The Nissan NV 200 was designed from scratch for New York City. It has a French designer working out of a studio in California. The design team went through each detail in great detail. The designer Mr. Farion took a month hailing cabs throughout the day just to get a feel for what the cabs today are like and what needs to be improved. This includes horn sound to the inside of the vehicle and the wear and tear that the cabs are subject to on New York roads. New York roads are rough because of potholes and other problems.

The 2016 presidential election campaign is expected to lead to $10 billion in campaign spending. The Federal Election Commission is unable to take any action against campaign abuses with the commission deadlocked 3-3, with 3 Democratic members and 3 Republican members voting strictly along party lines and seeing any move by the other side as partisan. The members are not even on talking terms. Republican members see the issue in terms of First Amendment rights to free speech. The Supreme Court's decision in the 2010 Citizens United case affirmed First Amendment rights of free speech and unlimited fund raising to conduct election campaigns. The Supreme Court ruling considered corporations as associations of individuals and therefore entitled to First Amendment rights of free speech. The Court suspended the "electioneering communication" ban imposed by the Bipartisan Reform Act of 2002, allowing corporations and unions to engage in free speech electioneering during election campaigns.

A wind farm out at sea to start in 3 years, small renovation projects across France and Germany, a couple of billion dollars from the French government for home renovations- this kind of approach is considered completely unrealistic say EU legislators. One Danish legislator asks what is more unrealistic? Setting serious targets for conversion to renewable energy or depending on Putin's gas and oil?  These EU legislators are calling for aggressive action now. The European Commission set a 9% goal for energy savings by 2030, this has now been moved up to 13%. EU legislators are calling for 23% in savings by 2030. And even this may not be enough to meet the goals for climate change to prevent the disaster from climate change with fires and floods and heat waves that hurt agriculture and food supplies. A savings target of 19% is about the gas that runs 40% of the cars and trucks on American roads in 2021 or 214 million metric tons of oil. The French government has set aside 3 billion euros for comprehensive renovations of homes to save energy with a target of 300,000 homes in 2022. This is completely inadequate as it will cost 23 billion euros say experts on the Paris city council. Renovations are only running at 60,000 a year. A big part of the conversion in Europe is converting from gas heating to electric heating. France is boosting subsidies for new electric heat pump installations.   ...

This NYT editorial brings up the 14-19% tax proposed by U.S. president Obama for overseas profits of U.S. companies. The 5.25% tax in 2005 under the Bush administration for repatriation of about $300 billion did not result in a positive experience says NYT, as most of the money went into dividend payments, share buybacks, and severance for laid off employees. It led to a new surge in unrepatriated profits in the expectation of another tax holiday of this type. A Senate investigation in 2013 showed Apple has $100 billion in Ireland with no tax paid on much of this amount, as cited here. The NYT says Apple shows arrogance in thinking the EU Commission which has taken up cases on tax avoidance of Fiat, Starbucks, Amazon, BASF, would not look at Apple in Ireland. It calls tax deferral on overseas profits as the root of the problem, as it allowed companies initially to look at investment opportunities, but now simply to stash the money abroad till some better tax arrangement can be achieved with U.S. Treasury. The Obama administration proposal was to immediately tax existing profits at 14%, whether repatriated or not, and thereafter at 19% on profits moved offshore. The NYT is in favor of ending corporate tax deferral altogether, and applying taxes on profits in the same year they are made.  ...

