The repeated denials by VW officials from global headquarters in Wolfsburg, Germany, and from VW in the U.S., since 2012- when the problem of higher emissions on roads compared to emission test readings first came to public attention- show that VW management took the problem lightly. The deep consequences of such a move to hide real emissions, not just from the EPA but from unwary buyers, appears to have been entirely missed by management. Even when the issue was raised by the EPA, VW stated to EPA that the differences in results on roads vs actual emissions tests were technical flaws. In December 2014 VW even made a voluntary recall of half million diesel vehicles. Yet the high emissions on roads continued till VW officials told EPA about the software that was the real cause in August 2015. Even then VW officials offered to personally apologize, and asked for certification of 2016 models in the U.S., missing entirely the deep consequences of their actions. VW now says that the software to conceal the real emissions was installed on 11 million vehicles worldwide. VW management has set aside $7.7 billion as provision for penalties. The VW stock declined by 35% by September 22, 2015....

Quiet quitting has become a phrase that means workers are working hard and doing things the way they did before, except that they are not letting a work culture that may have gone astray because of bosses  who set the wrong rules guide their lives. Even as companies such as Stellantis are taking on a new culture because of a new respect for workers work-life balance and getting a lot more from them, other companies are following older set patterns that did not include work-life balance or rejected work-life balance outright without saying this openly. Stellantis, Europe's largest car company itself shows why this is dependent on who is the CEO and what he believes in. The previous CEO had poor health habits including frequent smoking and irregular long hours without a structure of any sort that led to this being carried over into the work culture. The CEO changes and new rules are set and soon it permeates who is hired at different levels that are consistent with his habits and sense of work life balance. A new culture develops over time and gradually you have new work ethic that respects the mental health and fitness of workers and of managers, and that of the CEO. This report in WSJ starts with the premise that workers should'nt feel bad because worker are "quiet quitting" anyway after the pandemic. But in reality the statement is a bad one, as it does not say there are better models out there few as they are, that need to take pre-eminent place after the pandemic rejecting the old ones that recklessly ignored health and mental health and were less motivating for workers, and leading to less productive culture in the workplace. At Stellantis a lot gets done in regular hours so that the time after 5 or 6 pm is devoted to workers getting into exercize taking a bike ride, doing things that revitalize and build a healthy body and mind so essential for productive and good thinking type concentration in work. Emails over weekends need not be replied till Monday, and bringing up work during the weekend is discouraged. And still a lot gets done, the company will take the leading role in EV vehicles in Europe and has aggressive plans for 2030 for new EV models. See the link to Stellantis to see how this new CEO runs a company of about 100,000 employees around the world. His name is Carlos Tavares and he took charge of Fiat, Peugeot, Chrysler combined operations called Stellantis in January 2021. This is important as it is the new trend that will take hold of the work culture after the pandemic only if workers and managers ask that it be so and as the word spreads that better more productive companies that can get a lot more done is the result of such an educated workplace that respects health and mental health, and the dignity of workers and families. Look, how can it not be so when the word still has to be spread on climate change in the business world? How can one take place without the other? There is a new sense of dignity in respecting the dignity of the environment, of water, soil, and air, how not so for the mind, the body and its connection to nature around it? And no better place than Stellantis and its CEO Carlos Tavares where the old CEO ran himself down with poor work and health habits and passed away while at work in 2018, to show a new way.  In Germany this new way of work-life balance based work culture is called by a more respectful term "Feierabend" than "quiet quitting" showing that what is wrong is with the work culture and bosses who do not grasp the importance of health, mental health, and what it means to be revitalized for truly productive and thoughtful work. Quiet quitting has that sense of workers having to feel a bit of guilt about this and still thinking it is right  doing it anyway. In Germany"feierabend" is popular and accepted, it means breaking away from work at normal times such as 5 pm or 6 pm when a workday ends so that one can go out and relax with a bike ride  or something that is good for health and fitness and rejuvenates. No email, no nothing so the mind can rest and revitalize. ...

