized how to work out new arrangements following the war with Russia over Ukraine and China's support for Russia, taking up the cues from DJT common sense action in its backyard. Panama Canal ad US control of a passageway through the seas the US build in the 1900's. The New Monroe Doctrine under DJT takes America back to the days in 1900 when president Teddy Roosevelt pushed thorugh the actions neded to build the Canal connecting the Atlantic to the Pacific. TR had the US Army Corps of Engineers start work in 1904 and said the famous words "Let the Dirt Fly." When Colombia refused to make this happen he formed the new nation of Panama. TR realized the importance of connecting the oceans- foresight for the massive expansion of world trade in the 1960-2025 period raising standards of living for the 3 billion people in India/China/Asia and for the 1 billion people of the EU and the US. Never before in history has such ahuge change in living conditions  and hopes and aspirations happened. NYT Graphs showing Effect of 17.2% overall US Tariffs positive on US Trade Deficit (significant shrinking) Prices (less than 3% increase in index). Overall effect is surprisingly quite positive, yet media has given misleading reports and misrepresented tariffs. Tariffs were used when everything else failed and had to be applied in the real world with skill, and backtracking where necessary, repositioning tariff, and continuing to use it when the opposite side including European, Japanese, Koreans, Taiwanese, were only interested in their own gains, indifferent or negative to fairness for US gains. Even where the tariff was placed on a partner the results were surprising the carving out of exemptions such as electronics semiconductors and iphones, made it possible for India to increase exports, so that it was done thoughtfully. This shows that tariff application was done by DJT/Bessent/Jamieson in a way that gave countries options to manage their trade to come out doing well. Germany and EU without US tariffs may not have signed the deal with India this quickly, and India may have used its agricultural protection to prolong and not look for areas in common and work out a deal. Germany might still be thinking India depends too much on Russia for defense, instead it looked for areas for defense cooperation. Result the huge India- German, India-European Union deal that connects to form a 2 billion strong market. Nobody really noticed its importance except for 2 billion people- it comes when it is a highly motivated 2 billion people with strengths in technologies, industry, people skills, and between 2 civilizations the Buddhist/Vedanta Hindu and the Christian civilization, each discovering the other and the richness of its partner's civilization. ...

Strident tone of Treasury Secretary Scott Bessent defending tariffs, the economy, and affordability. Bessent defends the DJT administration's tariffs plan, its effort to bring back jobs, its policies on gas prices that have cut inflation, and the president's Big Bold Beautiful Bill with it's provisions for Businesses to expand investment in the economy using a rapid depreciation provision. He has called the critics as having "Trump Derangement Syndrome." The Trump administration's early proposal for NAFTA moves away from campaign pledges to completely renegotiate the treaty, instead taking the approach of working to improve the U.S. trade position in relation to Mexico and Canada. It includes seven objectives for tougher rules for labor and the environment favored by Democrats in Congress, and it also has support from Republicans with its effort to update NAFTA for changes in technology and in other areas since the accord was signed during the Clinton administration. The area in which U.S. and Mexican business are wary is one in which the Trump administration still seeks to keep the option of imposing protective tariffs, and a border-adjusted tax to level playing field for differences in taxes, as well as other measures to protect American jobs and interests. Because any renegotiated NAFTA also has to pass both houses of Congress this proposal took into account the different constituencies and interests for this issue. Robert Lighthizer, trade representative under president Reagan is likely to become the next U.S. Trade Representative and lead negotiator. We first profiled Lighthizer in a group in Lyrarc for pointing to the need for a level playing field in trade. EIA says half of the benefit of higher fuel efficiency standards for Automobiles 2010-2020 in US was lost because of SUV's and the incentivizing of SUV's in the 2006 CAFE standards have made things worse. The first SUV's came in the 1980's. By 2004 SUV's made up half of car sales and by 2025 outsold cars 2 to 1. What if we took all SUV's and large cars off the roads, or even some of these SUV's by deincentivizing of SUV's in the US CAFE corporate fuel efficiency standards? What would be the savings in crude oil and in carbon footprint? Would it be about the same as releasing an additional 400 million barrels of oil into the markets in addition to the 400 million barrels that are now released through EIA and member countries? This New Yorker essay touches on this idea. During the Iran war the volatile Middle East as a source of oil supplies is a major problem for countries. Some are rationing supplies and in one country 40 million children are not going to school for 2 weeks starting this week because of the sources of oil are so precarious, government offices will only have half of the employees, the rest working from home (almost like Covid pandemic). Many other countries face that situation. The International Energy Agency recently reported that, if “SUVs were an individual country, they would rank sixth in the world for absolute emissions in 2021, emitting over 900 million tonnes of CO2.” The agency says governments must redesign their CAFE standards and their policies so that it would reduce S.U.V. sales, tax gas guzzling vehicles. EIA cites governments in the EU doing this- “Some governments have already started introducing relevant measures, such as France and Germany, which have put a tax on large and high-emissions cars.” Within SUV's also there is an opportunity to reduce the size and make more efficient space utilization designs. Small savings also add up. One has to realize that the current freedom to use energy freely in places like the US with self sufficiency in oil comes with a sense of responsibility for using it wisely so that it can be exported to cut the trade deficit, precisely what the president is doing with India, to cut a trade deficit of $58 billion before it gets to $100 billion. Section 301 is already in place for investigations by the US of 18 countries for a new basis to use tariffs after the Supreme Court decision. A similar approach is taken with EU for hundreds of billions of reductions in trade deficit that will only strengthen the US dollar and the US economy in the long run , and be good for stock markets and jobs as it reduces oil prices and increases the manufacturing capacity/cost for the Nation. Europe, India and China can do the same. Remember that in 2010 SUV's made up 17% of total world sales, and by 2025 SUV's made up 46% of world vehicle sales. This would create another 400 million barrels for the oil markets, which would triple what was released through EIA  this week to 1.2 billion barrels and this would create 120 days of supply replacement for the 10 million b/d lost from Straits of Hormuz, and effectively end the Iran War as it would be clear that prices can be kept low even in the $50's. Essentially buying time till the SU can get more production in Venezuela and other parts of the world to replace much of the Middle Eastern oil that is ending up in a quagmire. This is the best way for the US and Europe, India, China to ensure jobs growth, economic growth with low cost crude oil in the $50 range and ensure much of the poorer countries like Egypt and Indonesia, Vietnam, Sri Lanka, Pakistan, Bangladesh, have access to oil at prices they can afford and eliminate poverty. ...