How Northwestern University Kellogg School's Inaba Yoshimi is trying to turnaround Toyota's performance in China. Toyota is a latecomer in the China market and cultural hurdles hamper Japanese managers in China. Because Toyota dealerships in Japan use a salesforce that gets income from salary and does not depend on commissions, selling only Toyota cars, the Japanese experience seemed irrelevant to China. The experience of Toyota in China is more like the experience in the U.S. market with a sales force earning income from commissions and dealers selling many brands. In other respects China's market is different from the U.S. The Chinese market is growing very fast, and millions of cusomers are joining the carowning population, all first time buyers in an internet information intensive environment with savy informed customers. Keeping the salesforce motivated and interested in selling Toyota cars is a challenge in China. Also how to allocate cars to dealers based on how many cars move off their lots, and how to buildup a large network of Toyota dealerships and widen the range of product available in China. Management challenges have been tackled by bringing experienced veteran managers from the U.S. to China, who are culture neutral and are seen positively by the Chinese managers and staff. General Motors has a big headstart in China and is marketing to the younger demographic in China. Median age of Chinese buyers is 35 years age. No less than the Editorial Board of the NYT says  Democrats have their heads in the sand when it comes to reflecting honestly about transgender -with the Cass Commission of Britain's NHS advising serious caution- and social issues. Lack of acceptance about the need for strong action on issues of trade that have hurt ordinary Americans with the destruction of manufacturing and the middle class. Some of this was done with Biden taking a stand on trade by keeping the DJT tariffs on China, and supporting US manufacturing. But this was not enough- stronger action was needed especially with strong tariffs action as the last resort needed to get Canada, Mexico and China to stop fentanyl flows to the US in 2025 and protect the middle and working class in the US in their neighborhoods.  Yet on immigration the NYT does not come flat out and say that opening up the border was the single biggest error of the Biden administration. And a failure to talk openly to the American people in a fireside chat reminiscent of FDR about Venezuela and Mexico. Part of the reason was a misconception about American power when it could be used to good purposes and has been in history. The Monroe doctrine of the 1820's asserted American right to prevent colonial powers returning to the American continent north and south. This was a good idea and helped this continent develop freely and independently. The US has a right to prevent migrant trafficking and fentanyl flows in its backyard in the American continent, including taking economic action, when it causes serious disruption leading to 7 million refugees and millions of migrants crossing borders. It also has a right to create an even playing field for trade, that not DJT alone but advisers with great experience, Robert Lighthizer, Deputy Trade Representative under Reagan- who negotiated with 1980's Japan on the same grounds as we do with China today- strongly advise the president to do.   ...

Sales of small cars have dropped significantly, and sales of Cherry Automobile Company China's largest domestic carmaker dropped 40% in September 2008 over a year earlier and 6% in October 2008. Nationally car sales increased 11% in October 2008 over the previous year after declines of 6% in August and 2% in September. China levies a tax of roughly 8.6% on a car's taxable price which is calculated based on the car's retail price and the size of the engine, with larger engines taxed more. What the carmakers like Cherry want is for the government to lower this sales tax on small cars and cars with environmentally friendly technology. Another step is for the government to lower state set fuel prices as prices of world crude go down to below $50 a barrel and encourage more fuel efficient cars with a fuel tax. Chinese public policy as stated by the government, and Chen Bin, Director of the Industry division of the National Development and Reform Commission is to boost domestic demand.

New rules for euro currency nations in Sept. 2011. The rules provide for sanctions against countries with budget deficits exceeding 3% of GDP, and national debt exceeding 60% of GDP. Countries that break the rules will be required to make a cash deposit in a non-interest bearing account for an amount that is 0.2% of GDP. If the situation continues the deposit becomes a fine. The European Commission will still require finance ministers permission to impose sanctions, but the voting system makes this harder to block. The European Parliament will consider 6 pieces of legislation to make these changes.

Amazon is tackling the Indian market by addressing the need of rural shoppers in all parts of India- home to nearly 800 million people. Here WSJ shows how this works with a customer in Dhowachal, in the northeastern state of Assam, who had no access to stores except by travelling for hours to the nearest town.  The customer is a teacher who received an Amazon delivery of pairs of jeans, socks, curtains, glasses and other items. Rural shoppers in India spent about $400 billion in 2017. Barclays estimates Amazon had $7 billion in gross merchandise sales volume in India in 2017, about 2% of what it does worldwide. More than 80% of customers in 2018 are from outside India's largest cities.  To do this Amazon has changed its app to work on cheaper smartphones and patchy cellular networks, added hundreds of thousands of Indian language descriptions of products and videos. It has also opened physical Amazon stores to teach people how to order online. Tens of thousands of distributors were added to deliver packages and take cash or digital payment. Amazon is spending $5 billion in India to set up a logistics network and warehouses, including staff and content development for Amazon Prime. In doing this Amazon has learned from China where Alibaba and other online retailers have grown seven fold by reaching rural areas. Amazon could not compete with Alibaba in China. In India Amazon has no strong local competitors like Alibaba. It is learning how to operate in India. The app offer tips on how to order, no email is needed, only a phone number, machine learning translates all descriptions into Hindi. Icons work well. A digital wallet lets customers without bank accounts or cards to pay or get money back. Amazon is investing aggressively using an advertising campaign and discounts to pass Flipkart which WalMart bought for $16 billion in 2018. Amazon is trying new ideas in India's situation where small stores often closet sized sell a limited number of products often going through multiple middlemen resulting in high prices. Amazon is now enlisting these small stores as package depots in its own unique distribution network. The small store gets an 8-10% commission on sales for helping guide shoppers make a purchase. In Amazon's unique "I Have Space" program 20,000 mom and pop stores in remote areas of India offer to take packages and deliver in neighborhoods for a commission. They get a uniform, a bag and a week of training. Many of these store owners know the addresses in their neighborhood having lived there a long time. The entire effort shows Amazon has adapted its delivery effort, logistics and payment systems to Indian conditions in a well planned way. Compare this to the failed effort by Apple in India, with high management turnover and lack of understanding of Indian conditions and pricing, and no real plan to tackle the Indian market.     ...

