This interview of president Trump by Matthew Bender of the WSJ is following the release of John Bolton's book. Mr.Bolton says Mr. Trump was willing to make compromises in China policy to win reelection. Mr. Trump says Mr. Bolton's statements are not true. Mr. Bolton says in the book and in a WSJ article that Mr. Pompeo and Mr. Pence also called for Mr. Trump to censure China for its treatment of minorities in Xinjiang province. Instead he says Mr. Trump told Xi Jinping that he could go ahead with the building of camps In Xinjiang province for minorities. Mr. Trump says he signed the deal for censure of China passed by Congress because he wanted to. The reporter from WSJ say Pompeo and Pence had called for it earlier,  but that this was signed only today. Mr. Trump does say that he has changed his views on China after what he calls the Chinese plague. Mr. Bender says he is wondering if Mr. Trump thinks differently about the trade deal now. Mr. Trump says he thinks that the trade deal is a great deal but that "But ever since we got hit with the Chinese plague.I feel different about everything having to do with China." He says he is hardline on China. And he believes Bolton had no idea he could get tariffs payments by China. In his view Bolton just lacks the economic sense. Bolton is a hard liner but stupid says Trump. That he Trump is also hardliner, but with economic sense. Early on in the interview Mr. Trump says he sees a V type recovery is likely after the good jobs numbers 17.7% increase in retail sales. He also says he left a lot of tariffs in the deal, a big portion about 25%.. In any case Mr. Trump says repeatedly since the virus hit America his view his perspective has changed, a very different perspective on China, views it very differently.  Mr. Trump says he had hardly signed the deal and soon after the virus hits. So now he views the whole deal differently today, he now views the relationship with China differently. The conversation started with Mr. Trump signing about 254 nominations for new judges. He says 75% of small business is now open.  Mr Trump says his goal for a second term is to have a strong powerful economy. Mr.Bolton agrees that Mr. Trump was doing the right thing here to build a strong economy to support its policy. Only that he was making him, Pompeo, Pence and Lighthizer on trade issues, think that Trump would give in on national policy issues to China, on issues of U.S. national interest.  ...

Cost of Living action is No 1 on voter priorities. "Drill, Baby Drill," is the whole Republican party platform for cost of living action. What is the Harris Democrats policy plan for cost of living action? WSJ says it is spending blowouts that caused inflation, the Green New Deal, entitlement expansions and student loan forgiveness.The real reason for the increase in cost of living comes from the overconcentration of supply chain by American business in China, on which every president Bush, Obama, Trump, did little or nothing. The lack of an effective vaccination program and ineffective vaccines in China by 2021 and 2022 led to the loss of the supplies from China leading to shortages for automobiles parts and other supplies and surge in prices in 2021-2023. Powell and the US central bank correctly raised rates but cautiously and waited for this to correct, president Biden brought manufacturing home through huge investments called the "spending blowout" that brought down the inflation from 9% to 3%. Some of that "spending blowout" went to chips and science to correct the errors of American Business and Reagan-Friedman theory of the Republican party that created this problem with a culture of utter  indifference to the ultimate costs of who makes what and where. The Inflation Reduction Act also tackled higher health and other costs paid by American workers and families, and invested in public services and in repairing the dilapidated crumbling American infrastructure. Are Republicans saying let the roads, bridges, airports, built in the 1940-1960's heyday of American industrialization as China and India's is now, let them crumble? What do the educated minds of the WSJ Board say about coal in China and India and their effects on their massive use multiple times that of US and EU in history, is it not damaging to the environment and why the Chinese realized the health in North China with coal winter use was worse than in South China cut their coal use. Are they saying lets burn fossil fuels and ignore, and if investment has to be made in solar who is going to do it? Is it Ok for Republicans thet we just import from China all our solar panels indefinitely into the future. "Green New Deal" is just a perjorative term, policy has to be made thoughtfully and without prejudice or bias of any sort for the best that we can do for the American people, ignoring so called "right" or "left." Doing what is right, what makes sense, is a lot harder.     ...

