As the deadline of July 22 approaches for the 160,000 members of the UK Conservative Party to elect a leader, former Foreign Secretary Boris Johnson and the current Foreign Secretary Jeremy Hunt are running for the leadership position. Boris Johnson has 68% member support with Hunt at 23%, according to YouGov survey. Both candidates are in favor of Britain leaving the European Union without an agreement. Hunt has stated he would cancel leave for Britain's 16,000 civil servants in August to prepare for the departure of Britain from the EU by October 31.  Only 27% of Conservative Party members believe Mr. Hunt can do the preparation needed for an abrupt exit after 45 years of economic integration with the European Union. By contrast 90% of members think Johnson would do the preparation needed. Preparation is needed because of food and medical supplies trucks and in flights awaiting customs at border points. The result could be chaotic without adequate preparation. Under a Johnson government many ministers would leave the government including Mr. Hammond who runs the finance ministry. He is expected to join rebel ranks in the Conservative Party that does not think an abrupt exit like this is good for Britain. If these members in the House of Commons join Labour party members they could vote to block this from happening. Britain's opposition Labour Party led by Jeremy Corbyn has finally decided to call for a second referendum if Johnson pushes to leave the EU abruptly, and to campaign wholeheartedly this time for staying inside the EU. During the last referendum Labour leaders did not push hard for Remain, and David Cameron as prime minister and head of the Conservatives proved to be a weak and ineffective leader using the promise of a referendum as a ploy to win votes for the Conservatives in an earlier election and then finding himself stuck with promises made in the election with his party's right wing led by Johnson. Years of austerity policies promoted by Germany in the EU after a flawed entry of southern European countries with faulty not transparent finances such as Greece too early  into the eurozone had soured Britons on the EU. The friendly migration policies of German leader Merkel for economic as well as war torn country migrants from North Africa finally not just soured Germans on Merkel policies but also soured British working class families struggling to make ends meet and seeing migration as taking British resources that were needed at home. This has split most of Europe including Britain along lines of the major cities and the rural areas plus smaller towns, and in Eastern Europe, East Germany region along the lines of the old Soviet bloc countries which with deeply conservative thinking do not favor such migration policies. These divisive changes have taken place over along period of decades and will take time to heal through economic recovery and a fairer distribution of wealth, better investment in infrastructure, health, education, public services, neglected during the Tech driven flawed investment diversion of economic resources. Yet the hope of this type of change if grasped by Britons as well as Europeans could bring new life and revive the vision of a Europe with shared benefits for all Europeans, not just a French-German project. For this to happen new leaders have to rise to the challenge inside Britain and the rest of Europe.      ...

The way Overshoot Day works out the arithmetic 1970 was the year when Earth passed the line where sustainable resources that could be regenerated and the consumption of these resources were equal. Recruiting in the Afghan army from predominantly Pastun areas in the south and southeast is way down, almost nonexistent. For Kandahar, Helmand, Oruzgan, Zabul, Paktika, and Ghazni provinves with largely Pashtun people, the numbers show they make up 17% of the population and contributed only 1.5% of new recruits to the army since 2009. Kandahar and Helmand with 2 millon people contributed about 1200 recruits, or less 1% of 173,000 new recrutis since 2009. The northern provinces make up a large number of the new recruits, with Kunduz having a population of 900,000 and contributing 16,500 recruits. There are about 42% Pastuns in the population and a similiar number of Pastuns in the Afghan army, but most are from the northern or northeastern provinces where the insurgency has been weaker. One third are from one northeastern province- Nangarhar. The reason for this is fear of the Taliban finding out that that a young man has enlisted in the south and retaliation against the enlistee or his family. The lack of a southern Pastun presence in the army makes the army more of a northern institution. With withdrawal of American and NATO forces by 2014, this leaves Afghanistan deeply divided between the northern and southern regions. The southern region Pastuns have a significant presence across the border in the northern part of Pakistan, and the southern Pastuns draw support and resources from this region. Removing the foreign presence shifts the balance towards the southern Pastuns and Pakistani Pastuns in the largely mountainous country of this region. This is why the project in Afghanistan requires the support of all factions and ethnic communities in the South Asian region to succeed, setting aside differences and animosities of the past. D. Mahmood Khan, a member of parliament in Kandahar says ordinary Afghans in Kandahar see the Afghan government of Karzai collapsing in a week or two without foreign support and sense a much stronger Taliban....