This in depth report in The Times reveals that after Brexit talks between Lord Frost and Michael Barnier were getting nowhere on December 3 and the EU had increased its demands, Boris Johnson came up with the idea of a direct call between Johnson and Macron of France and Merkel of Germany, with the EU Commission president Leyen present. This was rejected after Macron spoke to Merkel and both decided they should stay united in their demands that Britain agree not to relax environmental or other rules to gain unfair competitive advantage after leaving the EU. The decision by France and Germany not to talk directly with Britain had been made. Leyen at the EU headquarters in Brussels was to convey the decision. Leyen offered to meet Johnson for a dinner discussion in Brussels. Johnson hesitated. He finally accepted knowing that this would show he had done everything possible and would have the support of all his ministers including ones that supported Remaining in the EU. The whole world thought that the EU was making a genuine last effort to get agreement, but this was not the case. During the dinner meeting Leyen just listened and listened, not saying much, as the EU strategy was to convey to the British that it was serious and not going to budge. This is where the situation is today on December 12, 2020. Cabinet ministers say the chances of any agreement before December 31, 2020, the date Britain leaves are just 30%, some even say 20%. Both sides are ratcheting up the pressure. The British have taken steps to increase patrol ships to 4 and the total fleet to 8 ships to patrol its Economic Zone in British waters looking for EU, mostly French fishermen. Britain would keep the French from fishing in its waters.   ...

By a vote of 3-2, the U.S. Securities and Exchange Commission voted to pass the "proxy access rule." This makes it mandatory for companies to include the names of all board nominees, even if they are not backed by the company, directly on the standard corporate ballots. These ballots are distributed before company meetings. At this time shareholders have to mail separate ballots for their nominees, and have to have a campaign to get shareholder support. This made boards less responsive to shareholders without the means to take on a long costly campaign. The new rule goes into effect with the 2011 annual shareholder meetings.

Stephen Moore of the WSJ interviews Grover Norquist, head of the advocacy group Americans for Tax Reform. Republicans in Congress and other Republican leaders have signed on to the "no new taxes pledge" promoted by Norquist. There is increasing pressure on Norquist as the media, White House, and executives on Wall Street call for flexible positions from both sides on taxes and spending cuts. Norquist insists that not much has changed. He says that the increase in taxes on the rich is only symbolic and has to be followed up with increasing taxes on the middle class. He cites a Rasmussen poll that shows 75% of Americans believe this. Norquist is convinced that the Democrats with their spending plans are out to take the U.S. in the direction of European economies, the tax increase on the rich would be followed up with a energy tax or a value added tax to pay for unrestrained spending. His solution is for Republicans to pass a bill that extends the current tax rates past January after roughing it through the tax cliff date. Even the sequester option is better than increasing taxes says Norquist, letting the Defense Department make the cuts where appropriate. Norquist does not favor the option of reducing tax loopholes and deductions as a way to increase taxes as proposed by Simpson Bowles commission and Ryan-Romney in the election campaign. ...

Showing how much the Social Democratic party in Germany needed to show progress on key issues Martin Schulz of the SPD was ordered by the party to bring up contentious issues in negotiations relating to social cohesion. One was the two tier system in healthcare where some are able to pay for more privileges in the nation's health care system with private insurance and others are in the public health system. The other issue is the ability under current German law for companies to issue 2 year temporary contracts. The SPD party did badly in the last elections because working class voters do not see it fighting hard enough for worker rights and ensuring an equitable system.On the health issue a commission will look into how the system can equalize medical fees between people privately and publicly insured. On the employment issue companies can only terminate without cause in 1.5 years instead of the 2 years. Small compromises, yet in long negotiations with a 24 hour session for a breakthrough and everyone exhausted, the snail's progress over 13 days and one night worked to set up a new coalition after all. Still one hurdle remains- getting the SPD membership to vote yes even though its youth wing is opposed. ...

