Britain's chancellor of the Exchequer, George Osborne, tells parliament it will be difficult for Britain to avoid a recession if Europe goes into a recession in 2012-2013. He also told parliament that British debt reduction will take longer than planned because of the economic slowdown. This means the British public will have to go through two more years of austerity than previously planned, now upto 2017. Britain will need to borrow an additional 111 billion British pounds through 2015. Britain's Office for Budget Responsibility forecasts economic growth at 0.9% in 2011, and 0.7% in 2012. Debt as a share of GDP will peak at 78% in 2015, instead of the 71% expected earlier. With strong opposition from the unions and a major strike planned by about 2 million workers on Nov. 30, 2011, the Cameron government plans to go ahead with its austerity measures. This includes eliminating 600,000 public sector jobs, and limiting pay increases for public sector workers to 1% for two years after the end of the current pay freeze....

When George Osborne took over at the British Treasury the deficit was 10.2% of GDP. Osborne's hope in 2010 was that the budget could be balanced by 2015, now it looks like this will happen in 2019 or later.The forecast for the end of the 2015 fiscal year is a deficit of 5% of GDP. Lower than expected tax receipts are a big reason for the difficulty in lowering the deficit. The Office for Budget Responsibility, the budget agency, has reduced the forecast for tax receipts for 2015-2019 by 87 billion pounds. This means further spending cuts will be needed, according to OBR. Budget surplus is not expected before 2019. This is happening even though lower inflation and lower market interest rates have helped reduce outlays to service the debt. OBR assumes productivity will increase to 2% for the budget to be balanced in 2019. At the average productivity growth rate of 0.5% seen since 2008, the budget deficit will still be 2.2% in 2019, in another scenario of numbers run by OBR.

Putting 300,000 children in poverty, affecting 1.6 million families, that is the cost of the two child benefits cap of Tory finance minister under Cameron, Osborne. The cost 1.7 billion pounds when 18 billion pounds of debt was added to the debt of company running the British water utility Thames Water, with a chunk of it to to pay dividends, that was privatized in 1989, as shown in the Guardian. Leading to its inability to make the investment needed and to the water quality issues in the Thames river. Thames Water is near financial collapse with parent company defaulting on its debt in April, according to the Guardian. The misallocation of funds under the Tories is a warning about what happens under Reagan/Friedman economic theory that has become part of the existing culture and damaged the economy in the US and Europe. These are what the King's Speech called "the scars of 14 years where politics (and economic theory) was put above the national interest, and decline deep in the marrow of our institutions." According to preliminary estimates of the UK Office for National Statistics, gross domestic product fell 0.5% in October through December 2010, after expanding 0.7% in the third quarter of 2010. The UK inflation rate increased to 3.7%. At the same time the money the UK needed to borrow in December 2010 came in at 16.8 billion pounds, down from the 21 billion pounds in December 2009, showing an improvement in public finances. The two main drivers of UK growth are now set to slow down. Consumption spending down because of higher unemployment and inflation, and tax increases equivalent to 8% of GDP over 4 years. And government spending cuts leading to a reduction in spending for the 2011 fiscal year of 23 billion pounds. UK economic growth is 2010 is 1.4%, after contractions of 4.9% in 2009 and 0.1% in 2008. The UK Treasury chief George Osborne said the government will "not be blown off course by bad weather." Central bank governor Mervyn King pointed to the choppy recovery. Referring to the austerity policies King said, "the right course has been set and it is important to maintain it."...

And particularly not in a British attitude. How hard does China work is a question Tom Phillips tried to answer Oct 6, 2015 from Beijing for The Guardian. The migrant workers are the ones who work the hardest. And productivity is low. Among the higher classes there are longer hours with the work pressures, family obligations and long work hours leading to insomnia, fatigue, obesity, and ill health conditions. A comparison shows Britons working 1677 hours on average according to the OECD. The average Chinese worker is shown to work 2000 hours, by a researcher at Beijing Normal University. A labor economist in Beijing says as the economy improves and working conditions get better workers are working fewer hours every year. He says China lags behind in productivity. The longer working hours he says are not good for worker's health and for productivity. This was said in 2015 when China was still chasing GDP growth without the level of technology the US and Europe had. Now the focus has shifted to better quality growth in advanced technologies and old factories closed. ...