Following that trade tariffs ensued against China creating a different environment in world trade. A second term would lead to more action on trade and more tariffs. Ip says the former president could impose tariffs on all Chinese imports and this would lead to retaliatory tariffs from China and be met with EU retaliatory action in a tit for tat manner. Mexican president Nieto's poll numbers are at all time low of 24%, according to Reforma newspaper. He took office in late 2012 and has been hurt by human rights scandal of the murder of 43 students in the state of Guerrero, corruption issues, and failure to improve the economy. The invitation to Trump to visit Mexico left even people close to the president surprised, and was criticized widely inside Mexico. It is not clear what Trump or Nieto gained from the trip. As Trump continued his talk about building a wall on the Mexican border and having Mexico pay for the estimated $23 billion it would cost. He did this in a speech to supporters in Pheonix on the same day he met Nieto, showing the use of teleprompters and prepared script was not his way of campaigning. Just as the message to black people that Democrats take them for granted cannot resonate without the basic message delivered with compassion and understanding- such as done by the presidents Bush and Reagan- so also the message to Hispanic people is suffering from the same lack of empathy. Recent polls show only 3% of blacks support Trump. McCain and Romney gained only 4-6% in the U.S. presidential elections of 2008 and 2012. The message of the wall is also baffling as an election strategy. A Gallup poll in July 2016 shows only 15% of Americans opposing a pathway to citizenship for illegal immigrants, and only 24% of Republicans. There is another problem in the strategy. The rhetoric about walls and mass deportations, and the Trump temperament combined with handling of nuclear weapons is not winning college educated women in the suburbs with polls showing Trump lagging behind Clinton by about 20 points or 4 million voters with this group. It is hard to undo the damage done by this kind of rhetoric used in the primary elections as it gains distrust of voters. It would require a bad economy with illegal immigrants taking local jobs, and handling of immigration seen as weak, for such a message to gain some national traction. Both are absent for the most part with a steadily improving economy since 2012, lower unemployment, a tough enforcement policy on deportatons under Obama that exceeded that under Geoge W. Bush, and the talk of a wall comes with illegal immigration having declined steeply since the 2008 financial crisis. The real culprit appears to be elsewhere, the triple hit taken from hollowing out of the manufacturing economy that hurt the Conservatives in Canada, the insecurity created for older whites from the job losses and hits to net worth from the 2008-2009 financial crisis, and the increasing loss of access to health care and educational opportunities with high  costs. About 62 million households or the bottom half of the distribution in the U.S. have a net worth of about $10,000, a quarter of this group having zero net worth, according to the Federal Reserve's Janet Yellen at an Inequality Conference in Oct 2014. Problems no wall is going to solve, problems that built up over 2 decades, problems that will take a generation to fix.  It shows the tech miracle of the last 2 decades as a mirage for quality of life of the middle and working class. Tech as a tool to a goal, not a goal in itself, is the better way forward. ...

The title says it all from BBC China Correspondent Laura Bicker. China is listening even as it is presenting itself as a nation that is putting up with an unfair tariffs war started by DJT. It has delayed tariffs till Feb 10 says this report and put tariffs on items which Europe needs from the US such as LNG and coal which China can get from Australia, saying that it wants to come to an agreement. My Fellow Americans, Canada, Mexico and China are putting themselves as aggrieved parties when there are two issues here one about fentanyl flows where none of the three nations have taken the needed action to stop all flows and control borders. The reader will find that much of the media titles blame the US for starting a tariffs war are misleading such as one in The Guardian-"In this era of Trump shakedowns everything has a price."  Or even in a Business friendly WSJ site- "The World has Changed since Trump's First Trade War. Other Countries are Ready to Fight Back." Or in Times of London sensational "World Watches as Trade War looms between China and the US," when US demand for effective action on borders and fentanyl flows from Canada, Mexico and China has little to do with trade. In fact it is incomprehensible that these three nations as neighbors and trade partners of the US have waited this long to act on fentanyl flows and controlling their border with the US.   ...

