One can only say the Covid pandemic, vaccination shortfalls, failures of supply chain distracted Biden from acting early and similar to DJT on the first phase of immigration action on illegal migrants committing offenses. The release of illegal migrants across the US is something that Democrats will years from now see as a major error in its policies. The Liberals fared badly with their share of the vote at 26% the lowest since 1867, and the Green Party at 7%. Some of the Liberal supporters switched to the socialist New Democrats. Liberal's leader Stephane Dion chose to fight the election on a plan for a carbon tax just when the economic crisis hit. He tackled Covid, improved childcare, tackled the renegotiation of trade with Republicans in the US, but lacked the major achievement of the 1970's of Pierre Trudeau setting up Canada as an independent state. The Washington Post looks at the political career of Justin Trudeau. He is the son of former prime minister Pierre Trudeau, a politician from Quebec, who was prime minister from 1968 to 1984 except for one year in 1979-1980. During that period Pierre Trudeau a lawyer practicing labour law in Montreal and educated at the University of Montreal had three significant accomplishments. Canada Act of 1982 passed into law by Queen Elizabeth and the British Parliament, set up Canada as a sovereign state. Prior to this only the British Parliament could amend the Canadian Constitution under the Dominion Act of 1867 under Queen Victoria. As a Quebeker Pierre Trudeau succeeded highly respected Lester Pearson as head of the Liberal Party, and held off the Party Quebecois's effort for separatism in the early 1980's. By 1981 the Canadian Supreme Court 9-0 rejected the Party Quebecois bills that conflicted with the Charter of Rights set up under the Canada Act which protected minorities in Quebec having education in English.   ...

Two weeks after his election Donald Trump says the U.S. will not join the Trans Pacific Trade Agreement during his term in office. Barack Obama took seven years to negotiate the trade agreement which was opposed by trade unions, the auto industry and was unpopular in the midwestern U.S. because of the impact of trade in hollowing out the manufacturing sector. Here Frank Sieren of the DW.com points out that the agreement was not really about trade, as most of the gains of trade had already been realized according to experts. It was part of the "pivot to Asia" to maintain American dominance in the region, says Sieren. After China pulled together some Asian and European countries into its trade agreement, the Regional Comprehensive Economic Partnership (RCEP), the U.S. pushed for TPP as a counterweight to the China sponsored trade zone. China says it will try to integrate the countries in TPP into the trade zone it has sponsored. President Trump has said that the U.S. is better off negotiating agreements with each country and not getting into multilateral trade agreements. He fought the election campaign on the basis of the opposition to TPP and trade agreements that unfairly hurt American workers. This could have provided the 110,000 margin of victory in the states suffering from the hollowing out in manufacturing such as Michigan, Wisconsin, Ohio and Pennsylvania. A similar hollowing out in Ontario favored Justin Trudeau's Liberals against the Conservatives in Canada's election. ...

