Trump takes action against Mexico, China and Canada for illegal flows of fentanyl and migrants across US borders. It is specific targeted and excludes EU, India, Japan, South Korea trading partners. For a decade some countries acted with impunity and American leaders did not respond to protect the people from illegal flows across borders. This action did not come in the first DJT term in 2016-2020 though tariffs were placed. Free trade has to be clean trade where such illegal flows are not in the picture or acceptable.

Following the Nuclear Security Summit in March 2016, U.S. president Obama says world leaders had expressed concern about Mr. Trump's comments in private conversations with him. Obama said- "even those countries that are used to a carnival atmosphere in their own politics want sobriety and clarity when it comes to U.S. elections because they understand that the president of the United States needs to know what's going on around the world." Obama said that comments by Mr. Trump showed a person "who doesn't know much about foreign policy or nuclear policy or the Korean Peninsula or the world generally. Mr. Trump said in a NYT interview that "Now, wouldn't you in a certain sense have Japan have nuclear weapons when North Korea has nuclear weapons?" Trump has defended these comments in a televised townhall meeting held by CNN in Milwaukee. Obama was critical of these comments as upsetting the situation in Asia where the U.S. has made great sacrifices in World War II, and today "underwrites the peace and prosperity of that region." Attacks from Iran on Saudi oil infrastructure leading to a loss of half of Saudi oil production is likely to be a problem for countries such as China, South Korea and Japan that have reduced oil imports from Iran and increased dependence on Saudi supplies. This was a result of tighter U.S. oil sanctions on Iran. India is also affected. About 30% of the lost production will be restored say Saudis.  The U.S. is less dependent on Saudi supplies and as Gerald Seib points out in a video in WSJ the U.S. has 3 reasons not to intervene on behalf of Saudis. The U.S. has increased its oil production from shale oil and is less dependent on Saudi oil. It is also becoming reluctant to engage in Saudi Arabia's wars such as the one in Yemen against Houthi rebels. There is also less support in Congress and in the country for supporting endless wars that originate from Saudi actions. A Trump tweet before his election campaign shown in WSJ makes this point about endless wars and the U.S. needing to be paid trillions of dollars for these wars. The conflicts in the region affect China and India where growth is close to 5% before any impact from oil price increases. Together Asian countries take in 72% of Saudi oil exports and China now imports more Saudi oil than Russian oil by a wide margin- in June 1.88 million barrels a day. Saudi oil makes about 19% of imported oil in India and 33% for Japan. Imports into India of Saudi oil are up 8% this year to 847,000 barrels a day in 2019. China is better situated than Japan with reserve supplies of 644 days of imports compared to 230 days for Japan. This why Japan has played a constructive role in reducing tensions between the U.S. and Iran and urged both sides to negotiate. China and India also have interests that converge in reducing tensions between the U.S. and Iran. As a first step president Trump removed his National Security Adviser John Bolton in preference for reduced tensions.  ...

William Galston in the WSJ says outright for the first time in the WSJ that the years from the last term of Clinton, through the Bush, and Obama administrations were an outright failure for the American people. He documents the losses- 5.7 million job losses in 2000-2010 as Clinton opened China's entry into the World Trade Organization without any precautions taken to prevent abuse of world trading rules after the experience with Japan. Worse no help to the displaced workers which fed into the resentment of workers. Sex scandals weakened the presidency and acted as the major distraction during the last years of Bill Clinton. Over the administrations of Bush and Obama almost the entire US manufacturing base was dismantled and shipped to China. Pharmaceutical companies were allowed to charge recklessly when Bush disallowed Medicare to negotiate prices for pharmacueticals placing additional burdens on the American people. Bush started long wars in Afghanistan and Iraq that cost the US dearly in lives and resources wasted with no vital US interests at stake as in Europe. This distracted attention from problems simmering at home. Obama continued these wars preferring to focus on reelection. The migration crisis, the neglect of infrastructure worsened during this period. The Bush deregulation of banks led to the 2009 world banking crisis that led to large layoffs worsening a bad situation from outshoring and creating a class of unemployed, and shrinking household wealth and savings. The Biden administration, the first Trump administration and now the second have started the process of revival of the US. And yet Biden, DJT are relative outsiders who came to the presidency and were not favored in the established order of the 1990-2016 period. One can say about Blair, Cameron, Boris Johnson in Britain, about Clinton, Bush, Obama in the US, and Schroeder, Merkel in Germany that the leadership was mediocre and failed the people of Europe and the people of America.     ...

