Yoon suk-yeol the prosecutor who decided to run in 2021 for the first time in politics, won the recent presidential election in South Korea. He talks to the WSJ in this interview report and outlines the policies of his administration.  Yoon say she sees upholding the constitution which embodies values of  liberal democracy and market economy as the deciding factors for foreign and domestic policy. He wants to build closer ties to the US and Japan. He will resume defense exercizes with the US that were suspended during the Trump administration. On China he sees continued economic relations as a trading partner, but sees flip flopping in foreign policy as creating risks for the Indo-Pacific region. If invited to join the Quad Yoon says South Korea  "will positively review joining." On domestic policy he says his goal is "to correct and normalize so that the market can operate as it should." Yoon led the prosecution in efforts against prior presidents and Samsung, and his known for his forthright approach. The US now leads a new 12 nation economic alliance meant to advance the 4 pillars of digital economy, supply chain renewal, defense, and transparency plus good governance. The alliance includes partners Japan, South Korea, with Australia, India and Indonesia and other ASEAN nations. On his first trip to Asia president Biden said at the launch announcement of the US led Indo-Pacific Economic Framework for Prosperity in Tokyo- "The future of the 21st Century economy is going to largely be written in the Indo-Pacific- in our region. We're writing the new rules." Behind this announcement one senses a lot of preparatory work has already been done in discussions with key partners in Japan and South Korea, as well as with India, Indonesia and other ASEAN nations. In terms of population the countries involved may exceed 2 billion people with the largest GDP in the world. With other links such as the US EU Trade and Technology Council the group encompasses most of the industrialized world. Combined with Latin America this would reach about 3 billion people. With Biden setting a new vision for the Free World after another US president Harry Truman did this in the years following the Second World War. ...

How to build a global port network with less cash- China's state owned Cosco and it's European ports network is an example of savy buying during financial crises, and when companies in Europe and the US were keen to make sales of ports. China simply integrated it into a vast exports network, using containerized terminal expansion modernization to build its manufacturing for export model. This was an extension of its domestic network where it added new port infrastructure to newly built rail and road connections.  India today is learning from this example. By 2000 the Chinese global export model was entrenched. It was also the year when the junior Bush president extended the wars of Reagan/Bush in Iraq of the 1980's to Afghanistan. China had a clear road ahead to build state of the art infrastructure of ports, logistics and exports over the next 10-15 years without any defense costs.  Piraeus in Greece south of Athens, a port concession acquired in 2004 Antwerp in Belgium (Austrian Netherlands), a minority stake in a container port acquired in 2008. In 2013 with sale of Terminal Link ports in a 49% stake deal by CMA of France holding 51%, China has stakes in Zeerbrugge and Antwerp, Busan South Korea, and Le Havre, Montoir and Fos in France, Xiamen in China, Miami and Houston in US. Rotterdam, Netherlands- Cosco acquired in 20126 a 35% stake in Euromax Terminal in Rotterdam from Hong Kong's Hutchison's Holdings for $125 million. Valencia and Bilbao majority  51% stake for $270 million, when JP Morgan paid as much as $950 million to ACS of Spain for these ports after the 2009 crisis led to Spanish divestments. Today in TEU's shipping containers China sends goods to Europe 10 times what it takes in through Spanish ports. NATO Summit in Madrid comes right after the G7 Summit. Just days before the NATO Summit in Madrid a number of important steps are taken. The NATO Response Force is increased from 40,000 which lacked deterrence to 300,000. Additional military spending of $100 billion announced will increase spending by the amount of the entire Russian defense budget. Turkish backing for Finland and Sweden to join NATO was negotiated bringing more capabilities and a long border with Russia in the Baltic into the picture. The G7 Summit will be seen as setting the framework of close cooperation and understanding of leaders of western and eastern democracies in the world including Africa, Latin America and Asia. Invited were leaders of South Africa, Argentina, India and Indonesia, major parts of the Free World in the 20th century and now into the 21st century. NATO Summit in Madrid adds to these leaders the leaders from Australia and South Korea. The idea here is to address the changing situation in Asia with China's aggressive posture in the Himalayas, the South China Sea, and with Taiwan, and the close cooperation with Russia during its invasion of Ukraine. ...