This report in the NYT shows that Mr. Trump thought his forceful personality and going for the big deal would work where a quarter century of diplomacy had failed- to get North Korea to completely give up its nuclear materials and facilities in exchange for complete lifting of sanctions.  The meeting at a French era colonial building in Hanoi was the result of Mr. Trump's sense that he had developed a special relationship with Kim Jong-Un, the North Korean leader, so that he could suggest a grand bargain to Kim. Meanwhile North Korean negotiators had put forward plans for lifting of the most recent Trump sanctions that were affecting the economy and ordinary people severely in exchange for closing down of the Yongbyon nuclear complex but kept details vague. When Mr. Trump met Kim at the Metropole Hotel in Hanoi he gave Kim a detailed list of the nuclear facilities including one that developed uranium near Pyongyang for complete denuclearization, the U.S. goal.  The North Koreans were simply not ready to give up all facilities at once as they said the trust had to be built up before such a move. This report shows the nature of the wild swings from the early efforts to tighten sanctions and take strong action against North Korea., to the meetings in Singapore and Hanoi. At the time Mr. Tillerson at the State Department had suggested after a visit to Beijing that there were 2 or 3 avenues open, which Mr. Trump rejected and instead fired Mr. Tillerson. Mr. Pompeo who replaced Mr. Tillerson at State Department formerly headed the CIA and had detailed knowledge of the North's nuclear program including facilities hidden in tunnels all over North Korea. He and Mr. Bolton the National Security Adviser did not favor having the meetings first in Singapore and then in Hanoi. After the South Korean president's efforts to increase friendship with the North Koreans and his visit to Pyongyang he passed on an offer for Mr. Trump to meet Kim Jong-Un which Mr. Trump in a complete turnaround immediately accepted. This led to meetings in Singapore and then Hanoi with Kim against the advice of Mr. Bolton and Mr. Pompeo. At this point North Korea has suspended further tests but continues its nuclear development. Neil Irwin in the NYT why the U.S. China Phase 1 Trade Agreement is more than a hill of soyabeans as he puts it, more than about all the soyabeans that the U.S. farmers can sell to China. China's economy was seeing the effect of U.S. tariffs. Additional tariffs to cover all imports from China to the U.S. would have worsened this. China avoided this by agreeing to Phase 1. The U.S. had looked for some enforcement mechanism based on China putting this down in a written agreement particularly for avoiding subsidies to state enterprises and improper access to U.S. advanced technologies. China's reluctance to do this led to Mr. Trump saying that China had reversed its position and Trump expanding the tariffs stage by stage. These issues are now set aside for Phase 2 still to be negotiated. Both sides taking what they could get. China relief from the threat of tariffs on all exports. The U.S. under Mr. Lighthizer's negotiating leadership retaining the enforcement idea through the tariffs that are still in place of 25% on half of China's exports to the U.S. The bonus for Mr. Trump is the goodwill China generates by agreeing to buy all the U.S. farmers can produce, farmers having not only stood behind Mr. Trump but also forming a key part of his support base. China will continue to compete in technological areas with the U.S., and the state enterprise model which worked for China as Mr. Xi tells visitors will continue. Phase 2 is just that Phase 2, when and if it can be negotiated between Trump with his negotiator Lighthizer and Xi with his negotiator Liu He. On key points neither side is budging. A key goal for Mr. Trump is to put the trade surplus China enjoys of $300 plus billion a year with the U.S. on a serious downward path, and bring so many of the jobs and manufacturing back home. On this trade data for 2019 and the plan for 2020 of both countries is clear. It should be down each year by 10-20% for the next few years, a major achievement of Mr. Lighthizer, who did the same with  Japan under president Reagan. ...