The 25% auto imports tariff goes into effect April 2nd 2025. How much will it increase prices in the US for automobiles? The average is about 10%, say some experts cited in WSJ. This includes price increases on higher priced brands such as German brands BMW's and Audis, Mercedes Benz, and VW cars made in Mexico to ship into the US. It also includes European car makers including Stellantis that make cars in Europe and Mexico to ship into the US which could lose market share to American car makers who make most of their cars in the US. Ford makes 80%, GM 60%.  Overall US international Trade Commission in 2024 looked at the 25% US tariff in a study and showed 5% increase in auto prices in the US. President Trump's call to GM and Ford asking for restraint in pricing may be coupled with the government returning some of the money in tariffs revenue pool to American or foreign manufacturers investing more to make more cars in the US including to Hyundai which announced a $21 billion investment. More such investment decisions are expected from Japanese automakers. For example Subaru has capacity for 450,000 cars in Lafayette Indiana plant and sells 650,000 cars in the US. One would expect it to increase the capacity of the plant or add a new plant in the US. The Japanese government and Japanese business will have additional incentives to invest in the US because of the US support for Japan in the Asia-Pacific, US openness to give trade benefits to Japan in the post war period, incentive to make the Republican DJT plan for tariffs to work as a united Japan-US effort. This would include restraint on pricing.  Toyota is in much better financial shape than VW and has a large market share in the US which it will work protect with pricing restraint and more US investment. Only VW and German luxury car makers BMW, Mercedes may not cooperate. Yet VW sells only 300,000 cars in the US compared to 2.3 million for Toyota. BMW and Mercedes sell luxury cars where buyers could absorb the additional luxury brand cost without impacting inflation overall. Some of VW's car sales would be absorbed by American and other automakers considering VW was losing market share and nearly exiting the US market. before this. ...

Experts point to several factors favoring a lawsuit by the EU against Google. Google's dominance in Europe is higher than in the U.S., with Google used for 90% of web searches in Europe. The case is easier to build in Europe because the EU commission acts as prosecutor, and EU judges in Luxembourg rarely overturn the commission's major decisions. The EU competition commissioner, Margrethe Vestager, who took office in Nov.1, 2014, sees the need to give smaller internet companies room to compete with Google as a definite priority. She favors setting a legal precedent through a formal court process, and says that "citizens and companies should see that we are willing to go to court if that is the right thing to do."

This report in the WSJ points to president Biden's speech to a joint session of the US Congress that providing two years of free community college would "change the dynamic" for education in America taking the first step to correct a dangerous drop in college enrollment for young men in America and ensuring working class families have access to college education. The last thirty years of skewed wealth distribution, loss of manufacturing in America, have created alarming distortions in  the access to college education for working class families. Mrs. Biden is a fervent advocate for community college access in today's America, as a community college teacher for 30 years. Biden's $45.5 billion 5 year plan would waive tution for 2 years of public community college. States would have to opt-in to participate, and federal government would provide 100% funding in the first year, decreasing contribution by 5% each subsequent year, with states picking up rest of the cost. It is quite shocking that this is being dropped from the Biden $3.6 trillion Families and Workers Plan that is now being whittled down to $2 trillion. Not because it is not badly needed for American economic competitiveness, and helping workers and families. But because following narrow parochial interests the National Association of Independent Colleges and Universities opposes it. And because the US Congress is evenly split between Democrats and Republicans 50-50 in the Senate. The Association of Independent Colleges sees a shift to community colleges and a sharp drop in its enrollment. Community colleges saw a dangerous drop in enrollment of 12% to 4.5 million students in 2020 from the spring of 2019, according to National Student Research Center. Never was a program more badly needed, as American men are alarmingly falling behind in enrollment. Here are some responses to the failure to take even the first steps to broaden college access so that America can return to economic competitiveness. "What kind of world do we want to live in?" Martha Kanter, College Promise. "That's kind of a devil's choice, isn't it? The whole system has to work from infant care all the way through." Senator Tina Smith, Democrat of Minnesota. This is because child care and children's education will be funded yet a struggling generation of college students will be left out. US Chamber of Commerce opposes a $45 billion program that is critical to American competitiveness with China and other countries. US Congress drops a program that at $45 billion is only about 2% of the $2 trillion package and which is critical to economic competitiveness. Former Republican Governor Bill Haslam of Tennessee supports community college access as a pillar of economic development and it passed the supermajority in 2014. Mike Krause, Republican former director of the state higher education commission says- "I have been surprised by the lack of enthusiasm for what is really a massive workforce development concept that also provides a path to the middle class. You'd think that would hold some appeal for Republicans and Democrats." The lack of clarity and concentration, lack of unity of purpose to get all vaccinated,  is visible in America's vaccination drive. That same lack of clarity and concentration, lack of unity of purpose, is visible in America's faltering efforts at correcting serious and alarming problems for access to college and American competitiveness in the world. China is changing the way its fuel pricing and taxation system will work, that will ensure a number of goals like energy conservation, improve highway funding, protect consumers and ensure decent profit margins for oil companies. Oil prices are set by the government and oil prices have not been reduced as prices have dropped so that Chinese pay twice as much at the pump for cars than does the average American. A series of road fees which are used to finance higheway construction were cancelled and a fivefold increase made to the fuel consumption tax from 0.2 yuan to 1 yuan per liter of gasoline, ccording to the National Development and Reform Commission. Taxes in diesel which are 0.1 yuan rise to 0.8 yuan. THe changes that go into effect January 1, 2009 will also bring China's fuel prices and pricing mechnaism more in line with international oil markets. This should result in lower prices at the pump next year for Chinese filling up their cars at gas stations, because of the policymakers concern that Chinese consumers and the economy get a stimulus including the benefit of lower oil prices....