Greg Ip of WSJ points out that DJT's tariffs are not fully understood. DJT did not use tariffs in the way he is doing now in his first term. Today Congress understands that it is a negotiating tactic when the US is at a disadvantage with other nations using non tariff and hidden barriers. Mostly all countries except China will accept the tariffs and it generates $240 billion a year to finance US resurgence. In the past US spent years of negotiating to get agreements with recalcitrant countries like Japan or China or the EU. The US just doesn't have that kind of time when it has lost its manufacturing, its shipbuilding, its shipping and ports. The average tariff under Biden was 3%. It now is about 13.4%. DJT strategy is to simply hit all imports with a 10-15% tariff across the board as price for access to the US market and for its defense and military protection- this means EU, Japan, South Korea,Taiwan, India cannot retaliate.  ...

Efforts to build air defense systems for Guam, American base 1300 miles east of the Philippines. China has stockpiled missiles that could reach Guam, says this report in the WSJ. There are 150,000 American civilians in Guam, which is an island the size of Chicago. As Guam is entirely American the US can operate from Guam in a manner that it cannot do from Okinawa or other bases in the Pacific, or in South Korea. About 50,000 Americans are based at Okinawa, Japan. US has 22,000 military personnel on Guam island. Guam played a critical role in the early days of the Pacific War with Japan and after it was retaken from the Japanese.

This is becoming important as the US faces the prospect of being able to help protect Taiwan's independence, and protect free navigation on seas in the Indo-Pacific region that extends from Africa to India and Australia and to western US.

U.S. vice president Mike Pence visits the demilitarized zone between North and South Korea and says that North Korea should not pursue its nuclear weapons program. Pence says the U.S. wants to persuade North Korea to abandon its nuclear program "through peaceful means" but "all options are on the table." Pence said North Korea should not test "U.S. strength and resolve."  Snap elections are to be held May 9, 2017 in South Korea, with one of the candidates saying he would reconsider deployment of the THAAD missile system. Following the deployment of THAAD anti missile system in South Korea China has responded with a economic boycott of South Korean goods. Seoul is only 30 miles from the border with North Korea and the sentiment in South Korea is to avoid military action which would affect the region around Seoul of 20 million people. The missile tests by the North are also seen as a threat to South Korea and Japan. China sees the THAAD system as an effort to increase American presence in the region and has opposed deployment. The U.S. response has been to speed up the deployment of the THAAD missile system ahead of the election in South Korea on May 9, 2017. ...

In exceptional reporting from Seoul, WSJ's John Lyons shows how the opinion has shifted in a matter of months in South Korea over installing the anti-missile Thaad system provided by the U.S.  Gallup South Korea polls show that since the election campaign earlier in 2017 opinion has shifted sharply, from 52% supporting Thaad to 72% support after the July 28, 2017 North Korean launch of an ICBM missile recently. When he took office president Moon halted installation of 4 addition Thaad anti missile launchers, now Moon supports installation. and it is moving ahead.  Anti-war activists earlier protested the installation at a golf course in Soseong-ri, and formed a group supporting Moon. Now only a few protesters are to be seen, says Lyons.

Japan and South Korea which rely on the U.S. for defense offered only a mild response to president Trump's announcement of  25% tariff on steel imports. Australia also defended free trade but offered no response to the U.S. duties on Australian steel and aluminium exports to the U.S. of $388 million.  There was no criticism of Mr. Trump.