The Blinken Wang Yi meeting at the G-2- in Indonesia is the first high level meeting between US and China since March when the Ukraine war started. In the press briefing after the meeting Blinken said "more than four months into this brutal invasion the PRC stands by Russia." He pointed to Beijing support of Russia at the United Nations, dissemination of Russian talking points through Chinese state media and joint military exercizes with Moscow. One aspect of the relations that is beyond the control or good intentions of the two countries top diplomats is the tit for tat response that began with the presidency of Donald Trump. Trump may have seen this as a way to talk to the voter base fed up with two decades of one sided trade with China with manufacturing shipped out to China and local communities of families and workers in regions across the US losing jobs and in decline. Much of this shift was done by US companies during the Clinton, Bush and Obama administrations over two decades. The strident tone adopted by Trump was met by tit for tat responses in Chinese media till the pandemic when it assumed a new aspect of Chinese origins of the coronavirus. The result is that Sinophobia in the US is met by a response in Chinese media and in the thinking of the Chinese leadership under Jinping that now sees the relationship as having already shifted during the pandemic. The paradox in this is that the US in its effort to get other countries on its side is only beginning to make an effort of get America's own companies and large business investors on its side. Most American companies are still continuing trade and business with China as before.  The same situation exists with the shift of manufacturing from Japan and the European Union to China, with the loss of jobs and decline of local communities that depended on manufacturing. Japanese and European companies are acting in ways that are similar to American companies. Having managed the shift of manufacturing from European Union and Japan to China these companies have done little to change this business situation in 2022 carrying on as before. This is the paradox of the current situation that business both in the US and EU, and Japan is not on the side of their governments, even as their governments attitude to China, particularly now after the pandemic and the Ukraine war has shifted drastically. Alongside this is the popular opinion that has shifted gradually over the last 10 years in the US and EU, first in these very local communities that lost manufacturing to China, and then across broader sections of the public, and now across whole regions of America, Britain, the EU and Japan. This shift in popular opinion has little interest in the way business conducts business overseas or governments conduct diplomacy in nuanced statements. As a result neither the governments of the US, EU and Japan or the business of the US, EU and Japan are in control of this shifting situation that has its momentum and pace operating quite independently of governments and business. And public opinion across America, Europe, Japan, and also in India is moving in an entirely new direction.     ...

A video view of the damaged oil facilities of Aramco in Saudi Arabia. A proxy war waged between Saudis and Iran with Houthi rebels in Yemen have worsened the situation in the Straits of Hormuz. Tensions were high, an attack on oil facilities was not expected. About half of Saudi oil production was put out of use in the attack by low flying missiles that evaded radar defenses. Saudis plan to meet oil export commitments by importing oil. President Trump imposed sanctions on the Iranian central bank, and at the same time said he would meet with Iran's president Rouhani for talks if arranged.  The European Union called for talks to renegotiate the Iran nuclear deal considering all issues nuclear, oil, and political issues in the region. The effect of Trump administration sanctions on Iran's economy have led to worsening relations. Japan, South Korea, India and China are affected by the U.S. effort to limit imports of Iranian oil. As tensions rose Japan with limited reserves made efforts to reduce tensions and bring the parties together. Mr. Trump fired his National Security Adviser in an effort to open up ideas for a renegotiation of the Iran nuclear deal on a comprehensive basis including oil and political issues in the region. ...

The deep deterioration in U.S. China relations as the U.S. sees itself in a disadvantage in trade with China and the Trump administration imposes tariffs, calls for changing existing supply chains and trade to safeguard U.S. interests. The lack of transparency from China about the coronavirus and the underreporting that led to the U.S. and Europe not taking the threat seriously enough or taking defensive steps is also seen as a part of the deeper problem as the U.S. and Europe bear the brunt of the coronavirus in terms of deaths and cases.  This presents a deeper problem than the trade issue by itself as the U.S. had a trade issue with Japan which was later resolved. The way the Trump administration sees itself as the only protector of U.S. interests in trade, security and international cooperation creates a new level of tensions. Other countries such as Australia, India, Japan, and countries in South East Asia are seen as having similar concerns as supply chains are being remade to reflect the new trading conditions and economic structures. ...