The new South Korean government proposes a resumption of military dialogue with North Korea in an effort to bring down tensions in the region. A military hotline existed between North Korea and South Korea till early in 2016. North Korea cut off the hotline after relations with the South Korean government of President Park Geun-hye deteriorated following a missile test in January 2016 by North Korea. By May 2016 the North Korean leader, Kim Jong-un proposed military dialogue and talks, an offer rejected by the Park government. With the impeachment of president Park the newly elected government of president Moon proposed improving relations. The recent series of North Korea missile tests was a setback for that effort. With China the new U.S.missile defense system called THADD that was installed in 2016 for South Korea was seen as a setback for China-South Korea relations. As a result the tensions are high in the region. The rhetoric and tone deteriorated after the Trump administration took office in the U.S. in early 2017. After the last missile test the South Korean government of president Moon is now reaching out to the North especially for restoring the hotline that connects the two governments in the event of a crisis, so that a disaster can be avoided on both sides. ...

Chrysler will have $1 billion in free cash flow each year in 2013 and 2014, down from an earlier estimate of $1 billion in 2013 and $3 billion in 2014. This is because Chrysler needs to increase spending to replace aging models. Even with the higher spending Chrysler will not be able to meet its original goal of 8 new or redesigned vehicles in 2013, including one midsize, one subcompact and two small Jeeps. Some will arrive in 2015-2016. Fiat will not give a dividend so that it can conserve cash to pay for buying the remaining 41% of Chrysler it does not own. Fiat's losses in Europe limit cash flow and under the agreement for the stake in Chrysler it does not not have access to Chrysler cash flow to finance increases in research and development of small car technologies used by Chrysler. Chrysler's margins are smaller than other automakers because of higher incentive costs. It increased market share in the U.S. market in 2012 from 10.7% to 11.4%. Ford and GM experienced declines in market share after a resurgence of Toyota and Honda and efforts to preserve margins....

China's state owned China National Nuclear Power is planning a Shanghai IPO that will help finance $27 billion in investments for 5 nuclear power projects. Chinese law states that only 20% of equity needs to be raised for power projects, which means China National Nuclear needs to raise $5.4 billion for the projects in Fujian, Zhejiang, Hainan, and Jiangsu provinces. China's State Council, the country's cabinet, has approved the 2020 nuclear-safety strategy and inspections have been completed on existing nuclear reactors. This gives the go ahead for the reactivation of nuclear power development after the Fukushima accident in Japan. With the move away from coal in China's electricity supplies, nuclear power is expected to play a bigger role. It has 14 nuclear power plants in operation, producing 11.8 gigawatts, with plans to expand this to 40 gigawatts by 2015 and 60-70 gigawatts by 2020.

This report by Goodman in the NYT shows that the ANC has lost most of the moral authority it had under Mandela. After 9 years under president Zuma, and after the term of his predecessor Mr. Mbeki from 1999-2008, South Africa remains stuck with stagnant economy, and about two thirds of young people in the townships being jobless. The challenge is how to change the economy to where growth is generated and benefits go to a broader section of the population. Problems the new president Ramaphosa faces are how to change the protections given to conglomerates that dominated the economy under Apatheid, and the patronage network that evolved with the ANC in the post Apartheid era. Growth performance of the South African economy is dismal. According to the World Bank the South African economy in 2016 was about the size of the economy in 2009. Many warnings about the economy and the operation of the state run electric utility appeared during Mr. Zuma's presidency, including one by former president De Klerk. Growth in 2018 is expected to be only about 1.1%. The economic gains by the largely black population have suffered with lack of growth and mismanagement of the economy. Official unemployment is at 27%, with about two thirds of the young people in the townships being jobless.  ...

Montes and Cordoba of the WSJ provide this exceptional account of corruption at the state level in Mexico. Ironically the very effort to reduce the power of centralized administration with PRI winning repeated elections and having a monopoly in power for many years, led to the decentralization and passing on power and money to the state governments in Mexico after the 1990's. But this was done without putting in the checks and balances required. Instead too much power was now concentrated in the hands of the state governments which appointed even the judges and officials at all levels including election bodies. Federal transfers of tax money to states increased 20 fold to $88 billion in 2016, according to this report.  The result 41 state governors faced corruption charges between 2000 and 2013, according to the Mexican Competitiveness Institute. This includes the state of Veracruz where state coffers are almost empty and there is no money to pay municipal bodies. The PRI governor of Veracruz Mr. Duarte supported president Pena Nieto, and was at 43 years age cited as the new face of the young PRI. This report  says he is nowhere to be found now that $2.5 billion in state funds cannot be verified. Other states are Tamaulipas, Quintana Roo, Coahuila, Sonora, where corruption charges remain. The Veracruz scandal is among the worst and is the focus of attention for the public in Mexico. At this point president Pena Nieto of PRI has about 12% popularity rating, lowest of any modern Mexican president.   ...

