The UK NHS is urgently tracking down parents of 35,000 children in London who are not fully vaccinated against polio, says this report in The Times. Health officials have detected the first outbreak since 1984. They are trying to trace it back to a "single household or street." London has lower rates of polio vaccination than the rest of England, dropping to levels that are seen as risky for the health of children. Vaccination rates are low in north and east London says this report in The Times. In London as a whole the vaccination rate for one year olds in 2021 is at 87%,  5 percentage points lower than that of the UK as a whole of 92%.  

Lack of investment in public health and services has weakened the public health system even as hundreds of billions of dollars were misallocated by capital markets gone astray. The pandemic exacerbated a bad situation in public health lowering vaccination rates even further.

People at street protests in France are increasingly asking whether the pension reform from 62 to 64 years is that much of a priority in 2023 when people are just recovering from the pandemic and a cost of living crisis with high inflation and high energy costs stemming from the Ukraine conflict. The independent Pension Advisory Council stated "pension spending is not out of control, it is relatively contained." More people turned out than before in a second round of street protests by over half a million people in Paris. The reforms come down harder on women who worked part time to raise children. Age discrimination for jobs in France is widespread. The pandemic has created additional stress and burnout at work leading to early retirement in the US and other countries. Some of the pension changes are being used to finance an expansion of the military budget. Social justice is seen as at risk in France in a society that is socially fragmented.

This report in the NYT says US officials now say Russia was not involved in the attack on the Nordstream pipelines in the Baltic Sea. The pipeline was connecting Russian oil and gas undersea to Germany and generated revenue for Russia, cost $12 billion each to build for Nordstream 1 and 2, so that it would have no reason to sabotage its own pipeline, say US officials. Cost of repairing the pipeline would be over $500 million.  Nordstream I and 2 stretch across the Baltic sea from Russia to Lubmin, Germany for 760 miles under the sea. Nordstream 1 completed in 2011 cost $12 billion to make, with a similar amount for Nordstream 2 completed over American objections in 2021 by the Merkel government in Germany. American officials are still reviewing the intelligence to understand how it happened. Just as happened for the spy balloons over the US initial reports and speculation have turned out to be misleading. It shows the importance of getting all the facts right, more than ever.   ...

India takes on the G20 presidency on December 1, 2023. Modi's phrase "this is not an era of war" becomes the classic part of India's vision for G20, that the next generation will miss out on development if conflict takes the place of cooperation. Wages have gone up less in Europe than in the US. In the last 3 months of 2021 wages were up 1.2 % and inflation was up 4.7% for a fall in real wages of 3.1%, which has accelerated since then with the war in Ukraine and shortages of energy and food supplies. A YouGov poll shows that 15% of Germans cannot afford basic necessities and 53% are concerned about rising prices. Because basic things like food and energy where prices have gone up the most also take up large portions of the budget for lower income households. In Germany some unions are giving one off payments for energy bills and other costs to workers till negotiations lead to a settlement on increasing wages. The situation is similar in Greece, Italy and France. In Greece the government has given $3 billion for subsidies on gas and electric bills. Elections are now focusing on cost of living as in France where the second and third place winners in the first round Le Pen and Melenchon together took about half of the vote. ...

Egypt's new capital city 40 miles from Cairo is shown here in the WSJ. The cost is about $45 billion. The Egyptian government will move ministries and public sector employees to the new city in 2023. Local developers are helping build the city and the Egyptian military is running the project. Cairo is overcrowded and densely packed with old buildings, with traffic congestion in the inner city. The capital is only part of a project that could cost 1 trillion dollars with help from oil rich Qatar and Saudi Arabia, and involves modernization of the Arab world's largest country- rail lines with fast rail in collaboration with German companies, and building new highways, airports, other infrastructure projects. 

The shift in building new infrastructure comes as India is building new cities including its own new smart city in Gujarat called Dholera in the Gulf of Kambhat (Cambay). Dholera is also a city built from scratch from the sand.