China's shift in emphasis from heavy manufacturing and the auto industry to other technologically advanced and less environmentally sensitive industries including new energy sources. The National Development Reform Commisson lists industries in 3 categories- encouraged, allowed, and restricted. The auto industry is now in the allowed or permitted category, and is no longer encouraged for the purposes of foreign investment and the granting of preferential tax or streamlined approval processes. Alternative energy cars, internet equipment and some service industries are moving to the encouraged category. The growth in the auto industry has slowed to about 3% in 2011 from 32% in 2010, with the change hitting the domestic Chinese brands the most. As a result more laws are expected to help technical know-how flow towards Chinese auto companies, according to IHS Automotive.

According to the China Association of Automobile Manufacturers 99.7% of cars made through November 2009 were sold. According to Trade Minister Chen Deming demand in the rural areas now exceeds that in the urban regions. And demand is also growing in smaller and mid sized cities compared to Beijing and Shanghai. Demand surged 46% to 13.6 million vehicles in 2009 according to the Association. For example 55-60% of Nissan sales come from middle and small sized cities according to a Nissan dealer. Nissan with 2009 sales at 756,000 is now the largest Japanese auto manufacturer in China. Government new bank lending and $732 million in subsidies, sales tax cut, all helped auto sales. But Chen Bin who oversees regulation of the auto industry at the National Development and Reform Commisson says automakers face possible overcapacity in China.

Justice Khanwilkar of the Indian Supreme Court (2016-2022) is appointed the second Lokpal of India. He wrote some of the key decisions of the court in recent years. He was alsopart of the 5 Judge SC bench that upheld Aadhar documentation of every citizen of India that made it possible under Digital India to deposit money directly to bank accounts preventing leakage of funds going to hundreds of millions of needy Indians. This was key to supporting families across India during the pandemic. In 2020 he passed a ruling on regulating the NGO's in India and use of foreign funding, the Foreign Contribution Regulation Amendment Act (FCRA), which ensures the government of a developing country of over 1 billion people can be run by the will of the people for the people, free from interference by foreign ideologies and interests. He tackled a key environmental case in 1996 when surrounding tanneries were polluting the river Ganges. The range of Khanwilkar's decisions is as prolific as it is critical for shaping a modern nation of 1.4 billion people. He served as the Standing Counsel of the Election Commission of India aiding in the operation of EC that is crucial for Indian election process.. He wrote 226 judgements and sat on 817 benches, a hardworking and disciplined judge that is a reflection of the best of India from the period of Indian renewal under Vivekananda and Gandhi to this day. Khanwilkar started his career in 1982, representing the state of Maharashtra as Standing Counsel at the Supreme Court, and was later Chief Justice of Himachal Pradesh, Chief Justice of Madhya Pradesh. ...

