Here he is mentioned as a bridge maker for the CDU to the Greens Party and was part of a group of CDU and Green Party politicians who met at an Italian restaurant in Bonn. As the moderates are now dominant in the Greens Party, a CDU coalition with the Greens could be shaped by Altmaier if the election results move in that direction. ...

Her discussion with her constituents in her electoral district are also frank and open, more so in 2017. About the idea that Helmut Kohl's fourth term as chancellor being not good for Germany and for the CDU, Merkel responds that she has given it considerable thought. She found that she still has the intellectual curiosity to learn new things, understands that she has much to learn about how the country and the world is changing. This has been decisive in her decision to run.  Merkel believes that someone who has worked in politics should be able to work in private industry following historic practice in Germany. On the government links with the automobile industry Merkel says her approach has been to look at what was best for an industry employing 800,000 people in Germany, yet deplores the diesel emissions cheating at VW. Has democracy lost momentum after the U.S. elections and the refugee crisis? Merkel says democracy is still strong, and that she will do everything to strengthen democracy in Germany and other parts of the world.  Merkel's view is that it is important that there be counterweights in democratic systems. In this way democracy is strong in America, and also in Poland and Hungary. The chancellor cites high voter turnout of 82% in 1998, 79% in 2002, 78% in 2009. Since then she says in 2009 it dropped to 71% and 2013  72%, yet  expects that with the issues in this election people will come out to vote in larger numbers.  For many years Merkel is seen as co-opting the issues of the left parties and the SPD, being careful to move to the centre. Der Spiegel puts this idea forward to the chancellor by asking her if she is the best SPD chancellor Germany ever had.  In her matter of fact style Merkel responds that voters do not think of it this way, simply expect her to her job as best as she can possibly do it.       ...

CDC has given no explanation for its new guidelines that say testing for coronavirus needs to be done only for those with symptoms, not for those exposed to someone within 6 feet who has symptoms. About half of all new cases are from people who are exposed to people with symptoms but have not yet developed symptoms. One of the reasons the virus spread quickly in February is CDC failure in developing of its own test on February 9 and policy that did not let private labs and labs of teaching hospitals develop their own tests and use them for another 3 crucial weeks.  CDC and Health and Human Services Department errors in February, combined with the stalling of an American team for 3 weeks by China to enter Wuhan in January,  have combined to let the coronavirus spread to the wider population. Once it spreads to a wider population the strategy of test and trace cannot be implemented the way it was first in South Korea and Taiwan, and later in Germany. ...

The building would close for 2 years as it needs major repairs to give it and Washington DC a new look in the Nation's capital on the 250th year anniversary.  One of the trustees questioned the plan under the direction of the US president. A ZDF poll in Dec. 2016 shows 64% of the German people support chancellor Merkel's decision to run for fourth term. Of CDU supporters 89% support Merkel. If the election were held today CDU/CSU would win 36%, SPD 21%, Greens 11% and FDP 5%. Schulz is a lot more popular than Sigmar Gabriel in the SPD. About 51% of the German people support Martin Schulz, current head of the European parliament, Gabriel gets only 29%. With SPD supporters Schulz has 64%. Results in the Saarland election show the AfD party with only 6.2% of the vote. The CDU is well ahead of the Social Democrats. This result shows that the support for the AfD is strongest in the east. With the refugee crisis not as big an issue as it was in 2016, and the larger effort put forward in push back by CDU/CSU and SPD in the western part of Germany, the AfD sees its support declining from the levels it had in 2016.

The CDC Africa says Africa has recorded over 100,000 confirmed cases for a continent of 1.3 billion people, but as the WSJ reports on May 23 there is a high degree of underreporting. The number of cases the CDC says is about the same this week on May 22, as the cases were last week.The most cases are in South Africa at 19,000. 

Three countries have an increase of 100%, making it a situation that will need vigilance. So far 1.3 million tests were conducted. This report in DW.com contrasts with the WSJ report on May 23 which sees major problems developing in hotspots in Africa from Tanzania to Cameroon, in South Sudan to the Cape town area in South Africa. Cape Town hospitals are expected to be overwhelmed in weeks.