German chancellor Merz makes his frist trip to Asia starting with India. He sees India and Germany as natural partners and shifts the focus to India from China. Under Merkel Germany remained focused on China. This is changing now that Merz is chancellor. The winds of change are also blowing and the war in Ukraine, the distancing of the US under DJT, US and Chinese restrictions, require this change and Modi, Merkel step up to create anew strategic partnership. The EU and German trade is now set to increase significantly as India modernizes its economy. Merz and Modi see less dependence on Russia for oil and gas and defense needs. India seeks German technologies and capital to industrialize its economy. The scope is immense and both sides are at an historic opportunity. Merz is afar cry from the Merkel years when Germany never grasped India's potential and failed to invest in the German economy. Merz has put forward a $1 trillion plan to invest in modernization of Germany and India is the partner Germany has chosen as central to its plans. This brings the entire EU close to India and its aspirations to be a modern economy like the EU. This is a long term project that began today in Ahmedabad with the two leaders at ease at a Kite Festival in Ahmedabad after Merz visited Gandhiji's Sabarmati Ashram. And Merz showed he understood India-"We are in complete agreement in our assessment of Russia's war of aggression against Ukraine," Merz said. At the same time, he understood how India's dependence on Russian oil and gas had happened only recently. "Obviously, it is not that simple in India, and I am the last person to visit other countries wagging my finger at them." The patience is there as there is a meeting of minds for what is the largest project of its kind to 2037 and 2047 for 2 billion people pooling technologies, capital and talented engineers. ...

The US central bank the Fed's Powell leaves interest rates unchanged July 30, 2025- as he waits to see what happens with inflation following tariffs action by DJT to level playing field with EU, Japan, China. A tariff of 15% is set in US Trade Agreements with Japan, EU and South Korea. Powell says the impact on US consumers will be minimal but not zero, with some effects expected even though EU, Japan and South Korea will not attempt to pass through the tariffs and risk the other benefits of trade access to the US market.

Overall both the European Union and the US have a good economy, with inflation at 2% and the the unemployment situation the best it has been in some decades near 6% in EU and near 4% in the US.

DJT comments on Denmark's comments on its contributions to NATO overseas operations like the one in Afghanistan. DJT stated the facts about participants such as Denmark that made small contributions in numbers- DJT said on Fox News -We’ve never needed them. We have never really asked anything of them. They’ll say, they sent some troops to Afghanistan or this or that, and they did. They stayed a little back, little off the front lines.” About 41 Danish soldiers were killed in Afghanistan and about 800 Danes went in. DJT is probably talking about the  brunt of the action being taken by the US including the effects of road side bombs. About 2500 US soldiers died and 20,000 were wounded and the US took the brunt of the fighting. These were Bush-Obama wars that during that time distracted the Nation from the serious challenges that emerged later in drug cartels in Mexico that led to more deaths in the US than in the Korean and Vietnam wars and World War combined, and the deindustrialization of the US that began with the Clinton era decision to allow China to enter the World Trade Organization without any safeguards continued into the second term of the Obama administration. In the European media there is rarely any mention of the huge losses from drug trafficking into the US that requires action along the lines of the Monroe doctrine which also protect Europe from drug trafficking into the EU. ...

