Problems with China's health care system stem form years of underspending. About 1% of GDP went to healthcare in 2006,according to the WHO, ranking China at No. 156 of 196 nations. This underinvestment has caused great hardship to the rural poor who have postponed or been denied access to healthcare because of exorbitant expenses. It shows up in the number of trained medical workers- only 17% of China's medical workers are university graduates. In village and township clinics the number falls to 2%. The government has dedicated $121 billion for health care through 2011. But this may not be enough. Aobut 300 million in the rural areas have no coverage at all. The government's plan is to get farmers insured through county level rural- cooperative insurance plans. These programs begun in 2003, offer only scanty coverage. Outpatient services and medications are not covered and coverage varies from county to county for hospitalization bills. The goal of th health ministry is to get the coverage for hospitalization bills up to 50%....

Gikas Hardouvelis was finance minister during a crucial period of impementation of the 2012 bailout program for Greece from June 2013 to Jan. 2015. Here he outlines the mistakes he sees made by the IMF in not agreeing to the 7.2 billion payment to Greece in 2014, 4% of Greece GDP, with one third of that not a loan. At the fifth review of the 2012 bailout the EU commissioner for economic affiars, Pierre Muscovici , said Greece had completed its requirements and the 7.2 billion euro funding should be released. Yet he says the IMF to preserve leverage over a future Syriza administration in the 2015 elections decided to hold back. This made it harder for the Samaras administration to tell voters that it had completed the program a year earlier, and the lack of the funds hurt the Samaras administration as it erased signs of growth that had appeared in early 2014. Following this error he points to 4 mistakes made by the Syriza Tsipras government. The first was that it was bitterly opposed to the lenders (IMF, EU and ECB) and failed to focus on the economy. Hardouvelis points out that the maturity of the debt of 16.5 years and low interest rates meant that it was not the immediate issue facing Greece, and he calls it very manageable. This was not to say that it was important but with creditors worried about moral hazard, other issues could be taken up first. Another mistake was to allow a loss of liquidity to the private sector so that prospects of growth were erased. The new finance minister acted as if the $7.2 billion infusion was not important and let payments be delayed. Tsipras and Varoufakis let the uncertainty increase in the private sector, and let the economy decline all the way to the closing of the banks. How costly was this is evident from the IMF's own paper in Juy 2015 and the 3 page update of July 14, 2015, on the Greek debt, showing it cost Greece a total of 60 billion euros in additional financing needed and an additional 25 billion euros for the shock from the closing of the banking system. That 3 page IMF paper shows that within the space of one year a shocking amount of damage was done by Syriza left government- it says Greece went from being on track for reaching Debt to GDP of 105% by 2022 under the Samaras-Hardouvelis administration in July 2014, to 142% by June 2015, and with the closing of the banking system to 170% by July 2015. Some of this would have come from the IMF's own withholding of the 7.2 billion euro payment to the Samaras government. ...

Not only is this visit a way to revive relations with these countries, it also marks the end of a period after the Cold War ended in 1990, when the US did not engage with Africa and South East Asia in the way it had done during the Cold War when democratic institutions modeled on the British parliamentary system competed with Soviet Bloc Marxist systems.

As OPEC members met again in June 2015 for the first time since the meeting in November 2014, there is a sense that OPEC no longer exerts the same influence on oil prices. There are 4000 oil companies in the U.S., says one U.S. State Department official, even if OPEC were to cut production the cuts could be matched by shale oil producers in the U.S. quickly increasing output. This is the new reality, say experts. OPEC expects to keep production at the same level of the current production ceiling of 30 million barrels a day in place for the 7th meeting in over 3 years. Algeria and Nigeria, both hurt badly by the drop in oil price, have called for cuts but failed to persuade the Saudis. With Russia unwilling to join a coordinated production cut, there is not much talk about doing this. The Saudis and Iraq have continued to pump more oil, with April 2015 production of 30.84 million barrels a day the highest monthly average since 2012. Other factors also remain in the minds of the Saudis and other producers such as the United Arab Emirates, Kuwait, Qatar- policies on climate change, use of less energy and more from friendlier sources for the same amount of economic output demonstrated by countries such as Germany, advances in technology, energy saving transitions in emerging markets such as China and India....

Even Verizon which plans to buy Yahoo says it did not know about this hacking attack that compromised 500 million user records, passwords and security questions. Verizon says it came to know about it September 20th about 2 days ago, and has limited idea about its impact. The wholesale price index measures bulk sales between corporations and is considered a better measure than the old consumer price index, which lacks representative data from all regions. Nobumi Matsuda, who runs an eye clinic in Japan and is studying the eye health of pilots, says he expected more, that humidity levels were not enough. Boeing used the construction of the body of the jet using super strong plastics instead of aluminium, to create a small increase in humidity levels. The humidity level inside the Dreamlier is 10-15% compared to 4-7% in other airplanes. By pressurizing the cabin to lower altitudes there is a 6% increase in oxygen absorbed at the 6000 feet level at which it is set than the 8000 feet level, according to Boeing. Michael Grepo, a computer systems expert taking the Tokyo to Frankfurt flight on ANA, says he experienced an improvement in breathing, dryness of the nose and contact lens, but it was not a huge difference. Thorsten Hoffmann, a German sales executive says he did not notice till he got off the flight, when he realized that he felt good, had slept better. Othe changes are big overhead bins. The large windows are supposed to reduce motion sickness and provide great views on takeoff and landing. Boeing says "while it can be argued that the passenger comfort improvements are incremetal, the combination of so many improvements in one airplane is revolutionary in our opinion." At the customer level these are proving less revolutinary and more of a subtle type that add up to a noticeable improvement. Boeing now has on its hands a remarkable sales success, with 870 Dreamliners ordered by 59 of the world's airlines. A big factor from the airlines point of view is high fuel prices. The 787 is 20% more fuel efficient than the comparable size Boeing 767....

Then is the whole thing a charade? Abdullah was foreign minister in Karzai's government. What are the choices in this election, when the government of which he was a part of commands little support and is widely perceived as corrupt and ineffective, and which doesn't control much beyond Kabul, if he Abdullah now becomes part of it? This is why Filkins sees this as merely a project and amisconceived and badly executed one, if not an unmanageable one to begin with.
