This is Zelensky's second visit to Germany, after the first visit in February 2022 just days before the Russian invasion. Meeting German president Steinbrenner is important as the SPD leaders Steinbrenner and Scholz were seen as closer to Russia during the Merkel period. Scholz visited Ukraine in June to see first hand the damage to civilians with Macron and Italian prime minister Draghi. A settlement to the war in Ukraine could depend on Ukraine making gains with its counteroffensive with German, UK and American military assistance. Germany UK and US have expanded their assistance to Ukraine. Before the trip to Germany Zelensky visited Pope Francis. China has also sent its top diplomat to France, Germany and Russia to come up with a solution.

This opinion piece in De Zeit says there are different ways to look at Chancellor Merkel's refugee policy, as a failure, as an act of compassion, influenced by her experience in East Germany, her Christian upbringing as a daughter of a pastor, or Germany playing a role in Europe after Barrack Obama failed to provide American leadership in the refugee crisis. It says some of this commentary in the media ignores the fact that it was always the intention to accept a large number of migrants as part of a policy of European humanism in the face of misery of refugees, but to carefully manage this influx, to reduce the flow of refugees, and wind down the flow by vigorously addressing the causes. From this point of view the commentary about Merkel's failure is overdone. It is interesting that some of the weirder descriptions describe Germans conscious of the history as being outpatients in a American clinic closed down by president Obama. In any case American presidents have overreached, consider Reagan and Bush with German's strong or cautious reaction, and underreached with Obama providing cause for concern and efforts to fill in for a missing American role, with both roles difficult to fill for Germany by itself. America is not defined by its presidents and its politics alone, but by its own history, which has reflected the same values since the founding fathers Jefferson and Washington. Germany's policy has merely reflected these same values, at a time when the U.S. was simply taking a pause from its foreign involvements in regions fragmented by tribal, religious and other divisions. It is seen as finding acceptance with Germany's Constitutional Court. Angela Merkel, the German chancellor, says eurobonds are unconstitutional in Germany. Germany calls instead for greater European integration and transfer of powers from sovereign governments to a European banking supervisory authority. In early June 2012 discussions continued in Berlin between Manuel Barroso, president of the European Commission and Angela Merkel of Germany. US president DJT on the craziness of UK, China, Japan, India getting their oil and gas from Hormuz Straits after frequent disruptions over 40 years. And expecting US to keep lanes open, expecting the US to do this alone when US is self sufficient and exports oil and gas in 2026. UK, China, Japan and India does not want a wider war, US also does not want a wider war, and has asked these countries to stop shopping for the best price and find alternative sources of oil and gas for many years. China and Japan get 90% of their oil from the Hormuz Straits region- the US president is asking does that even make sense? Are they doing this because it is cheaper, ignoring the other costs, and the hidden costs of unreliable supplies to the poorest countries paying $125-150 a barrel? Germany has set a better example for these countries to follow getting only 6% of its oil and gas from the Hormuz Straits and being far ahead in renewable energy. China and Japan, South Korea are oblivious of all that has happened, the disruptions in supplies of the last 40 years, and have made no serious effort to find alternative sources and supplies. Whatever happens in coming weeks Mr President DJT has a point. Even more so as the MAGA base has insisted on a focus on domestic policy and problems, the Biden base also had the same desire to focus on domestic policy and problems. Nothing should divert from this focus, particularly the needs of countries that have not made changes in energy policy and logistics they should have a long time back. ...

An IFO Institute Survey of German businessmen shows 43% think there would be a no-deal Brexit. Germany's Economy Minister Peter Altmaier, thinks a disorderly Brexit "would hit the German economy hard." Germany had a $48 billion surplus with the UK in 2017. Britain is Germany's fifth largest trading partner.

Interestingly German businessmen including Bernhard Matthes, the president of the German car manufacturers association, all of them do not want the German government to offer more concessions to Britain. Even though they say the no-deal Brexit would be profoundly damaging. When they sit down with Merkel they do not say they want a different approach. The priority they say is that the European Union member states stick together and not make concessions that would invite others to go that way.