Anton Harder in this Wilson Center publication of research uses correspondence between Jawaharlal Nehru and his sister Vijaylakshmi Pandit ambassador to the US in 1950, to show that the US made an offer for India to take a permanent seat at the UN Security Council. India had supported two resolutions on June 25, and June 27, first condemning the invasion by North Korea and second the organizing of a UN force of 29 countries to push back the North Korean invasion. Even though the US is not seen as actively engaging with India during that period and seeing through British eyes the colonial policies of encouraging  different powers in South Asia, that may not be true.  Who was India's foreign minister in 1950? Jawaharlal Nehru was both prime minister and foreign minister till 1964, which means there was less discussion of foreign policy than happens today during the Ukraine invasion with Jaishankar a career diplomat with 30 years experience, Rajnath Singh, and Mr. Modi, in talks with president Biden recently, and in further discussions Modi had with EU's Von der Leyen and UK's Boris Johnson, Kishida of Japan. Who was India's defense minister in 1950? Baldev Singh, a Sikh independence struggle leader was Minister of Defense for 1947-52 and tackled partition of Punjab and Kashmir issues. The rest of the years to 1957 when India faced the Chinese invasion of Tibet India's defense minister was also for most of the period Mr. Nehru, except Ayynagar in 1953, and Kailash Katju in 1955 and 1956. The controversial V.K. Krishna Menon was Defense Minister from 1957 to 1962, when Indian defenses were further neglected leading to the Chinese invasion of India in 1962, and his replacement by Yashwantrao Chavan. The purpose of this is to look back at what happened in earlier periods to understand where India stands today- and what choices it makes today. Clearly the US was looking for allies then and now. Nehru saw things from his own reading of history seeing China and India as both suffering from western invasion, not realizing that China's experience under Mao was different- that of Japanese invasion and bombing of China's major cities not just colonization of Hong Kong and other ports for trade under British trade based policies in 1850-1900. Thus a Communist Chinese version of China's defense involved taking over border regions such as Tibet putting China in direct and open opposition to India. Nehru never really grasped what was happening in Tibet and the war China fought against the Nationalists. American general Stilwell loved China deeply and had an understanding of its people as shown in Tuchman's account in her book Stilwell and the American Experience in China 1911-1945. Stilwell during that war had a better understanding of China, the strengths and weaknesses of Mao's China and of the Nationalists under Chiang, than Nehru. Some of these errors post 1950's and a concentration of foreign, defense and embassy positions in the person of Mr. Nehru and of Nehru family member such as Mrs. Pandit led to the Indian failure to act on Tibet and see it as see it for what it was -facing a Communist Mao led China that had fought the Japanese invasion as different from Bodhidharma's China of the history books. Bodhidharma's China will outlast Mao's China, yet it is Mao's China that India faces today. This also tells us that India has to think in new ways- as Lincoln said during a period when America was also making its own progress as an industrial nation in the 1860's. "The dogmas of the quiet past are not adequate to the stormy present. The occasion is piled high with difficulty, and we must rise to the occasion. As our case is new, we must think anew, we must act anew. We must disenthrall ourselves, and we shall save our country." India's values are values of democracy heightened not just by Mohandas Gandhi's ideas with Hind Swaraj written in 1910 just as powerful in 2022, but also by the heights of Ladakh where elections are held in remote regions of the Himalayas. India's values are values that are also shared in the best that America has in its values and culture and in the defense of freedom.    ...

Following the fifth North Korean nuclear test DW.com talks with Rudiger Frank about the test and what this means. Frank says the negotiations with North Korea and efforts to limit the program so far have been a colossal failure. Tests have continued and without a change in strategy more tests will be followed by the usual condemnations by world leaders and further sanctions. Frank says this change in strategy would include recognizing North Korea as a nuclear state, and getting North Korea to ensure the weapons are safe and secure in the country, getting a clear idea of what and where the weapons are. The International Atomic Agency would be asked to go in and make inspections. The next step would be to freeze the program at some level agreed to. This is a tough step to take but it only recognizes the reality of the situation, and continued development by North Korea of nuclear weapons if no steps for change are taken.

Tensions were high, an attack on oil facilities was not expected. About half of Saudi oil production was put out of use in the attack by low flying missiles that evaded radar defenses. Saudis plan to meet oil export commitments by importing oil. President Trump imposed sanctions on the Iranian central bank, and at the same time said he would meet with Iran's president Rouhani for talks if arranged.  The European Union called for talks to renegotiate the Iran nuclear deal considering all issues nuclear, oil, and political issues in the region. The effect of Trump administration sanctions on Iran's economy have led to worsening relations. Japan, South Korea, India and China are affected by the U.S. effort to limit imports of Iranian oil. As tensions rose Japan with limited reserves made efforts to reduce tensions and bring the parties together. Mr. Trump fired his National Security Adviser in an effort to open up ideas for a renegotiation of the Iran nuclear deal on a comprehensive basis including oil and political issues in the region. ...

Korea and president Park's need to distance herself from her father who served in the Imperial Japanese Army when S. Korea was a colony of Japan, all serve to keep the two countries apart. The U.S. "pivot" to Asia under president Obama and pressure on S. Korea to improve relations with Japan has not helped. S. Korea prefers to stay neutral in Japan's disputes with China because of trade relations with the two neighbors and historical reasons.