This WSJ Editorial Board piece asks -Was it a near miss that the results of the 2022 presidential elections that elected Joe Biden were upheld, as the Jan. 6 Committee says? WSJ says the country was lucky to have vice president Mike Pence to uphold it, but is lucky enough, what about the chaotic nature of such an event? WSJ says even if vice president Mike Pence and attorney general William Barr not upheld the result, majorities in the Electoral College would have done so. If that failed the Speaker Nancy Pelosi would have not convened Congress for a count, and the Supreme Court would have voted 9-0 to uphold the result. "The country was lucky to have had these men in office," says the WSJ Editorial Board. But consider the chaotic nature of such an event, and the chaos for the world of such an event. Did Washington and Jefferson, Lincoln and FDR, depend on luck to tackle foreign wars, civil wars, depressions?

Xi Jinping in his New Year speech showed an awareness of the vast changes taking place and the need for humility, listening to different viewpoints during the pandemic. It reflects the new tone after the zero covid policies were abruptly put aside. "Ours is a big country. It is only natural for different people to have different concerns or hold different views on the same issue." Xi urged consensus through communication and consultation. He has told visiting European officials that the frustration with covid policies had caused prtoests mostly by students. Today sick workers are bringing factories to a halt, service sector activity is slowing down. Hospitals are swamped with sick patients. Xi says the policy shift is a way to adapt to the evolving virus with higher transmissibility and lower fatality rate for Omicron coronavirus. Binyamin Applebaum of the NYT Editorial Board says the gap from 1972 to 2021 of 21% of GDP in spending and 17% of GDP in taxes taken in is a serious problem because it creates $31 trillion in debt and over 475 billion in interest payments each year. This Economic Times report provides details about the  remaining aspects of the Indian Mumbai Ahmedabad bullet train project using Japanese technology. The project is being expedited with the federal and state governments completing land acquisition and covering extra costs of the project. This was one of the projects coming out of meetings and close collaboration .between Modi and Shinzo Abe of Japan. The cost estimated at 1.1 lakh crore is financed for 81% of cost by Japan's JICA through along term loan. Some of the engineering work may be completed by Indian engineering firms to reduce the cost. Delays mean the project cost will increase and some of the cost can be adjusted by doing some of the work through Indian firms under Make in India. JICA or Japan International Cooperation Agency is a government agency that provides aid for development projects and technical cooperation with other countries. It is part of the official development assistance of Japan which was $16.1 billion in 2020, according to OECD. ...

This WSJ report says IRS is working on collecting $10.7 bill in taxes from Amgen for the shift of $14 billion in profits to its Puerto Rican subsidiary. Puerto Rico is considered a foreign country for US tax purposes, and by locating profits there Amgen paid much lower taxes than most companies. In 2013 this was effective tax rate of 3.5%. Now this is coming into careful scrutiny from the US government as president Biden plans to generate revenues to pay for the shift to renewable energy to combat climate change with COP26 commitments by the US, and to reduce pharmaceutical cost inflation for the US public. This is the idea behind the $369 billion Inflation Reduction Act of 2022, both a climate and a tax bill that is being passed in the US Congress.

This bill is the biggest climate change bill in history and yes it depends on revenues from fair taxation that has not happened till the Biden administration's resolute effort in this direction.

Critical to move forward in making investments for growth in the Indian economy are the government debt to GDP ratio and GST revenue collections. FInance minister Sitharaman tells parliament that the government debt to GDP ratio is 56.2 % and considerably less than many countries of the leading economies in Europe and the US, less than France and the US, Canada which are in triple digits. GST collections are at 1.49 lakh crores for July 2022, the second highest in history. Inflation is at 7% or below that.  Non performing assets of commercial banks are at 5.9%. Janet Protasiewicz, a Democrat, wins 55% to 45% for Republican Daniel Kelly in the Wisconsin Supreme Court election. This gives Democrats a one vote majority in the Supreme Court. It will mean a challenge of a 1849 abortion law and the redrawing of the electoral maps that gives Republicans  a majority in the state assembly. The governor is Democrat Tony Evers and the legislature in Wisconsin has a Republican majority.  States in the midwest such as Michigan and Wisconsin played a part in Mr. Trump's gain of the presidency. Since then Ohio has moved into the Republican side, and the close contests are in places like Arizona, Pennsylvania and Georgia. Colorado moved to the Democratic side. Just 40,000 votes in Arizona, Georgia and Wisconsin separated Biden from Trump in the election of 2020 even though Biden had 7 million more votes than Biden because of the Electoral College system which goes by state's won. In 2016 Trump and Biden were separated by just 80,000 votes.   ...