The Biden team eventually accepted the need for use of oil and natural gas in the transition to clean energy. Gerlad Seib points out that one should look less at what president Trump accomplished in the first 100 days and more at how he operated and learned during this initial period. This is certainly true because much of what happened in the first 100 days contradicts some of the tone that Trump setup during the campaign. When it comes to governing Trump has made an effort to learn and adapt and show resilience in the face of early setbacks on the travel ban and the health care bill, the Flynn episode. After this early period Trump took on a more disciplined approach, gave more room to and listened to more respected advisors- Tillerson on foreign affairs in shaping policy with Russia leading to Tillerson's presence at Lucca massacre memorial in Italy sending a clear signal about U.S. policies in line with its role in the past century in world affairs, Gary Cohn and Ross on economic policy and seeking Cohn's advice on tax plan, Ross's on NAFTA negotiations with Mexico. As a result the NAFTA fears were calmed down with statements by Wilbur Ross, the Commerce Secretary, that the goal was a win-win relationship with Mexico. Trump worked with his party in Congress to have the Supreme Court nomination of Gorsuch approved. Meetings with Merkel of Germany and Jinping of China were carefully planned and new relationships established as Seib points out, without ruffling trade relations. The appointment of Robert Lighthizer, as Trade Representative, also shows that efforts to give the U.S. a more level playing field in trade will be resolutely pursued in the win-win context. Lyrarc has profiled Lighthizer earlier in this decade after his op-eds in the media as he correctly anticipated the changing public mood on the need for fairness in trade relations. On relations with China and South Korea, Jim Mattis has taken the lead, and Pence's visit to South Korea also show deftness in handling what is one of the most difficult issues in foreign affairs. Mattis and Tillerson also have helped reinforce the Republican party policies on NATO and Europe, with the visit of NATO secretary general Stoltenberg to the White House. In the end it is how much you can learn in the first year, how much you listen, and the courage to act in difficult situations, the willingness to act contrary to one's instincts and self interest where necessary, that matters. This is especially true in an environment where as Seib points out the Democratic Party stands opposed to the Trump administration following a bitter election campaign.   ...

WSJ's reporters Meichtry, L, Pokharel, and Soon look at the extraordinary rise of Gautam Adani through his efforts to develop reclaimed land at Mundra port in the state of Gujarat. Adani who started with a small family owned plastics maker in Ahmedabad developed Mundra port around 2001 with the help of the Modi administration. Modi saw the electricity shortages in Gujarat as an opportunity to tackle India's chronic electricity shortages. Adani's early development of a deep water port at Mundra offered both Modi and Adani the opportunity to tackle the electricity shortages by bringing coal in large ships to Mundra in the way that China was already doing by 2005 in its own efforts at industrialization. So deeply immersed was India under the Congress Raj of licenses and closed economy that India's established business failed to see what China was doing to break into the ranks of industrialized nations. India's first prime minister Nehru had build a command economy where not much happened without government licenses and approval often riddled unwittingly with corruption. Modi needed someone outside the established companies operating under the Congress Raj command economy and with a vision of an India with abundant electricity to take the risks Chinese companies were taking to build an entirely new economy. By 2005 Guangzhou was importing coal with large ships from Indonesia and Australia. State owned companies moved slowly and would take years to develop the port capacity. Using China's example Modi pushed ahead with Adani on a rapid time delivery making Mundra a Special economic Zone and helping to connect Indian Railways to the port of Mundra for coal deliveries. Adani Enterprises built the thermal power plants near Mundra and build electricity transmission lines on a rapid mission mode giving Gujarat abundant electricity supplies and giving Gujarat state in northwestern India a great leap forward in the way China was already doing right in front of everyone's eyes by 2005 with world class ports built at Guangzhou, Shanghai, Shenzen, Hong Kong and logistics connections set with the help of Maersk.  Maersk is now doing the same for modern logistics in India in collaboration with the Modi administration.  Modi and the younger generation of aspirational youth in India see a New India that can break into the ranks of the largest industrialized nations with world class infrastructure in the way China has done, and use new technologies with innovation that will speed up the process in a way that the world has never seen. A quick look at Mundra Port in Wikipedia shows the timeline, It starts in 1998 when Adani Port Ltd was setup and Mundra port work began, 2002 the port integrated with Indian Railways, 2003 when it was made a Special Economic Zone by the Modi government in Gujarat, 2007 when IPO of 40 million shares at price band of around Rs 400 was done.  The Biden administration and the Trump administration support India's efforts to build a new modern economy with a rapid shift to renewable energy. As India is building the ports and logistics with the help of Maersk and other companies in the European Union, president Biden is working with prime minister Modi to build a new supply chain that removes the overconcentration of manufacturing and supply chain logistics in China. This means new ports with the latest technologies in India to handle shipment to the US and the EU. Jake Sullivan set out the goals for president Biden to accomplish this task in meetings with his Indian counterpart Ajit Doval this week on iCERT. President Biden and Republicans, Germany and the EU, see India as a critical part of the Initiative on Critical and Emerging Technologies, and the new supply chain. For the Adani Group the IPO pause offers an opportunity to do what Nirmala Sitharman has done in the Indian Budget this week- build a stable growth path ahead for the long term in line with India's Amrit Kal the next 25 years to centenary of freedom in 2047. Nirmala Sitharaman set a goal of rapid capital spending and investment increasing capital spending in 2023 by 33% in 2023 over 2022, yet maintaining a stable fiscal path by keeping the deficit below 6%. ...