German Defense Minister Christine Lambrecht says Germany will send anti-aircraft tanks to Ukraine. She said "we are working together with our American friends in training Ukrainian troops on artillery systems on German soil." 

The decision by Russia to launch a new offensive in the south and east of Ukraine after the stalling of the Russian forces near Kiev, has led to a shift in American policy to decisively counteract the Russian moves into Ukraine with weapons and training assistance. WIth both Republicans and Democrats determined to support president Biden in this decision, Defense Secretary Lloyd Austin and Foreign Minister Blinken visited Kviv and then landed at Ramstein Air Force Base to coordinate the efforts from Germany.

German leadership in the eurozone and the EU- with the strong stand for eurozone countries to do their economic homework and restore fiscal balance, and the action taken to bring the EU countries together on Russian intervention in Ukraine- is leading to questions about the dominant role played by Germany. Chancellor Merkel has played a leadership role partly because of the absence of other leaders with strong support in their home base who could provide such leadership. Merkel's poll rating in Germany actually shot up during the eurozone crisis from 40% in 2010 to 70% in 2013, and steady at 67% in June 2015, as German taxpayers and voters see Merkel as preventing debt ridden countries in the eurozone passing on higher costs in the debt crisis to Germany. With German wages kept low for the last decade to ensure a economic recovery and lower unemployment, Germans see no reason to support other eurozone countries when a low wage sector exists inside Germany, except under conditions that ensure fiscal balance. In a Harris poll taken in France June 30-July 1, 2015, Chancellor Merkel is rated higher at 43% expressing approval compared to 36% saying they approve of French premier Hollande's handling of the Greece and eurozone crisis. Over 50% of people in Spain and in France disapprove of Merkel's handling of the eurozone crisis, yet two thirds of France's main centre right party support Merkel's handling of the eurozone crisis. In the Harris poll when asked how Merkel, IMF, Hollande and Tsipras handled the Greece crisis people polled in France gave 43% approval to the IMF and Merkel compared to 36% for Hollande and Tsipras of Greece, and 60% disapprove of Hollande and Tsipras handling of the crisis compared to 53% disapproval for the IMF and Merkel. The Christian Democrats party in Germany has dominant leaders in its tradition starting with Konrad Adenauer in the early postwar years, through the Kohl years during reunification and Merkel in the eurozone crisis. By contrast the Social Democrats from the period under Wily Brandt, through the Schmidt years and Schroeder have operated under more of a consensus leadership. Under Sigmar Gabriel or some other Social Democratic leader Germany is likely to have a different style of leadership in the future, especially because the German public does not favor Germany playing this kind of dominant role. At different points in the eurozone crisis Merkel's leadership was needed for decisionmaking- making banks take a 50% writedown on their loans in negotiation with Charles Dallara in Brussels, calling for Italy's president to bring in a new government (led by Mario Monti) when premier Berlusconi failed to make needed changes, and providing flexibility for spending rules for Spain, Italy and France. Merkel has actually moved to the centre to maintain popular support inside Germany, especially since the new coalition government was formed with Social Democrat leader Sigmar Gabriel. On the other major issue of immigration Merkel has provided decisive leadership to prevent the rise of anti-immigrant parties in Germany. Herfried Munkler, author of "Power in the Middle," about why Germany is playing this role may provide clues to Germany's role- by representing different aspects of German public opinion Merkel has prevented the rise of right wing populist or nationalist parties in Germany, which would distort the German narrative about what it sees as its role in keeping Europe together after three wars. ...