US Forest Service agency plans to relocate it to Utah from Washington DC. The idea is to relocate to the communities it serves by placing 15 state directors to regions NFS serves. Salt Lake City's family focused life, its international airport and its lower cost of living are seen as attractive for recruitment. Utah is also one of the mountain states where large forests are located in the western US. Tom Schultz, head of the Forest Service says -"This is about building a Forest Service that is nimble, efficient, effective and closer to the forests and communities it serves." A network of centers of US Forest Service will also be used to redistribute personnel to regions and states- including ones at Colorado, Georgia, New Mexico, Montana, Wisconsin and California.

German Foreign Minister Wadephul for the CDU welcomed Marco Rubio's call for a "new Western Century" and for strengthening western civilization common heritage of the US and Europe. The close alliance between the CDU and the CSU in Bavaria appears to be unraveling. The immigrants at German borders have dwindled down a trickle, about 11,000 immigrants today compared to the wave of immigrants entering Germany in 2015. The CSU's prime minister in Bavaria Mr. Soder and the Federal Interior minister from the CSU Mr. Seehofer, blame the conflict between the two parties on the 2015 decision by Merkel on immigration. The German ARD broadcaster shows 62% of Germans favor stronger action on immigration. The pressure on the CSU comes from the gains by the anti-immigration party AfD in recent national elections. The CSU hopes that by shifting its own position on immigration to a standoff with the CDU and Merkel's position it can hold off the Afd in the elections in Bavaria in October 2018. The pressure on Merkel comes from members in the CDU and from the SPD leadership, which have accomodated some of the criticism of open immigration to reduce the immigrants at German borders, yet now see the need to meet any challenges to Merkel's authority. This is why the head of the SPD, Ms. Nahles called Mr. Soder's push for a confrontation on the immigration issue as acting "like a bonzai Trump." The CDU party leaders in Bavaria call for a "axis of the willing" joining leaders of the governments in Austria and Hungary. and the newly elected government in Italy to impose immediate controls on immigration at the borders. Merkel says she is open to different points of view within the CDU-CSU alliance, but action should be based on keeping the European Union together, and be taken after EU meetings in Brussels. Will this result in a fall of the government? Angela Merkel has adapted to the changing situation on immigration leading to the small trickle in new immigrants at German borders today. Even if the AfD anti immigration party joins the CSU the percentage of the vote for the AfD is mainly in the eastern part of Germany, and CSU in Bavaria, with 12.6% voting AfD in 2017 elections, and about 7% voting CSU mainly in Bavaria. This compares with the Left at 8.9%, Greens at 9.2%, and SPD at 20.5% for a combined 38.6% of the vote that favor Merkel's new coalition policies. This combined with the 25% of the vote gained by Merkel's CSU party gives it about 64% of the vote and about 489 seats in the 709 seat German parliament. A test of Merkel's authority is not likely to be sustained. By making this a pro-European position Merkel has shifted the issue from one of immigration which is now minimal and one on which Merkel has adapted her policies to a stand on Germany as leader with France of the European Union. At this particularly sensitive time when Germany and France are negotiating with the U.S. on trade and Britain on Brexit, German public opinion is likely to consider the impact of new elections and more uncertainty as not good for Germany. With the SPD, Left, Greens and CSU having 64% of the vote, and the anti immigrant parties CSU, AFD about 20% concentrated in the less economically developed eastern part and in Bavaria, the chances that Merkel's position would be weakened or her authority challenged is very unlikely.   ...

The US booster vaccine drive is lagging behind as only 30% of Americans fully vaccinated have taken the booster vaccine, according to CDC. Only half of Americans over ager 65 have taken the booster shot. In New York City only 1.5 million Americans out of 8 million have taken the booster vaccine. This report in NYT shows Dr. Oshita's 3 urgent care clinics in Sacramento, California, and no rush of people to get the booster vaccine. It is scary, he says, of the lack of a rush of people into the vaccine centers. This is happening as the new omicron variant is spreading.