A NATO summit has tension and uncertainty with president Trump pushing forward his idea that Europe should take on a larger share of the burden for its own defense. Some of this goal was achieved with the jawboning style of Mr. Trump- NATO plans to increase military spending and increase EUropean governments share of defense spending. A European Defense Fund with 13 billion euros of funding is being set up to develop military capabilities. This is also what Mr. Trump hopes to accomplish by using this approach where other approaches were resisted by Germany in previous American administrations from Bush to Obama. It is also why Mr. Trump says he thinks NATO is now stronger than before, even though his approach throughout is unorthodox from Korea to NATO. Europeans see a divergence between the U.S. and EU on issues- such as Iran, Middle East and Israel, and Mr. Trump's efforts to maintain good ties with Russia meeting Mr. Putin after the Summit. This leads to a sense that the U.S. cannot be depended on in the face of threats to the EU. Mr. Trump's policy suggests the U.S. has no permanent friends or permanent enemies, will follow its own interests independently of its transatlantic partners, says one expert. At the root of the problem lies Trump's conviction that the European nations benefit economically by spending less on defense and thrusting more of the burden on the U.S. -even after 2 costly wars have diminished American desire to take on responsibility especially as other economies have prospered better than the U.S. ...

The WSJ responds to president Biden ramping up renewable energy plans and linking Republicans with Senator Rick Scott's plan for sunset provisions on federal legislation every 5 years that Biden says would include Medicare and Social Security. The issue of remaking supply chains are on both the Republican and Democratic agendas with president Trump giving more rhetoric against China's role in dominance of supply chains and Mr. Biden taking stronger action in Theodore Roosevelt's style of carrying a big stick and quiet posture in restoring America as a manufacturing powerhouse. The impact of climate change is short term rather than long term as seen by the heat wave in South Asia today, the fires in North America and Europe. Republicans are losing sight of the importance of making the shift on renewable energy quickly with some short term pain, as they push for oil and gas solutions and a less effective program for renewable energy. Mr. Biden is taking on bigger risks in the short term in the midterms and beyond but following a sound policy of aggressively pushing renewable energy. This can also be seen in the importance renewable energy is being given even in countries with a need for coal and natural gas such as India. Modi's plans in India are to buildup renewable energy capacity with aggressive targets for 2030. ...