The slowing of China's growth with GDP growth for 2012 estimated by the government at 7.5%. Growth was 8.1% in the first quarter of 2012, with expected decline in the second quarter. In response China's National Development and Reform Commission, which executes economic policy in China, has accelerated the approval of major infrastructure investments starting in April. This includes hydropower stations, clean energy projects, 4 new airports and renovations of 3 large steel plants, a subway in Nanjing. The investments total about $150 billion. Another stimulus comes from investments by local governments with central government support, including highways, sewage treatment plants, and $55 billion investment by state corporations in the Chongqing municipality. To revive the auto industry a cash-for-clunkers program is also planned, and this may include cash incentives for home appliance purchases. In addition to this the State Council headed by premier Wen Biao is making plans for 20 major projects in 7 strategic industries, from advanced equipment manufacturing to energy conservation. The result is a Stimulus that will be much smaller than the $585 Stimulus spending of 2008-2009, with a measured response compared to the earlier splurge in spending. Experts say the Communist party sees this as ensuring a smoother transition to a new president and prime minister in 2012, with added credibility for the nations growth and for the leadership of the Communist party in the modernization drive. ...

Ruth Marcus looks at the assumptions behind Romney's tax plan and questions whether simplifying the tax system with lower rates would help create the climate for higher economic growth and lower unemployment. Much of the differences between Republicans and Democrats revolve around this assumption, a core belief on one side and skepticism on the other. An effort to obtain a bipartisan assessment was made with the Simpson-Bowles commission recommendations, which advised closing loopholes and reducing deductions. The work done by Martin Feldstein on the Romney Tax plan builds on this approach of limiting deductions, and reducing taxes across the board. An issue for Democrats is inequality. Lower wages to improve competitiveness in manufacturing industry is a trend in Republican and Democratic administrations, because of the effort to improve U.S. competitiveness against other trading nations and has played a large part in lowering incomes in manufacturing oriented midwest and eastern states. The other cause of increasing inequality is the housing crisis and the effects on the economy through foreclosures and unemployment. The housing crisis developed under a Republican administration, and the lack of effective measures to prevent foreclosures under the last 4 years of a Democratic administration worsened the economic condition of the middle class, and especially so for minorities. During the housing and foreclosure crisis the proposals put forward by Republicans Martin Feldstein, a Harvard economist, and Sheila Bair, head of the FDIC who calls herself a "populist from Kansas," for bold government help to homeowners under water would have helped the middle class financially, and especially minorities, far more than the efforts of the Democratic Obama administration, and under Feldstein's plan even turned aound the housing market and boosted a recovery. The Obama administration's proposed budget for fiscal 2013- for the year beginning Oct. 1, 2012- shows the budget deficit for the year at over $1 trillion. It shows new revenue of $1.7 trillion over 10 years mostly from ending the Bush period tax cuts on families earning more than $250,000 a year, restoring the estate tax to the 2009 level and limiting subsidies for oil and gas companies. It proposes raising the tax rate on dividends from 15% to as much as 39.6%, for households earning more than $250,000 a year. This measure is expected to generate $206 billion over 10 years. The budget also offers "principles" for future tax reform by proposing the Buffett rule replace the Alternative Minimum Tax (AMT). The AMT was not indexed for inflation so it has the weakness of putting more middle class taxpayers into AMT, leading to temporary solutions by Congress. The Buffett rule would have people earning more than $1 million pay a tax rate of at least 30%. Many wealthy Americans like Mitt Romney paid lower taxes using deductions to lower tax rates- Romney's tax disclosures show he paid effective tax rate of 14%. The White House says the budget will reduce the deficit by $3 trillion over 10 years through the new taxes, and small changes to Medicare and Medicaid and other spending cuts. This is in addition to the $1 trillion in spending cuts agreed to in a deficit reduction agreement in 2011 between Democrats and Republicans in Congress. The budget proposal proposes investment in education and transportation projects of $137 billion, and continuing through Dec. 2012, a tax break for businesses to increase investment. It includes mandatory spending of $2.7 billion for new community college programs, $6 billion to modernize schools, and $1.8 billion to make homes more energy efficient. It also increases the resources of the Securities and Exchange Commission and the CFTC (two agencies overseeing the banks), $26 million for a new Interagency Trade Enforcement Center to counter unfair trade practices, and cuts U.S. postal delivery to 5 days a week. The result is a program designed to be balanced in terms of economic fairness, making modest investments in the future for education and energy, continuing policies to stimulate growth, and extending the date for bringing the deficit under control to 2018 instead of 2014 as planned earlier....