This NYT report looks at the 20 counties within 5 battleground states in the midwestern states of Wisconsin, Michigan, eastern state of Pennsylvania, southern state of North Carolina and western state of Arizona. It shows the percentage of votes gained by the Republican and Democratic parties in the last 3 presidential elections. A look at the trend and direction of vote percentages gained by each party in each of the 20 counties in different states may be a better indication of the final result than polls alone as both parties are pushing hard in the 2020 election down to the last day. The Republicans strong in the ground game and organized effort, and Democrats in television advertising outspending the Republicans. Because of the clearly delineated positions the Democrats and Republicans stand in sharp contrast to each other both in image and substance.  Because of the Electoral College and states assigned electoral votes based on size the U.S. system is not based on the total vote count in the country. Who wins each state by vote count and gets the assigned electoral college votes assigned to that state, an builds up more than 270 Electoral College votes wins the election for president of the USA.  In Michigan there is the impact of the resurgence of the auto industry, with president Trump pulling out of TPP agreement and renegotiating NAFTA in favor of the U.S. auto industry bringing back jobs from Mexico. This puts the union vote in the auto industry- with Ford, GM and Chrysler located in Michigan- favoring these auto friendly policies from the current administration. The resilience of the auto industry sales during coronavirus is part of the economic story in Michigan. The renegotiated NAFTA treaty also helped dairy farmers of Wisconsin increase sales to Canada. In Pennsylvania the coronavirus and economic impact has hit harder than in Michigan with the decline in oil prices and effect on fracking industry. Closure of coal plants is also having a negative impact on the state. Tariffs on Chinese steel by the administration are helping the steel industry. Offsetting these economic stories is perception of how the coronavirus pandemic has been tackled by the administration. Added to this is the suburban women's vote and the shift of out of state liberal voters to suburbs in North Carolina (Wake county), and in Arizona (Maricopa county and Tucson area). States not covered here but also relevant are Minnesota which could be a battleground state in the midwest and Iowa. Racial protests in Minneapolis add another dimension with controversies about the policing in cities such as Minneapolis and recently Philadelphia. The sharp contrasts in image as well as policy, the coronavirus pandemic and the handling of the pandemic as well as the way rallies are being conducted differently by both candidates, and the economic stories, present an election like no other since the 1960's. The contrast is as sharp as between Gen. Dwight Eisenhower of the wartime allied effort and Adlai Stevenson a liberal and humanist in the 1952 election. That election saw some of the highest turnouts since the second world war, and this is now happening today. That election also determined the direction of postwar growth and dominance of American industry, the setting up of the National Highway system and important changes that were later continued under the Kennedy administration. It also marked the beginning of the Cold War following the Korean War under the Truman administration, a situation that is emerging in a different way today with the free world and the tension from relations with China. ...

This report in the Hindusthan Times on president Trump's 25% steel tariff on steel imports focuses on the trade deficit with China of $375 billion in 2017. It shows the trade deficit for the month of February 2018 citing data from China as growing rapidly in 2018 over the prior year by 45%, even as imports went up only by 6.3%. In looking at coverage in the U.S. on this topic many of the reports in the Washington Post and the New York Times were critical of the tariff without mentioning the size of the trade surplus of China. Hardly any reports mentioned the growth by 45% in the February 2018 trade surplus of China with the U.S. over the prior year.  This report cites a tweet by president Trump that China was asked to come up with a plan to reduce its trade surplus by $1 billion in 2018, only 0.27% of the trade surplus, which looks strange as this would do little to change the trading relationship except that it puts pressure on China to change the direction of the surplus that is growing because of the strengthening dollar and the growth in the U.S.  This suggests that even with the 25% steel tariff America's basic problem of the imbalance in trading relationship with China will continue.  The headlines critical of Trump for starting a trade war therefore look strange in this context and show how little this subject is understood or debated with facts. Even today textbook economics principles are cited after two decades of hollowing out of industry in the midwestern U.S. and in Ontario, Canada. This led to public sentiment shift electing a liberal Justin Trudeau in Canada, and an outsider real estate businessman Donald Trump in the U.S.  For Democrats in the U.S. the support of marginal additional gains in trade with president Obama's push for another free trade agreement in the TPP may have cost them theiir working class base and the election.   ...