Violation of international law or tacit approval of drug states and suppression of the election results in Venezuela- position taken by Oxford's Dill and Germany's Steinmeier is itself controversial. Merz's is realistic. For those concerned about international law is it restricted to any particular period? Then the British policy in China supported by the other powers Japan, Russia, Germany and France to suppress the Boxer rebellion in 1901 and expand Treaty ports that forced opium on China in the period 1850 to the 1930's was not just a egregious violation, horrendous violation of basic human rights on a scale unimaginable in modern times. Much of the prosperity of the Netherlands and Britain, France was achieved through such policy in Asia. Yet Oxford's Dill and Steinmeier have chosen not to look at European history and the Empires of Europe in Asia and Africa for 300 years since 1700. By comparison Venezuelan action comes after the great patience of well meaning people, and the silence of elites in the US and Europe about massive migration encouraged by the regime in Venezuela of one third of its population about 9 million people to neighboring countries including the US, and suppression of free elections, complete mismanagement leading to 150% inflation destroying its economy.  It was not only these elites in the US and Europe that were responsible through their silence, but also the Bush and Obama wars in the Middle East which sapped the resources of the United States. Why is this happening when the Venezuelan people are the main benificiaries of the action taken by the US president to send in its military. All oil sales revenue will no longer go to a corrupt "drugs" state but be used to directly help the Venezuelan people achieve a better standard of living, bring down inflation  and invest in modernization, in these unusual circumstance a program run by Bessent at US Treasury. Those who dislike the unconventional but well meaning style of the US president and his occasional poor choice of words, find every opportunity for criticism even ignoring facts and common sense. Under Chavez and Maduro the Venezuelan economy was simply mismanaged to the point of being destroyed and an affluent country reduced to poverty and inflation so bad that one third or 9 milllion people left for neighboring countries. On this Dill at Oxford and Steinmeier have only this to say- it is somebody's else's problem. we will remain silent. Similarly on introducing nuclear weapons in the Middle East -where most nation states have intermittent wars and economic mismanagement for the last 50 years the artificial states from the Ottoman Empire of Syria and Iraq, Libya, Iran, Afghanistan, Pakistan, the Sudan every state impoverished by war and economic mismanagement - Dill at Oxford and Steinmeier in Germany also have only this to say- it is somebody else's problem not ours, we will remain silent. ...

Walter Mead of WSJ offers this view- expect more action from DJT in 2026 not less, than 2025. The president took the US Supreme Court's decision in stride, noting that it lets him do the same thing on tariffs- charge tariffs on countries doing unfair trade with the US- with other tools in trade legislation, just not IIEP rules. On the practical side every country wants to keep its trade agreement with the US said the president- Britain, Japan, South Korea, Germany, China, India. China and India have increased exports in 2025 even with tariffs rules that allow some exemptions. Large trading nations do not want the uncertainty that comes with renegotiating agreements arrived at with much difficulty with the US. This is not mentioned much in the media such as WSJ and NYT which instead  focus on the tariff revenue already collected of $130 billion and its use or refunding. What is relevant is that the purpose of splitting powers beteen the executive branch and the Supreme Court and Congress is preceded to a great extent by the public's ideas about what is fair, of rights of the US to fair trade, and preventing the deindustrialization of US and Europe. Which is why the Supreme Court has tried to tread warily on issue of illegal migrants by millions entering the country, and is trying to tread warily on issue of rebuilding American industry and infrastructure using tariffs to reduce concentration in China and act to restore a fair trading system for the US and the world. ...

The European Union's trade relations with China, and the trade and industry relationship between Germany and China built during the Merkel years is a part of the overall trade setup of the Free World that is likely to be questioned by Habeck, Baerbock of the Greens and chancellor Scholz after Mr. Biden's launch of the IPEF economic alliance for Asia. During her period in office Merkel also built the German trade relationship with Russia leading to Germany being dependent on Russia for 51% of its oil and natural gas supplies. The supply chain renewal and redesign by president Biden is likely to be followed by Germany and France and the EU. Let sleeping tariffs lie is the approach of S. Korea, Taiwan, Japan, China, India, European Union, Germany, UK-  expect all trade agreements with the US to remain in place after Supreme Court decision as no country wants to go through the intensely difficult process of renegotiating on tariffs. It is also the case that DJT can replace these same tariffs using other tools and different legislation passed by Congress to stop unfair trading practices by other nations. The president is also appealing to the public, some of the tariffs are about fentanyl flows into the US, the unfair trade practices and subsidies were a problem for the Biden administration and rebuilding manufacturing was the goal of both DJT and Biden, and will be for future administrations.  When the media NYT, Washington Post respond they are following the editorial line taken that opposes the DJT administration on all issues, when WSJ respond it takes the textbook approach of economists and finance people that free markets are best without considering the real life issues. This is why the president said at his press conference after the Supreme Court decision that 22 Nobel Prize economists had said the economy could not be turned around for growth and low inflation in 1 year, and were proved wrong after the experience of 2025 with low inflation at 2.8%, low unemployment 4.3%, and growth of 2.2% in real GDP (with strong growth in quarters 2&3 of 3.8% and 4.4%). Expect all tariffs to be in place under other legislation to be in place in coming months. ...