Connors and Magalhaes provide an exceptional account of the work of nine young prosecutors in Brazil, including Deltan Dallagnol, a Harvard trained law graduate, Carlos Santos Lima, a Cornell law graduate, and Paulo de Carvalho, in looking into the corruption and money laundering at Petrobras. Contracts for work given out by Petrobras to construction firms were inflated in value, and 3% of the inflated value was given to executives at Petrobras, or to the fund of the ruling Workers Party of Brazil. Dallagnol is a prosecutor in Curitiba, a small provincial city. He detected unusual movement of money, where a local car wash showed a new Land Rover being gifted to a Petrobras executive, in an apparent money laundering effort. Appointments at high levels are made by the government, and the current president who has not been implicated, was at one time chairman of Petrobras. In Brazil, as in India, Nigeria, and other developing countries, politicians were known to have misused public funds, but were able to act with impunity because the legal system made it difficult to impose strict penalties. The effort by the young prosecutors in Brazil is an effort to bring changes to the legal system so that this type of near impunity no longer exists. It is the first step to bringing serious changes and increasing public awareness for change. The result in Nigeria is a huge loss in Africa, with the electricity system for the entire country the size of what it would take to light up one medium sized American city. In India with the lack of roads and electricity in rural areas of many states, the misuse of public funds is a similiar burden on the people. Brazil is coming out of a borrowing binge in the last ten years which is leading to a credit crunch in the country and near junk bond status for Petrobras, Brazil's largest company, which experts predict will lead to a contraction in the economy in 2015-2016. ...

The WSJ's Paul Sonne gives this exceptional account of how Russians are coping in the economic crisis of 2015-2016, with the twin shocks of the collapse in the ruble and the collapse in oil prices. He does this by looking at the Kaluga region, a provincial city 110 miles south of Moscow that has benefitted from large foreign investment to meet the needs of 20 million consumers in the Moscow region. The governor of Kaluga since 2000, Anatoly Artamonov, worked hard to attract foreign investment that includes VW, Volvo AG, Continental AG, Lafarge, Samsung Electronics, General Electric, and other companies. He ran a collective in the Brezhnev era, and now is energetic in meeting needs of foreign investors. Karmanov says it is stupidity to not say he is talking to business people in other parts of the world because of the political climate in the country. About 42% of the industrial output in Kaluga comes from the foreign automobile plants, including VW. The automobile and light commercial vehicle production in Feb. 2015 dropped by about 39% compared to Feb. 2014, according to the Association of European Business estimate. Only 40% of autombile production cost from assembly lines is sourced locally, the rest is imported at the new value of the ruble which has fallen about 50%, leading to higher prices and slumping demand. Ordinary Russians are feeling the effects of the crisis with higher prices. Consumer price inflation in Feb. 2015 was at 16.7%, with 23.3% increase in food prices. High interest rates to prop up the ruble meant cutting off access to credit to finance consumer purchases. An 8% drop in real wages in Jan. 2015, according to Capital Economics, added to pressures on consumers. With the political and economic crisis following Russia's Ukraine intervention foreign investment in 2014 declined to $18.6 billion in 2014 compared to $61.5 billion in 2013, and the EBRD bank cut financing with the sanctions....