This interview with Donald Trump by the publisher, editors and columnists of The Washington Post, Ryan Jr., Hiatt, Lane, Marcus, Diehl, Armai, Attiah, provides an exceptional insight into the views of Donald Trump on domestic and foreign policy, on his campaign for president. It is the result of an effort to get Trump to state his policies on different issues without the fuzziness in which Trump has carried out his campaign, often taking different sides of the same issue. In some situations Trump is pressed hard on his positions or controversial statements, to clarify what he has not clarified in the burst of media attention Trump received in the past 6 months, especially on television media. First some myths and realities. A recent March 19, 2016, issue of the Economist cites the Pew Trust in showing that only about 17% of eligible Republican voters voted in the primaries. A person watching television news media coverage on Fox News, CNN, or MSNBC, would get the impression that the voter turnout was tremendous- this is not confirmed by the Pew Trust survey. The Economist points out that had the other eligible voters cast their ballots and even if Trump had a share of these votes, the results might look different. With a highly fragmented vote in the Republican primaries, and about half of the vote going to candidates other than Trump, Trump's voter support would add up to about 8-9% of eligible Republican voters based on the Pew Survey results. The question here would be is this a representative sample of the U.S. or of the Republican Party. And is one likely to make false generalizations about the nature of the Republican party from such a limited sample of voter opinion. Is voter sentiment inadequately reflected, and results hopelessly skewed because of the lack of good candidates in the Republican Party, and Trump's tactical rhetoric appealing to a group of working class Americans left out in the technological progress of the last decade. In the process is the hard work of the founders of the Republic, Washington, Adams, Jefferson, Madison and the framers of the Constitution being undone by a minority of disaffected voters with legitimate grievances on distribution of economic benefits of the technological progress, trade and global manufacturing networks- with a level of divisive rhetoric and decline in levels of public debate rarely seen. These are the clarifications sought from Trump and his response. Attiah raises the question of divisive rhetoric on minorities Hispanics and Black people- Trump says he is only talking about people here illegally, that he gets support from Hispanics here legally. He turns the question to Muslims and says there is a serious problem there that means being careful about how people are being admitted into the U.S. Questions about Trump's controversial statements about a wall with Mexico are not raised. Ryan pushes hard on the question of the libel laws standard that Trump says he is going to change, asking whether this would happen if Trump thinks the reporting "is wrong" but there is no malice. Trump wants the reporting to be fair for him, that reporters call him to check if he did this or that and why, before writing stuff about him, and he sees the reporting from the Post as very bad about him. He says his lawyers would have to tell the media, that he believes he should loosen up the standards so that this kind of coverage does not continue. On ISIS Trump pulls back when asked by Diehl about statements that suggested he would send the number of troops the generals wanted on the ground- estimated at 20,000 to 30,000- saying he would find it very, very, difficult to do that. On a nuclear option for ISIS Trump says he does not favor that. Suggesting that Trump like the other candidates in the election know there are no easy ways to tackle ISIS. Trump would rely on other countries in the region for help with troops on the ground, something that president Obama also favors, with limited results. Diehl also pushes hard on NATO- Trump says hundreds of billions of dollars are going to NATO and the whole burden for defending South Korea falls on the U.S. when it is not now a rich country that it once was. Diehl corrects him by saying for the public record that its not hundreds of billions, and South Korea, Japan pay 50% of the cost for defending their region. Trump wants to see 100% for the Korean peninsula defense borne by the South Koreans and Japan. Trump seees NATO as a good concept but needing more help from Germany, Poland, Baltics. At one point the Washington Post journalists tell Trump this is a position he shares with president Obama. Trump responds to questions from Hiatt about how he would handle the situations in black communities such as Ferguson, Missouri, and Baltimore, Maryland. Trump says he feels law enforcement is important and should play a big role in preventing the destruction of property from day one. He says jobs are what hurts inner cities but offers no solution about how to get the jobs lost in the steel industry for Baltimore, black neighborhoods sitting ironically next to the John Hopkins high technology university complex. Trump brings up the response that jobs could be created if the U.S. simply did not spend money on supporting nationbuilding overseas, a policy that president Obama has supported, and which the public has favored in the U.S. As Holman Jenkins brings up in a column on March 22, 2016 in the Wall Street Journal, these policies are being pursued today, and most of these jobs are not coming back so how would Trump bring them back or do anything about it, especially when Chinese workers in China's factories are being displaced by robotics in places such as Hon Hai factories. The more one thinks about it many of things Trump is saying are already being done, and there are no new solutions Mr. Trump has for today's problems of lack of upward mobility for the middle and working class- a priority for Sanders and Clinton also, not just for Trump. As a television personality and a candidate with a understanding of voter concerns, Trump artfully voices voter concerns of working class Americans for problems that defy easy solutions. Are there risks with Trump's approach that Trump has failed to think through or grasp? Does the unpredictable behaviour Trump suggests that would get allies thinking and trade partners responding lead to unpredictable consequences? Divisive rhetoric creates additional distractions in tackling the problems of the middle class and working class Americans. Divisive rhetoric within the NATO alliance would create additional distractions in tackling the problems of defending the European Union, such as using the very show of unpredictability. Diehl pushes Trump on this question. Would trade threats to China lead to a withdrawal from the Senkaku Islands by China? Trump says he thinks this would cause the Chinese to retreat . What if the Chinese see it differently, in their relations with Japan and South Korea, with a long difficult history, not necessarily in their relations with the U.S. Would a trade war hurt the global economy, and hurt confidence in U.S. fianncial markets just when the U.S. and European economies are staging a recovery, and when the economes of China, Japan and India are in a sensitive phase? These questions could not be raised because of time constraints, but must be on the minds of the editors of the Post and the WSJ, coming from different ends of the political spectrum. How would this help tackle the problem of upward mobility for working class Americans that all the candidates in the presidential election share? ...