Instructions in a 2012 law say the money from fines paid by banks for LIBOR related offenses should go to communities throughout Britain. A program in North Yorkshire teaches military veterans how to use "therapeutic baking" as a way to ease stress through cooking and by kneading dough. The same social housing charity, Riverside ECHG, says its focus is on making sure people are not sleeping in bushes or cars. A program in Harrowgate uses these funds to resurface tennis courts at a treatment center for injured police. British prime minister Cameron promised during the recent election to use 227 million pounds from fines paid against Deutsche Bank in April 2015 for financing 50,000 apprenticeships. Critics say the money should have gone to people who were harmed by the banks actions, yet in the case of LIBOR related offenses it is not clear who was harmed and by how much. Britain's Chancellor of the Exchequer, George Osborne, says "the integrity of the City matters to the economy of Britain," as he takes strong action to safeguard financial benchmark rates set in the City of London. Following the manipulation of LIBOR for which banks paid heavy fines this is a major issue. New legislation will make it a criminal offense, punishable with 7 years in prison. Manipulation will be determined based on the intentions of traders to place trades or share information so that their interests are served above a client's interest. Not just LIBOR, other benchmarks such as London foreign exchange benchmark rate, key gold and silver rate, ICE Brent index and Sterling Overnight Index Average (Sonia), ISADFix, are also included in this legislation.

Claire Gatinois and Soleyn de Royer's interesting essay on the life and times of Emmanuel Macron who started as one who would bring new life to the Fifth Republic but over 7 years sees that he has made poor choices and comes across as brash and inexperienced. His Movement was formed very quickly during the waning days of the Hollande administration of the Socialist Party. By bringing in Macron Hollande did what Blair and Clinton had done for Labour and Democrats thinking they were somehow moving to the centre in tackling the budget, deficit and the economy. Clinton hired as Treasury Secretary Goldman Sach's Robert Rubin and Harvard's Lawrence Summers, Obama hired Timothy Geithner, who like Macron in the Hollande cabinet lacked all conviction for improving the life of workers and the middle class in the US. Clinton setup China's entry into the World Trading Organization without grasping or understanding the economic framework of American manufacturing and thinking of industry leaders who were in that time in the  mood for outshoring everything made in the US with the inflexibility of American labor. Geithner like Cameron's Osborne had little affinity with the working or middle class, and did little to correct the abuses of banking professionals behind the 2009 financial crisis, which in some ways is still with us today, the pandemic being the second hit to workers and the middle class, the migrant surge an addition of mental unease. ...

The Economist cites estimates from the Bank of England showing Britain's national output peaking at 1.5 trillion pounds in 2007 and not likely to return to that level till 2015. It points to fears of a lost decade. Meanwhile debt is rising from 600 billion pounds in 2008 to 1.1 trillion in 2012, making reducing the debt to GDP ratio by 2017 even more difficult. Lower growth affects tax revenues even as social benefit costs increase. Part of the problem is that from 2009-2010 to 2011-2012 public sector net investment declined from 48.5 billion pounds to 28 billion pounds. The Economist suggests Chancellor Osborne take up an additional investment in infrastructure of 28 billion pounds, even borrowing 14 billion pounds in the bond markets if needed, as a prudent step to revive growth. Small improvements in rail, roads and bridges could make up for a lack of large projects. Other suggestions include expanding the "funding for lending" scheme with banks to get capital to small business, finding more savings in the National Health Service, and changing the way Britain taxes development land that remains undeveloped. Britain, now joins, Portugal, Spain, France and Italy, in the failure of austerity measures alone creating a return to economic growth and lower deficits. This editorial in the WSJ finds problems in the policies of the Tories and the Labor Party before the parliamentary elections in Britain in May 2015. It says Chancellor Osborne hurt lower income families disproportionately by raising the value added tax from 17.5% to 20%. Lower oil prices are lowering prices for middle and low income families, not the policies of the Conservative Party, it points out. Not much has been done to increase housing supply, with housing costs taking up about half of a family's income in some places. It finds little comfort in the targeted subsidies of the Tories, or the minimum wage ideas of Labor.