This France24 report looks at the question of whether the policies of four term German chancellor Angela Merkel emboldened Russia under president Putin to launch the invasion of Ukraine. FR24's interview with the vice president of the German Marshall Fund and head of its Berlin office, Thomas Kleine-Brockhoff, shows there are many reasons why Merkel's policies were serious errors that ignored caution from past experience and from other western leaders in the US and Eastern Europe. Kleine-Brockhoff says that "Europe did not go wrong, Germany and France did. France and Germany tend to speak for the rest of Europe. Bit these mis-assessments were made in Paris and Berlin, not elsewhere. Eastern Europe didn't go wrong. Northern Europe did'nt go wrong."  Kleine-Brockhoff says the war in Ukraine calls for an urgent re-assessment of the German and French policy towards Russia. "Not only is the post Cold-War order crumbling before our eyes, so are the strategies employed by Germany and France." Under particular scrutiny comes Merkel's policy, and policy supported by Steinmeier of the SPD, that took German dependence on Russian energy supplies from 36% during the annexation of Crimea to 55% in March 2022 with the invasion of Ukraine. Germany's conservative Die Welt has this to say- "What Germany and Europe have experienced over the last days is nothing short of the reversal of the Merkel policies of guaranteeing peace and freedom through treaties with despots," describing Merkel's policies as "an error." About France Kleine-Brockhoff says there were lofty ambitions under Sarkozy and Macron of European strategic autonomy, which did not correspond to reality, to fantasies of European armies when there was nothing but NATO. It is not dialogue with Putin and Russia that was a problem, says Laure Delcour, international relations expert at the Sorbonne Nouvelle in Paris. Some form of dialogue is necessary she says, but the dialogue has to have clear objectives. We must not confuse cause with consequence, she says. We know  that NATO enlargement had a big impact on Russia's perceptions, but the real problem is how Russia responded to enlargement. "In this case the problem is the consequence."  ...