There is a loss of optimism in South Korea with the failed talks for denuclearization of the Korean peninsula. There is a big difference between the goal of the U.S. for denuclearization and the hope in SOuth Korea for an end to the cold war on the Korean peninsula. This report points out that though the U.S. signed an agreement ending the war on the peninsula South Korea and North Korea have never signed a peace agreement. The coronavirus is making implementation of the U.S. China trade deal less likely as Chinese imports from the U.S. decrease and China's exports continue to grow. China's exports to U.S. decreased by $60 billion but increased to other countries by $70 billion in 2019.

As a result the Trump administration is shifting its focus to another approach. The new multilateral approach is to combine the effort with allies Australia, India, Japan, South Korea, Taiwan, and France. This would take the shape of a Comprehensive and Progressive Agreement for Trans-Pacific Partnership to replace the old Obama period Trans Pacific Partnership which becomes defunct. The goal would be to build new supply chains with allies in Asia outside of China with the help of France and other countries that are wary of excessive dependence on China and have deep reservations of China's handling of the coronavirus outbreak.

The sense of conflict in China and US relations may not have developed in the shaping of Xi Jinping's thinking till the emergence of Mr. Trump. Jinping comes into the China shaped by Deng and Zemin after the collapse of the purely Communist experiment with modernization without access to western technologies and capital, and the experiment with American help. It is only after the realization that the Communist party had lost its sense of purpose in these years leading to the Bo Xilai episode, and the rhetoric of Mr. Trump against China, that the idea of first friction and then conflict emerged. The initial idea for Jinping before Trump was that this has worked for China- the experiment with the cooperation of the US in modernizing China. Trump's rhetoric and the Republican party's rhetoric about China stealing American jobs and technology after 2015 may have been targeted to win the election but it had an unintended effect after the tariffs of shaping Jinping's thinking about the future for China. Between the Bo Xi Lai episode in 2012 when it appeared he would be attempting to manipulate the Communist party's direction in unknown and unpredictable ways, Bo's trial in 2013 and the anticorruption campaign and the 2015 election campaign of Mr. Trump in the US, there must have been much soul searching in the party that shaped Jinping's thinking about the future for China after all the tumult of the 20th century starting with the Boxer rebellion in 1901. Stability is highly prized in China particularly for modernization. This perspective is important to grasp for world peace to be preserved with different coexisting perspectives about the world based on national as well as shared interests in issues such as climate change. US after its own disastrous experiment with capitalism that led to widening inequality of the kind not seen since Lincoln in the 1850's, the 2009 crisis, and the shift of jobs to China under a purely capitalist idea of how economies should function, had its own national interests in jobs, local manufacturing and Made in the USA. Once this process was underway after 2016 and grasped by president Biden after 2020, and supply chain reconstruction made the goal after covid, the US and China were on divergent economic and political paths.   That rethinking by Xi Jinping is not over as it may still be going on. The war in Ukraine may even convince Jinping and China's No. 2 leader Li Keqiang who studied the US constitution and American urbanization under mentors when he was in college, that Russia's prolongation of the war in Ukraine does not serve the interests of China. That risking relations with the European Union as Russia prolongs the war and finds itself in the complex problems of  a war it started, is not in China's interests in setting its own course for the future. ...