This election is seen as a turning point for Britain. The Liberal-Conservative coalition has come up with a radical plan to cut spending and decentralize services in the areas of education, policing and health care. The plan is to cut the deficit quickly from 11% of GDP in 2009-10, to 2.1% in 2014-15. By comparison the outgoing Labor government's plan was to balance the budget by 2016-17. And the fiscal impact of Labor's budgets would have been 4% by 2014-15, compared to the Cameron government's looking at 6.3%, with larger and accelerated cuts in spending. It is something of a gamble by the Tory-Liberal government. If the severity of the cuts in spending stifle growth, then Plan B will be needed. The size of the cuts are not seen as feasible. With growing interest payments with the large borrowing by the government, and no real cuts in healthcare spending, departments delivering public services in Britain face cuts of 25% by 2014-15. With defense and schools limited to cuts of 10%- other departments would face cuts of 33%. According to the Institute of Fiscal Studies one way to reduce the severity of these cuts in department budgets, would be to find additional savings in the welfare budget. In June, Mr Osborne, the Chancellor of the Exchequer, announced 11 billion pounds in savings in this area (with half coming from using a different measure for inflation in calculating benefits). Additional savings of 14 billion pounds in welfare budgets, can reduce the size of the cuts needed in departmental budgets to 20%. One example cited is means-testing payments that go to the affluent as well as to poor people, such as child benefits, and cutting winter-fuel payments. Tories and Liberals agree on the need to decentralize government and services in the areas of schools, policing and the NHS. In schooling the idea is to give more choices to parents and children. Current schools can apply for academy status and new "free schools" will be run be non-profits, charities, churches, and parents. These schools will have freedom to set pay, select curriculum, and still receive state funding. In policing, the idea is to have directly elected police and crime commissioners for every constabulary in England and Wales. The elected commissioners would appoint constables and determine budgets and priorities. For the National Health Service the move is to give groups of general practitioners a significant role in the delivery of health care. ...

Of 21 reader comments to this piece on banker pay, all except for 4-5, were very critical of the bankers behaviour, including many of their colleagues in the financial industry who commented. The lack of any response from the FSA on the grounds that its not the FSA's job, or from the Treasury, is disconcerting. Treasury is said to have not said a word, when RBS hired a head trader for a rumored 7 million pounds. All this coming on the heels of the RBS and Lloyds debacle, makes the Labor government open to attack from the Conservatives under Osborne and Cameron. and from Mervyn King of the Bank of England. They have expressed strong disapproval of the busines as usual attitude of bankers.

Sources cited in The Times say that in seeking the resignation of chancellor Javid British prime minister Boris Johnson wanted to avoid early on the situation that existed between prime minister Cameron and Chancellor Osborne of differences in policy. There were differences between Mr. Johnson and Mr. Javid on balancing the budget and the appointment of the Governor of the Bank of England. Mr. Johnson and adviser Cummings wanted looser fiscal rules to achieve the levelling-up agenda, infrastructure spending, than Mr. Javid.  A decision on HS2 was to come from the prime minister alone not the chancellor. At one point 10 Downing Street communicated directly with the chief secretary of the Treasury, Mr. Sonak, who is now the new chancellor. Mr. Sonak 39, was only recently a junior minister.  Critical for Mr. Boris Johnson and advisor Mr. Cummings is the agenda of infrastructure and leveling up the country. It became apparent that finance would be critical for policy and investments to achieve this. Moody's Investors Service lowered the UK's credit rating from triple A to Aa1 and changed the outlook to stable. The managing director of Moody's sovereign ratings, Bart Oosterveld, says Britain' debt will continue to grow in 2013-2015 and only stabilize after 2016, in Moody's central scenario. Analysts say this is unlikely to increase Britain's borrowing costs. Britain's Chancellor of the Exchequer, Osborne, says the debt problems built up over many years, and declining growth in the eurozone hurts Britain's exports. Moody's says Britain's debt will peak at about 96% of GDP in 2016 after continued sluggish growth in coming years. This move follows a downgrade of France by Moody's from triple A rating in November 2012, and downgrade of the U.S. from triple A rating by S&P in August 2011.

Unlike Cameron who was brash and confident to the point of making bold moves such as the decision to call a referendum as election year politics and did not consider carefully the impact of the austerity programs on Britain's working class; May is thoughtful and has been critical of the long period of deficit cutting austerity under Cameron and Osborne. She loves cooking and has a library of over 100 cookbooks, loves clothes and is carefully dressed for each event. Her matter of fact way to get on with it also has to do with her response to diabetes, with 4 injections a day her thought is "to just deal with it." She and her husband worked in investment banking, before her election as MP from Maidenhead, a constituency near London, on the third attempt. In an interview with the Daily Telegraph she has described the woman she is often compared to, Angela Merkel of Germany, as someone who doesn't get enough appreciaton. For May Merkel has actually achieved something significant by "steering Germany through a difficult time," and with her negotiation abilities during the eurozone crisis proved her resourcefulness, "hats off to her," says May. ...