 U.S. Trade Representative Robert Lighthizer, views China's response in trade negotiations as one of conducting extended negotiations that lead to little change. This has continued says Lighthizer for over a decade putting the U.S. at a serious disadvantage in trade. At a White House meeting in August 2017 Lighthizer convinced president Trump that China was in his words "tap, tap, tapping us along."  This confirmed president Trump's own instincts about the U.S. trading relationship with China. Lighthizer is a veteran of trade negotiations, having experience in the Reagan administration as the Deputy Trade Representative in 1983 in negotiations with Japan, when Japan was in a similar situation that China is today. At the time trade negotiations with Japan were getting nowhere. Lighthizer is said to have turned one Japanese response in negotiations into a paper plane and sent it flying right back. Lighthizer does not seek the limelight but is serious about his role having published op-eds in the NYT and WSJ since 2000 about how U.S. trading relationships were putting the U.S. and U.S. workers at an unfair advantage. Many of these op-eds are in the Lyrarc archive and a Search with the term "Lighthizer" would bring up these articles. This report in NYT shows how the role of Lighthizer was not anticipated by China when it sent Liu He to Washington in November 2017 to negotiate with the U.S. President Trump made certain Liu He and other Chinese leaders would have to talk to Lighthizer first. In a session with president Jinping laid out U.S. views that the past negotiations had accomplished little and new negotiations had to be undertaken very differently from negotiations in the past. Earlier in July trade negotiations conducted by Commerce Secretary Wilbur Ross were "shut down" by president Trump because China continued to repackage earleir offers which meant little to the U.S. As a lawyer at Skadden, Arps, Slate, Meagher LLP Lighhizer represented steel industry clients hurt by subsidized Chinese steel industry imports. Mr. Trump and Lighhizer have bonded well because their instincts have been the same- that the U.S. had not been well represented in earlier negotiations by lawyers who saw themselves as speaking for American exporters.  Lighthizer is also a seasoned trade negotiator and has waited for the right time and situation to tackle the unbalanced trading relationship with China. For 30 years Lighhizer represented American manufacturers as he practiced trade law at the Skadden law firm. His strategy has been to get the administration to unite behind a clear trade strategy. He says "I try to be friendly in trade negotiations. I am not the theatrical type. The art of persuasion is about knowing where the leverage is." At this time the leverage lies in the huge trade surplus of about $300 billion China has with the U.S. The U.S. goal is to bring this down by $100 billion through this new negotiating strategy as earlier negotiations have failed. ...

