A UN Security Council ceasefire resolution passes with the US abstaining. It passed 14-0 including Algeria the only Arab country in the Security Council vote. It calls for immediate ceasefire and immediate release of all hostages. The other countries in the non permanent 10 members included Japan, South Korea, Switzerland, Slovenia, Guyana, Mozambique. This resolution supports the US efforts through working with Qatar and Egypt to reach a solution with a ceasefire and humanitarian assistance to the civilian population.

The largest fire in Texas history burnt over 1 million acres in the Texas Panhandle. In the area around Amarillo where the fire started temperatures in March are 54 degrees, the temperature hit 82 degrees, the winds and dry grass caused the fire says this report in NYT. A study published by UNICEF shows that of 55 countries only three showed increase in popular perception of the importance of children's vaccines- India, China and Mexico. The Vaccine Confidence Project is conducted by the London School of Hygiene and Tropical Medicine. The study says a total of 67 million children missed out on vaccinations between 2019 and 2021 the years of the pandemic, vaccination coverage decreased in 112 countries, and much backsliding in vaccination happened that needs to be corrected.

This means there is a great opportunity today to double this even as global trade slows because of the small size it is now and the policy of resilient supply chains sought by the US and EU. About 80% of Swiss voters supported the 15% corporate minimum tax that will bring an additional 2.8 billion dollars in tax revenue. If the Swiss had not backed it, the additional revenue from lower Swiss taxes of about 11% and the 15% would have gone to other countries. The Baltic Dry Freight Index (BDI Index) dropped to 577 in Jan. 2015, its lowest level since 1987. The BDI Index went up to 11,793 in 2008. Capacity is about 20% higher than demand for dry bulk shipping vessels of commodities such as iron ore and coal. Analysts say tonnage of dry bulk vessels went up by 85% after 2008, just as the demand fell sharply.

in Areddy's piece yesterday the 24th in the WSJ he cites 100,000 accounts opening on average this month. NYT here cites 300,000 accounts opening each day. At 300,000, there would be about 50 ,illion new accounts in 6 months and 100 million new accounts in 12 months. Using the 100 million accounts currently open in the Areddy peice we have adoubling to 200 millon accounts in 12 months. What is the right number, and does anybody really know for sure. Anderson of UBS is quoted as saying only 10% of household wealth is tied up in the market, but at something like 200 million accounts, and speculative fever for another 12 months, this could end up with a big chunk of urbanized Chinese the ones most likely to be in the market. If we double the figure of $50 billon in daily stock trading we could see $100 billion in daily stock trading a year from now. The hidden part of the picture is whether Chinese banks have lent heavily to stock market speculators who would be unable to repay the loans in an adverse event and leave the banking sector in worse shape than it is now. Shang, and Guo at the Chinese Securities Regulatory commission and the China Construction Bank are likely to follow Zhou as Governor at the Central Bank. ...

As the virus toll mounts Japan's prime minister Abe announces a nationwide emergency on April 15. He delayed action to avoid effects on the economy of a lockdown. Japan is shifting to taking stronger action after seeing infections double every 8 days to reach 9000. Abe says person to person contact has to go down by 80%. The measures are not a lockdown as in the UK and are voluntary. Total deaths are 136 in Japan. A Kyodo News poll shows about 80% of the public thinks the moves comes too late. 

Schools are shut and companies have closed operations. Flights were restricted and visitors to Japan dropped 93% in March. These voluntary actions as well as a cultural advantage in people used to wearing face masks, is likely to help Japan through this health crisis. The emergency will cover a holiday period, and is through May 6. The government will give every household $1000 as a way to offset income lost.

Scenarios in which Boris Johnson could come out ahead. Politico offers one such scenario in which Johnson makes gains in the general election because of the lack of popularity of Jeremy Corbyn of the Labour Party.  Yet this cannot be assumed. The Congressional Budget Office analysis of the Republican House health Care bill shows 24 million Americans would lose health insurance over 10 years. In terms of budget savings the bill saves $337 billion over 10 years. The increase in uninsured comes from the roll back of expansion of Medicaid under the House plan, the reduction of tax credits, plus the removing of income based credits replacing it with tax credits based on age. President Trump is promoting the bill saying it will reduce the premiums that have gone up since Affordable Care Act was passed and increase competition. House Speaker Ryan in promoting his plan says he is not in "some coverage beauty contest." The House Plan says Ryan, does not mandate that all be covered, but simply says coverage is in a free market giving people the option to buy insurance that they want, so that the numbers of insured would not be as many as under a mandate.