The events leading to the EU brokered deal and the final hours of tense negotiations are described in this exceptional reporting by Benoit, Norman and Fidler. Chancellor Merkel played a critical role in the developments and Catherine Ashton, EU policy chief, played a supporting role. The foreign ministers of Germany, France and Poland, Steinmeier, Fabius and Sikorsi, conducted the tense negotiations with president Yakunovych and protesters in Kiev's Independence Square. At one point the foreign ministers Steinmeier and Sikoski actually talk to protesters in the Square to clear up differences and get support, something that German and Polish leaders have never done together in a Eastern European country. This self portrait by Vladimir Putin about his growing up years in Leningrad and the life of his father and mother during the siege of Leningrad by Germans may offer a better sense of the mind and thinking of the Russian president than the Dresden years when he was a junior Russian official in Communist East Germany (the GDR). It is an interview of the Russian president in 2000 by Nataliya Gevorkyan, Natalya Timakova, and Andrei Kolesnikov over twenty years back. Putin's father suffered severe injuries during the war in the fighting around Leningrad, twice being given up for dead and being dragged wounded across the frozen Neva river to a hospital by a neighbor. His mother was half dead from starvation and his father passed on his food given to him at the hospital. Having gone through the memories of this period affected Vladimir Putin's view of the world and no amount of US or German assurance about NATO's intentions may have erased these memories from childhood. The long period in power and the Covid isolation may have led to  perceptions that were less likely to change so that Putin did his own research and wrote a long paper on Ukraine in 2021 that reflected Russia and Ukraine's long history but did not reflect the changing national aspirations of Ukraine's people in 2022. This may have led to the miscalculation and the errors by both Putin and the leaders Merkel-Bush-Obama that the detailed WSJ report of 20 years of events show to have happened. The WSJ report of April 1, 2022, was titled "Vladimir Putin's 20 Year March to War in Ukraine and How the West Mishandled It." The Social Democrats in Germany under Schroeder and Steinmeier mishandled it by deepening economic integration with Russia as a way to make up for what had happened in the German invasion of Russia, and the Christian Democrats under Merkel with business interests never really grasped the different thinking of the Russian president relying solely on deep economic integration of the EU and Germany with Russia as well as China as an answer. Mr. Bush and Mr. Obama from a distance even less so.  This has led to the miscalculation by Russia under Putin leading to invasion of Ukraine, and the US and Germany being unprepared about taking action to prevent it.  Beyond the key participants and the war damage, there is the enormous damage that is taking place in the mental health around the world after Covid with constant barrage of images of war and refugees streaming into Poland. There is the problem of food imports, of food scarcity in the Middle East, and inflation in food prices for Africa and the Middle East. As Brendan Simms, a Cambridge historian has shown in his book "Europe The Struggle of Supremacy 1453 to the Present," which is now being read by German chancellor Scholz, this has happened before with the UK, Netherlands, Spain, Germany, Sweden, Denmark and Russia engaging in these conflicts that led to prolonged wars and eventually to only small shifts in power. Yet with huge effects for ordinary people caught in the wars such as today's refugees and people struggling to feed their families in Africa and Asia after the effects of Covid on income. Food prices have gone up by 50% to almost double in these countries.   ...

Healthcare, climate change, pensions and social benefits, are three issues uppermost in the minds of German voters. Three million new young voters most of them only about 2 years old when Merkel started 16 years in office, look for change. They are well informed and for these young voters climate change is the most important issue. DW.com shows three voters and how they plan to vote. One voter has cast a mail in ballot for The Greens party. The second voter will vote for the Greens. Both because of climate change concerns. The third voter Thurid says her mother is a geriatric nurse and is not vaccinated. She is vaccinated but had talks with her mother and understands her worries about vaccination. She will vote for the Free Democrats because they oppose compulsory vaccination. The three leading parties for young voters are the Greens party, the Free Democrats, followed by the Social Democrats all in the range of 16-18% of support. The Greens have sent out 2 million brochures to voters. Out of 60 million voters in a German population of 80  million, 3 million is only 5% of the vote. What makes a difference is that it is consistent with the general direction of voters young and old, all looking for change in Germany as the CDU party attracts only about 20% or one fifth of German voters. Social Democrats Scholz is way ahead of Christian Democrats Laschet in how voters view each candidate. Will German voters be well informed enough to make a decision based on their desire for change after 16 years of Merkel or will the CDU bringing back in the last days of the campaign the old fears that the communist Left party would somehow find its way into the government using the Greens as a way in- this is a question for German voters. In1994 during the Cold War with Soviets Kohl used this to keep the Social Democrats out and Greens out and formed a coalition with the FDP. Yet today Merkel has grown close to both Russia and China and away from the Western alliance in a way that was unimaginable under Adenauer who helped build the new Federal Republic of Germany after the war. Merkel refuses to even immediately accept a call from a new US president Biden, American president who is closest in style and temperament to Harry Truman who faced off the Soviets in Berlin in 1948.  The FDP opposes a wealth tax or any form of taxes in which the wealthier pay a fair share of what is needed to build crumbling infrastructure in Germany neglected in the Merkel years. In Germany social and economic disparities have grown during the pandemic with poverty increasing during the pandemic as has happened throughout Europe and the world. The US is already committing to increase taxes for the upper incomes. This is where voters have a choice- do nothing with infrastructure, health or climate change or do something by increasing taxes. The choice is now before the German people.  With this question comes a choice for western civilization, with the recent election in the US, and two elections in Germany and then France. Will it look with optimism to the future or will it huddle up in a deeply cautious and slightly pessimistic view of the world that is embedded in Angela Merkel's cautious vision that ended up only responding to crises- some self inflicted as in migration policy, and even self inflicted in tackling euro problems created in the euro currency's faulty design. In fiscal policy as in migration policy Merkel has reversed her position- by supporting European solidarity. Will Germans vote for optimism or never ending caution? Are lessons learned?     ...