Construction spending in manufacturing was $108 billion in 2022. Total manufacturing employment is at about 10% of the private sector. About 800,000 jobs were added in the private sector in the last 2 years. The total number is 13 million, according to the Bureau of Labor Statistics. About 800,000 additional jobs are ready to be filled. For years after World War II the growth in manufacturing was at 4%. Today the growth will be higher after incentives introduced by president Biden in different sectors from semiconductors to electric vehicles.  In other products from eyeglasses to socks and bicycles there is a shift to adding factories in the US to be able to fill increase in demand and for stores carrying less inventory that can be replenished quickly from home factories. In a policy unchanged since 1950's women in China retire at age 50 and men at age 60 years. China is aging faster than the US and it's population that is over 60 years is 20% of the population. Over the 5 years to 2025 about 40 million people will retire, about the size of the population of Canada. There will be 36 million fewer people in the working age population ages 16-59 to support them. Chinese migrant workers and families work longer hours than white collar workers making it difficult to raise the retirement age to European levels in a short time. The government's approach is to get public support by creating awareness about the problem and change the retirement age gradually over a longer period. The first step will be bringing the retirement age of women to the level of men. The 10 year gap in retirement age of men and women is not found in any advanced economy.

Biden's love of Irish poetry comes through at critical moments in his career. His efforts reading his uncle Ed Finnegan's book of W. B. Yeats poetry and trying to memorize some lines as a child to  help overcome his stutter. His quoting of Seamus Haney at critical times in his career- and after winning the 2020 election. About one third of cars in China will be electric cars by the end of 2023 from one fourth today. Compare this with 6% of cars being electric in the US. EU, US and Japan are far behind. Toyota has only now ramped up EV's with a new CEO. In the domestic Chinese market 80% of EV's are made by Chinese auto manufacturers, And this could go up to 90%.  This means the share of the Chinese market for German and US manufacturers is actually shrinking. Chinese buyers now prefer Chinese brands over foreign brands. Over 4 decades says Keith Bradsher in NYT the US and European auto manufacturers trained a whole generation of Chinese auto engineers who now work for Chinese electric auto makers. This is one market in which China has built a formidable capacity. This is also a big contribution to cutting emissions from fossil fuel powered cars after China's massive use of fossil fuels over two decades worsening climate change.

India's 135 thermal power plants ahve just 4 days of coal stocks as of October 1, says the Financial Times, citing the power ministry. The power ministry has instructed plants to build up stocks. China is already facing a power shortage after coal fired plants were asked to cut down the use of coal to meet emissions targets. In early August coal fired plants in India had 13 days of stocks. With coal prices rising India did not buy enough coal to build up inventories. The manufacturing sector suffered a contraction in China for the first time since the pandemic started in 2020. China has instructed state owned energy companies to secure supplies of fossil fuel to prevent winter shortages. This further increased price of coal. Coal from Indonesia went up from $60 a ton in March to $200 a ton in September discouraging imports. The result is that with limited supplies and rising prices of coal India faces a perfect storm and power cutbacks as in China. ...

The bicentenary of Napoleon is remembered in 2021 in France and the French speaking world.  Napoleon helped defend the French revolutionary ideals of Liberty, Equality and Fraternity, in the period 1789 to 1799 including the efforts of the French Army in Italy and other countries freeing people from feudal powers. In the period that followed Napoleon ruled France 1799-1812 during which he introduced new ideas of the Civil Code and revolutionary France to countries in different parts of the world. It was in Britain and the Iberian Peninsula that his policies faltered and his regime was seen as tyrannical after the early years.  George Washington was a contemporary of Napoleon and brought both these ideals that the French Revolution cherished to the American colonies, and yet did not seek anything beyond this-as he said the "approbation of good and virtuous people is the limit of my ambition." The British education of that time he received may have made a difference. ...