 U.S. Trade Representative Robert Lighthizer, views China's response in trade negotiations as one of conducting extended negotiations that lead to little change. This has continued says Lighthizer for over a decade putting the U.S. at a serious disadvantage in trade. At a White House meeting in August 2017 Lighthizer convinced president Trump that China was in his words "tap, tap, tapping us along."  This confirmed president Trump's own instincts about the U.S. trading relationship with China. Lighthizer is a veteran of trade negotiations, having experience in the Reagan administration as the Deputy Trade Representative in 1983 in negotiations with Japan, when Japan was in a similar situation that China is today. At the time trade negotiations with Japan were getting nowhere. Lighthizer is said to have turned one Japanese response in negotiations into a paper plane and sent it flying right back. Lighthizer does not seek the limelight but is serious about his role having published op-eds in the NYT and WSJ since 2000 about how U.S. trading relationships were putting the U.S. and U.S. workers at an unfair advantage. Many of these op-eds are in the Lyrarc archive and a Search with the term "Lighthizer" would bring up these articles. This report in NYT shows how the role of Lighthizer was not anticipated by China when it sent Liu He to Washington in November 2017 to negotiate with the U.S. President Trump made certain Liu He and other Chinese leaders would have to talk to Lighthizer first. In a session with president Jinping laid out U.S. views that the past negotiations had accomplished little and new negotiations had to be undertaken very differently from negotiations in the past. Earlier in July trade negotiations conducted by Commerce Secretary Wilbur Ross were "shut down" by president Trump because China continued to repackage earleir offers which meant little to the U.S. As a lawyer at Skadden, Arps, Slate, Meagher LLP Lighhizer represented steel industry clients hurt by subsidized Chinese steel industry imports. Mr. Trump and Lighhizer have bonded well because their instincts have been the same- that the U.S. had not been well represented in earlier negotiations by lawyers who saw themselves as speaking for American exporters.  Lighthizer is also a seasoned trade negotiator and has waited for the right time and situation to tackle the unbalanced trading relationship with China. For 30 years Lighhizer represented American manufacturers as he practiced trade law at the Skadden law firm. His strategy has been to get the administration to unite behind a clear trade strategy. He says "I try to be friendly in trade negotiations. I am not the theatrical type. The art of persuasion is about knowing where the leverage is." At this time the leverage lies in the huge trade surplus of about $300 billion China has with the U.S. The U.S. goal is to bring this down by $100 billion through this new negotiating strategy as earlier negotiations have failed. ...

China's GDP declines by 6.8% in the first quarter 2020 year over year, and 9.8% from the previous quarter, the first such decline since 1992, even going as far back as 1976 with the passing of the Mao era. It is not power production or coal consumption which have returned to prior levels. It is the demand from the U.S. and Europe, other countries which are in lockdowns. Estimates are that 80 million people in a population of 900 million working age people lost their jobs, with another 10 million expected to be lost, about 10% of the total. Global trade companies are hardest hit.  Consumers inside China are reducing spending. Some are using only the small government issued vouchers designed to get people to go out and spend.  The Trump administration plans to bring back some of the production lost to China in essential areas such as public health and security back to the U.S. The supply chains are already shifting to other countries from U.S. tariffs. As a result some estimates show zero growth in 2020 for China. Financial instability and prior leveraging concerns remain to prevent any serious stimulus. By contrast the U.S. is cushioning the impact with $2 trillion aid package benefitting from a strong dollar and healthy economy before the virus. ...

Western nations including Europe, Canada, Japan and South Korea, are members of the International Enerrgy Agency, which has 1.5 billion barrels in reserve. The IEA will release oil from its reserves to support president Biden's plan to release 180 million barrels over the next 6 months. OPEC that includes Russia plans to increase production by only about 432,000 barrels a day.  During the Trump administration Saudi Arabia and Russia were at odds on production levels leading to Russia increasing production to higher levels than OPEC would allow. This led to a temporary collapse of oil prices to levels as low as $30. To help the US oil fracking industry which could not operate at these low prices president Trump brought the two sides together into what is now OPEC+. The Biden administration has ties with both Iran and Saudis, and aims to revive the Iran nuclear deal, withdrew support for Saudi air strikes on Yemeni Iran backed Huthi rebels. In this geopolitical situation Saudis are reluctant to respond to US calls to increase production as they have done in the past. With climate change and the COP26 agenda in Glasgow there is a plan to shift away from fossil fuels such as coal and oil that are supplied by OPEC and Australia. This means that a shift away from Russian or Saudi oil is also a shift towards renewable energy such as wind and solar which is needed to combat climate change. The Ukraine war and efforts to wean Europe away from Russia sourced energy will accelerate the changes needed to tackle climate change, even though the US fracking industry will step in to increase production at oil prices at $100+ in 2022. After 2023-2024 the push for conservation and renewable energy from today's crisis and Glasgow COP26 commitments, sharp slowdown in China and renewable focused India is likely to bring down oil prices to reasonable levels for a transition period to renewable energy. ...