U.S. president Obama's passive response in the handling of the NSA spying on the phones of world leaders including the president of Brazil and the chancellor of Germany comes under criticism in the U.S. The failure to provide adequate assurance- and take immediate action since the summer of 2013 when the first revelations of NSA spying were out- to regain trust of European and other leaders is seen as a weakness in leadership. With German presidential elections approaching German chancellor Merkel actually tried to tone down the initial uproar over NSA spying revelations in the summer of 2013. It was only after it was revealed in October 2013 that NSA had monitored Merkel's mobile phone did the chancellor make an issue of this and Obama could not respond to why no action had been taken since the summer and a complete review of NSA spy activities made by the President and advisors. Because world leaders are involved, and not just of allies but large emerging market nations such as Brazil, this becomes the personal responsibility of the U.S. president. Obama also comes under criticism for not responding to the failure of the healthcare website. This matter is of a different nature and could be handled by the President's Health and Human Services Secretary, Ms. Sibelius....

Even though U.S. president Trump has singled out countries such as Mexico, South Korea and China for trade practices, the U.S. today faces stronger competition in trade from Germany. The trade surplus with Germany for 2016 was $297 billion for Germany compared to $245 billion for China, according to Ifo economic institute. China's trade surplus according to the World Bank was down from 10% of gross domestic product or GDP in 2007 to 3% in 2016, while Germany's has gone up to 8.5%. The Chinese currency is seen as not being undervalued by some experts, while the euro has lost a quarter of its value in the last 3 years, giving Geman exporters an edge. The U.S. also competes with Germany in nine of the 10 export categories such as machinery and electronic equipment, according to the Peterson Institute. Then why is the focus under U.S. president Trump not including Germany? One reason is that China's products have put a downward pressure on U.S. manufacturing wages, and the the speed with the Chinese manufacturing has grown in certain industries. Germany has very few of the manufacturing subsidies that China provides to its industries. And the depreciation in the euro is not favored by the German government as it opposes the policies of the European Central Bank. Germany also has a higher propensity to save about 10% of GDP compared to about 3% for the U.S., according to OECD. As a result Germany is accumulating foreign assets at a faster rate than any other nation, while the U.S. is borrowing capital from overseas. Ways to change this are minimum wage regulations introduced by the government, but larger measures such as increasing government investment in the economy are not supported as the country prepares for the future with an aging population.   ...

This report in the NYT looks at the support for the AfD stalled at about 11% nationwide but closer to twice that in East Germany where years of neglect have led to voters shifting to far right parties. The view is presented that there is a core hard right of 10%. Yet it ignores or prefers to overlook what happened in the east which provides the real clues to what happened, so that future policy could be designed to address social goals in a way that never happened in Germany. This is in line with developments in China where president Xi is addressing social goals after years of tech and infrastructure expansion that neglected rural areas and urban poor. It is in line also with the same action taken to address social goals in US president Biden's $3.5 trillion workers and families plan. Social Democrats under Mr. Scholz and a younger generation represented by the Greens have the same challenges facing them to come up with the plans to correct these problems in Germany and with a plan designed for the neglected eastern part of the country. Helmut Kohl pushed for reunification of Germany. With the collapse of the Berlin Wall the momentum was set for this to happen. Yet looking back over that period since 1990, German chancellors and administrations for three decades from both CDU and SPD have failed to invest and create opportunities in eastern part of Germany. It makes German reunification an empty concept looked at from outside. The previous administrations including Kohl and Merkel relied too much on market capitalism to do what it has been shown not capable of doing- tackling social goals and economic crises, much less  political storms such as creation of GDR following Soviet army entering Berlinin 1945. Much commentary on the issues in east Germany show people there left to themselves after mass migration out of the east to the west leaving older people and pensioners in the east, and a sense of being ignored or forgotten. US president Biden said today in ther UN General Assembly- "Our shared grief is a poignant reminder that our collective future will hinge on our ability to recognize our common humanity and to act together." And he went on to say the next ten years to 2030 "will quite literally determine our futures."  The Social Democrats under Scholz and the Greens under Baerbock and Habeck have to come up with plans and programs that will increase ease of living and opportunities for a thriving eastern part of Germany, after the failures of market capitalism in its unregulated form during the Merkel years and predecessor administrations. ...