After years of running budget deficits, Canada under the Conservatives worked hard to balance its budget. The Conservatives under Stephen Harper did not accept the need for large stimulus spending, as a result his government almost lost its second term in a parliamentary vote that did not happen because the governor general closed Parliament for 7 weeks. Now it has come up with a stimulus plan of $40 billion in Canadian dollars of tax breaks and new spending. Most of the money will go to maintaining roads, railways and ports and in encouraging home improvements. He was appointed Parliamentary Secretary to a ministry, to the prime minister, and Minister of state for Democratic Reform of the Canadian Senate, during the years  Stephen Harper of the Progressive Conservative Party was prime minister 2005-2015. Shadow Minister of Finance 2017-2022. Polievre has not hesitated to make his opinion felt and in 2022 he supported the truckers Freedom Convoy. Here are 11 big infrastructure projects that are planned across the country. They are part of the $2.2 trillion of projects to build or repair infrastructure, that is estimated by the American Society of Civil Engineers as needed by America today. But there is only $100 billion for infrastructure spending in the Stimulus Plan, and much of this will go to keeping existing infrastructure, a dilapidated bridge here or road there in repair. Only $50 billion is available for transportation projects. The rapid transit planned for California with trains twice as fast as Acela for a 800 mile track is estimated at $45 billion, but there is only $11 billion in the Stimulus for mass transit aand cities like Washington DC for Dulles airport with its need for a airport train, and other mass transit projects around the country wil compete for the same money. As a result most will go unfunded. The Second Avenue Subway in New York at $4.35 billion, Miami Port Tunnel at $1 billion, Bridge to Canada from Detroit for $1.8 billion, Hudson Rail Tunnel for New York at $8.75 billion, Seattle Highway Tunnel at $4.24 billion, Gulf ports at New Orleans and Gulfport, Mississippi at $2.04 billion, tens of billions for new California aqueduct bypassing the delta around Sacramento to bring water from north to arid Southern part of California, NestGen Air Traffic Control for $15 billion to $22 billion, are the other projects on this list. Many of these are badly needed and have been waiting for years to get the necessary investment. This is only a partial list, and suggests that there are a lot of projects that can productively use government investment, so that wasteful spending does not occur. It appears that the projects are there because these areas were neglected for a long period, more like the situation faced during the post Thatcher period in the UK, where infrastructure and services had been neglected for so long that Labor governments could productively channel new investment in these areas to avoid wasteful spending. And it appears that the situation is very different from Japan where the Liberal Democratic Party had a vested interest in keeping its farm and rural base happy with new projects, like a bridge to nowhere, that led to wasteful spending for a decade or more, leading to rising deficits and investments that did not create productive returns in terms of economic growth. By contrast these projects have potential to generate productive returns for years into the future and also are large enough to create jobs and be spread out over a number of years. This could end up being a real bright spot in the current situation. Felix Rohatyn, who helped New York rebuild its finances afte a crisis, has a new book "Bold Endeavors: How our Government Built America, and Why It Must Rebuild Now", using examples like the rebuilding of the Erie Canal, the transcontinental railroad, and the Interstate Highway System, and says the US needs to build for the future with more ambitious, better planned projects today. He says, that infrastructure is not an expense, it has to be seen as a vitally needed and productive investment. People like Rohatyn and others see the Stimlulus plan as a missed opportunity because a lot of these projects mentioned here and the numerous others not shown here will simply not see much money from the government to support them and get them off the ground. The idea that this is wasteful government spending that is spreading, may be a danger to this vision and opportunity. At the same time the reality is that if all this was happening during the time of the Erie Canal or the postwar period of the Interstate Highway System it would have been much easier to support. The banking crisis fix is taking away so many of the dollars that could have gone here, that this may be the missed opportunity, the lack of room for visionary investments because of the danger of pushing the government deficit to 60% of GDP with the current spending plans. ...

In a first at Davos World Economic Forum, China's president Xi Jinping uses the 2017 meeting to give a one hour long spirited defense of the world trading system, critical of U.S. president elect Trump's protectionist views without naming him. Xi pointed out that "no one will be winners in a trade war." And went on to add that restricting world trade was like "locking oneself in a dark room, keeping out wind and rain from outside but also light and air." For the first time Jinping stated that China would take the U.S. role of defending the world trading system from attack as needed. On climate change Xi defended the Paris accords, and gave China's commitment to pursue changes regardless of what the U.S. under president Trump does. This follows Chancellor Merkel of Germany's statements on the issue critical of the views of president elect Trump, and taking the lead to defend the world trading system. Xi also pointed out that many of the ills that led to voter discontent in the West were not really from the freeing up of trade but from the pursuit of excessive profit with the financial crisis of 2008.   ...