Following Brexit on January 31, 2020, Britain's government led by Boris Johnson prepares to negotiate new trade deals with the U.S. and other countries. The freedom to negotiate these trade deals was a key part of the plan of Brexit supporters and Mr. Johnson. The Times, Britain's leading newspaper, looks at the prospects of trade deals with each country- the U.S., Australia, New Zealand, Japan. Facing re-election Mr. Trump is seen as favorably inclined to work out a trade deal that he can show during the campaign. Trade discussions have taken place between the UK and Australia, Japan. Mr. Morrison in Australia and Mr. Shinzo Abe want to see strong trading ties and investment with Britain. Japan or Australia could be the first countries that work out a trade deal with Britain as discussions are at an advanced stage.  Britain has a small deficit with Japan in trade. It has a small dollar surplus in trade with the Australia and New Zealand. With the U.S Britain has a large surplus, it exports 121 billion pounds and imports 76 billion pounds. The prospects of trade deals are enhanced by the similarity in outlook of the governments of the U.S., Australia, and Japan, which share views on jobs expansion, economic growth and are centre right in economic philosophy. They also share a strong connection with working class voters under Johnson,Trump and Morrison. Mr. Trump is seen as a strong deal maker so that any deal would involve some concessions from Britain that increase U.S exports, including farm exports. Difficult issues with the U.S. are -pharmaceutical drug imports that could increase Britain's NHS cost for drugs, the digital services tax from Britain on U.S.  companies such as Google and the Trump retaliatory threat to impose tariffs beyond the current 2.5% on car imports of $11 billion from Britain. On agricultural imports Britain's natural foods preference conflicts with imports of genetically modified (GMO) foods from the U.S. Experts say this could lead to a partial or Phase 1 deal that does not need approval from the U.S. Congress, similar to the Phase 1 trade deal with China which sidestepped the thorny issues on trade. This is something both sides can show their support base as a win. ...

Japan's car exports have grown in the last six years to double what they were before, growing to $40 billion. This includes a jump in export of SUV's vehicles. Just in the first quarter of 2018 the export of automobiles from Japan to U.S. is up by 10%. Japan is not keen on talking about this issue. President Trump is looking at negotiating a one on one trade deal with Japan instead of through the TPP agreement. as this is seen as a better way to address a $60 billion trade deficit. TPP is not a solution for the U.S. imbalance in trade with Japan as Japan already has no tariffs on imported cars. Yet other barriers exist that make it difficult for U.S. automakers. Ford exited Japan in 2016 and the U.S. has only 1% of the Japanese market. Japanese buyers stay away from American cars and prefer the smaller highly fuel efficient cars made in Japan by Japanese automakers. Perception of buying home made also exist. Other barriers also exist such as zoning and for setting up dealerships, unique safety standards. Japanese automakers make most of the sedans in the U.S. but export the SUV's from Japan. ...

Japanese prime minister Fumio Kishida  holds talks with Indian prime minister Narendra Modi in New Delhi. Japan has pledged to increase trade with India with $42 billion in investment in India over 5 years. In the 20 years 2000-2019 when Japan invested heavily in China, Japan invested only $32 billion in India. The US and Germany also invested heavily in China, compared to the investment in India.  Business in the US, Germany, the EU, and Japan integrated their economies with China over two decades. The Trump administration brought attention to the US working class and the effects of trade and investment that hurt workers in the domestic economy. The election of Biden in the US, Scholz in Germany and Kishida in Japan have shifted focus to the working class, inequality, lack of infrastructure investment in the domestic economy, and the effects of business decisions that cost jobs in the domestic economy. It is in this context that foreign investment is being shifted to India, Vietnam, and other manufacturing locations in Asia as the entire world supply chain is being reinvented to protect workers in the domestic economy, and the local economies. The pandemic and the war in Europe are now accelerating the reinvention of world supply chains. Indi abstained from the vote in the United Nations on Ukraine yet it maintains that all disputes be settled through peaceful resolution under international law. The joint Kishida Modi statement says- "We confirm that any unilateral change in the status quo cannot be forgiven in any region, and it is necessary to seek peaceful resolution of disputes under international law." ...

A Trump-Vance nomination with its huge tariffs inside a Republican shell with its preference for tax cuts is with a large degree of certainty likely to put America further behind China, slipping even further by a decade. And slipping in renewable energy and in meeting the aspirations of ordinary Americans. Most of the public does not realize that Trump-Vance 60% tariffs and Republican preference for tax cuts over infrastructure spending would create inflation and lack of growth in a Trump-Vance second term. Things would get worse because of the contradictions existing in the choice of tariff preferring Trump in a Republican party that sees tax cuts not infrastructure spending -even when desperately needed- as the answer to every economic problem. Without a clear policy of making the trillion dollar investments in the US economy, in manufacturing, in renewable energy, in chips and science, as it has under Biden the US under Trump-Vance policies would have two serious problems- first it would revive inflation. 60% tariffs on Chinese imports and 10% tariffs on other nations proposed by Trump-Vance would increase inflation. In the absence of the infrastructure investment that Biden has put in place it would create both a lack of growth for the jobs missing that come from infrastructure that is badly needed in a aging dilapidated infrastructure economy, and the inflation that the high tariffs would engineer. The benefits would not be great if China chooses to find other ways to conduct business and continues to keep its currency at levels that promote its exports. Even today Chinese products enter the US through other countries or when China builds factories in the US as Japan has done. The Republican aversion to tackling Chinese industrial challenges in the same way that China does by actively supporting American manufacturers would give China another decade of advantage as America slips even further behind in chips, science and manufacturing. This is the real problem in mixing Trump-Vance to the Republican philosophies on the economy which are not right for this point in time whatever their merits may have been in the 1980's when America was the industrial leader in the world.   ...