How will posterity view Angela Merkel. As she ends a fourth term this BBC News report says it will remain a contested legacy. Much of what went right has already been written. A woman, a pragmatic scientist who hewed to the center not just as a scientist but with a knack for politics. Much of her early period in office was one in which she had to tackle the eurozone crisis. The euro's weakness had its roots in the way Mr Kohl allowed eurozone membership for countries such as Greece without adequate entry requirements. Some of the other problems were also left behind by an overzealous mentor Helmut Kohl who pushed for German reunification that never really happened in terms of bringing all east Germans into the idea of the Federal Republic. These problems in a neglected eastern part of Germany around Dresden were never tackled by Merkel. They were social issues that Merkel's pragmatic thinking failed to grasp. Letting in migrants from Arab and African countries was a move that Merkel made without realizing the full implications. This policy was reversed but led to the emergence of extreme right wing sentiment in parts of the country. It is left to a future German leader to tackle the social and economic disparities that affect Germany today. As time passes people reflect and a more careful view prevails. Dr Rudiger Schmitt-Beck reflects this when he says that the Merkel years were about  a bizarre mix of modernization and backwardness. Merkel rejected nuclear energy after the events at Fukushima nuclear plant in Japan. As a scientist she was able to tackle such issues. Yet on the major social issues of the day Prof. Schmitt-Beck of the University of Mannheim, says she left Germany "grotesquely behind"- on child care, climate policy, digitization, infrastructure building, on demographic change. These are the issues that the Social Democrats and the Greens are standing up for today. Ironically Merkel may be remembered more for something that is not even mentioned in this BBC report. This is the European solidarity shown by action to financially support all EU countries including Italy with EU funding during the coronavirus pandemic.  This may be her biggest achievement because it will be lasting. Without it Europe would not be the better place it is today, resilient in the face of the pandemic.  Seen from outside Merkel will be seen as a German leader who failed to see the potential for India and other Asian countries with almost twice the population of China. Fascinated with 13 visits to China she studied Chinese history, politics and economics, says the WSJ. And did too little to balance Germany's close business and trade ties with China, with efforts in India and other countries. Seen from America as pointed out in the WSJ front page on September 23, Merkel made no effort to rebuild US relations with the Biden administration after the tumultuous period under presidents Obama with spying on her phone and with Mr. Trump over the EU's participation in NATO defense. She seemed resigned to a view that America had seen her best years, a belief that today does not exist anywhere in America. US president Biden's first phone call to Merkel was put off for a few days says the WSJ, and Merkel continued to build close ties with China, ignoring the fact that this was a new administration closer to that of presidents FDR and Harry Truman who did so much for Germany. And a president very different than any of Biden's five predecessors. ...