This would get India to where everyone in the country of 1.2 billion has been vaccinated by Dec 31, 2021. This would make it possible for India to then use its technology and large manufacturing capacity to help other nations in Asia, Africa and Latin America in 2022. This is the first time in history that India has taken on a challenge of this size and complexity. The vaccine strategy has changed to where the federal government is taking over the overall responsibility of coordinating the production of vaccines in the country and providing access to vaccines from other countries. Federal government is also taking on overall responsibility for distribution of vaccines and setting up the logistical effort. Vaccine supply is being opened up by opening India to multiple vaccines including Pfizer, Moderna, and other vaccines. Production of Covaxin is being stepped up. This strategy is designed to get India to somewhere closer to the 8 million doses a day needed and to ensure distribution and logistical efforts are in place. More resources are put into the effort. The speed of economic recovery also depends on the vaccination drive. Lessons were learned during the second wave in May 2021 and the government is better prepared for the hard work ahead. ...

India's Supreme Court ruled that Vodafone PLC does not owe $2.2 billion in taxes on the acquisition of a majority stake in Hutchison Essar Ltd. The Indian tax authorites were directed to return 25 billion rupees ($500 million) which Vodafone had deposited. With declining foreign investment in India and a lower growth rate of about 7%, this tax case had assumed larger significance. The Supreme Court decision emphasized that taxing Vodafone "would amount to imposing capital punishment for capital investment." Vodafone had difficulties in its Indian operations- a $3.4 billion impairment charge in May 2010 because of strong competition. Vodafone is estimated to have invested $26 billion in India since 2007, and in the fiscal year ending March 2011 showed only $115 million in profit on sales of $3.86 billion.

Discussion on the need for a new framework in which debt of developing countries can be restructured with relief from private creditors and China. This is particularly needed for countries in Africa. Finance ministers from G-20 countries have come up with a new process for restructuring debt of world's poorest countries. These countries owe billions of dollars to China's state owned lenders and western fund managers who bought dollar denominated bonds of African countries. Zambia is the latest case of a country defaulting on its debt during the pandemic. Zambia missed a $42.5 million interest payment on some of its $3 billion in dollar denominated bonds. Zambia is one of Africa's largest copper producers and is now in default. Debts are now 100% of gross domestic product. Zambia's default follows default on debt of Ecuador and Argentina, which restructured their debts, after a steep sell off of emerging market bonds. Lebanon defaulted in March of this year. ...

The situation is exacerbated by the Ukraine war which affects wheat exports from Ukraine and Russia, and the high oil prices as a result of the war. The effects shown by country are- China- consumers are protected from high oil prices by regulated retail gasoline prices. As oil prices keep going up state owned refineries will bear a disproportionate share of the burden of high prices. India- The government has set aside $40 billion in aid as subsidies for oil and fertilizer. This will support farmers and consumers for fiscal year to March 2023. It will make it harder to cut the budget deficit from 6.9% of GDP to 6.4%. Pakistan - A subsidy of $1.5 billion was given for diesel, gasoline and electricity by the Imran Khan government. This did not have IMF approval and talks are taking place on the IMF program between the government and IMF for it to continue. Rampant inflation has led to reduced popularity of the Imran Khan government. Argentina- A new program to refinance $44 billion in debt with IMF assistance is being affected by the subsidies for oil and electricity. About 800,000 tons of grain are being diverted to the domestic market from exports. Agricultural producers such as Argentina have better protection from higher food prices. In Argentina 40% of the people are living below poverty and the country has 50% inflation.  Malaysia and Indonesia- Both countries are exporters of commodities and higher prices could provide additional revenues to meet higher import prices, says the WSJ. Egypt- higher prices for wheat imported from Ukraine and Russia where Egypt gets 70% of its wheat needs have increased cost of subsidies by $1 billion. Kenya- Fuel subsidy costs will increase by $500 million over 2 years. Europe- In France 400 million euros relief package and in Spain 500 million euros relief package for energy price increases. In Germany cash payments to taxpayers, heavily discounted transportation tickets, and price caps on gasoline and diesel.   ...