The CDU party selects Annegret Kramp-Karrenbauer as its next leader. Chancellor Merkel favored the state premier of Saarland, a small German state, as the next leader. Merkel told CDU delegates that the party was not the party it was in 2002 and praised the work of Karrenbauer in Saarland, in an indirect endorsement of the female candidate over Mr. Merz who favored taking the party to its conservative roots.  Merkel has pushed the CDU to the centre and sometimes to the left in an effort to sideline the Social Democrats, which worked till the migration and refugee influx led to a fragmentation in German political parties and decline in support for CDU. The election was close with Karrenbauer winning in the second ballot by a bare majority. Merkel plans to stay in office till 2021 and the party post in the hands of a close ally helps Merkel consolidate her legacy. More men than women died in the first year of the pandemic 2020 in the US. Experts say this is startling, and say that men were less informed on vaccination than women in 2021 and 2022. It is an astonishing figure and shows the neglect of health nutrition by business and previous administrations in the US, in an alarming and dangerous way. RFK Jr. at Health and Human Services department, and Rollins at Agriculture department, have made it their life's mission to get America healthy again. And fight the battles, conduct the policy changes that have to be made to do this. Education of the public and making healthy choices available and affordable, are a big part of the challenge today. Individual states such as Iowa and West Virginia, Texas and Florida are already taking it up at the state level in a concerted effort.

As Macron struggles to present EU's case in Washington DC the problems in Germany loom large.The debt brake Merkel to stop debt based infrastructure investment is what ails Germany and the EU. It has had two pernicious effects. It created the AfD's surge by lowering economic growth and investment in public needs - housing, transport, public services. It worsened the SPD and CDU performance by not investing in security, with no policies to return crime committing refugees to their home countries. A combination of aid and other assistance, diplomacy, would have secured the cooperation of countries to take them back. A strong display of action on removing refugees committing any offenses would have lessened the number of terrorism incidents and reduced a surge in the AfD performance with loss of confidence in chancellor Scholz.  CDU's Merz says he wants to remove the constitutional brake from the German constitution. The SPD under a new leader would want the same as it seeks to invest in the economy. Scholz lacked the foresight not to enter into a coalition with the Free Democrats in 2021 who flatly opposed public spending to meet pressing infrastructure needs lowering growth.  Both CDU of Merkel and SPD of Scholz lacked the foresight and the courage to invest and not settle for less for Germany. ...

The coronavirus variant surge has led to burnout for frontline medical workers in the US. It has been calamitous for the mental health of public health workers in the US. These are the data analysts, policy advisors and other workers in public health departments. Many have quit their job as reported here in The Guardian. A CDC survey of 26,000 public health workers in the US shows about half have problems of mental health. Public health workers have to face problems with elected officials as well as public resentment on issues such as vaccination.

This is leading to relying on non standard vaccination cards at a time when vaccination proof is becoming an important part of travel overseas and domestic travel. Protection from hospitalization for Omicron variants can drop to 57% from 81% after 6 months from second dose, and can be pushed back up to 90% using booster shots for Pfizer and Moderna vaccines, according to a large CDC study in the US. For Delta variant period last year the vaccine effectiveness against hospitalization was 90% from about two weeks after dose two till 6 months, dropping to 81% after 6 months, and up to 94% after a booster shot. For Omicron variant the currently vaccine effectiveness for same periods is 81%, 57%, and 90%.

China Investment Corp., China's sovereign wealth fund, and its investment strategies. Efforts to separate investments in China's state banks from CIC. Changes made in 2011 resulted in the formation of CIC International, separate from the Central Huijin unit which is focussed on investments inside China. CIC controls both. CIC was started in 2007 to get better returns on China's foreign exchange reserves which upto that point were mostly in U.S. Treasury securities. At the end of 2010 CIC had assets of $410 billion. China's foreign exchange reserves are about $3.2 trillion. CIC initial funding of $200 billion was allocated with half going to investments overseas, and the rest in China's state banks. A new $30 billion in funding for CIC from the People's Bank of China will go to overseas investment.