Russia invades Ukraine on multiple fronts, across Belarus, across its western border with Ukraine, on the pre dawn hours of February 24, 2022. Russian foreign minister Lavrov says "tense and detailed discussions" with US and NATO are still taking place. In talks with the US, president Putin of Russia had demanded that Ukraine commit to not joining NATO. The US insisted that this was upto Ukraine and that the territorial integrity of Ukraine had to be respected. Interventions by Macron of France and other leaders failed to bring the two sides closer. The US and Europe with a reluctant Germany looked at sanctions as a deterrent. This proved to be wrong. Mr. Putin has a passionate view of Ukraine and Kviv's historical role in the formation of the Russian state, evident in his televised address only 48 hours before the actual invasion. Ukraine has shifted between Poland and the Baltic states, Germany on one side and Russia on the other in its thousand year old history. The shift away from Bolsheviks and Communists under the Soviet Union after 1990 changed the relationship of Ukraine with its neighbors once again as Ukraine became closer to Poland and the Baltics, and Germany. Germany remains reluctant to revert to the relationship with Russia that led to 2 World Wars. During the leadership of Willy Brandt and successive German SPD leaders, as well as with Konrad Adenauer and CDU leaders, the goal was to build a good relationship with Russia. Merkel of the CDU went as far as accepting dependence on Russia for 40% of its gas supplies, after shifted out of nuclear energy and supporting a new Nordstream undersea pipeline for gas supplies.  The early reaction on DW.com and German television was one of shock as no one really expected that this would lead to a full scale invasion. Scholz of the SPD the new chancellor in 2022 was not active in forging anew consensus allowing NATO's Stoltenberg who is a former Norwegian prime minister 2005-2013 to frame the response of Europe. Norway's role in European security was marginal for most of the twentieth century. Other events had detracted from bringing active German and American participation in coming up with a framework of dialogue to address concerns of both sides and still build a common ground for peace- Afghanistan, the pandemic in its third year, China's deteriorating one sided trade relationship with America that hurt American workers and manufacturing. As a result China and Germany were essentially absent in building the framework for peace. Afghanistan hasty withdrawal made it harder for president Biden to come up with new approaches to build a common framework. President Macron made some faltering efforts on the fringes even as president Putin focused on the US response and its intentions with NATO on European soil, and declared that it was directly US Russia negotiations that needed to work. With this the whole framework of relations since the presidency of Reagan and the relations with Russia and China come to a close. And a new framework needs to be constructed that draws in India already or soon to be the most populous nation in the world, in an effort to build an enduring new framework. The voices of Eastern Europe need to be heard, yet balanced with the voices from India, China, Germany, Russia, and other countries in Asia, Latin America and Africa that are affected by world events. ...

In a first at Davos World Economic Forum, China's president Xi Jinping uses the 2017 meeting to give a one hour long spirited defense of the world trading system, critical of U.S. president elect Trump's protectionist views without naming him. Xi pointed out that "no one will be winners in a trade war." And went on to add that restricting world trade was like "locking oneself in a dark room, keeping out wind and rain from outside but also light and air." For the first time Jinping stated that China would take the U.S. role of defending the world trading system from attack as needed. On climate change Xi defended the Paris accords, and gave China's commitment to pursue changes regardless of what the U.S. under president Trump does. This follows Chancellor Merkel of Germany's statements on the issue critical of the views of president elect Trump, and taking the lead to defend the world trading system. Xi also pointed out that many of the ills that led to voter discontent in the West were not really from the freeing up of trade but from the pursuit of excessive profit with the financial crisis of 2008.   ...

Germany's calls for closer political and fiscal union for the eurozone countries to complement and support the euro currency arrangement. German chancellor Merkel calls it "more Europe," "step by step." It all hinges on French president Hollande and how well the Socialist party does in the elections to the National Assembly on June 10 and June 17, 2012. If he does well and gets a working majority with other like minded parties he will not need the support of parties that are opposed to giving up sovereignty. Hollande's mentor is Jacques Delors, a former president of the European Commission and a strong supporter of the idea of European Union. England under the Conservatives remains Euro-skeptic. France and Germany were driven closer by the idea of European Union by necessity, because of history and three wars. The European Union had strong support after 1945 from French and German leaders, Monnet and Adenauer, who struggled with political opposition but won over skeptics, with the process continued by German chancellor Kohl, a mentor of Angela Merkel....