In this desolate isolated border region America's future is being decided- Biden being the only Democrat since Harry Truman in 1948 to take Arizona and by just 10,000 votes. There near Nogales the border wall Trump built ends abruptly at the Kelly ranch in a picture shown in this report. Rural Santa Cruz County is except for migrants a solitary and quiet place along the border. Mr. Kelly moved here in 2002 and runs more of a hobby ranch unlike the bigger cattle ranches in the area. Migrants make their way through this part of the border and the Kelly ranch. In the most recent episode a migrant is shot and Mr. Kelly reports the shooting to police. Healy looks at the lives of the rancher and the migrant to give a snapshot picture of what life is really like on the border. And the different sides of the story seen from the rancher's and migrant's situation.  A border area where in a vast dry mesquite region ranchers on the Arizona side live alongside Mexico with people facing high unemployment where people are looking for work and choose to take the risks of crossing the border illegally. Crossings that are made at points on the border wall that end in canyons and riverbeds where migrants and their smugglers make their way. It affects the lives of the ranchers and the migrants in many ways. Ranchers who are in isolated areas- the Kelley ranch is 170 acres- feel isolated and vulnerable as they see a threat in the network of smugglers sending migrants across the border. This is also where the future of America is being decided. After the overconcentration of manufacturing in China, there is the border with Mexico, two regions that have little to do with each other but determine politics and emotions in the US about workers, about migrants and about borders. By understanding both sides of the story president Biden became the first president since Harry Truman to win Arizona in the presidential election of 2021. He won it by just 10,000 votes with a recount showing about 360 more votes. Without Arizona and Georgia both won by Harry Truman in 1948 Biden could not have begun the process of tackling the major issues facing America in 2021. People in Japan are living longer healthier lives. So much so that people are working well into their 70's. In Nagano, Japan, people say that those in their 40's and 50's are like a child with a runny nose, and people in their 60's and 70's are in the prime of their careers. In this WSJ report, 38 years old Norohiro Aizawa is a part time farmer, who says he plans to work into his 70's like many farmers in Japan. Today his father in his early 70's is active and in charge. Sachiko Kobayashi runs a crafts business, has a job making box lunches, and a garden full of pumpkins and radishes. She is 65 and gets up at 3 am. In Nagano she is called by the term pre-elderly, not elderly. For elderly she has a long way to go. Japan has 29% of the population in under over 65 years group, Europe 21% and US 17%. Yet something else is happening. People are just taking better care of themselves and their health, and living, working longer. A 70 year old today in Nagano is in health status like a 60 year old one or two generations ago. Perceptions of what is elderly have changed.    Japan's White Paper on the Elderly in 2021 shows studies suggesting that many in the 65-74 year group do not share traits associated with the term elderly.  Only 6% require care by others. Half of 65-69 year olds hold jobs, and a third of those in their early 70's also hold jobs. Life expectancy in Japan stretches into the late 80's for women, and early 80's for men. This is almost 5-8 years more than countries like the UK with a strong national health service. In April 2021 a revised Employment Law took effect, telling big employers to offer work to workers until age 70, up from previously government sanctioned retirement age of 65 years. Government says it is meant to protect the right of people to work longer. There is even a term called late-elderly.  Oshima 82 of Nagano, leads a volunteer group that shoots video of community festivals and works late into the night, and is cited in this WSJ story as saying that even if people called him late elderly, his response is oh yeah? I don't care. It is all about living a full life, terms don't matter at all when one stays healthy.   ...

This exceptional report on Hillary Clinton shows how difficult it has become to know Hillary Clinton through media accounts because it has been so distorted. Part of the distortion is from bits and pieces of her life being known, not the complete person. This comes from election campaigns dating back to Bill Clinton's second campaign for governor against Gay White, in which the fact that she had not changed her name and did not mix well with Arkansas's conservative society and manners, made this aspiring Northerner not looked at positively. Bill Clinton lost that election and came back to win in the next election for Governor. For that to happen Hillary had to change her name and the way she dressed to fit into Arkansas culture. Continually throughout Bill's career including the presidential campaigns Hillary Clinton had to change or adapt her persona as "Hillary" the person in politics as a candidate's wife, to fit in with what the public wanted to see.  Another facet of Hillary is her strong sense of privacy, not to reveal too much of herself, partly from her mother's ordeal as a child, partly from her Methodist upbringing not to speak too much about oneself. Her bookish nature as a person who studied policy, made this more evident. Political campaigns use some details about how a candidate or his wife is perceived, and Hillary herself said in 1995, telling the Washington Post that "I don't think you can know anybody else," because of what she called the crude mechanisms that only take bits and pieces of a person's life, not the whole person. Her own campaign for president suffered from this distortion as Mark Penn, her campaign strategist, pushed for her experience and hard work to be the basis of her campaign against Obama. Obama had his own focus groups in New Hampshire and Iowa show him that he could could do well as a story teller for change and a movement. It was not till the second presidential run in 2016 that the idea of a woman's movement was what Hillary was clearly put forward as. Throughout all this and all the years the woman Hillary Clinton has been essentially the same, adaption does not mean that you are less of what you are, however great the belittling in the media's version of life and events. And this is the Hillary Clinton, not the "Hillary," America is facing in October 2016, as the country ponders its on future, following some of the most denigration of women in any presidential campaign of the last two hundred years. ...