Bank of England's governor Mervyn King says that there "has been very little reform" in the FSA and the Gordon Brown government's bank overhauls. He said in a speech to Scottish businessmen that "the belief that appropriate regulation can ensure that speculative activities do not result in failures is a delusion." Paul Volcker, former Fed chairman, is of the same view that regulation will not do what is necessary to avert another crisis, that separating speculative activities from normal deposit taking and banking activities is an essential part of reform. According to King, the capital requirements that regulators impose will not be enough as they are arbitrary, and its hard to know how much capital will be needed for an unpredictable crisis. And having "too-important-to fail" banking firms to continue existing, would require a resolution regime. The better option he believes is to draw a line between utility banking with government guaranteeing these bank's socially necessary functions, from the speculative activities that can be left to market discipline. This means breaking up "too big to fail" firms. Conservative party's Osborne, as shadow Chancellor of the Exchequer, sees the need for this separation of banking activities....

The Economist magazine looks at the mess that Brexit has become and reflects on what this means. The first explanation is that Britons always loathed the evolution of the common market into the European Union. The second that Brexit was simply a result of a simmering civil war between the successful metropolitan  liberal parts of Britain and the provincial conservative parts of Britain. A third one is seen as equally plausible that the country's leadership has failed, that its model of leadership is coming apart.  It says the problem is the chumocracy with David Cameron made the poor decision to go for a referendum on the EU without thinking this through carefully, taking risks with the future of Britain for the sake of narrow party interests. 51% and you are out of the EU was never a fair option when major decisions of such type are handled with great care, even confronted with less momentous decisions other countries use two stage votes or call for super majorities. Basically the whole referendum was flawed to begin with and the people making the decision gambled with the future of Britain and the British economy.  The Economist magazine says the current candidates for Tory leadership, are all inadequate, one even suggesting that Britain should not balk at leaving the EU with no deal because it would create a temporary shortage of Mars bars. It looks at the leaders class in Britain as says it preserves many of the failures of the old establishment by being introverted and self-serving. It sees less expertise and more bluff in their backgrounds in public relations, journalism (Cameron, Johnson) and lighter experience (May as analyst), and sees a singular lack of self restraint because it believes it comes out merit based selection compared to the old establishment. What the Economist magazine sees is meritocracy transformed into crony capitalism for Blair in Labour party and Cameron, Osborne in the Conservative Party. One of the problems it says is the erosion of other ways to enter the leadership ranks from a range of places- business, unions, local government, working class talent, and other places- something that existed in the early postwar years to the sixties. Gradually a shift is taking place already to create new options and broaden the places from which leaders can emerge for broader more effective selection. ...

Britain's prime minister David Cameron is having finance minister Osborne lead the negotiations with Germany and France on treaty changes for Britain to stay in the European Union, following his election promise to hold a referendum by 2017. The discussion about the prospects for changes show how difficult it will be for Britain to get the changes in the next 2 years. German chancellor Merkel supports Britain staying in the EU but only up to a point, and German public opinion does not show strong support for the kind of changes on immigration that Cameron is seeking. Support is also declining in countries like Poland because of the immigration issue. Merkel would like to see Britain in because of its open economy, free markets, and also because German contributions to the EU budget would increase significantly with the exit of Britain. Northern countries such as Sweden would also favor an effort to keep Britain inside the EU. On defence and foreign affairs EU without Britain would not carry the same weight and influence. Inside Britain Cameron faces problems with Euroskeptics inside the Conservative Party, and with the 13% popular vote that went to the UK Independence Party in the recent election. The uncertainty is not good for business and the economy of Britain, which is why Cameron is considering holding the referendum on the EU in 2016....

Who should lead the Conservative Party in 2016 till the next elections in 2020? The Economist magazine says strong negotiating skills and stamina are needed, and on this point it says Theresa May, Home Secretary, does better than former Energy minister, Andrea Leadsom, who has not done such tough negotiating and is not so well known as May. May had the support of 199 members of parliament to 84 for Leadsom, whose experience is less and was junior Treasury minister in prior position compared to May's 6 years in the position of Home Secretary handling immigration issues. Being an ardent Brexiter Leadsom has an advantage with Brexit supporters, though May handled her Brexit Remain position in a low key way and can appeal to both sides of the Conservative party. The result will come from a postal ballot to 150,000 members of the Conservative Party.

Britain's former prime minister David Cameron who said after resigning that he would continue as constituency Member of Parliament, says he will stop representing his constituency in the county of Oxfordshire. The decision comes early compared to previous prime ministers. Cameron says he does not want to continue because of the "risk of becoming a diversion." Critics say Cameron was reckless when he called for the referendum that led to the "yes" vote on Brexit with 52% support, leaving Theresa May with the daunting job of negotiating Brexit throughout the remainder of the term as prime minister.