This response by experts on transatlantic relations rejects the other view expressed in Zeit Online that the U.S. under Trump remains estranged from Germany and the EU. These experts from the American Institute for German Contemporary Studies, American German Council, and Centers at John Hopkins and Georgetown for German Studies, reject the view that the Trump administration and Germany are that far apart on many issues as it appears from media coverage.  Foremost it points out that civil society relations are sound and growing. About 50 million Americans trace their descent to Germany, including president Trump, much larger to over half the U.S. population considering European descent. Much larger is the sense of a culturally shared future with the European Union, with the nations of Europe including Germany, France, Italy, Spain, the nations of Eastern Europe, and Britain. The civil society relationships run deep in a way that is hardly affected by the Trump administration. Within the Trump administration the policies to Europe these experts remind the reader, are determined by the "adults" in the administration, who are senior members of the administration. This is a crucial point as Trump administration policy is not determined by the president's liking for tweets as much as by senior cabinet members Tillerson at the State Department, Gen. Mattis at Defense, Kelly at the White House, and senior members of Congress including Senators Corker and other senior committee members. This is why Republican Senator Kay Hutchinson was chosen as Ambassador to NATO. It should be noted in this context of German-EU relations in president Trump's first year that there was a period of German disillusionment with president Obama, exacerbated by the NSA spying on German chancellor Merkel and on the EU delegation to the UN, with president Obama's failure to offer any apology. Relations recovered from that low point. No one suggested that there be a German led decoupling of the EU with America at that low point, or at another low point in German-U.S. relations with the setup of American Pershing II nuclear missiles on German soil under the Reagan administration when there were large scale protests.  The American view that the U.S. should not have to shoulder major responsibilities for defense and foreign relations by itself is not new say these experts, and goes back to earlier administrations before Trump.  The experts argue for an active role by Germany with its partners in Europe for defense and foreign relations, which should not be seen as a result of U.S. pressure, only responding to the situation as it has evolved upto this time. Views on immigration are also changing with effort by the EU and Germany, France, to reduce immigration from the source countries in Africa, and the changing perceptions about uncontrolled immigration in Germany and France, say the authors. A coordinated policy towards Russia  is seen as not having changed. And much as a reset in relations was advocated by Obama in the first year of his first term, the current policy of the Trump administration to work with Russia to lower tensions can be seen in the same way say these experts, and not as a fundamental shift in American policy. The deep relationship of Germany and the EU with China is another positive aspect that will also help the U.S. in framing its own policies towards China. The German-American relationship, and the European Union relationship with the U.S.  is seen as basic to the values and interests of the U.S. and Europe. This relationship is too deep and supported by civil society and Congress, the Republican Party, and the Democratic Party, by large trade relationships, to be affected by temporary differences under any one administration. Even these differences are part of a larger debate that is part of dialogue on issues in a democratic society, sometimes raucous and loud, and could be welcomed and carefully channelled in constructive ways.     ...

US under the Trade Agreement with EU US plans to send $750 billion in LNG exports to the EU. A Sustainability directive by EU for climate goals puts Qatar at risk of penalty of 2.43 billion euros according to DW.com. Qatar has said it may discontinue exports of LNG to EU in response and shift to Asian buyers. Since the Ukraine war and shift away from Russian gas pipeline supplies German economy Minister Habeck negotiated the deal with Qatar for LNG.

The U.S. Mexico, Canada trade agreement USMCA is now seen as a model for future trade agreements with China, Japan, Germany, the EU, and Britain as it leaves the EU. It is based on a pro-growth, labor protections, higher wages in America model. The USMCA provisions to raise American wages for workers, improve labor protections in developing countries, pro-growth, and level playing field, are portable and can be transferred to other trade agreements. The USMCA now has support from all parties and is expected to become law when it passes Congress next week. The USMCA when applied to countries that favor or subsidize their businesses also provides a template to level the playing field and ensure fair competition.

After renegotiating the trade deal with Mexico and Canada, and the Phase 1 trade deal with China, the U.S. is now setting its sights on a trade agreement with the European Union. To do this the U.S. is looking at the use of economic pressure including tariffs on the European automobile industry. One goal is to get the EU to do more to end state subsidies to aircraft maker Airbus SE.  The U.S. is also working with Europe and Japan to ban 4 types of subsidies under World Trade Organization rules under a new proposal. Mr. Phil Hogan is the new EU trade commissioner who backs this proposal that is aimed at restricting Chinese subsidies to state enterprises. The U.S. also wants to see agricultural issues, including tariffs discussed in future negotiations with Europe. As part of efforts to change the way World Trade Organization rules are set the U.S. has blocked the appointment of judges at the top court of the WTO so that it lacks the quorum to operate. Mr. Vaughan who works under Mr. Lighthizer in the trade negotiations with Europe, says the Europeans should take U.S. concerns seriously, and accept the possibility that Mr. Trump could take aggressive action if the facts show he is justified in acting in that manner.  ...