Us efforts led by Piedmont Lithium in North Carolina to build supplies for the lithium needed in electric vehicle batteries. The effort to get the first US big new lithium mine into operation is part of a broader effort to  build a US supply chain for the ultra light lithium metal that is highly conductive. In fact the modern lithium mining industry started in the rolling hills of the Piedmont region in North Carolina. At that time in the 1950's it was needed for nuclear bombs. Today China mines 10% of world's supplies. Abermarle Corp of the US based in Charlotte extracts lithium from mines in Australia and Chile which have large deposits of lithium. President Biden has signed an executive order calling for a review of supply chains for critical materials, including lithium as the US looks to build its own supply chains and become independent of supplies of metals from China. The lack of such supplies has become a strategic vulnerability for the US.  The growth of the electric vehicle industry and the efforts to reduce climate change emissions means higher demand for lithium. ...

The hike in the interest rate by 6% by the central bank of Argentina brings interest rates up to 40%. This is part of an effort to stem the decline in the value of the Argentina peso. The peso has lost a fifth of its value against the dollar so far in 2018, with a run on the peso seen on May 4th. The problems started with the central bank loosening its inflation target to 15% from 12%, says this report in the Economist. Inflation has shot up to 25% in Argentina in the last 12 months. Raising interest rates to as high as 40% is a risky move because of the effect on economic growth. President Macri and his Cambiemos (we can change) coalition won the election in 2015 by 2 percentage points over the Peronista Kirchner led party which ran the country after the debt crisis on a policy of debt reduction (desdeudameinto). Argentina's current account deficit is at 5% and growing rapidly. A major problem is the huge dollar denominated debt issued in 2016 and 2017 by the government, local government and private sector. According to the central bank BRCA the dollarized assets in 2016-2017 are about $25 billion representing capital flight, with $8 billion going for debt interest payments, profits and dividends, and $14 billion for travel and tourism. For a total of $50 billion according to central bank BRCA going to finance debt service payments, capital flight, profit remittances abroad, and tourism as a result of the issuance of $100 billion in dollar denominated debt by Argentina's government (90%) and private sector (10%). This is the first time such a large figure of dollar denominated debt was created after the financial crisis in Argentina during the first 2 Kirchner administrations during which time the debt was substantially reduced. This has led to S&P putting Argentina on the list of 5 most fragile economies in 2017. Instead of a gradual increase in issuing debt to finance economic development and focus on limiting loss through capital flight, avoiding rapid growth in dollar denominated debt, the Macri government has repeated the mistakes of the past in managing the economy. ...

President Trump extends the U.S. lockdown for social distancing till April 30, on the advice of health experts. China meanwhile resumes industrial production and schools reopen. Factories, offices and retail outlets were shutdown for 2 months nearly nationwide in China. The U.S. has a social distancing lockdown not a complete quarantine of hotspots such as New York, New Jersey. Mr. Trump planned to quarantine New York but faced opposition from the governors of New York and New Jersey, including possible legal challenges. U.S. governors have acted imposing travel restrictions to their states from hotspots in other places in the country, forcing people traveling to self-isolate, stopping vehicles with out of state license plates and asking them to stay away. The U.S. cases have jumped from 100 in early March to 143,000 as of March 28, 2020, and 2514 deaths, according to John Hopkins. New estimates from president Trump and his team of experts are for the peak to be reached by April 15, and recovery gradually taking place by June 1, 2020. Based on the timeline in China shown below the time from the first set of 27 cases by December 15 to March 28 when China's factories were back to work and schools reopened across the country, is a period of 75 days. Based on this president Trump's timeline of June 1 for recovery has some foundation.