U.S. president Trump's statement calling for a list of goods for tariffs on $200 billion of Chinese goods leaves China without a clear response and facing new risks. The U.S. exports about $150 billion in goods to China so that China would have to impose penalties to respond at the same level. Placing restrictions on American firms on access to China's market, and imposing other penalties would have the effect of reinforcing the perception of unfair practices targeting American business and lead to hardening of U.S. response.  The U.S. sees itself as being in a better position with the U.S. economy experiencing a growth trend. China with large local government and bank debt faces a difficult situation. President Jinping's policy of reducing the risks of bad debt in the banking system involved sacrificing some growth to stabilize the system. China's GDP growth in 2017 was 6.9%, the target at 6.5%. Future targets and actual growth now look to be much lower.The trade war with the U.S. has the effect of dampening growth leading to calls for the central bank to loosen its monetary stance. In response to Trump's announcement the People's Bank of China pumped $31 billion into the nation's banks. China is studying Japan's response in the 1980's and 1990's when the U.S. took strong action against Japan's growing trade surplus. With the U.S. gaining oil sufficiency the straits of Hormuz oil supply lanes in the seas are critical to countries such as China, Japan and India which lack enough internal supplies of oil. Japan's prime minister mediated between the U.S. and Iran to keep the oil supplies lanes open and free of the conflicts and rivalry that have taken place in the region. After initially saying Iran was responsible for some tankers that caught fire, president Trump reversed himself saying that it was unintentional. The U.S. maintains oil sanctions on Iran but is careful not to worsen tensions further, and Iran suffering from the sanctions pursues a policy of trying to wait out the U.S. sanctions.

US and UK complete a trade agreement, the first of its kind with major trading partners. US has a $11 billion surplus in $148 billion two way trade with UK which is just ahead of India and behind Vietnam in trade with the US. Vietnam has acted as aproxy for Chinese exports to US something the DJT administration is taking action to correct. UK first 100,000 cars exported to US will not face a 25% levy, and UK exports will only face the 10% levy on all countries, including on British aluminium and steel. This agreement happened Thursday May 8 after a night call from Trump to Starmer moving up the negotiations to get awin for the US and the UK, that will also act as a model for other countries to reach trade agreements with the US. India, Japan, South Korea, could be next followed by EU. It also opens up engagement with China on a trade agreement. UK's Starmer thanked president Trump. World Bank projections of Indian growth rate are lowered from 6.6% to 5.8% because of DJT US administration's 50% tariff on imports from India. "It is in America’s national interest, then, for South Asia, and especially India, to grow at a rapid clip. That would create a counterweight in Asia to China’s massive economic and military expansion." This is the opinion of the Editorial Board of The Washington Post. It goes on to say that -  "But Trump is determined to negotiate a grand trade bargain with Chinese leader Xi Jinping, so he didn’t impose secondary sanctions on their purchases of Russian crude.Trump wants U.S. trade policy to be more self-interested, but it doesn’t serve America’s strategic interests to strengthen China’s position relative to its neighbors. At some level, the administration surely knows this." The Washington Post has identified a basic flaw in the US policy towards India. Both parties in America have fallen into a trap of believing that first Japan, then China with accelerated economic expansion in the 1920's and 30's and in the 2000's and 2010's  are not going to run into issues with such expansion, this being the military and the separation from US economic cooperation that enabled the economic expansion of both Asian countries. Another aspect is that in 1950 China was similar in size of economy to India at 1.18, in 1903 and in 1962 at 1.18, and the gap between China and India is only a story of the last 2 decades. By 2047 India surely has the potential to close this gap with economic and technological integration with the US and European economies that were the pillars of China's economic expansion in an earlier period.  There are other aspects of culture and size- The Bhagavad Gita and the Bible provided Gandhi with an integrated view of western civilization. With its interactions and adoption of western institutions and government, of law, the new Indian state and its neighbor Indonesia represent 1.7 billion people in Asia, with Japan and the Philippines 2 billion people twice the size of China.   ...