Many of the lessons relate to not overburdening hospitals and health systems and protecting health systems. This means mild to moderate cases are managed from home and not in the hospital, through massive deployment of outreach services and telemedicine. It means therapies can be delivered at home or through mobile clinics. The second major lesson from Italy is to protect healthcare workers and doctors. The entire White House team with Dr Faucci of CDC and Dr Brx, head of Infectious Diseases in the U.S. news conference of president Trump March 16, focused on the goal of protecting healthcare workers, doctors and hospitals, so they remained strong to take on the crisis. The second goal of the White House team is to protect the elderly with medical conditions. To do this only the most serious patients are treated in hospitals the rest for mild to moderate at home.  Studying the conditions in Bergamo and other parts of Lombardy and northern Italy, is helping U.S. medical leaders to prepare for the current nationwide effort, the 15 days plan announced by the White House. The lessons from the Papa Giovanni Hospital in Bergamo are important say U.S. medical leaders, including Dr. Brendan Carr, head of emergency medicine at Mount Sinai Health System in New York.  He says build capacity in hospital beds before we need it. Yoon suk-yeol the prosecutor who decided to run in 2021 for the first time in politics, won the recent presidential election in South Korea. He talks to the WSJ in this interview report and outlines the policies of his administration.  Yoon say she sees upholding the constitution which embodies values of  liberal democracy and market economy as the deciding factors for foreign and domestic policy. He wants to build closer ties to the US and Japan. He will resume defense exercizes with the US that were suspended during the Trump administration.  President Trump says China is backing off in negotiations to address U.S. demands for a fair relationship on trade. He says the U.S. will increase tariffs from 10% imposed in September 2018 to 25% on $200 billion of Chinese goods starting May 10, 2019. China has put tariffs of 10% on $60 billion of American goods exported to China responding to the American tariffs in last September.  The U.S. says since China joined the World Trade Organization in 2001 with the approval of president Clinton it has unfairly benefited in trade with the U.S., leading to closure of factories and loss of jobs in the U.S. with state subsidized Chinese exports to the U.S. contrary to the spirit of the WTO and its rules. China has made promises to correct this and not kept them says the U.S. side in negotiations led by Robert Lighthizer. The tariffs moves are a tactic of president Trump to get China to relent and make fundamental changes in the way it exports to the U.S.  So far the Chinese response has been tit for tat. But this can change. As this report points out what is already known that China benefits far more and exports far more to the U.S. than the U.S. does to China. The $60 billion of American goods exports on which China placed tariffs represent two fifths of China's imports from U.S. With smaller exports from the U.S. to China, China has not much leverage in trade negotiations in this kind of tit for tat retaliation. It hurts China's exporters and economy much more than it does U.S. consumers. The increase in prices for U.S. consumers are also not expected to be significant, according to this report in the NYT, if China increase tariffs further. Aware of this and China's belief that past administrations have not responded is a guide to what the Trump administration can or will do, has convinced president Trump that there is no other way to get a fair trading relationship that respects U.S. interests, its jobs and workers. As Robert Lighthizer who leads the U.S. negotiating team faced this type of response from the Japanese when he negotiated with them (shoving off U.S. demands to reduce Japan's trade surplus in the eighties before accepting them), the U.S. thinks this strategy will work again. In any case it sees no alternatives to achieve its goal of a fair and balanced trading relationship. The U.S. international trade deficit in goods was up to $891 billion in February 2019 even after the tariffs on Chinese goods in September, showing that it will take a lot more to turn this as well as other trading relationships around.   ...