11 Pacific Rim nations form the Trans-Pacific Partnership in 2018. The Obama administration supported the trade pact alienating supporters in its union base particularly in the midwestern states. Mr. Trump opposed the TPP in his election campaign and made it a significant issue for swing voters in midwestern states after job losses in the auto industry. With the opposition of president Trump the U.S. decided to withdraw from TPP.  The 11 nations agreeing to join a revised agreement are Japan, Canada, Mexico, Australia, Brunei, Chile, Malaysia, New Zealand, Peru, Singapore and Vietnam. So far six countries have formally approved the deal, Australia, Canada, Mexico, Singapore, New Zealand and Japan, setting the stage for two rounds of tariff reductions starting December 30, 2018. Agricultural products duties will be duty free within 3 to 7 years including for Japan and Mexico. Australia, New Zealand, Canada are major agricultural exporters. Japan supported the deal as a way to counter China's influence in the region. In the U.S. the gains would be in intellectual property rights but losses for workers in the auto and manufacturing industries, a point Mr. Trump recognized in his election campaign as he campaigned in the midwestern states. Mr. Obama pursued TPP over objections of workers organizations and unions including auto workers union, with his advisors suggesting this as a way to counter China's influence in the region. The U.S. provided funds to Ukraine as it struggled to keep Eastern parts of Ukraine from separating with the help of Russia. Mr. Trump states that the U.S. was left with providing most of the cost without European countries contributing enough, a complaint he has made since the beginning of his campaign about all U.S. allies in American engagements overseas such as Korea and Japan and NATO.

Leaders of North Korea and South Korea, Kim Jong-Un and Moon Jae-in meet on April 27, 2018, at the military demarcation line between North and South Korea.  After handshakes and Mr. Moon stepping onto North Korean soil for a few minutes, Kim Jong-Un visits Seoul for peace talks.  This is a historic moment for the two countries as this is the first time since the Korean War (1950-53) that a North Korean leader has visited the South. No peace treaty was signed after the Korean War. During the period of six decades that followed the Korean War, particularly the period after 1980, the South Korean economy recovered from the war and expanded following the Japanese export model with large conglomerates such as Samsung. The North Korean economy has struggled in the period and North Korea is one of the poorest countries isolated for most of this period like Burma from the rest of the world. The development of nuclear weapons was pursued to prevent any external threats to the government, and decades of sanctions followed with aborted efforts to denuclearize the Korean peninsula. Recent ballistic nuclear tests and the installation of a new anti missile system in South Korea led to tighter sanctions with the cooperation of China. This heightened tensions, followed by the tighter sanctions. Kim Jong Un and the government are looking for ways to win approval in the international community, and find a way out of the tight sanctions. South Korea, Japan and the U.S. government are not sure whether this will lead to any results in denuclearization. The summit with Moon will be followed by a summit between president Trump and Kim Jong Un of North Korea. If a way can be found for the North Korean government and party leaders to transition to acceptance in the international community followed by integration of the North and South's economies over an extended period, there is a possibility that denuclearization could work, because it is to maintain the current government in North Korea that nuclear development was pursued in the North. Ideological conflict is now less of a factor in the conflict between North and South Korea as it was in the early days of the Korean War with the Cold War and Communism's advances in Eastern Europe and Asia the big issue at the time. Today China itself is more of a state run economy under the Communist Party following capitalism with Chinese characteristics than the old Communist model, and ideological conflict is not an issue between the U.S. and Communist run countries. This leaves open the possibility of a solution particularly as at some point just as in the case of Vietnam and the U.S., North Korea could see its future more allied with that of South Korea than with China. That leaves an opening for a timetable of transitional actions plus effective implementation stages, with incentives for the U.S. and Japan to negotiate a settlement. ...

The Biden administration makes its decision- it will continue the tariffs president Trump placed on about half of Chinese imports into the US. It also seeks new talks with China on trade. US is also pursuing other policies on trade that were not pursued by the Trump administration. The Biden administration is also aware that China is doubling down on technology purchases within China from Chinese firms to support its own high tech industries.
